The Veterans Outdoor Rehabilitation Act directs the Secretary of Veterans Affairs to set up a grant program that gives state veterans agencies funding to expand structured outdoor‑recreation activities for veterans. The goal is to improve veterans’ mental and physical health by increasing access to nature‑based programs, covering costs such as equipment, fees, transportation, and outreach. Up to $10 million would be available each year, with each qualifying state receiving at least $200,000.

Key Provisions

  • The VA Secretary must create a grant program for "covered" state veterans agencies to develop or expand outdoor recreation programs.
  • Grant funds can be used to run programs directly, contract with local outfitters or nonprofits, form partnerships, lower participant costs, conduct outreach, and coordinate with federal land‑management agencies (e.g., National Park Service, Forest Service).
  • Each eligible state that submits a qualifying application receives a minimum grant of $200,000 per fiscal year; any additional available funds are distributed among approved states.
  • States must submit a plan, partner‑selection criteria, certification of program qualifications, and data‑collection methods to receive a grant.
  • Grant recipients must report annually on participation numbers, types of activities, veteran demographics, and observed changes in well‑being, social connection, and physical activity.
