The bill changes how the Department of Defense can fund and manage installation‑support services through intergovernmental support agreements. It lets the appropriate service secretary draw on any DoD appropriations, requires a uniform data‑collection framework and a public database, and mandates periodic analysis and reporting to Congress. The changes affect DoD installations, the service secretaries, and the state, local, and tribal partners that enter into these agreements.

Key Provisions

  • Allows the relevant service secretary to use any DoD appropriations (except permanent, revolving, or third‑party funds) to pay for intergovernmental support services.
  • Defines “Secretary concerned” as the secretaries of the Army, Navy, Air Force, and the Secretary of Defense.
  • Within 180 days, the Secretary of Defense must create a uniform framework to collect detailed data on all intergovernmental support agreements.
  • Within one year, a publicly searchable database must be established to hold that data.
  • Every four years, the Secretary must analyze the data, assessing usage, common services, barriers, under‑utilization, and performance outcomes.
  • A report summarizing the analysis, data, recommendations, and best practices must be sent to Congress within 90 days of each analysis.
  • Expands the definition of services covered to include repair, construction, maintenance, and operation of facilities on installations.
  • Defines “Department of Defense source” as any congressional appropriations to DoD, excluding permanent appropriations, revolving funds, unavailable balances, or third‑party financing.
