Sudan IMPACT Act

Introduced October 13, 2026

AI-Generated Summary

Updated October 14, 2026 at 8:31 AM UTC

The Sudan IMPACT Act would let the United States create a partnership with Sudan focused on agriculture and mining. The partnership can only start if Sudan has a civilian‑led government that shows measurable reductions in violence, improves political stability, and manages its resources responsibly. In exchange for U.S. agricultural and mining equipment and technical help, Sudan would provide the United States with certain critical minerals.

Key Provisions

  • The Secretary of State may form a "United States‑Sudan Agriculture and Minerals Partnership" once a civilian‑led Sudanese government meets thresholds for civilian protection, political stability, and responsible resource governance.
  • When the thresholds are met, the partnership will allow the U.S. to supply farm equipment, precision agriculture, irrigation, processing gear, mining and surveying technology, safety and environmental tools, and supply‑chain expertise to Sudan.
  • In return, Sudan would supply the United States with designated "covered minerals," including gold, uranium, crude oil, chromium, iron, copper, manganese, zinc, silver, nickel, and gum arabic.
