The Don't Block LGBTQ Act of 2026 would change the Communications Act so that any elementary or secondary school, or public library, that receives discounted universal service support cannot block internet access to LGBTQ‑related information. The bill targets schools and libraries that get these federal discounts and aims to ensure students and patrons can access LGBTQ resources online.

Key Provisions

  • Adds a new rule to the universal service program stating that a school or library will lose its discount if it blocks access to LGBTQ resources.
  • Defines “LGBTQ resources” as information about sexual orientation, gender identity, gender expression, and related topics, excluding certain explicit visual depictions.
  • Updates related sections of the Communications Act to reflect the new paragraph and its definition.
