PROTECT Taiwan Act

Introduced February 24, 2025

AI-Generated Summary

Updated February 13, 2026 at 4:10 AM UTC

The PROTECT Taiwan Act directs U.S. financial regulators to bar representatives of the People’s Republic of China from participating in key international banking and financial organizations when the President reports a threat to Taiwan’s security or U.S. interests. It applies to groups such as the G20, the Bank for International Settlements, and several global banking oversight committees. The Treasury, the Federal Reserve, and the SEC must carry out the exclusions, though the President can waive the rule with a congressional report. The law expires after five years or earlier if the President declares termination in the national interest.

Key Provisions

  • If the President notifies Congress of a threat to Taiwan linked to China, the U.S. will seek to exclude Chinese representatives from the G20, BIS, Financial Stability Board, Basel Committee, International Association of Insurance Supervisors, and International Organization of Securities Commissions.
  • The Treasury Secretary, Federal Reserve Board, and SEC are tasked with taking all necessary steps to enforce these exclusions.
  • The President may waive the exclusion for any organization if he provides a report to the House Financial Services Committee and the Senate Banking Committee explaining why it serves the U.S. national interest.
  • The Act automatically ends five years after enactment, or 30 days after the President notifies Congress that ending it is in the national interest.
