AI-Generated Summary

This bill authorizes the U.S. section of the International Boundary and Water Commission to accept federal and non‑federal money for wastewater treatment, water‑conservation, and flood‑control projects along the U.S.–Mexico border. It sets a $5 million yearly cap on credits or reimbursements to non‑federal partners, bars funding from entities linked to designated foreign countries of concern, and requires yearly reporting to Congress. The changes affect the IBWC, potential funding partners, and ultimately communities that benefit from the water projects.

Key Provisions

  • Allows the U.S. section of the International Boundary and Water Commission (IBWC) to receive money from federal or non‑federal sources to study, design, build, operate, or maintain wastewater treatment, water‑conservation, and flood‑control projects.
  • All accepted money must be deposited in a Treasury account titled “International Boundary and Water Commission, United States and Mexico” and can be used until spent on the authorized activities.
  • Limits the amount the IBWC can give as credit or reimbursement to non‑federal partners to $5 million per fiscal year.
  • Prohibits the IBWC from taking funds from any non‑federal entity that is based in, organized under the laws of, or has agreements with a “foreign country of concern” as defined in the Research and Development, Competition, and Innovation Act.
  • Requires the IBWC to submit an annual report to the Senate Foreign Relations and Appropriations Committees and the House Transportation and Infrastructure and Appropriations Committees detailing the funds received, the activities performed, and associated costs.
