The Open RAN Outreach Act directs the Commerce Department to help small communications providers understand and adopt Open Radio Access Network (Open RAN) technology. It requires the Assistant Secretary to run outreach programs that explain the advantages and difficulties of open network architectures and to guide providers on applying for related federal grant funding. The bill targets small network operators that could benefit from using multi‑vendor, standards‑based equipment.

  • The Assistant Secretary of Commerce for Communications and Information, through the Office of Internet Connectivity and Growth, must conduct outreach and give technical assistance to small communications network providers.
  • The outreach must educate these providers about what Open RAN and other open network architectures are, their benefits, and the challenges they may face.
  • The assistance must also inform small providers about how to apply for the Wireless Supply Chain Innovation Grant Program established under the 2021 National Defense Authorization Act.
