Airmen Certificate Accessibility Act

Introduced March 21, 2025

AI-Generated Summary

Updated March 26, 2026 at 3:11 AM UTC

The Airmen Certificate Accessibility Act updates federal law so pilots, other airmen, and medical certificate holders can present their certificates to FAA inspectors either as traditional paper documents or as digital copies on electronic devices or cloud systems. The bill directs the FAA to create rules and guidance by late 2028 to define how digital certificates must be authenticated and verified. This change aims to make certification more convenient while maintaining safety oversight.

Key Provisions

  • Adds a new subsection to 49 USC 44703 allowing an airman (including for a medical certificate) to show either a physical certificate or a digital version stored on a device or in the cloud to an FAA inspector, provided it meets authentication rules set by the FAA.
  • Requires the FAA Administrator to issue a final rule by November 30, 2028 updating FAA regulations in parts 61, 63, 65, 67, and 107 to implement the new digital‑certificate allowance and related guidance.
