It changes the governing body from a council to a committee, expands the system’s duties to include more ocean measurements and data‑sharing, and provides new funding for the program through 2030.

Key Provisions

  • Replace references to a “Council” with a “Committee,” including renaming the National Ocean Research Leadership Council to the Ocean Policy Committee.
  • Add a requirement that the system conduct operational oceanography measurements.
  • Insert “and ocean” after “weather” throughout the law to broaden the system’s focus to include ocean observations.
  • Create a new clause directing regional offices and federally funded projects to develop requirements and processes for collaborating with regional coastal observing systems and sharing data.
  • Authorize $47.5 million each fiscal year from 2026 through 2030 to fund the system.
