Small Business Regulatory Reduction Act of 2025

Introduced April 17, 2025

AI-Generated Summary

Updated December 6, 2025 at 4:20 AM UTC

The Small Business Regulatory Reduction Act of 2025 directs the Small Business Administration (SBA) to make sure that the total cost of federal rulemaking to small businesses—called the "small business regulatory budget"—does not exceed zero each fiscal year. It also requires the SBA’s Office of Advocacy to report annually to Congress on the regulatory costs imposed on small businesses by all other federal agencies. No new funding is provided for these activities.

Key Provisions

  • The SBA Administrator must ensure that the agency’s small business regulatory budget is zero or negative for fiscal year 2026 and every year thereafter.
  • The Chief Counsel of the SBA’s Office of Advocacy must submit an annual report to Congress, within 60 days after each fiscal year, detailing each federal agency’s small business regulatory budget and the specific rules that created those costs.
  • The law does not authorize any additional appropriations to implement its requirements.
