The bill changes the Social Security Act to limit how much of a monthly benefit can be taken back when a beneficiary has been overpaid. It caps the withholding at no more than ten percent of the monthly benefit, unless the person asks for a larger recovery amount. This affects anyone receiving Social Security retirement, disability, or survivor benefits who owes an overpayment.

Key Provisions

  • Allows a beneficiary to request a higher recovery rate if they want more than the ten‑percent limit taken.
  • The changes take effect immediately upon enactment and apply to overpayments that are outstanding on or after that date.
