Advancing the Mentor-Protégé Program for Small Financial Institutions Act

Introduced June 4, 2025

AI-Generated Summary

Updated May 15, 2026 at 3:11 AM UTC

The Advancing the Mentor‑Protegé Program for Small Financial Institutions Act amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to create a new Financial Agent Mentor‑Protegé Program within the Treasury. The program pairs a designated financial agent or a large financial institution with a small financial institution to help the smaller entity become a financial agent or improve its service capacity. It targets small banks, minority depository institutions, and rural depository institutions, and requires annual outreach and reporting to Congress.

Key Provisions

  • The Treasury Secretary must establish a Financial Agent Mentor‑Protegé Program that allows large financial institutions or designated financial agents to mentor small financial institutions.
  • Mentorship aims to prepare small institutions to act as financial agents or to enhance their ability to serve customers.
  • The Secretary must hold at least one outreach event each year to encourage participation by financial agents, large institutions, and small institutions.
  • Guidance will be issued to allow exclusion of any participant from the program under specified circumstances.
  • The Treasury must report annually to Congress on program participation numbers and outreach events held.
  • Definitions are provided for "financial agent," "large financial institution" (assets ≥ $50 billion), "small financial institution" (assets ≤ $2 billion, minority, or rural), and "rural depository institution."
  • The amendments take effect 90 days after the law is enacted.
