It adds Mississippi Sound, Mississippi to the list of estuaries the program protects and pushes the program’s target completion date from 2026 to 2031. The bill also places conditions on how EPA can use federal funds for the program in fiscal years 2025 and 2026.

Key Provisions

  • Adds Mississippi Sound, Mississippi to the National Estuary Program’s list of protected estuaries.
  • Extends the program’s deadline from 2026 to 2031.
  • Bars EPA from using any FY‑2025 appropriations for the program and limits FY‑2026 use unless FY‑2026 funding is at least $850,000 greater than FY‑2024 funding.
