The Flood Resiliency and Land Stewardship Act updates the Food Security Act of 1985 by expanding the Regional Conservation Partnership Program’s objectives. It adds flood prevention, mitigation, and resiliency improvement as a core purpose alongside existing soil, water, wildlife, and land conservation goals. The change affects federal conservation programs that fund regional or watershed‑scale projects on eligible lands.

Key Provisions

  • Amends the Food Security Act’s Regional Conservation Partnership Program purpose language to add a new goal: preventing and mitigating flooding and drought, and improving or expanding flood resiliency.
  • Keeps the existing goals of soil, water, wildlife, agricultural land, and natural resource conservation, but now explicitly includes flood‑related measures.
