The Loggers Economic Assistance and Relief Act creates a federal payment program to help timber‑harvesting and timber‑hauling companies that suffer a significant drop in revenue after a major disaster. Eligible businesses that lose 10% or more of their normal earnings can receive a payment equal to 10% of their gross revenue for the affected period, but the funds must be used for operating costs. The program is funded with $50 million per year for four years and requires annual reporting to Congress.

Key Provisions

  • Timber harvesting or hauling businesses that lost at least 10% of their normal revenue in a 30‑day period or quarter because of a declared major disaster (including insect infestations) can apply for aid.
  • The aid amount is set at 10% of the business’s gross revenue for the affected period.
  • Businesses must certify that the money will be used only for operating expenses.
  • The Secretary of Agriculture must issue regulations for the program quickly, without the usual notice‑and‑comment or paperwork‑reduction procedures.
  • The program must be reported to the House and Senate agriculture committees each year, listing who received aid and how much.
  • Up to $50 million is authorized each fiscal year from 2026 through 2029 to fund the payments.
