Equal COLA Act

Introduced January 16, 2025

AI-Generated Summary

Updated November 24, 2025 at 3:27 AM UTC

The Equal COLA Act updates the way cost‑of‑living adjustments are calculated for retirees receiving annuities under the Federal Employees Retirement System. By using the same price‑index method as the Civil Service Retirement System, the bill aims to give FERS retirees parity in COLA increases. The change takes effect for all future adjustments, affecting all current and future FERS annuitants.

Key Provisions

  • Changes the formula for the cost‑of‑living adjustment (COLA) on Federal Employees Retirement System (FERS) annuities so that each year, on December 1, the annuity is increased by the percent change in the price index for the base quarter of that year compared with the base quarter of the prior year, rounded to the nearest one‑tenth of a percent.
  • Applies this new COLA calculation to any FERS annuity adjustment made after the law takes effect, regardless of when the annuity began.
