Equal COLA Act

Introduced February 18, 2025

AI-Generated Summary

Updated November 24, 2025 at 2:34 AM UTC

The Equal COLA Act would change how cost‑of‑living adjustments are calculated for Federal Employees Retirement System (FERS) annuities. It sets the adjustment to follow the same price‑index formula used for Civil Service Retirement System (CSRS) annuities, rounding to the nearest 0.1%. The rule would apply to all FERS annuities, regardless of when they started, and to any COLA made after the law is passed.

Key Provisions

  • Amends the law that sets cost‑of‑living adjustments (COLA) for Federal Employees Retirement System (FERS) annuities so the increase each December 1 is based on the percent change in the price index for the base quarter of the current year versus the prior year, rounded to the nearest one‑tenth of a percent.
  • Applies this COLA method to any FERS annuity, whether it begins before, on, or after the law’s enactment, and to any COLA calculation made after the law takes effect.
  • The change is intended to make the COLA for FERS annuities match the COLA treatment that applies to Civil Service Retirement System (CSRS) annuities.
