It adds a specific definition for new affordable‑housing construction and adjusts income‑eligibility rules to cover this activity. The changes affect any CDBG money appropriated after the law is enacted, aiming to increase the supply of affordable homes.

Key Provisions

  • Adds a new definition for "new construction of affordable housing" that follows the definition in the Cranston‑Gonzalez National Affordable Housing Act.
  • Updates the low‑ and moderate‑income requirement in the CDBG rules to include new construction, alongside rehabilitation.
  • Specifies that these changes apply only to CDBG funds appropriated after the law takes effect.
