Updated April 28, 2026 at 6:11 AM UTC

The Kari's Law Reporting Act requires the Federal Communications Commission (FCC) to produce a public report on how well the provisions of Kari's Law—mandating that multi‑line telephone systems allow direct dialing of emergency services—have been enforced. The report must be posted on the FCC website within 180 days of the law’s enactment and will address compliance, challenges, possible policy improvements, and any legislative recommendations. This bill mainly affects the FCC, telephone system manufacturers and vendors, and ultimately the public who rely on emergency calling.

Key Provisions

  • The FCC must publish a report on its website within 180 days of the Act’s enactment.
  • The report must summarize how multi‑line telephone system manufacturers and vendors have complied with Kari's Law (section 721 of the Communications Act).
  • It must identify any difficulties or obstacles these parties face in meeting the law’s requirements.
  • The FCC must suggest ways to improve its enforcement policies if needed.
  • The report should include recommendations to Congress for any additional legislation that could address remaining problems.
