Rural Depositories Revitalization Study Act

Introduced December 9, 2025

AI-Generated Summary

Updated February 3, 2026 at 7:00 AM UTC

The Rural Depositories Revitalization Study Act directs the three main federal banking regulators to examine ways to strengthen rural banks’ growth, capital adequacy, and profitability. It also requires them to identify any legal or regulatory barriers to these improvements or to opening new rural banks. The agencies must report their results to Congress within a year, helping lawmakers consider potential reforms.

Key Provisions

  • The Federal Reserve Board, the Office of the Comptroller of the Currency, and the FDIC must work together to study how to boost growth, capital strength, and profitability of banks that mainly serve rural areas.
  • The study must also pinpoint any existing federal laws or agency regulations (aside from funding bills) that hinder the identified improvements or block the creation of new rural banks.
  • Within one year of the law’s enactment, the agencies must deliver a joint report to Congress summarizing their findings and recommendations.
