The Securing Facilities for Mental Health Services Act updates the National Housing Act so that licensed hospitals can receive mortgage insurance on the same terms as other eligible facilities. By deleting a limiting provision and reshuffling the remaining language, the bill aims to give hospitals parity in accessing the federal mortgage‑insurance‑for‑hospitals program. It also mandates a HUD report on the program’s results within two years.

Key Provisions

  • Amends Section 242(b)(1) of the National Housing Act to remove a restrictive subparagraph and re‑order the remaining language, giving licensed hospitals the same access to the mortgage‑insurance‑for‑hospitals program as other eligible entities.
  • The changes take effect nine months after the law is enacted.
  • Requires the HUD Secretary to submit a report to Congress within two years of enactment evaluating how the expanded mortgage‑insurance program for hospitals is working.
