The Energy Emergency Leadership Act amends the Department of Energy Organization Act to give Assistant Secretaries explicit authority over energy‑emergency and energy‑security matters. It expands their duties to include infrastructure protection, threat response, cybersecurity, supply management, and emergency planning, and allows them to offer technical help to state, local, tribal, or industry partners upon request. The law also requires the Energy Secretary to coordinate these activities with other federal agencies.

Key Provisions

  • Adds a new function (paragraph 12) for Assistant Secretaries of Energy covering energy‑emergency and energy‑security duties.
  • Specifies responsibilities such as protecting energy infrastructure, addressing emerging threats, cybersecurity, supply issues, and planning for emergencies, including response and restoration.
  • Requires the Assistant Secretary to provide technical assistance to states, local or tribal governments, and energy‑sector entities when they request it, working with other federal agencies as needed.
  • Mandates that the Secretary of Energy coordinate these new duties with relevant federal agencies.
