The Countering China’s Control of the Caucasus Act directs the State Department, working with the intelligence and defense communities, to produce a classified report on Russian and Chinese intelligence activities in Georgia and to develop a five‑year U.S. strategy for relations with Georgia. The goal is to understand foreign influence in Georgia and to shape U.S. policy, funding, and trade decisions toward the country.

Key Provisions

  • Within 180 days, the Secretary of State, in coordination with the Director of National Intelligence and the Secretary of Defense, must deliver a classified report to eight specified Senate and House committees that details Russian and Chinese intelligence penetration in Georgia and any cooperation between them.
  • Also within 180 days, the Secretary of State must submit an unclassified five‑year strategy for U.S.–Georgia relations (with a classified annex) outlining objectives, required tools and resources, funding levels, and assessments of Georgia’s commitment to trade and partnership with the United States and Europe.
