It lets small businesses borrow money to purchase modern software, cloud services, and AI‑based tools that help with operations, payroll, HR, sales, accounting, inventory, and other core functions. The changes apply to future SBA loans and do not affect existing loans or other SBA loan rules.

Key Provisions

  • Adds a new permissible use for SBA 7(a) loans: financing modern business software, cloud computing services, and AI‑enabled tools for various operational needs.
  • Clarifies that the amendment does not apply retroactively to loans made before the law’s enactment.
  • Specifies that the new loan use is not for research and development purposes.
  • States that the amendment does not change the existing definition of working capital under the Small Business Act.
