The bill affects the FCC, GAO, telecom and 911 service providers, the 988 Lifeline, local crisis centers, and related agencies.

  • The GAO must complete a study and submit a report to the relevant congressional committees within 180 days, covering policy, technical standards, and funding issues for geolocation on 988 calls, and must consult with a broad range of stakeholders such as telecoms, handset makers, emergency communications centers, state and local governments, the 988 and Veterans Crisis Lines, mental‑health agencies, and experts on services for deaf or hard‑of‑hearing users.
