This bill amends the War Powers Resolution to add a funding restriction. It says that no federal money can be used to send U.S. forces into combat or keep them there if doing so would violate the War Powers Resolution. The rule does not apply when the forces are responding to an imminent attack on the United States, its territories, its forces, or an ally.

Key Provisions

  • Prohibits obligating or spending any federal funds to introduce U.S. armed forces into hostilities, or to continue using them, if that action conflicts with the War Powers Resolution.
  • Creates two exceptions: the funding restriction does not apply when forces are used to respond to a national emergency caused by an imminent attack on the United States, its territories, possessions, or armed forces, or to an imminent attack on an ally or partner of the United States.
