This House resolution sets special rules for bringing four separate bills to the floor. It lets the Speaker place the House in the Committee of the Whole, waive normal points of order, and limit debate to one hour split between the relevant committee chairs and their minority counterparts. The resolution also specifies how amendments can be offered and restricts further changes, effectively streamlining the legislative process for these bills.

Key Provisions

  • Allows the Speaker to move the House into a Committee of the Whole to consider H.R. 2483 (opioid‑use‑disorder program reauthorization) with the first reading waived, points of order waived, and debate limited to one hour split evenly between the Energy and Commerce chair and ranking minority member; sets amendment procedures and limits further changes.
  • Permits immediate consideration of H.R. 2931 (relocating SBA offices out of sanctuary jurisdictions) with points of order waived, a substitute amendment adopted, and debate limited to one hour split evenly between the Small Business chair and ranking minority member, plus one motion to recommit.
  • Allows H.R. 2966 (requiring SBA loan applicants to provide citizenship documentation) to be considered with points of order waived, a substitute amendment adopted, and the same one‑hour, split‑debate and motion‑to‑recommit limits as H.R. 2931.
  • Provides for H.R. 2987 (amending the Small Business Act to cap the number of small‑business lending companies) to be considered under the same procedural rules as H.R. 2931 and H.R. 2966.
