This House resolution sets the procedural rules for bringing the FY 2026 appropriations bill (H.R. 7006) to the floor. It lets the Speaker move the bill into the Committee of the Whole, waives normal points of order, limits debate, and defines how amendments can be offered. The rules apply to all members of the House as they consider this appropriations legislation.

Key Provisions

  • The Speaker may declare the House resolved into the Committee of the Whole to consider H.R. 7006, and the first reading is waived.
  • All points of order against the bill’s consideration are waived.
  • General debate is limited to one hour, split equally, and controlled by the chair and ranking minority member of the Appropriations Committee.
  • After debate, the bill is open for amendment under the five‑minute rule and is considered as read, with points of order waived.
  • Only amendments printed in the Committee on Rules report may be offered, in the order listed, by designated members; these amendments are not amendable and are not subject to a division of the question.
  • After amendment consideration, the Committee reports the bill with any adopted amendments, and the House proceeds to final passage, allowing only a motion to recommit.
  • The chair of the Appropriations Committee may add explanatory material to the Congressional Record by Jan 16, 2026.
