The AVIATE Act of 2025 changes the veterans’ rehabilitation rules so the VA can approve flight‑training courses that don’t lead to a college degree as part of a veteran’s vocational rehab. It applies to veterans with service‑connected disabilities and takes effect for programs approved after August 1, 2025.

Key Provisions

  • Allows the Secretary of Veterans Affairs to include non‑degree flight training programs in a veteran’s vocational rehabilitation plan, even though such training isn’t part of a college degree.
  • Specifies that this authority applies to rehabilitation programs approved on or after August 1, 2025.
  • Adjusts the existing statutory language to say the program must be approved “to the maximum extent practicable,” except as provided in the new paragraph allowing flight training.
