The bill changes the rules for the Post‑9/11 Educational Assistance program so veterans have more options to transfer their benefits. It sets a clear service‑time requirement of at least six years in the uniformed services and lets beneficiaries transfer the assistance at any time, not just while they are actively serving. The changes also tidy up related sections of the law by removing outdated liability language and renumbering subsections.

Key Provisions

  • Eligibility is limited to veterans who have completed at least six years of service in the uniformed services.
  • Beneficiaries may transfer their Post‑9/11 Educational Assistance at any time, rather than only while they are serving in the Armed Forces.
  • Several related subsections are revised to match the new eligibility and transfer rules, including the removal of joint‑and‑several liability language and the renumbering of certain paragraphs.
