The Supporting Pregnant and Parenting Women and Families Act amends the Social Security Act to make clear that states may use federal grants from Title IV to fund pregnancy‑related service providers. It explicitly permits state use of these funds for organizations that help pregnant women and families, and it defines what qualifies as a “pregnancy center.” The change affects state agencies that receive federal funding, pregnancy centers, and the families they serve.

Key Provisions

  • Adds a new subsection to Section 404 stating that nothing in the law prevents a state from using a grant under Section 403 to support pregnancy centers.
  • Defines a “pregnancy center” as any organization that (A) supports protecting the life of the mother and unborn child, and (B) provides resources and services such as counseling, prenatal education, pregnancy testing, diapers, baby clothes, or other material support.
