The bill adds a new section to the 2021 National Defense Authorization Act that bars colleges and universities from receiving Department of Defense research and development awards for five years if they have taken foreign money to work on certain national‑security related projects. It targets institutions that receive funds from specified foreign governments for work in artificial intelligence, biotechnology, or quantum information science. The goal is to prevent potential security risks from foreign‑sourced research at U.S. schools.

Key Provisions

  • Prohibits any higher‑education institution that has received foreign‑source funding for a "specified task" (research or development with national‑security or military applications in AI, biotech, or quantum information science) from being awarded a DoD research and development award for five years after receiving that foreign funding.
  • Defines "foreign source" to include a foreign government, entities owned ≥25% by that government, and agents such as subsidiaries or foundations of those entities.
  • Lists specific countries (e.g., China, Iran, North Korea, Russia, etc.) as "specified foreign governments," with authority for the Secretary of State to add others.
  • Provides definitions for terms like artificial intelligence, biotechnology, quantum information science, and research and development award as used in the existing NDAA.
