The Higher Education Grant Flexibility Act of 2026 changes how federal student aid treats students with disabilities who take a reduced course load. It allows a reduced load (or at least 5 credits) approved as a reasonable accommodation to count as full‑time when calculating Pell Grants, Supplemental Educational Opportunity Grants, and TEACH Grants. The changes apply to eligible students and teacher‑candidate recipients of these grants.

Key Provisions

  • For Pell Grants, a student with a disability who has an approved reduced course load is treated as full‑time for cost‑of‑attendance calculations, and subsection (b) of section 472 does not apply to them.
  • The same full‑time treatment is added for Federal Supplemental Educational Opportunity Grants, using the same reduced‑load rule.
  • Teacher‑candidate TEACH Grants also adopt the reduced‑load rule, counting the reduced load as full‑time for grant eligibility.
  • The bill updates the statutory language (removing “In any case” and adding a new subparagraph) to reflect these changes and sets the effective date to align with the FAFSA Simplification Act provisions.
