Mr. Speaker, I rise today to recognize Dr. Addie Carmichael Miller on her appointment as Superintendent of the North Bolivar Consolidated School District and to congratulate her as she begins this important new chapter of leadership.

Effective July 1, 2026, Dr. Miller assumed leadership of North Bolivar Consolidated School District, bringing years of educational experience and a deep commitment to academic excellence, student achievement, and continuous improvement. A native of Shelby, Mississippi, Dr. Miller is a proud 2000 graduate of Broad Street High School. She began her career in education as a classroom teacher in 2004 and later served as assistant principal at McEvans Elementary School, and principal of I.T. Montgomery Elementary School in Mound Bayou. She most recently served as the district's Federal Programs Director.

Dr. Miller was recognized as the district's 2022 Administrator of the Year, reflecting her dedication and leadership in education. Her familiarity with North Bolivar's students, schools, families, and communities provides a strong foundation as she leads the district into its next phase of growth and development.

As Superintendent, Dr. Miller will oversee academic, operational, and strategic initiatives throughout C.E. Hall Elementary, I.T. Montgomery Elementary, and Northside High School. Her leadership will be instrumental in advancing student outcomes, strengthening school operations, and ensuring that district priorities remain aligned with the needs of the community.

In her first official Board of Trustees meeting as Superintendent, Dr. Miller was described as leading with a shared commitment to purpose, progress, and lasting impact on every student. This aligns with a philosophy that values not only measurable academic results but also the long-term development and well-being of students.

Mr. Speaker, I ask my colleagues to join me in congratulating Dr. Addie Miller on this well-deserved appointment and commend her for her continued service to the students, families, and communities of North Bolivar County. I am confident that her leadership, vision, and commitment to excellence will help create meaningful opportunities and lasting success for the scholars she serves.

Mr. Speaker, I rise today to honor the life and legacy of Mrs. Helen M. Johnson, a trailblazing public servant, entrepreneur, community leader, devoted matriarch, and woman of faith from Hollandale, Mississippi, who passed away on August 22, 2026.

Helen was born on September 15, 1954, the thirteenth child of Leroy and Daisy Smith. She was educated at Simmons Elementary School and Simmons High School and later earned her GED. A lifelong learner, she continued her education through Draughons Business College, Delta State University, Mississippi State University Extension Service, and the International Institute of Municipal Clerks.

Helen's life was marked by perseverance. As a young woman, she struggled with a severe stutter that affected her confidence. Through speech therapy, determination, and faith, she overcame that challenge. The young woman who once struggled to speak confidently would later become a respected public official, trainer, mentor, and community leader.

Helen built a distinguished career in municipal government. She became the first Black radio dispatcher for the City of Hollandale, later served approximately fifteen years as Deputy City Clerk, and in 2001 became the first Black City Clerk of Hollandale, Mississippi. She faithfully served as City Clerk until 2021.

Her commitment to public service did not end with her retirement as City Clerk. Helen continued training and mentoring municipal clerks, established HMJ Consulting Services, LLC, and served as a Municipal Clerk Consultant Officer with HOPE Enterprise. She later continued her service to the citizens of Hollandale as an Alderwoman and Vice Mayor of the City of Hollandale, positions she faithfully held at the time of her passing.

Helen was also a successful entrepreneur. Alongside her husband, John Wesley Johnson, she began a jewelry business that eventually grew into Something Special Fashions, with locations in Hollandale, Leland, Sunflower, and Cleveland. A talented seamstress, she was well known for her creativity, elegance, professionalism, and sense of style.

Helen's commitment to service extended throughout her community. She served in leadership roles with the Hollandale Rotary Club, Mississippi Municipal Clerks Association, Community Foundation of Washington County, South Delta Planning & Development District, Hollandale Economic and Community Development Foundation, and Hollandale Community Volunteers for Progress.

Her faith remained the foundation of her life. Helen joined First Baptist Missionary Baptist Church at the age of twelve and remained a faithful member throughout her lifetime.

Above all, Helen was devoted to her family. She was a loving wife, mother, grandmother, great-grandmother, sister, aunt, mentor, and friend. She believed that family was defined not only by blood, but also by love, sacrifice, guidance, and care.

Mr. Speaker, Helen M. Johnson lived a life of faith, perseverance, service, and purpose. From breaking barriers in municipal government to serving as Vice Mayor and Alderwoman, she devoted her life to strengthening Hollandale and improving the lives of those around her.

The young girl who once struggled to find her voice ultimately used that voice to teach, lead, encourage, and serve.

I ask my colleagues to join me in honoring the life and legacy of Alderwoman Helen M. Johnson and in extending our deepest condolences to her family, friends, church family, colleagues, and the entire Hollandale community.

Mr. Speaker, I rise today to honor a remarkable public servant, Shelly ``Shirley'' Frazier.

Shelly Frazier is a 1973 graduate of North Natchez High School. She continued her education at Meadow-Draughon Business College in New Orleans, Louisiana, where she earned a degree in business administration in 1974.

Shelly began her career with AT&T, where she worked for 32 years before retiring in 2010. During her career, her work took her to several locations, including Jackson, Mississippi; Pensacola, Florida; New Orleans, Louisiana; and Atlanta, Georgia. Her career reflected a strong work ethic, professionalism, and commitment to excellence.

Her commitment to service continued well beyond her professional career. Mrs. Frazier is currently serving her third term as the District 4 Election Commissioner for Adams County, where she continues to serve her community through the administration of local elections. She is also a lifetime member of the NAACP and has faithfully served as secretary for more than 15 years.

Shelly Frazier is married to Billie Joe Frazier, and together they have three daughters, Jarita Frazier-King, Courtney Frazier, and Skylar King-Frazier, and one son, Keimon B. Frazier. They also cherish four grandchildren and one great-granddaughter, affectionately known as their ``chocolate drop.''

Mrs. Frazier has also played an important role in preserving her family's history, culture, and culinary traditions. Alongside her mother and daughters, she helped launch the Natchez Heritage School of Cooking, a family business dedicated to preserving and sharing the rich foodways and cultural heritage of Natchez and the surrounding region.

Mr. Speaker, I ask my colleagues to join me in recognizing Shelly ``Shirley'' Frazier of Natchez, Mississippi, for her achievements and dedicated service to the Natchez-Adams County community.

Mr. Speaker, I rise today to honor Alderman Timmy L. Jamison of Marks, Mississippi, a devoted husband, father, grandfather, businessman, and longtime public servant whose life of hard work and compassion has lifted his community.

Timmy Jamison was born to James and Annie Jamison of Marks, Mississippi. From the age of six, he learned the value of work alongside his father--plowing gardens, driving tractors, and helping neighbors keep their plots and farms productive. Those early years shaped a lifelong ethic of service, responsibility, and care for others.

Timmy graduated from Quitman County High School in 1990. He married Sandra Jamison, and together they raised five children and now cherish seven grandschildren. A small-business owner, Timmy, has been the owner and operator of his trucking company since 2015, providing steady work and dependable service throughout the region.

For decades Timmy has stepped forward to serve his neighbors in elected office. He has served as alderman at-large since 1997--apart from one term--and continues in this role today. Whether handling routine municipal matters or helping a neighbor in crisis, Timmy has always put people first.

Timmy's life is defined by compassion in action. He is known across Marks for listening, for rolling up his sleeves, and for treating everyone with diginity. Neighbors turn to him for practical help, wise counsel, and the steady presence of a servant-leader who believes public service is about improving the lives of others.

Mr. Speaker, Alderman Timmy Jamison's dedication to family, enterprise, and community exemplifies the best of small-town America. I ask my colleagues to join me in recognizing him for his decades of faithful service to Marks, Mississipi, and for the compassion and perservance he brings to every task.

Mr. Speaker, I rise today to honor Dr. John A. Peoples, Jr., a distinguished Mississippian, educator, veteran, and the sixth president of Jackson State University.

A native of Starkville, Mississippi, Dr. Peoples served his country with distinction as a United States Marine during World War II. He served as a Drill Instructor at Montford Point at Camp Lejeune, where Black Marines were trained during segregation. In July 2012, Dr. Peoples was awarded the Congressional Gold Medal in recognition of his service as one of the African-American Marines who trained at Montford Point.

After his military service, Dr. Peoples returned to Jackson State University, earning his bachelor's degree in mathematics in 1950. He later earned a master's degree and Ph.D. from the University of Chicago. In 1964, he returned to Jackson State as a professor of mathematics and vice president and became president in 1967.

Dr. Peoples served as president from 1967 to 1984, overseeing an extraordinary period of growth and transformation. During his tenure, enrollment increased from approximately 2,200 to 7,800 students, academic programs expanded through the doctoral level, and the University's physical facilities grew substantially. He also founded the Army Reserve Officers' Training Corps (ROTC) unit at Jackson State University, establishing a lasting tradition of military leadership and service.

Dr. Peoples led Jackson State through some of the most challenging years of the civil rights era, including the tragic May 14, 1970, shootings at Jackson State, when Phillip Gibbs and James Green were killed and other students were wounded.

Beyond Jackson State, Dr. Peoples became a nationally recognized leader in higher education and was the first African-American to serve as Chairman of the Board of the American Council on Education. His contributions to education, civil rights, and public service have earned him numerous honors, including the Medgar Evers Award, the Mississippi Medal of Service, and induction into the Jackson State University and Southwestern Athletic Conference Halls of Fame.

Dr. John A. Peoples, Jr., has devoted his life to service, education, leadership, and the advancement of opportunity for others. From the United States Marine Corps to the halls of Jackson State University, his legacy reflects courage, excellence, and an unwavering commitment to his community and his country.

I am proud to honor Dr. John A. Peoples, Jr., for his extraordinary contributions to Mississippi, Jackson State University, the United States Marine Corps, and our Nation.

Mr. Speaker, I rise today to honor a remarkable servant, Everett Timothy Sanders.

Everett Timothy Sanders, ex resident of Jackson, Mississippi, graduated from Lanier High School and Tougaloo College with a Bachelor of Arts Degree in 1968. Following graduation from college, he enrolled in the University of Kentucky College of Law. His law school tenure was interrupted by his service in the U.S. Army. He returned to law school after his discharge and graduated in December 1972.

After graduating from the University of Kentucky College of Law, Everett worked for the Kentucky Labor Department. In 1974 he returned home where he passed the Mississippi Bar Examination. In January 1975 Mr. Sanders went into practice with the law firm of Brown, Alexander, and Sanders.

In 1976 Mr. Sanders was elected County Prosecutor for Claiborne County, Mississippi, becoming the first African American to hold such a position. Mr. Sanders was elected two terms as the Democratic National Committeeman for the State of Mississippi from 2004 to 2012.

Mr. Sanders has served in over 30 prestigious positions on the State and Federal level. He is a member of the Magnolia Bar Association (former president) NAACP, Alpha Phi Alpha Fraternity (life member) and many more organizations. He is an active member of the Knights of Peter Claver and Holy Family Catholic Church located in Natchez, Mississippi.

He is married to Lillie Blackmon Sanders and the father of two daughters, Aisha and Keshia.

Mr. Speaker, I ask my colleagues to join me in recognizing Everett Timothy Sanders for his actions and achievements in the Natchez, Mississippi community.

Mr. Speaker, I rise today to honor the life, legacy, military service and historic contributions of Calvin ``Cal'' Hobbs, a native of Winona, Mississippi, a distinguished member of the Tuskegee Airmen, and a proud American whose life was devoted to service, excellence, and inspiring future generations.

Calvin ``Cal'' Hobbs was born on August 26, 1923, in Winona, Mississippi. In 1944, he enlisted in the United States Army Air Corps aviation cadet program in Omaha, Nebraska, and was subsequently assigned to first African-American Aviation Mechanics class at Amarillo Army Air Base.

Mr. Hobbs distinguished himself through determination, discipline, and an exceptional work ethic. He eventually earned an assignment to the 477th Bomber Squadron, which was attached to the 99th Fighter Squadron. His military career advanced rapidly, and he achieved the ranks of Sergeant, Technical Sergeant, Master Sergeant, and ultimately Chief Master Sergeant. The Mississippi Legislature recognized his advancement and accomplishments in House Concurrent Resolution No. 78, adopted in 2018.

Chief Master Sergeant Hobbs' service included completing Aerial Gunnery School and serving in important maintenance and leadership positions. He served as Line Chief with the 99th Fighter Squadron and the 332nd Fighter Group and became Crew Chief of a KC-135 aerial refueling aircraft at Mather Air Force Base. He also served as Flight Chief, Line Chief, and NCOIC Maintenance Control at Mather Air Force Base.

After 20 years of service in the United States Air Force, Chief Master Sergeant Hobbs retired in 1964. His commitment to service, however, did not end with his military retirement. His obituary records that he subsequently spent another 20 years with Pacific Bell, while also dedicating significant time to civic, youth, religious, and community organizations.

Mr. Hobbs was a founding member of Tuskegee Airmen, Inc.'s Sacramento/George ``Spanky'' Roberts Chapter. He remained deeply committed to preserving the history and legacy of the Tuskegee Airmen and became an integral member of the Tuskegee Airmen Living History Team. Through that work, he traveled to civic organizations, churches, and schools across the Nation, sharing the story of the Tuskegee Airmen and helping educate young people about aviation and science.

His commitment to young people was evident not only through his work preserving history, but also through his willingness to serve as a mentor. His message to young people was straightforward and enduring: ``Always be prepared when an opportunity arises!'' That simple statement reflected the discipline and perseverance that characterized his own life.

Mr. Hobbs' legacy is particularly significant because the Tuskegee Airmen represented far more than a group of military aviators. The Tuskegee experience included the pilots, mechanics, technicians, support personnel, and other servicemembers whose dedication helped establish an important chapter in American military and civil rights history. Mr. Hobbs contributed to that history through his technical expertise, military leadership, and lifelong commitment to telling the Tuskegee Airmen's story.

Beyond his military career, Mr. Hobbs devoted himself to his family and community. His obituary notes his involvement with organizations including the Tuskegee Airmen, Inc., Knights of Columbus, California Civil Air Patrol, Loaves & Fishes, Boy Scouts of America, Little League Baseball, and the PTA in the Folsom-Cordova School District, where he placed particular emphasis on supporting school music programs.

On August 2, 2011, Calvin ``Cal'' Hobbs passed away peacefully at his home in Rancho Cordova, California, surrounded by his family. He was 87 years old. His passing marked the loss of a remarkable Mississippian and American, but his contributions to his country, his community, and the preservation of the Tuskegee Airmen legacy continue to be remembered.

Calvin ``Cal'' Hobbs demonstrated throughout his life what can be accomplished through preparation, perseverance, service, and a commitment to helping others. From his service in the United States Army Air Corps and Air Force to his work as a member of the Tuskegee Airmen community and his efforts to educate young people, he dedicated himself to making a lasting difference.

His story is a reminder that the preservation of history is also an investment in the future. By sharing the experiences and accomplishments of the Tuskegee Airmen, Mr. Hobbs helped ensure that future generations would understand the sacrifices, determination, and excellence that helped expand opportunities for African Americans in military service and throughout American society.

I am proud to honor Chief Master Sergeant Calvin ``Cal'' Hobbs, a native son of Mississippi, a veteran of the United States Air Force, a Tuskegee Airman, a mentor, and a devoted servant of his community.

May his life continue to inspire young Americans to prepare themselves for opportunity, pursue excellence, serve their communities, and never allow adversity to define what they can accomplish.

Mr. Speaker, I rise today to honor Mr. Charles ``Smarty Pants'' King, Jr., a gifted educator, artist, mentor, and servant leader whose life's work has touched the minds and hearts of children throughout Mississippi.

A native of Memphis, Tennessee, Mr. King spent much of his childhood in Battle Creek, Michigan. As a young person, he was optimistic and had a powerful imagination, yet he often felt that traditional classrooms did not allow him to think freely. Rather than allowing that experience to defeat him, he turned it into purpose. He made it his mission to help children think for themselves, use their imaginations, and discover the greatness already inside them.

In 1980, Mr. King founded Smarty Pants Educational Services, choosing the elephant as the face of the organization because, as he explained, it is the largest land mammal. When he moved to Mississippi in 1985 to care for his grandfather, he continued to grow his work and took a ``catch them where they are'' approach to teaching. He understood that every child does not learn the same way, but every child deserves the opportunity to learn.

Known affectionately as ``Smarty Pants,'' a name that became part of his legal identity, Mr. King used magic, brain teasers, artwork, riddles, and his beloved elephant character to make learning come alive. Those who encountered him quickly learned that his lessons often began with a question, a puzzle, or a moment of wonder. He loved the ``whys'' in life, and that curiosity allowed him to connect with children in a language they could understand.

Behind every smile and creative lesson was a deeper mission. He taught young people the importance of education, self-love, staying drug-free, making wise choices, and believing in the gifts God placed within them. His guiding belief says it best: ``If a child can't learn the way I teach, then I must learn to teach the way he can learn.'' That statement is more than a motto. It is a testimony of patience, compassion, and commitment to meeting children where they are.

As an artist, Mr. King created thousands of pieces of artwork filled with symbols, puzzles, and hidden lessons. His art was not made simply to be seen. It was made to be studied, questioned, and understood. Through symbols and visual storytelling, he taught Black history, critical thinking, and life lessons in ways that reached young people beyond the walls of a traditional classroom.

In 2024, the Mississippi House of Representatives recognized Mr. King for his many years of service to youth and congratulated him upon his retirement. Though retired, Mr. King's heart for students remains strong, and he still shares his gifts from time to time to encourage, teach, and inspire young learners.

Mr. Speaker, I ask my colleagues to join me in honoring Mr. Charles ``Smarty Pants'' King, Jr., a living example of imagination in service, education with heart, and the enduring truth that every child deserves to be seen, taught, and inspired.

Mr. Speaker, I rise today to recognize a very pivotal time within the Mississippi Highway Patrol.

In 1970, Willie L. Morrow and Jerome Mangum, with representation from the Lawyers' Committee for Civil Rights Under Law, filed suit against the leadership of the Mississippi Department of Public Safety. The case, Morrow v. Crisler, challenged the Department's long-standing exclusion of African Americans from employment as Mississippi Highway Partol troopers. At the time, the Mississippi Highway Patrol, established in 1939, had never employed a Black state trooper.

Evidence presented in federal court demonstrated a pattern and practice of racial discrimination in hiring and recruitment. The court found that African Americans had effectively been excluded from trooper positions. Federal judges ordered the Department of Public Safety to eliminate discriminatory practices and adopt affirmative measures to recruit qualified Black applicants.

Following court orders issued in 1971, by early 1972, the Department began actively recruiting African-American candidates for positions within the Mississippi Highway Patrol. Recruitment efforts were directed toward Black communities, colleges, military veterans, and other qualified applicants throughout Mississippi. Applications from African-American candidates were processed for admission into the next Highway Patrol training class.

On June 18, 1972, five African-American men entered Cadet Class No. 12 at the Mississippi Law Enforcement Officers Training Academy in Pearl, Mississippi, to train as Mississippi Highway Patrol troopers. Their admission followed federal court rulings in Morrow v. Crisler, which challenged discriminatory hiring practices within the Mississippi Department of Public Safety. The class was the first in the history of the Mississippi Highway Patrol, organized in 1939, to include African- American cadets. Of the five men admitted--James Cheeks, Walter C. Crosby, Sr., Arthur Marble, Richard ``R.O.'' Williams, and Lewis Younger, Jr.--three graduated on September 1, 1972: Walter C. Crosby, Sr., R.O. Williams, and Lewis Younger, Jr. They became the first African-American troopers in the history of the Mississippi Highway Patrol.

Mr. Speaker, I ask my colleagues to join me in recognizing the integration of the Mississippi Highway Patrol and the men who helped pave the path for future generations of African-American officers.

Mr. Speaker, I rise today to recognize and honor Ms. Krishni Ryland as she celebrates a remarkable season of achievement marked by three significant milestones: earning a Master of Arts in Teaching degree in Secondary Education, publishing her first book, and beginning her teaching career as a Career, Technical, and Agricultural Education educator.

After faithfully serving our nation for 20 years in the United States Army, Ms. Ryland retired from military service and embarked upon a new journey centered on education, faith, and service to others. Her commitment to personal growth and lifelong learning is evident in her impressive academic accomplishments. Most recently, she entered a Master of Arts in Teaching degree in Secondary Education from Liberty University. Prior to this achievement, she earned a Master of Arts in Teaching degree in Secondary Education from Liberty University. Prior to this achievement, she earned bachelor's degrees in Business Administration and Religion, demonstrating her dedication to both professional excellence and spiritual development.

In a addition to completing her master's degree, Ms. Ryland has become a published author with the release of her book, Did God Really Say That? Unlearning What We Thought Was Scripture. Through this work, she encourages readers to deepen their understanding of biblical teachings and challenges them to examine commonly held beliefs through the lens of Scripture. Continuing her mission of service, Ms. Ryland will begin her teaching career in the fall of 2026 as a Career, Technical, and Agricultural Education educator. In this role, she will have the opportunity to inspire, mentor, and equip the next generation of leaders and professionals. Her transition from military service to the classroom reflects her enduring commitment to empowering others and strengthening communities through education.

Ms. Ryland is also the founder of Speak Life Outreach Ministries, a nonprofit organization dedicated to encouraging, uplifting, and transforming lives through faith-based outreach and biblical teaching. Through her ministry, she has touched countless individuals by sharing messages of hope, purpose, and spiritual growth.

A proud daughter of John and Shirley Meeks of Yazoo City, Mississippi, Ms. Ryland's accomplishments are a testament to the values of faith, perseverance, service, and dedication instilled in her throughout her life.

Mr. Speaker, I ask my colleagues to join in congratulating Krishni Ryland on these extraordinary achievements and in celebrating her continued contributions to education, faith, and public service. Her life and work serve as an inspiration to all.

Mr. Speaker, I rise today to recognize and honor Fallah Heard, widely known as ``Fallah the Foodie,'' a passionate entrepreneur, social media influencer, and community advocate whose work is helping shine a spotlight on Mississippi's vibrant culinary scene.

A native of Byram, Mississippi, Ms. Heard developed a love for food and community at an early age. Inspired by family traditions and a desire to connect with others, she transformed her passion into a platform that celebrates local restaurants and the hardworking people behind them. What began as sharing food experiences online has grown into a respected voice that highlights businesses throughout Jackson and surrounding communities.

Through her social media presence, Ms. Heard has become a champion for locally owned restaurants, helping introduce residents and visitors alike to the unique flavors and dining experiences available across Mississippi. Her authentic approach and genuine enthusiasm have helped increase visibility for many small businesses, contributing to their growth and success while encouraging greater appreciation for the state's rich food culture.

Beyond reviewing restaurant, Ms. Heard is committed to fostering community connections and creating opportunities for local entrepreneurs. She has organized events that bring together food vendors, business owners, and residents, helping strengthen relationships and support economic development within the region. Her efforts reflect a deep belief in the power of food to bring people together and build stronger communities.

Ms. Heard's work has also helped elevate Jackson's reputation as a destination for exceptional dining experiences. Through her advocacy and promotion of local establishments, she continues to demonstrate the important role that small businesses play in the economic and cultural vitality of our communities.

Her dedication, creativity, and commitment to uplifting others serve as an inspiration to many. By using her platform to support local businesses and celebrate Mississippi's culinary talent, Ms. Heard is making a lasting impact on communities throughout our state.

Mr. Speaker, I ask my colleagues to join me in recognizing Fallah Heard for her outstanding contributions to Mississippi's restaurant industry, her support of small businesses, and her continued efforts to showcase the best of our state.

Mr. Speaker, I rise today to honor Mr. Tavoris M. Emerson for his outstanding service, leadership, and unwavering dedication to the citizens of Mississippi.

Tavoris M. Emerson was born and raised in the Mississippi Delta, where he developed a strong sense of duty, integrity, and commitment to sewing others. Throughout his life, he has demonstrated a passion for public service and a steadfast dedication to protecting and improving the communities he serves.

A proud veteran of the United States Army, Mr. Emerson served his country as a combat engineer, embodying the values of courage, discipline, and selfless service. Following his military service, he continued his commitment to public safety through a distinguished career in law enforcement and corrections.

Over the course of more than 16 years in public service, Mr. Emerson has held numerous leadership positions throughout Mississippi. His career has included service as an internal affairs investigator, chief of investigations, probation and parole agent, and community corrections officer with the Mississippi Department of Corrections. In each role, he earned a reputation for professionalism, accountability, and a relentless pursuit of justice.

His leadership has been instrumental in advancing public trust, enhancing departrnentai effectiveness, and promoting professional standards within law enforcement.

Beyond his professional accomplishments, Mr. Emerson is a devoted father who takes great pride in the achievements and development of his sons. He is deeply committed to family values, mentorship, and serving as a positive example for future generations. Mr. Speaker, I rise today to recognize and honor Mr. Willie Joiner, a proud veteran of the United States Army, whose courageous service during the Vietnam War and lifelong perseverance embody the very best of the American spirit.

Mr. Joiner was drafted into the United States Army in 1968 and, following completion of basic training, answered our nation's call by serving a full tour of duty in the Vietnam War. He faithfully fulfilled his responsibilities with honor and distinction before receiving an honorable discharge in 1972. Like so many veterans of his generation, Mr. Joiner returned home carrying the unseen burdens of war while continuing to live a life marked by dignity, resilience, and quiet strength.

A resident of Dundee, Mississippi, Mr. Joiner's story began in Tunica County, where he was raised as one of fifteen children born to Frank, Sr. and Gennie V. Joiner. Growing up in a modest three-bedroom home on a plantation, the Joiner family faced many hardships. Without modern conveniences and with limited resources, Mr. Joiner worked alongside his parents and siblings as a sharecropper, helping provide for his family through hard work and determination.

Despite these humble beginnings, Mr. Joiner answered the call to defend the freedoms we cherish. His service reflects the sacrifices made by countless young Americans who left their homes to serve a nation they loved, often at great personal cost.

Today, Mr. Joiner continues to face serious medical challenges related to his military service. His courage in confronting these challenges serves as another testament to his enduring character. As a grateful nation, we owe our veterans not only our appreciation but also our unwavering commitment to ensuring they receive the care, support, and respect they have earned through their service.

Mr. Joiner's legacy also lives on through the enduring values of the Joiner family. In 2024, the family established The Joiner Place, a family heritage and learning center dedicated to preserving their history and inspiring future generations through the principles of faith, humility, service, generosity, forgiveness, and thankfulness. Their mission reminds us that strong families and shared history strengthen our communities and our nation.

I also commend the efforts to preserve the Joiner family's legacy through the designation of Joiner Road in honor of Frank, Sr. and Gennie V. Joiner, recognizing the lasting contributions of a family whose story reflects the perseverance and resilience of rural Mississippi.

Throughout his career in law enforcement, Mr. Davis demonstrated professionalism, integrity, and an unwavering commitment to justice. As a member of the Mississippi Bureau of Investigation, he played a vital role in protecting communities, supporting criminal investigations, and upholding the laws of our state. Through hard work, dedication, and exemplary leadership, he rose through the ranks, serving as a Lieutenant before being promoted to Branch Director at the Mississippi Bureau of Investigation. His commitment to ensuring the safety and well-being of Mississippi's citizens earned him the respect and admiration of colleagues, community leaders, and residents alike.

A native of Shaw, Mississippi, Mr. Davis exemplified the values of hard work, service, and leadership. His career reflected a steadfast commitment to making a positive difference in the lives of others and strengthening the communities he served. Through his dedication and sacrifice, he helped make Mississippi a safer place for countless families.

Beyond his professional accomplishments, Mr. Davis served as a role model for young people throughout the Mississippi Delta, demonstrating the importance of discipline, responsibility, and public service. His contributions left a lasting impact on both the law enforcement community and the citizens of Mississippi.

Although he is no longer with us, the legacy of Jeris Deon Davis lives on through the lives he touched, the communities he served, and the example he set for future generations. His commitment to justice, service, and excellence will not be forgotten.

Mr. Speaker, I rise today to recognize and commend the exceptional commitment of the 2026 graduating class from the Latin American School of Medicine (ELAM) in Havana, Cuba. These five courageous and compassionate individuals are now part of a legacy of global medical solidarity that began 26 years ago when Cuba offered full scholarships to students from underserved communities around the world, including the United States.

In partnership with the Interreligious Foundation for Community Organization (IFCO), the U.S. ELAM program has graduated 256 physicians since its inception. Many of these graduates come from communities that have historically been denied access to medical education. These individuals have chosen a career path focused on service rather than profit, prioritizing community health over personal comfort.

Currently, 101 graduates are making significant contributions to public health across various fields, including integrative medicine, research, education, and nonprofit work. Additionally, 144 graduates are either fully licensed or participating in residency programs in over 30 U.S. states, with many practicing in areas designated as health professional shortage areas or medically underserved communities.

Seventy percent of the program's graduates are women, and eighty percent are Black and Brown, reflecting the diversity of the broader student body at the school as a whole.

These graduates faced unique challenges, including studying medicine in a second language, adapting to a different healthcare system, and navigating the geopolitical impacts of the U.S. blockade on Cuba. Despite these obstacles, they persisted. Their achievements are not just academic; they are also profoundly political, demonstrating what is possible when healthcare and medical education are recognized as fundamental human rights.

Mr. Speaker, during a time when our healthcare system struggles with racial and economic disparities, these doctors remind us that another model is possible--one founded on equity, internationalism, and public service.
