Mr. Speaker, I rise today to honor the remarkable life and enduring legacy of Mr. James Milton Hawkins of Bolton, Mississippi--a gifted musician, devoted educator, and man of deep faith. Mr. Hawkins served his community, his students, and his church with unwavering passion and humility for more than four decades.

Born on August 12, 1950, in Bolton, Mississippi, James was the son of Mae Lillie Atkinson Hawkins and Eldridge Hawkins, Sr. He was a 1968 graduate of Sumner Hill High School and went on to earn both his bachelor's and master's degrees in music, with a concentration in voice and performance, from Jackson State University. A product of Mississippi's rich musical and spiritual traditions, James dedicated his life to uplifting others through song, mentorship, and education.

Mr. Hawkins was best known as the longtime choral director at Jim Hill High School in Jackson, where he built one of the most respected public school choir programs in the country. Under his leadership, the Jim Hill Choir earned national and international acclaim, performing at Carnegie Hall, the Mormon Tabernacle, the White House, and internationally in Vienna, Italy, Great Britain, and Canada. His students sang for presidents, dignitaries, and at major festivals, consistently earning top honors and recognition.

Beyond his classroom, Mr. Hawkins was a devoted church musician at Orange Hill and Rose Hill M.B. Churches, where he led choirs and inspired generations with his spiritual gifts. He also served as music director for the General Missionary Baptist State Convention of Mississippi and was a longtime supporter of youth and music ministries across the state. In 2023, he founded the Sumner Hill Alumni Choir--one of his final gifts to the community he cherished.

He is remembered lovingly by his devoted wife, Barbara Ann Thurman Hawkins; his cherished grandsons, James Hyche and Jason Butler, his siblings, extended family, and the countless students, friends, and church members whose lives he enriched. His legacy is found in the voices he trained, the dreams he nurtured, and the faith he lived daily.

Mr. Speaker, Mr. James Milton Hawkins was a true servant of the people--a Mississippi treasure whose influence reached far beyond any stage. His life was a symphony of purpose, faith, and excellence. On behalf of Mississippi's Second Congressional District, I honor his memory and extend my heartfelt condolences to all who loved him.

Mr. Speaker, I rise today to honor the life and legacy of an extraordinary Mississippian, a dedicated educator, civil rights advocate, and public servant--Mrs. Ellie J. Dahmer, who is celebrating her 100th birthday.

Mrs. Dahmer is the widow of the late Vernon F. Dahmer, Sr., a civil rights icon who gave his life in the pursuit of voting rights for African Americans. Together, they formed a powerful partnership that challenged the injustices of the Jim Crow South. When their home was firebombed by the Ku Klux Klan in 1966, Mrs. Dahmer's courage and quick thinking saved her family. In the years that followed, she not only rebuilt her life, but continued the work she and her husband began-- ensuring that all Mississippians had access to the ballot box.

After her husband's murder, Mrs. Dahmer worked tirelessly to support her family, maintain their farm, and provide for the community. She went on to serve with distinction as the District 2 Election Commissioner in Forrest County for 12 years. Her quiet strength and tireless advocacy played a critical role in the fight for justice, culminating decades later in the long-overdue conviction of her husband's killer.

Mr. Speaker, On behalf of Mississippi's Second Congressional District and a grateful Nation, I ask my colleagues to join me in honoring Mrs. Ellie J. Dahmer for a century of unwavering commitment to justice, education, and democracy. Mrs. Ellie J. Dahmer is a living symbol of strength, sacrifice, and service. Her 100th birthday is not just a celebration of longevity--it is a celebration of a life that has left a permanent mark on the conscience of this country.

Mr. Speaker, I rise today to honor a valued member of my staff, Fabian I. Valentin, who is departing the Committee on Homeland Security to begin his graduate studies at Princeton University and commence a fellowship program.

Mr. Valentin joined the Committee on Homeland Security as a Congressional Hispanic Caucus Institute Public Policy Fellow in August 2022, and his contributions were immediately apparent. He assisted committee staff with oversight of the Department Homeland Security, including through bipartisan site visits, interviews, and briefings. Mr. Valentin also analyzed budget details and provided the Committee with insights into and recommendations regarding the Administration's budget and supplemental requests.

Mr. Valentin transitioned to permanent Committee staff in June 2023, due to his exceptional performance as a fellow. During his time on the Committee, Mr. Valentin contributed significantly to legislative and oversight efforts and served as a trusted resource for Member Offices. He prepared and accompanied Members of Congress on domestic and international site visits to conduct oversight of U.S. policy and Department of Homeland Security activities. Through Mr. Valentin's efforts, he helped Democratic Members advocate for the fair and humane enforcement of U.S. law, combat transnational crime, and support the DHS workforce.

Mr. Valentin played a pivotal role in preparing Members for countless border security hearings and markups over the past three years, as well as for engagements with officials regarding countering narcotics smuggling and human trafficking. He also assisted in the development of legislation that would strengthen Federal efforts against gun smuggling, expand U.S. training and support for foreign law enforcement investigating human trafficking, and improve border security technology used for seizing illicit contraband.

Mr. Valentin has become an integral and valued member of my staff. He consistently demonstrates commendable professionalism, dedication, good humor, and an eagerness to assist the most vulnerable among us.

I thank Mr. Valentin for his service to the Committee on Homeland Security, and I wish him the very best as he begins graduate school and prepares for a career in the Foreign Service.

Mr. Speaker, I rise today to honor a remarkable entrepreneur, Ms. Thelma Newsome, who has proudly owned and operated Mamma's Hot Dog Stand in Vicksburg, Mississippi, for the past sixteen years.

In 2009, Ms. Newsome turned her vision into reality by transforming an old service station on Openwood Street into what is now a beloved local establishment. Fueled by determination and a dream, she invested her savings to bring Mamma's to life. Since then, the restaurant has become a staple of the Vicksburg community.

Although the name highlights her signature hot dogs, Mamma's is best known for its generous, homemade burgers--proudly advertised on a sign created by local artist Keith Matthews that reads, ``You bite the meat before the bun.'' Her menu also features chili cheese hot dogs, chili cheese nachos, and her famous homemade Kool-Aid.

Ms. Newsome's path to success was paved with perseverance and hard work. While launching the restaurant, she simultaneously held a full- time position with the Veterans' Administration in Jackson, serving for 21 years as a nurse and telephone operator. Today, she continues to operate Mamma's entirely on her own, serving customers with heart, hospitality, and a commitment to quality.

Located at 1209 Openwood Street and open Monday through Friday for lunch, Mamma's Hot Dog Stand is more than just a restaurant--it is a testament to the power of vision, dedication, and community spirit.

Mr. Speaker, I ask my colleagues to join me in celebrating Ms. Thelma Newsome for her entrepreneurial spirit and for enriching the city of Vicksburg with her passion and perseverance.

Mr. Speaker, I rise today to honor a lifelong civil rights activist, educator, and servant leader, Mr. Frank Figgers. A son of Mississippi, Mr. Figgers has dedicated his life to empowering communities, defending civil rights, and shaping a more just society.

Mr. Figgers is a graduate of Tougaloo College, Class of 1971, where his journey as a freedom fighter began through his work rooted with the Jackson Human Rights Project, founded by SNCC Field Organizer Howard Spencer. He played a foundational role in launching the Georgetown Liberation School, which evolved into the Black and Proud Elementary School, an institution rooted in liberation, pride, and academic excellence.

Throughout his life, Mr. Figgers has remained on the front lines of social transformation. He served eight years as Election Commissioner for Hinds County District 3, becoming the first African American elected to that post in his district. His professional career also includes 27 years at Sherwin-Williams Company as an Architectural Products Specialist, serving in key leadership positions. Additionally, he served as a Parent and Community Development Specialist at Lanier High School through the nationally recognized Algebra Project, working to close education gaps in underserved schools.

Currently, Mr. Figgers serves as Program Manager of Community Outreach and Education at One Voice, a non-partisan nonprofit committed to strengthening civic engagement, promoting voting rights, and advancing leadership development throughout Mississippi.

Mr. Figgers' commitment to education, youth development, and social justice extends through his leadership on multiple boards and advisory bodies. He is a longtime member of the Board of Trustees for the Jackson Public School District. He serves as Vice Chairman of the Board of Directors for the Veterans of the Mississippi Civil Rights Movement (VMCRM), preserving the legacy and lessons of the Movement for future generations. He has served, since 1998, as a board member of the Young People's Project (YPP) in Jackson, an organization rooted in the legacy of the Algebra Project, which uses peer-to-peer math literacy and organizing as tools for youth empowerment.

Mr. Figgers is also a member of China Grove Lodge No. 110 of the M.W. Stringer Grand Lodge of MS, PHA. He is also a Life Member of the NAACP, demontrating his enduring passion for justice and equality. Recently, Mr. Figgers was awarded the Lifetime Achievement Award by the Mississippi Historical Society.

Spiritually grounded and civically engaged, Mr. Figgers is a faithful member of Shady Grove Missionary Baptist Church in Jackson, MS, serving as a deacon and the Chairman of Finance. He is the proud husband of Mrs. Laura Terrell Figgers and the devoted father of Fareeda Tobechi Figgers.

Mr. Speaker, I ask my colleagues to join me in recognizing Mr. Frank Figgers. His life reflects integrity, resilience, and a steadfast commitment to empowering others through education, activism, and service. Mississippi and this Nation are better because of him.

Mr. Speaker, I rise today to honor a remarkable servant, Mr. Larry Hooper.

Born and raised in Natchez, Mississippi, Larry Hooper is a third- generation educator

who is deeply committed to ensuring that students have access to high- quality educational opportunities.

Mr. Hooper has served as a teacher, basketball coach, reading program facilitator, Job Training Partnership/General Education Diploma Supervisor, high school graduation coach, assistant principal, and principal, accumulating 21 years of administrative experience.

He was named Teacher of the Year at Hazlehurst Elementary School in 1999. As a basketball coach, he led teams to championships in both Vicksburg and Port Gibson. Mr. Hooper has also played a key role in helping William Winans Middle School and Natchez Freshman Academy exit School Improvement Status.

A God-fearing and family-oriented individual, Mr. Hooper is a proud parent of a son and a daughter and remains very active in the Natchez community.

Mr. Speaker, I ask my colleagues to join me in recognizing Mr. Larry Hooper for his outstanding service and achievements in the Natchez, Claiborne, and Wilkinson County communities of Mississippi.

Mr. Speaker, I rise today to honor the dedicated service and efforts of the Sheriff of Coahoma County, Mississippi, Mario Magsby, Sr.

Sheriff Magsby is a lifelong resident of Coahoma County and a first- generation law enforcement officer. Raised by his parents, Eddie and Frankie Magsby, he learned early the values of hard work, integrity, and dedication to community--principles that have guided him throughout his distinguished career in public service.

Sheriff Magsby began his law enforcement journey in February 1998 with the Jonestown Police Department, serving as a Patrol Officer. He completed training at the Mississippi Law Enforcement Officers' Training Academy in November 1998. In May 1999, he was hired by former Sheriff Andrew Thompson, Jr., and over the years served with distinction in multiple capacities, including the Uniform Patrol Division, Criminal Investigation Division, Narcotics Division, Special Response Team, as a Firearms Instructor, and as Chief Deputy.

He is a proud graduate of Coahoma Agricultural High School and holds both a Bachelor of Arts in Criminal Justice and a Master of Science in Criminal Justice Research. Sheriff Magsby has consistently demonstrated leadership, professionalism, and a steadfast commitment to the safety and well-being of the citizens of Coahoma County.

Sheriff Magsby is a dedicated member of both the Mississippi Sheriffs' Association and the National Sheriffs' Association. Beyond his professional life, he is a devoted husband, father, and grandfather, who enjoys spending time with his family and engaging in outdoor pursuits, such as hunting and fishing.

Mr. Speaker, I ask my colleagues to join me in honoring Sheriff Mario Magsby, Sr. for his exemplary service and leadership over the past year as Sheriff of Coahoma County. We commend his dedication to public safety and his steadfast commitment to justice and community. We wish him continued success in the years ahead, as he selves the people of Coahoma County with honor and integrity.

Mr. Speaker, I rise today to recognize and honor Mr. Otha James, III, a devoted public servant and community leader from Indianola, Mississippi. For more than three decades, Mr. James has exemplified the values of dedication, resilience, and compassion, both in uniform and in this everyday life.

Born and raised in Indianola, Mr. James is a proud graduate of Gentry High School. He began his path of service as a volunteer firefighter in his youth, eventually building a distinguished career with the Indianola Fire Department, where he now serves as Captain, In this role, he supervises emergency operations, develops rescue plans, ensures safety protocols, and acts as incident commander--always leading by example.

Before his career in emergency services, Mr. James served our Nation honorably in the Mississippi Army National Guard from 1989 to 1996 as an M1 Abrams Tanker. As a Desert Storm veteran holding the rank of Specialist E-4, he demonstrated courage and an unwavering commitment to country.

A lifelong learner, Mr. James has earned an associate degree in fire science, a Bachelor of Science in fire administration and fire investigation, and a master's degree in homeland security and emergency management, all from Columbia Southern University. His dedication to education reflects a determination to serve more effectively and inspire others to do the same.

His contributions extend beyond the firehouse. As Sunflower County's fire investigator, he works tirelessly to strengthen community safety. Among his many accolades, he was named Firefighter of the Year in 2011, a testament to his professionalism and passion for public service.

Mr. James draws inspiration from his late grandmother, Della Mae Webb, whose teachings on love, respect, and kindness continue to guide him. Despite personal losses and challenges, he remains steadfast in his commitment to his family and his community. Balancing a demanding career, he starts each day preparing his daughters for school before reporting to duty.

Looking to the future, Mr. James aspires to serve as fire chief and expand his impact in emergency management. Whether mentoring colleagues, engaging with residents, or spending time with family, he embodies the qualities of a servant leader.

Mr. Speaker, it is my great privilege to commend Mr. Otha James, III for his exemplary service, enduring dedication, and the positive difference he makes every day in Indianola. May his story inspire us all to serve with humility, purpose, and compassion.

Mr. Speaker, I rise today to recognize and commend exceptional commitment of the 2025 graduating class from the Latin American School of Medicine (ELAM) in Havana, Cuba. These eleven courageous and compassionate individuals are now part of a legacy of global medical solidarity that began 25 years ago when Cuba offered full scholarships to students from underserved communities around the world, including the United States.

In partnership with the Interreligious Foundation for Community Organization (IFCO), the U.S. ELAM program has graduated 245 physicians since its inception. Many of these graduates come from communities that have historically been denied access to medical education. These individuals have chosen a career path focused on service rather than profit, prioritizing community health over personal comfort. Currently, 101 graduates are making significant contributions to public health across various fields, including integrative medicine, research, education, and nonprofit work. Additionally, 144 graduates are either fully licensed or participating in residency programs in over 30 U.S. States, with many practicing in areas designated as health professional shortage areas or medically underserved communities.

Seventy percent of the program's graduates are women, and eighty percent are Black and Brown, reflecting the diversity of the broader student body at the school as a whole.

These graduates faced unique challenges, including studying medicine in a second language, adapting to a different healthcare system, and navigating the geopolitical impacts of the U.S. blockade on Cuba. Despite these obstacles, they persisted. Their achievements are not just academic; they are also profoundly political, demonstrating what is possible when healthcare and medical education are recognized as fundamental human rights.

Mr. Speaker, during a time when our healthcare system struggles with racial and economic disparities, these doctors remind us that another model is possible--one founded on equity, internationalism, and public service.

On behalf of Mississippi's Second Congressional District, I extend my heartfelt congratulations to the U.S. ELAM Class of 2025. May their work continue to heal, inspire, and remind us that solidarity can indeed save lives.

Speaker, I rise today to honor and celebrate a remarkable institution of faith, history, and service: Friendship African Methodist Episcopal Church in Clarksdale, Mississippi. For more than a century and a half, Friendship AME Church has stood as a steadfast pillar of spiritual leadership, community empowerment, and social justice.

Founded in 1869 by Reverend Thomas W. Stringer, one of the pioneering leaders of the AME Church in Mississippi, Friendship AME has served not only as a sanctuary of worship but as a beacon of hope and advocacy in the Clarksdale community. The land upon which the church was first built was generously given by John Clark, the founder of Clarksdale, and it became home to the first school for Black children in the area-- underscoring its early commitment to education and equality.

During the turbulent years of the Civil Rights Movement, Friendship AME provided refuge and became a center for organizing efforts that sought to dismantle segregation and promote justice. It welcomed Dr. Martin Luther King Jr., Rev. Jesse Jackson, and countless other leaders who rallied the community and inspired a generation toward action and faith.

The church's legacy is not only etched in the lives it has changed but also in its architecture--through its red brick Gothic Revival sanctuary and the historic Colonial Revival Haven United Methodist Church, which together symbolize resilience and sacred tradition.

Despite enduring hardships, including a devastating fire, the congregation rebuilt the

church through faith and unity. Now located at 120 Martin Luther King Boulevard, Friendship AME Church remains a testament to perseverance-- where, as members say, ``The building is historic, but the Church is eternal.''

Under the dedicated leadership of Rev. Darren Thomas, II, the church continues to minister to the spiritual and social needs of its members and neighbors. Pastor Thomas reminds us that the enduring legacy of Friendship AME is rooted in the power of faith, hard work, and unity--a legacy that calls on us all to help build a brighter future for generations to come.

Mr. Speaker, please join me in recognizing Friendship African Methodist Episcopal Church for its monumental contributions to faith, education, civil rights, and community uplift. As we celebrate a century and a half years of unwavering service, may we honor its past, embrace its present, and support its mission for years to come.

Mr. Speaker, I thank the gentleman from Massachusetts (Mr. McGovern) for yielding time.

Mr. Speaker, Republicans are openly bragging about how the bill kicks children and the elderly off Medicaid, nutritional assistance, and more, all to pay for another tax break for wealthy Republican donors.

My Republican colleagues are not talking about the trillions and trillions of dollars their political giveaway is going to cost. In fact, Mr. Speaker, Vice President Vance has said historic levels of Homeland Security funding in the bill sweetens the deal for the devil.

This deal means billions of American tax dollars to build a wall Trump promised Mexico would pay for.

This bill means billions of dollars for masked ICE agents to terrorize immigrant families who have been contributing to our country for decades, including law-abiding marines and even American kids.

This bill means billions of dollars for DHS to continue obstructing Congress and denying due process to legal immigrants.

My Republican colleagues may be fooled by the one big, ugly bill, but the American people are not. I urge my colleagues to vote ``no'' on the rule and the underlying bill.

Mr. Speaker, I ask unanimous consent to

amend the rule to make in order the amendment at the desk that protects against any cuts to Medicaid and SNAP.

Mr. Speaker, I rise today with great pride and deep respect to honor the life and remarkable public service of Mississippi State Senator David L. Jordan--a man whose journey from the cotton fields of Leflore County to the Mississippi State Capitol is not just inspiring--it's the story of Mississippi, and of America at its best.

Senator Jordan was born in rural Leflore County Mississippi, the youngest of five children in a sharecropping family. He began working in the cotton fields as soon as he was big enough to carry a sack. Like so many children in that era, he missed a lot of school during harvest season. But even then, young David knew education was the key to something more. And he never stopped pushing toward it.

He worked nights washing dishes at a Holiday Inn while putting himself through Mississippi Valley State University and later earned a master's degree in chemistry from the University of Wyoming. That kind of grit--working all night, studying all day--is something we don't talk about enough in politics. But that's the kind of man Senator Jordan is.

He began his professional life as a science teacher, but his heart was always with the community. In 1985, he made history as the first African American elected to the Greenwood City Council, where he served with quiet strength and fierce dedication for 36 years. He became a trusted leader, someone people turned to for guidance and fairness, no matter the issue.

In 1993, he was elected to the Mississippi State Senate, representing District 24. For over three decades, Senator Jordan has been a powerful voice for his consituents--a calm presence in moments of tension, a mentor to

younger legislators, and a relentless advocate for civil rights, public health, education, and voting access.

And he didn't just talk the talk--he marched, boycotted, organized, and educated. He helped people understand how to vote, how to be heard, and how to stand up for their communities. He's led with humility, wisdom, and a deep love for the people of Mississippi.

Now at 92 years old, Senator Jordan is preparing to conclude his official duties on June 30, but his legacy will not end there. He lives in Greenwood, Mississippi, with his wife, Christine Bell-Jordan, his partner in life and service.

Senator Jordan once said, ``I didn't stop there. I just kept on pushing.'' That simple sentence says everything about him. He kept pushing--for himself, for his community, and for justice. He is the kind of public servant we should all strive to be.

His memoir, From the Mississippi Cotton Fields to the State Senate, tells the full story of his journey. It's a powerful reminder of what is possible when courage and commitment meet opportunity.

Mr. Speaker, on behalf of a grateful state and Nation, I thank Senator David L. Jordan, not just for what he accomplished, but for how he did it. With integrity. With purpose. With heart.

Mr. Speaker, I thank the gentleman from California (Mr. Correa) for yielding and for his leadership on the Border Security and Enforcement Subcommittee of the Committee on Homeland Security.

Mr. Speaker, the Department of Homeland Security already vets everyone it encounters entering the United States. Most of these encounters are routine, but some of these encounters require more investigation based on a dynamic assessment of the security situation.

Now, DHS does not publicly release who is getting enhanced screening or where it may be happening right now, simply because: First, merely being singled out for enhanced screening does not necessarily mean an individual poses a threat or has done something illegal; and, second, doing so would let bad actors know who DHS is on the lookout for. That information, in other words, is law-enforcement sensitive.

H.R. 275, Representative Marjorie Taylor Greene's tipping off terrorists act, requires DHS to make public information it has long deemed law-enforcement sensitive. That is because this bill requires Customs and Border Protection to publicly report who is getting extra screening and where that screening occurs in real time, which tips off terrorists and other bad actors.

Under administrations of both parties, DHS has never regularly published who it has considered a special interest alien. That is because who is considered special interest changes regularly based on DHS' security assessments.

This bill lets bad actors know in real time which nationalities are more likely to get enhanced screening and exactly where CBP has been stopping these migrants. Criminal organizations could then use this information to adjust their operations and try to avoid enhanced CBP inspections.

However, Democrats are for transparency, as Mr. Correa has already said, and there is nothing stopping DHS right now from publishing these numbers.

The Trump administration also could publish this data right now if they wanted to but continue to choose not to because the folks on the ground understand that security threats posed by such public reporting is bad.

If Republicans want the administration to publish information on who is getting enhanced screening, they should work with DHS to do so in a way that does not jeopardize Homeland Security, not with a messaging bill, which, if signed by the President, could tip off terrorists.

Mr. Speaker, I urge my colleagues to vote ``no'' on this dangerous bill.

Mr. Speaker, I rise today to recognize and commend Mr. Don Hewitt, a trailblazer in sustainable urban development and a visionary entrepreneur whose work has made a transformative impact on communities throughout Jackson, Mississippi, and beyond.

Mr. Hewitt is the founder and owner of Advanced Technology Building Solutions (ATBS), established in 2004 and headquartered in Jackson. With more than 20 years of experience in real estate development and urban planning, Mr. Hewitt has consistently prioritized community- centered solutions that emphasize walkability, environmental design, and economic opportunity.

Under his leadership, ATBS has emerged as a leader in mixed-use developments that integrate green spaces, affordable housing, retail accessibility, and local business engagement. The company's initiatives frequently involve partnerships with public housing authorities, nonprofit organizations and government entities--leading to the revitalization of underutilized spaces into vibrant, inclusive neighborhoods.

Currently, ATBS is collaborating with the West Jackson Community Development Corporation and the Jackson Medical Mall Foundation to implement an innovative urban streetscape project in West Jackson. This development will offer affordable workspace for local entrepreneurs and startups, fostering economic opportunity and nurturing local talent.

Mr. Hewitt's commitment to sustainability extends beyond physical infrastructure. As a participant in the AI Business Accelerator Cohort, he is integrating artificial intelligence into project planning to optimize sustainability metrics and enhance community engagement. His forward-thinking approach ensures that urban development remains both efficient and equitable.

Mr. Speaker, I am proud to honor Mr. Don Hewitt for his service, leadership, and unwavering dedication to building a stronger, more inclusive Mississippi. His work exemplifies what it means to develop with the community and for the community.
