Mr. Speaker, I rise today to honor a remarkable servant, Leola Harris.

Leola Harris, a native of Natchez, Mississippi, is a graduate of Sadie V. Thompson High School and attended Natchez Junior College. She earned a Bachelor of Science in Elementary Education and a Master of Science in Special Education, along with 30 additional graduate hours, from Alcorn State University.

Mrs. Harris dedicated fifty-one years to serving as an Exceptional Education teacher. Throughout her distinguished career, she has been a steadfast advocate for youth and an active supporter of organizations committed to strengthening the community. She is the founder of the MLK, Jr. Youth Program, an initiative designed to provide young people with opportunities to showcase their talents, and the Isaiah HarrIs Memorial Scholarship Program, which assists students in pursuing higher education. As a respected community spokesperson, she remains committed to inspiring hope and empowering the next generation. She affirms, ``Our children are the mothers and fathers of our tomorrows, and their future is in our hands.''

Her longstanding commitment to service began during the Civil Rights Movement of the 1960s in Mississippi, where she participated in voter registration drives, boycotts, marches, and other efforts promoting equality and progress. She takes pride in the role those efforts played in expanding employment opportunities in Natchez.

``You can't lead the people if you don't love the people,'' and ``You can't save the people if you don't serve the people''--

Mrs. Harris continues to exemplify principled leadership and dedicated service.

Mr. Speaker, I rise today to honor Mayor Charles Harvey for his dedication to his community, Bolivar County and surrounding areas.

Charles Harvey served as Mayor of Duncan, Mississippi, for over 30 years, making him one of the longest-serving municipal leaders in the region. His decades of service reflect sustained trust from the community and a deep commitment to the town's well-being.

Under Mayor Harvey's leadership, the Town of Duncan was recognized as a ``Healthy Hometown'' through a statewide program, showcasing the town's efforts to improve health and wellness for residents. The initiative included developing a walking trail along a former railroad bed, promoting outdoor activity and healthy living among all ages. This work was supported by grants and community engagement and involved events like walking clubs and ``Walk to School Day,'' making health a priority in local policy.

Duncan received a Healthy Hometown award, reflecting ongoing efforts to create spaces and programs that encourage physical activity and general wellness. Though detailed public records of specific housing projects in Duncan are limited due to the town's small size, Mayor Harvey has consistently voiced concerns about housing and worked to address community needs. His long tenure suggests ongoing engagement with issues like property conditions, residential opportunities, and community stability common priorities in small rural towns where housing quality and availability directly affect residents retention and quality of life.

Mayor Harvey's longstanding service has also been characterized by his role as a community advocate and organizer--bringing residents together for initiatives that improve quality of life and supporting and partnerships for health and housing-related projects. His involvement in statewide wellness programs brought recognition and resources to Duncan that might otherwise not have been accessible.

Mr. Speaker, I ask my colleagues to join me in honoring Mayor Charles Harvey for his unwavering dedication to the people of his community, this great state, and our Nation.

Mr. Speaker, I rise today to honor a remarkable servant, Mrs. Juanita Brown.

Mrs. Brown was born on November 1, 1935, and has served as a goodwill ambassador through her presence in and throughout the Town of Meadville, spreading goodwill to visitors and citizens of the town.

Mrs. Brown was an educator for over forty years, and has served many years on the Board of Trustees for the Franklin County Memorial Hospital.

Mrs. Brown always exhibited integrity, knowledge, and concern, which earned her the respect of the Board of Trustees and others with whom she worked; Juanita has remained a pillar of service in her community.

Mrs. Brown has worked numerous elections at the polls and has been of immense service to the Office of the Mayor of the Town of Meadville.

Mr. Speaker, I ask my colleagues to join me in recognizing Mrs. Juanita Brown for her actions and achievements in the Meadville, Mississippi, community.

Mr. Speaker, I rise today to recognize and commend Ms. Pamela Moody, an extraordinary music educator whose dedication, leadership, and impact on young people have strengthened not only Jackson Public Schools, but the broader cultural and educational fabric of Mississippi.

Ms. Moody, the choral director at Jim Hill High School, has been named a 2025 to 2026 Outstanding Music Educator for Section 3 (Mississippi) by the National Federation of State High School Associations (NFHS). This prestigious national honor places her among a select group of educators across the United States recognized for excellence, leadership, and sustained contributions to the performing arts. For the 2025-26 school year, only eight high school music educators nationwide received section-level recognition, and Ms. Moody proudly represents the State of Mississippi.

With a career spanning more than two decades in Jackson Public Schools, Ms. Moody has consistently demonstrated what it means to lead with purpose and passion. Beginning her service at Siwell Middle School and continuing at Jim Hill High School, her choral ensembles have earned superior ratings at district, state, and national competitions, reflecting her high standards, intentional instruction, and unwavering belief in her scholars' potential.

Ms. Moody's influence extends far beyond her own classroom. She currently serves as High School Choral Division Chair for Jackson Public Schools and District VI Chair for the Mississippi Music Educators Association. In these roles, she mentors future educators, conducts honor choirs, and leads professional development workshops for choral directors across Mississippi--scaling excellence and building capacity across the state.

Holding advanced degrees in music education and educational leadership, Ms. Moody was also named Mississippi Music Educator of the Year in 2025. Her professionalism, artistry, and service-driven leadership continue to elevate music education while creating inclusive spaces where scholars are challenged, supported, and inspired to find and use their voices.

As Ms. Moody has stated, ``I teach music because it is my passion and I love my scholars, believe in their potential, and know that our community is stronger when their voices are heard.'' Her career is a living testament to that belief.

This national recognition reflects not only Ms. Moody's personal excellence, but also the strength and promise of arts education within Jackson Public Schools. Her leadership reminds us that when excellence is paired with purpose, its impact resonates far beyond the stage-- shaping lives, strengthening communities, and investing in the next generation.

Mr. Speaker, I proudly recognize Pamela Moody and commend her for her outstanding service to Mississippi's scholars, educators, and communities.

Mr. Speaker, I rise today to honor Mr. Charles McLaurin of Sunflower County, Mississippi, for his extraordinary contributions to the civil rights movement and to the advancement of democratic participation in the Mississippi Delta.

Mr. McLaurin came to Sunflower County in 1962 as a field secretary with the Student Nonviolent Coordinating Committee (SNCC), at a time when African Americans in the Mississippi Delta were systematically denied the right to vote and subjected to economic retaliation and violence for challenging segregation. Working out of Indianola, he played a central role in launching SNCC's voter registration project in the county, often accompanying local residents to the Sunflower County courthouse to assert their constitutional right to register to vote.

Mr. McLaurin understood that meaningful change required trust, persistence, and respect for local leadership. He worked closely with community members who risked their livelihoods and personal safety simply by attempting to register. Among those leaders was Mrs. Fannie Lou Hamer, with whom Mr. McLaurin developed a close and enduring partnership. He later served as campaign manager for Mrs. Hamer's historic 1964 congressional campaign as part of the Mississippi Freedom Democratic Party, an effort that challenged the legitimacy of Mississippi's segregated political system and brought national attention to voter suppression in the south.

Throughout the environment, Mr. McLaurin faced arrest, intimidation, and constant surveillance. Yet he remained steadfast, guided by a

belief that ordinary people--when organized and supported--could reshape their communities. His work extended beyond voter registration to broader efforts aimed at economic justice, political participation, and local empowerment in the Mississippi Delta.

Following the height of the civil rights movement, Mr. McLaurin made Indianola his home, continuing to serve the community through public service and civic engagement. His story, preserved through oral history by the Library of Congress Civil Rights History Project, stands as a powerful testament to the bravery of grassroots organizers whose names may not always appear in textbooks, but whose impact is woven into the fabric of American democracy.

Mr. Speaker, Charles McLaurin's legacy is one of quiet heroism, moral clarity, and unwavering dedication to equality under the law. I am honored to ensure his contributions, his work, and sacrifice are recognized for future generations.

Mr. Speaker, I rise today to recognize the life and accomplishments of Dr. Valmadge R. Towner, an educator, pastor, and the President of Coahoma Community College in Clarksdale, Mississippi. A son of the Mississippi Delta, Dr. Towner, has devoted his career to advancing opportunities for students and families across the region, combining academic rigor, steady leadership, and a deep commitment to community.

Raised in Marks and Clarksdale, Dr. Towner comes from a family of educators and is a third-generation teacher. His early education at St. Elizabeth's Catholic School and graduation from Quitman County High School set the stage for a lifetime of service rooted in the Delta's values of perseverance, faith, and neighborly care. He and his wife, Natasha Brown Towner, chose to remain in the Delta, embodying a deliberate commitment to uplift the communities that shaped them.

Dr. Towner's academic preparation reflects both breadth and depth. He earned a Bachelor of Science in Mathematics, a Master's in Mathematics, and a Master's in Administration from Alcorn State University. He further pursued theological study with a Master of Divinity from Princeton Theological Seminary in New Jersey and completed a Doctor of Philosophy in Educational Leadership at the University of Mississippi. This foundation has equipped him to lead with both analytical precision and moral purpose.

Before assuming the presidency of Coahoma Community College in 2013, Dr. Towner served students in multiple capacities. He began as a college mathematics instructor and contributed to collegiate athletics as a head baseball coach and assistant football coach. In K-12 education, he served as a principal and superintendent for Quitman County Schools and as Director of Pupil Services for DeSoto County Schools. A lifelong learner, he is known for reflective practices-- regular study and writing--that inform a disciplined, student-centered approach to leadership.

At Coahoma Community College, Dr. Towner has guided the institution through challenging fiscal periods with prudence and accountability. He prioritized aligning expenditures with revenues, safeguarding a strong fund balance, and ensuring day-to-day practices reflect responsible stewardship. His administration improved campus safety though security fencing and gate enhancements and fostered a culture of teamwork and adaptability emblematic of the Delta's resourcefulness. These efforts supported a significant enrollment turnaround, including a twenty percent increase in a single year, and reaffirmed the college's vital role in workforce development and transfer education for the region.

Beyond his duties on campus, Dr. Towner serves as pastor of Friendship Missionary Baptist Church in Greenwood, a congregation he has known since childhood. His civic leadership has been recognized by the Coahoma County and Mississippi State Conferences of the NAACP for exemplary service on higher education issues, and he has been named Citizen of the Year for Leflore County.

Mr. Speaker, Dr. Valmadge R. Towner exemplifies the best of public service--steadfast in faith, committed to students, and devoted to the Mississippi Delta. I ask my colleagues to join me in honoring his distinguished service and ongoing contributions to education and community.

Mr. Speaker, I rise today to honor Mrs. Bessie Lee Belton, a dedicated public servant and Hazlehurst native.

Mrs. Belton was born on April 15, 1949, and lived in the Brushy Creek Community. She has lived in Hazlehurst, Mississippi for 54 years and has two daughters, Denise and Latasha Belton.

In December of 2022, Mrs. Belton was diagnosed with Breast Cancer and began chemo in late 2023. Because of such progression, she did not have to undergo radiation and was immediately put on immunotherapy, which she completed in February of 2024.

Mrs. Belton is very passionate about helping others. She is a donor to the Salvation Army, she transports her friends to their doctor's appointments--free of charge, has previously donated to St. Jude, and enjoys fellowshipping with friends and church members every Wednesday and Sunday.

Mrs. Belton is a member of Pleasant Grove Missionary Baptist Church, where she is an active member and cheerful giver, especially during Thanksgiving. Mrs. Belton believes that she survived Breast Cancer because she told God she would love and serve others due to his faithfulness, and she is doing just that.

Mr. Speaker, I ask my colleagues to join me in recognizing Mrs. Bessie Lee Belton for her continued service and dedication in her community.

Mr. Speaker, I thank the gentleman from Massachusetts for yielding time.

Mr. Speaker, Congress must not give ICE or CBP another dollar while they are killing Americans in our streets. We must protect our communities by demanding real change first. This is what our constituents elected us to do.

As a starting point, the Federal occupation of Minneapolis must end immediately. ICE must adhere to the Constitution and use only judicial warrants for its enforcement operations. Instead, just last week, ICE directed its officers to conduct more arrests without any warrants at all.

DHS law enforcement officers must be clearly identifiable and prohibited from hiding behind masks. Racial profiling in immigration enforcement must stop. Sensitive locations like schools, daycares, hospitals, and churches must be protected.

We must rein in the sweeping surveillance system DHS is using to crack down on Americans. CBP personnel must also go back to the border. The Federal Government must cooperate with State and local investigators in investigations, including on the murders of Renee Good and Alex Pretti.

Mr. Speaker, I have been an elected official, as you have, in the State of Mississippi. Never have I seen an opportunity where Federal, State, and local law enforcement didn't cooperate together on finding criminals. ICE has taken this to another level, and we are a better country than this.

Kristi Noem must go. She has endangered the security of the United States, its people, and our institution of government.

Mr. Speaker, again, vote ``no'' on the rule and the underlying bill so we can hold the Trump administration accountable.

Mr. Speaker, I rise today to recognize an extraordinary Mississippian, Mr. Anderson ``Andy'' Hardwick, Jr., whose life as a musician, cultural ambassador, and public servant has left an indelible mark on Mississippi's musical heritage and civic fabric.

Born on June 10, 1935, in Vicksburg, Mississippi, Andy grew up in a home filled with music and faith. He was raised on Crawford Street by his parents, Anderson, Sr. and Lillian Hardwick, and began performing professionally at just 12 years old. By the age of 17, he had become the youngest original member of the famed Red Tops, a rhythm and blues band that became a staple across Mississippi, Alabama, and Tennessee.

Andy is a graduate of Alcorn State College, where he majored in Business Education and played in the college band. In 1957, he enlisted in the U.S. Army, where he was stationed in Paris, France. While there, he directed and coordinated USO entertainment for American troops stationed across Europe, North Africa, and the Middle East. It was during this period that he shared stages with jazz legends such as Art Blakey, Dexter Gordon, Sarah Vaughan, and other greats, earning him admiration both as a musical talent and a cultural envoy.

Following his service, Andy returned to Mississippi and formed Sounds Unlimited, a group that carried his signature jazz and soul style into clubs, colleges, and concert halls across the South. He also led the house band at Jackson's iconic Poets nightclub for more than 15 years. During this time, he shared stages with icons like James Brown, Ray Charles, Otis Redding, B.B. King, Fats Domino, and more, bringing world-class performances to Mississippi and mentoring younger musicians along the way.

Beyond the stage, Andy contributed to community health and education. He served as business manager for the Tufts-Delta Health Center in Mound Bayou, helping launch the region's first federally funded community health center. Later, he became Vice President of Fiscal Affairs at Paul Quinn College in Waco, Texas. After returning to Mississippi, he continued to perform at venues like the Hilton in Jackson, all while mentoring a new generation of jazz artists.

Andy was married to the late Mrs. Velma Sims Hardwick for 54 years, a union rooted in love, faith, and shared purpose. Together, they built a beautiful family, raising three children, six grandchildren, and two great-grandchildren, many of whom continue to carry forward his passion for music and service.

Mr. Speaker, I ask my colleagues to join me in honoring Mr. Anderson Hardwick, Jr., a master musician, mentor, veteran, and cultural torchbearer. His legacy is not only written in music notes but in the hearts of the communities he has uplifted and inspired for over seven decades.

Mr. Speaker, I rise today to honor and celebrate the extraordinary life, service, and legacy of Councilwoman Dorothy ``Ms. Dot'' Glenn Nichols, a devoted public servant, community leader, educator, and compassionate advocate for the people of Greenwood, Leflore County, and the State of Mississippi.

Councilwoman Glenn Nichols was born on October 16, 1957, in Leflore County, Mississippi. From an early age she demonstrated a steadfast commitment to faith, service, and education. She was a lifelong member of New Foundation Missionary Baptist Church in Greenwood, Mississippi, where she faithfully served in numerous leadership roles and lived out her Christian values through service to others.

A proud graduate of Greenwood High School, Class of 1976, Councilwoman Glenn Nichols pursued higher education with purpose and determination. She earned an Associate of Arts Degree in Education from Mary Holmes Junior College and later a Bachelor of Science Degree in Early Childhood Development, with a minor in Business Administration, from Tougaloo College. Her educational foundation became the cornerstone of a distinguished career devoted to improving the lives of children and families.

For decades, Ms. Glenn Nichols served in the Head Start and Early Start programs at the local, state, and national levels. Beginning

as a classroom teacher, she rose through the ranks to serve as a case worker, child and family advocate, program lead, and ultimately a Head Start Technical Assistance Program Improvement Coach. Her expertise supported educators, administrators, and agencies throughout Mississippi and the broader region. Her work gained national recognition, leading to her appointment as a National Advisor and Professional Development Specialist with the Council for Professional Recognition, where she helped shape the future of early childhood education across Mississippi, Arkansas, and Alabama.

Beyond her professional achievements, Councilwoman Glenn Nichols was a devoted entrepreneur and community builder. As the owner and operator of Dot's Corner Market on historic Broad Street in Greenwood, she transformed a neighborhood store into a center of care, connection, and compassion. Known affectionately as ``The Mother of Broad Street,'' she provided not only goods, but guidance, encouragement, and refuge for countless individuals. Her store became a symbol of trust, unity, and resilience within the community.

Councilwoman Glenn Nichols also answered the call to public service. She represented the citizens of Greenwood with integrity and dedication as a member of the Greenwood City Council. In 2021, she assumed the role of Councilwoman for District 6 and was re-elected in 2025, serving faithfully until her passing. Her leadership was rooted in advocacy, fairness, and an unwavering commitment to uplifting her constituents. She was a lifelong member of Sigma Gamma Rho Sorority, Incorporated, the NAACP Leflore County Chapter, and the Greenwood Voters League-- organizations that reflect her dedication to civic engagement, social justice, and community empowerment.

On Friday, January 2, 2026, Councilwoman Dorothy ``Ms. Dot'' Glenn Nichols departed this life, leaving behind a legacy defined by faith, service, leadership, and love. Her impact is evident in the lives of the children she educated, the families she supported, the community she strengthened, and the city she served.

Mr. Speaker, Councilwoman Glenn Nichols exemplified what it means to live a life of purpose. Her compassion, perseverance, and commitment to others stand as an enduring example of public service at its finest. I ask my colleagues to join me in honoring her life and legacy.

Mr. Speaker, I rise today to recognize the Honorable Gene L. Dodaro upon the completion of his term as the eighth Comptroller General of the United States. During his 52 years working at and leading the Government Accountability Office (GAO), Mr. Dodaro has helped root out waste, fraud, abuse, and mismanagement across the Federal Government. There is no Federal department, agency, or program that has not been made better because of Mr. Dodaro's tireless work on behalf of the American people.

Mr. Dodaro was the first GAO employee to become Comptroller General, and under Mr. Dodaro's 15-year term at the helm, GAO has saved the American taxpayer more than $1.2 trillion. The Committee on Homeland Security and I have relied on Mr. Dodaro's deep experience and knowledge of Federal programs and operations to shape the Department of Homeland Security and protect civil rights and civil liberties in the post-9/11 era.

The teams at GAO led by Mr. Dodaro have made Americans safer, made their government more responsive, and saved them money. It is because of GAO's audits of Federal Emergency Management Agency (FEMA) grant programs and response efforts that Americans facing natural disasters can rely on FEMA to get them help quickly and effectively. GAO's examination of Federal cybersecurity and information programs helped with the creation and evolution of the Cybersecurity and Infrastructure Security Agency, which helps protect American schools, hospitals, businesses, and critical infrastructure from costly and damaging cyber attacks. GAO's examinations of Department of Homeland Security intelligence and counterterrorism programs helped protect the Nation, strengthen civil liberties, and implement needed reforms to make the country safer for all people. And in 2020, GAO helped Congress uncover that U.S. Customs and Border Protection was using migrant care funds to buy ATVs while children died in custody.

Members of Congress from both parties and across all congressional committees have benefited from Mr. Dodaro's dedication to accountability, efficiency, and management reform. He testified before Congress more than 200 times and helped Congress steer the United States through the global financial crisis. Mr. Dodaro's work with Congress and Presidential administrations helped shape the Digital Accountability and Transparency Act of 2014, the Federal IT Acquisitions Reform Act of 2014, the Fraud Reduction and Data Analytics Act of 2015, and countless legislation that moved through the Committee on Homeland Security as a result of GAO reports and recommendations.

Mr. Dodaro's accolades are known far and wide. He recently received the Association of Government Accountants' (AGA) Lifetime Achievement Award for a Legacy of Service, was inducted into Government Executive's Government Hall of Fame, and received the AGA Chapters Award for Extraordinary Service to the Nation in Advancing Government Performance and Accountability for Over Five Decades. These awards are deserved and will no doubt crowd his shelf full of similar honors for his lifetime of exemplary service to the Nation. Mr. Dodaro, his family and friends, and his alma mater, Lycoming College, should be proud of Mr. Dodaro's accomplishments.

The United States needs more leaders and public servants in the mold of the Honorable Gene L. Dodaro. His steady leadership, forthrightness, and insight will be sorely missed. I congratulate him on the completion of his term of office and look forward to what is in store for the future.

I am proud to be an original cosponsor of the resolution, and I thank my colleague from New York for having the moral courage to offer it.

We are a nation of laws. The Trump administration's boat bombings are illegal under U.S. and international laws. Simply put, these are war crimes.

Further, the administration has failed to provide Congress with basic information, even as Trump directs a massive buildup of U.S. forces and threatens war.

I might add, Mr. Speaker, those of us who have been in so-called classified briefings still have not received any additional information beyond what is already in the eyes of the public and on TV.

It is our duty as Congress to rein in the lawless administration and prevent an illegal war. This is a moment for Members on both sides to choose order over chaos, morality over expedience, and country over party. We must rise to the occasion and vote ``yes'' on this resolution.

Mr. Speaker, I rise today to recognize and commend an outstanding educator from Mississippi's Delta region, Mr. Ian Matthews, a dedicated science teacher at West Bolivar High School in Rosedale. Mr. Matthews has recently been selected to serve on the Mississippi Department of Education's Science Standard Review Committee, a prestigious and highly selective body tasked with reviewing and shaping the future of science education across our state.

Mr. Matthews represents Mississippi's 2nd Congressional District on this committee and was chosen from nearly 100 applicants statewide, with only about two dozen ultimately selected. His appointment reflects his exceptional knowledge of science curriculum standards, his effectiveness in the classroom, and his deep commitment to student achievement--particularly in high-stakes, state-tested subject areas such as Biology.

A proud native of Benoit, Mississippi, Mr. Matthews is a 2016 graduate of Ray Brooks High School, which once served the same

school district he now represents with such distinction. His educational journey is a testament to perseverance and dedication. After graduating from high school, he attended Coahoma Community College, majoring in Sports Medicine, and later earned his bachelor's degree in Exercise Science and Allied Health from Delta State University in 2020. He then went on to complete a master's degree in teaching in 2022 and an Educational Specialist Degree in Leadership from Arkansas State University in 2024. He is currently pursuing his doctorate in Educational Leadership at Trident University.

In the classroom, Mr. Matthews has shown remarkable results. Over the past several years, he has consistently achieved a 70 percent passing rate in his science classes, with 48 percent proficiency and a 75 percent pass rate in the last academic year alone. These gains are attributed to his use of hands-on learning strategies, the integration of lab-based activities, and meaningful communication with parents to support student learning beyond the classroom.

In addition to teaching, he coaches student athletics, extending his philosophy of resilience, teamwork, and discipline to all areas of student development. He often tells his students that ``education is the passport to the future'', encouraging them to pursue both academic and career pathways, and to believe that their background should never limit their aspirations. His personal motto--``If there's no seat at the table, make your own''--reflects the bold leadership and vision he instills in the next generation.

Mr. Matthews is not just an educator; he is a hometown hero, a mentor, a leader, and a living example of what it means to return home and serve. As he takes on this important role with the Mississippi Department of Education, he brings with him not only experience and expertise but also the heart and soul of the Mississippi Delta.

Mr. Speaker, I rise today to recognize and honor Mr. Charles A. Moore, a distinguished veteran of Greenwood, Mississippi, whose life of service, leadership, and dedication to community stands as an inspiring testament to the values that strengthen our Nation.

Born in September 1943 and raised in the Browning Road community of Greenwood, Mr. Moore was shaped by the guidance of his father, a laborer and farmer, and his mother, an elementary school teacher. Their example instilled in him a deep respect for education, hard work, and public service.

Mr. Moore attended Browning Road Elementary School and graduated from Broad Street High School in 1961. He went on to pursue higher education at Morehouse College in Atlanta, Georgia before answering the call to serve his country. In January 1963, he entered the United States Army, serving honorably until January 1966. He continued his military commitment in the U.S. Army Reserve from 1966 to 1969, the Air National Guard, and later as a Reservist in the United States Air Force. His combined service to the Nation spanned more than sixteen years, culminating in his honorable discharge in June 1979.

After completing his active duty, Mr. Moore attended Jackson State University, graduated in 1968, and later earned a master's degree in counseling from Mississippi State University. In 1969, he began a distinguished career at the Mississippi State Employment Service, where he served as an Employment Placement Counselor, Area Supervisor for Job Corps, and Counselor for Veterans. Through these roles, Mr. Moore devoted himself to helping countless individuals secure employment, rebuild their lives, and access new opportunities.

Mr. Moore's service extended far beyond his professional life. He is a devoted member of Morning Star Missionary Baptist Church in the Browning Road community, where he serves faithfully as a Deacon and Sunday School teacher. He is also an active member of American Legion Post 29 in Greenwood, Mississippi, honoring and uplifting fellow veterans through ongoing service.

In addition, Mr. Moore contributes to local civic life as a part-time radio commentator, providing insight, information, and connections to members of the community. In his personal time, he enjoys raising cows, a pastime that reflected his roots and his love of the land.

Mr. Speaker, the life of Charles A. Moore is a powerful example of steadfast service--to his Nation, his community, and his fellow citizens. I ask my colleagues to join me in honoring his contributions and in expressing gratitude for his lifetime of dedication.
