Mr. Speaker, as I sat on the bed this morning, trying to get up, I received a phone call to tell me that Congressman Bill Clay had just passed. I sat there for a few minutes, feeling sad.

Then it occurred to me that death is not the greatest loss in life. The greatest loss in life is to die with a life not lived and still inside a man.

Bill Clay did not die with hope for his country inside him. He did not die with his brilliant writing inside him. He did not die with creativity. Bill Clay did not die without working every day he walked into this place for the people of St. Louis.

Mr. Speaker, I rise today to honor the City of Raytown as it celebrates the 75th anniversary of its incorporation as a city. Finding its foundations as a crossroads for road-weary travelers, this city remains one of the warmest and most welcoming communities in my district.

Raytown's rich history begins long before its incorporation, stretching back to the 1820's when pioneers transversing the Santa Fe Trail built a small settlement there. A mere day's journey from Independence via covered wagon, Raytown represented the final township for settlers and adventurers to stock up on supplies. Cattle, oxen, fresh fruits and vegetables were commonly purchased from farmers in the area. Skilled laborers such as blacksmiths, wagon repairmen, and iron workers began to settle in the area as well, responding to a growing need for their expertise along the wagon trains.

One such laborer, a blacksmith named William Ray, moved to Jackson County in 1848 and established his forge at the crossroads of the Santa Fe Trail with other local trails. Ray's shop, and even Ray himself, soon became a prominent landmark, and by 1854, the area was known as ``Ray's Town,'' which eventually turned to ``Raytown''. The city's legacy as a center of trails and as a rendezvous meeting point, echoes today in the community's strong network of parks, historic sites, and trails throughout the city.

A century after people began to call the area Raytown, residents acted to legally incorporate the city on July 17, 1950. They mobilized in response to Kansas City's annexation of surrounding towns and began signing petitions to remain a distinct locality from Kansas City, showing the same streak of local pride, fierce autonomy, and initiative that still embodies Raytown and its residents 75 years later.

Raytown's community has changed substantially since its advent, from the city's agrarian roots to a suburban business hub. The city began with a single store, a post office, and a doctor's office, but currently hosts over 2,500 businesses, a testament to how the city has expanded over the years. Its proximity to Kansas City and small-town charm makes it appealing to city commuters looking for a slower pace to life. Just over 30,000 residents call Raytown home, truly making it a small city with huge opportunity. Raytown's residents can enjoy a thriving community that offers a wide variety of amenities. Visitors stop by to enjoy Raytown's rich history, including the Rice-Tremonti Home and Cave Spring--both former campsites for wagon trains--as well as the Santa Fe, Oregon, and California Trail crossings.

Raytown's welcoming atmosphere and small-town feel exemplify the values of Missouri's 5th District, and the city's recent revitalization efforts come just in time for our district to welcome thousands of international visitors next year for the 2026 World Cup. As Raytown prepares, I am sure that visitors will experience the same hospitality that I know so well. On behalf of Missouri's Fifth Congressional District, I congratulate Raytown on its 75th Anniversary of incorporation and may its community enjoy many more years of prosperity and fellowship.

Mr. Speaker, I rise today to honor the remarkable life and legacy of Miss Willa Robinson, the founder and steward of Willa's Books & Vinyl, a cultural cornerstone that has stood for 30 years as a beacon of knowledge, dignity, and Black heritage in Kansas City, Missouri. At 84 years old, Miss Robinson is retiring, but her impact, much like the stories she helped preserve, will live in perpetuity.

Miss Robinson's journey with books began in her hometown, Happy Bend, Arkansas. While attending high school in the town, Miss Robinson's desire to uplift others through books was cultivated when she asked her teacher where she could learn about the contributions of Black people to American life. She was told, plainly and painfully, that there were none. Rather than accept that answer, Miss Robinson began collecting books. Her collection started modestly with a few children's titles in which young Black boys and girls could see themselves reflected in the pages.

After graduating high school at 17, Miss Robinson moved to Kansas City in search of opportunity. She came alone, determined to build a better future, and brought with her a dream to showcase Black literature. In time, she married Cledwell Robinson Sr., raised five children, and worked faithfully for the United States Postal Service for nearly three decades. At the USPS, Miss Robinson learned the rhythms of her community, met with people from all walks of life, and began to share the books she had been collecting since high school.

In 1998, during her time at the post office, Miss Robinson experienced the tragic bereavement of her daughter and granddaughter. Despite the grave loss she experienced, she turned her grief into purpose. Miss Robinson began travelling to Salvation Army locations throughout Missouri, rescuing books that others had overlooked. She first sold them from a table at the post office where she worked, but when new federal building restrictions displaced her, she did not abandon her passion. Instead, Miss Robinson began selling her books as a street vendor at the historic 18th & Vine Jazz District, eventually leading to her permanent storefront Willa's Books & Vinyl, which first opened its doors in 2009.

What Miss Robinson created was more than a bookstore, it was a sanctuary. Now located on Troost Avenue, a road long seen as the racial dividing line between east and west Kansas City, Willa's Books & Vinyl became a living archive of African American history and culture. Inside, one could find rare editions, including works by Frederick Douglass, vintage jazz LPs, 45s of soul music, and early issues of historic Black publications. Her collection eventually grew to over 20,000 works. Ensuring these titles ended up in caring hands was an act of resistance, remembrance, and radical love.

What truly makes Willa's Books & Vinyl sacred is what it represents-- a space for conversation, education, and community. For three decades, it has welcomed the curious and the committed. Willa's gave countless young people their first introduction to Langston Hughes, Zora Neale Hurston, James Baldwin, and other titans of Black literature. The store helped college students, local artists, historians, and everyday neighbors reconnect with the richness of Black thought and scholarship.

In Missouri, Willa's Books & Vinyl holds the distinction of being the oldest and longest-

standing Black-owned bookstore in the state. In a nation where Black bookstores have dwindled, where history is too often erased or edited to appease those in power, Willa Robinson stood firm in her mission to make Black stories visible. As she steps into retirement, we must take a moment to not only congratulate Miss Robinson, but to thank her. Thank her for never giving up, for keeping the books alive, and for showing generations of Missourians that literature is more than leisure, it is a form of liberation. Her legacy, rooted in resilience and powered by purpose, cannot be measured in the number of books sold or even the thousands of titles she preserved. It is measured in the minds she opened, the narratives she protected, and the history she helped write.

So today, I ask my colleagues to join me in honoring Miss Willa Robinson for her immeasurable contributions to the cultural, educational, and spiritual life of Kansas City and beyond. As a teenager, Miss Robinson asked a teacher about Black Americans' contributions to our nation's history and was told there were none. From that point forward, she dedicated her life to proving just the opposite. Willa's Books & Vinyl may have started with a question and a few books, but it became a movement. One that will continue to echo for generations.

Mr. Speaker, I rise today to recognize a steadfast leader, a tireless advocate, and a committed public servant, Mr. Reginald L. Thomas, who has dedicated his time to improving the lives of workers in Missouri's Fifth Congressional District and throughout the state. As Mr. Thomas steps down from his roles as Vice President of the Missouri AFL-CIO and Business Manager of Laborers Local 264, a position he held for more than 15 years, let us celebrate the work he has done to defend workers' rights, raise workplace standards, and expand union access across numerous industries.

Mr. Thomas began his career in the labor movement with Laborers Local 264 in May 1996, earning promotions to Laborer Foreman and Crew Supervisor. In these positions, he was responsible for managing job- site teams, ensuring safety compliance, and overseeing the timely and effective completion of construction projects. In April 1999, Mr. Thomas was appointed Secretary-Treasurer of Local 264, where he managed financial operations, enforced fiscal accountability, and ensured resources were directed toward member support and workforce development. He then went on to serve as Assistant Business Manager and Field Representative, where he coordinated grievance procedures, negotiated collective bargaining agreements, and advocated for safer job conditions on behalf of the local membership. These roles prepared him well for his election as Business Manager of Laborers Local 264 in February 2010, a position he held for over a decade.

As Business Manager, Mr. Thomas spearheaded numerous initiatives to empower union members, improve labor protections, and expand job opportunities. He worked to create training partnerships with local school districts and technical colleges, building pre-apprentice and apprenticeship programs aimed at opening doors for young people to enter family-supporting careers in construction and skilled trades.

Throughout his career, Mr. Thomas has demonstrated strong leadership and an unwavering commitment to the labor movement, and his contributions have not gone unnoticed. In 2016, he received the Lillian L. McKittrick Labor Advocacy Award from the NAACP, an honor named in memory of Lillian L. McKittrick, a lifelong advocate for the rights of minorities and women. Having worked for many years in the garment industry, McKittrick witnessed firsthand the need for reform within the labor movement. This honor recognizes individuals who have shown outstanding dedication to labor advocacy while advancing the broader goals of civil rights and economic justice. In 2019, Reggie was named Labor's Representative of the Year by the Labor's Educational & Political Club Independent in recognition of his effectiveness in organizing, legislative engagement, and grassroots mobilization. These accolades reflect the tangible, community-level impact of Mr. Thomas' contributions toward creating more equitable hiring practices, greater workplace protections, and a stronger pipeline for economic mobility.

Beyond the state of Missouri, Mr. Thomas' voice has been heard across the country. As Special International Representative for the Laborers International Union of North America and Vice President of the Missouri AFI-CIO, he played a major role in supporting national labor efforts. These included advocacy for the expansion of wage protections, along with infrastructure-investment legislation such as the Bipartisan Infrastructure Law. Mr. Thomas was also a vocal proponent of pro-labor reforms to the National Labor Regulation Act, aligning Missouri's agenda with national priorities.

Mr. Thomas' service is not only defined by awards and titles, but by the lasting impact of his work. He forged partnerships between unions and civic groups and strengthened the role of labor in addressing housing, healthcare, and education challenges. Additionally, he led efforts to remove systemic barriers to union jobs for communities of color and championed a public education campaign on the economic and social benefits of organized labor.

Now, as Secretary-Treasurer of the Greater Kansas City AFL-CIO, Mr. Thomas continues to provide leadership and vision for the future. Those who have worked with Reggie know him as a man of principle, integrity, and resolve. He is respected by colleagues, union members, and public officials alike. His legacy includes not only stronger institutions but a more empowered, united labor force in Missouri and beyond.

Mr. Speaker, I ask my colleagues to join me today in recognizing and thanking Mr. Reginald L. Thomas for his years of extraordinary service to the American labor movement. As he begins this new chapter, we celebrate his legacy of progress and look forward to the continued impact he will have in building a more equitable and empowered workforce for Missouri and beyond.

Mr. Speaker, I rise today to celebrate the 75th anniversary of the Carter Broadcast Group (CBG), a pillar of Black music and culture in the Kansas City metropolitan area, and the oldest Black-owned and family-operated radio broadcast company in the United States. Let us take a moment to reflect on the 75 years of creativity, 75 years of challenges overcome, and 75 years of community contribution that have undisputedly been instrumental in shaping the Kansas City I know and serve today.

The station's story began with a visionary, Andrew Skip Carter. Born in 1919, in Savannah, Georgia, Carter always had a passion for radio. However, Carter's ambitions coincided with a time when segregation and Jim Crow laws worked to prevent their realization. Due to the color of his skin, Carter was turned down from jobs and forced to work in a hostile industry. However, in keeping with the principles that would come to define CBG, Carter advocated for himself and his community. In August 1948, he wrote a letter to Broadcast magazine criticizing the FCC's prejudiced treatment of African Americans. Through this effort, he was able to make a connection with former Kansas Governor Alf Landon, who would assist Carter in receiving his FCC license in August 1949, making him the second African American to obtain one. Through financial backing from Landon and continued demonstrations of grit, Carter was able to launch KPRS, the Kansas People's Radio Station, in 1950. Two years later, Carter purchased the station, making it the first Black-owned radio station west of the Mississippi River.

CBG prioritizes playing Black music of all genres, with a specific focus on exploring jazz, blues, R&B, gospel, and hip-hop. Not only does the station promote Black music, but it engages with the artists behind it, interviewing creators who have cultivated fan bases around the world, including Kansas City locals like Janelle Monae and Tech N9ne. Indeed, listeners throughout the KC area all feel the impact of having a radio station that amplifies Black voices and stories.

Beyond music programming, CBG is an informational hub. Its hosts regularly interview political figures to discuss topics ranging from student debt on a national level to issues facing Kansas City locally. In hopes of building a healthier Kansas City, programmers craft segments to inform local listeners of critical resources. Whether disseminating information regarding suicide prevention and COVID-19 vaccination clinics, or shining a light on local organizations like Giving Hope and Help, which works to support domestic abuse survivors, and Harvesters, which works to prevent food insecurity, the Carter Broadcast Group consistently serves the city it calls home.

Indeed, this station epitomizes the ideas expressed in 1 Corinthians 12:25-27, ``So that there should be no division in the body, but that its parts should have equal concern for each other. If one part suffers, every part suffers with it: if one part is honored, every part rejoices with it. Now you are the body of Christ, and each one of you is a part of it.'' Carter Broadcast Group recognizes the obligation we have to one another and surpasses it to a commendable degree.

The impact is clear. Countless listeners proclaim their praise for the station, citing the significance it has had on their lives and the lives of their loved ones. CBG is dedicated to providing a Black radio station that plays amazing music and nourishes the community culturally, socially, and politically. Mr. Speaker, I ask my colleagues to join me in celebrating CBG's 75th anniversary. This is an accomplishment deserving of recognition in our Nation's Capital, and I am honored to extend my congratulations as the station begins its celebrations. I anticipate many more monumental anniversaries, for I know CBG will continue to be a fountain of knowledge and joy for our community, progressing the innovative work of Andrew Skip Carter.

Mr. Speaker, I rise today to recognize Literacy KC, Kansas City's only adult-focused literacy organization, for their exceptional work challenging illiteracy in Missouri's Fifth Congressional District. For forty years, Literacy KC has ceaselessly pursued its mission of promoting literacy for all and has empowered thousands of low-literate individuals through the organization's direct services, advocacy work, and community collaboration initiatives.

Literacy KC was born out of a passion for community engagement and mutual support. In 1985, a group of volunteers led by Catherine Mathews perceived a need for adult literacy services and took the initiative to form a small, literacy tutoring group. Initially, with only a handful of students, the organization worked out of the basement at Country Club Congregational Church and relied solely on volunteer labor. Mathews affiliated the organization with the National Laubach Literacy Council, which gave the fledgling group access to curriculum and materials. Mathews and her team of unpaid instructors called themselves the Kansas City Laubach Literacy Council before changing their name to Literacy KC.

What began as an ambitious dream eventually became a reality, with the organization hiring an executive director and full-time staff as classroom sizes swelled and funding was secured. Literacy KC has advocated tirelessly for adult education programs since its inception, working to acknowledge and address the barriers low-literate adults face in the workforce and in daily life. Whether via direct service programs or advocacy efforts, Literacy KC seeks to address the consequences of low literacy--including an increased likelihood of poverty, incarceration, and health problems--for the 225,000 adults in the Kansas City area that are classified as low-literate.

Literacy education provides innumerable benefits, both to individuals and to our society at large. Greater literacy rates are correlated with higher levels of economic output, improved health outcomes, heightened civic participation, and decreased crime levels. Beyond practical considerations, the ability to read opens a portal of knowledge, discovery, and imagination that can transport readers across time, throughout space, and beyond reality. Literacy KC does not just focus on the downstream consequences of illiteracy, but works with thousands of students each year to tap into the wellspring of opportunities that literacy provides, empowering learners with the tools needed to improve their own lives.

Mr. Speaker, please join me in celebrating the work that Literacy KC has done to improve literacy rates throughout Missouri's Fifth Congressional District. Since 1985, Literacy KC has offered hope to people in challenging situations and acted as a springboard for individuals that receive their services, propelling them to new heights. Whether helping students obtain their GEDs, study for citizenship exams, or pursue job-specific certifications, their services have left an indelible mark on our community, bringing great meaning, fulfillment, and empowerment to the lives of thousands. As we mark Literacy KC's 40th anniversary this year, I am proud to commemorate their work and champion their mission of literacy for all.

Mr. Speaker, it is pretty clear to me, while it may not always come across your television, radio, or cell phone, I believe that the overwhelming majority of Members of Congress are good and decent people. Whether we agree on everything is not factored in on what I just said.

Unfortunately, as polls continue to indicate, the American people don't believe that that is the way it is. Congress right now is about as popular as a soiled baby's diaper, and we are pushing it down further by failing to hold ourselves accountable.

It is absolutely ridiculous that Members of Congress can sit in a committee hearing room or get some information by just moving around this city and then come in here and vote on something that would enrich them.

This is wrong, and one of the reasons that you are not going to find anybody else coming in here taking an opposite position is because they are ashamed. If they are ashamed that means they know they are wrong. If they know they are wrong, they ought to support this legislation or tell the public I believe in enriching myself and I am not going to support it.

Now, I represent a place that sometimes is referred to as ``Chiefs Kingdom.'' I know some of you are probably offended because we win all the time, but in the recent years, we are accustomed to seeing Andy Reid, Patrick Mahomes, and Chris Jones lead one of the greatest teams in history. They won three championships overall, two in the last 3 years. They can pass. They can run. They can kick. They can play defense, and they are not too shabby at their kicking game.

But there is one thing they cannot do, one thing that they cannot do even as a Super Bowl champ: They cannot bet on football. They cannot play football and then bet on who is going to win. They can, but then they will get kicked out of the league.

That makes no sense. They could fall down. They could miss a pass on purpose. There are all kinds of things they could do that are wrong.

Mr. Speaker, I appreciate very much the opportunity to be just a tiny voice in what is going on because this is right and not doing it is wrong.

Mr. Speaker, I rise today with a deep sense of gratitude for the opportunity to recognize a great Missourian, Mr. Gerard Joseph Grimaldi, for his exemplary personal and professional accomplishments as he begins his next chapter of life, enjoying retirement. An experienced leader, dedicated professional, and tireless advocate, Gerard serves as a prime example of a true public servant, and most importantly, a kind, caring, and genuine human being.

A Kansas City, Missouri, native, Gerald was born on September 16, 1959, to loving parents, Mary Jane and Frank Grimaldi. Along with his five brothers and sisters, Gerard grew up in the Crestwood neighborhood and their family was active at St. Francis Xavier Catholic Church, just off Troost Avenue. His parents, with strong Catholic roots, instilled a deep sense of faith, public service, and commitment to others, particularly the underserved, in all of their children.

Gerard would continue his Jesuit education at Rockhurst High School, before attending the University of Missouri-Columbia, where he would graduate with honors in 1980 with a bachelor's degree in journalism. Following graduation, Gerard briefly enjoyed working as a reporter for the Kansas City Labor Beacon, before joining the staff of U.S. Senator Thomas F. Eagleton. As the Senator's staff assistant, Gerard handled constituent services, health care access, and economic development for the Western region of Missouri.

Known for his dedication, responsiveness, and affable personality, Gerard was hired in 1985 to serve as the District Director for U.S. Representative Alan Wheat, one of my predecessors. In that role, Gerard led the District-based team, while working closely with the Washington, D.C. legislative staff and leading the office's media strategy. Gerard worked on several successful efforts, including a new U.S. Courthouse, Bruce Watkins Drive, and establishment of the Harry S. Truman National historic site. He would serve in that role for a decade, working on behalf of the people of Missouri's Fifth Congressional District.

Following Representative Wheat's unsuccessful bid for the United States Senate in 1994, Gerard continued working for the newly elected U.S. Representative Karen McCarthy, to share his knowledge of the Fifth District and ensure a smooth transition, before joining Kaiser Permanente, a nonprofit health plan in 1995. During his six-year tenure at Kaiser, Gerard would ultimately be elevated to Vice President for Human Resources and Public Affairs. Through this experience, Gerald's knowledge of the local health care system continued to expand, and he was asked to serve on numerous civic organizations, including the Jackson County Mental Health Levy Board of Trustees, where he would serve as Board Chair for several years. Additionally, as I was serving as Mayor of Kansas City during this time, I had the pleasure of asking Gerard to serve on the Mayor's Race Relations Task Force and on the Board of Directors of the Mayor's Corps of Progress.

For the past nearly 24 years, Gerard has worked at Truman Medical Centers (now called University Health), our area's safety net provider, helping to advance issues of health care access and health equity He has served as the Chief Health Policy and Government Relations Officer, where he serves in a leadership role to help educate and advocate for the hospital system, to ensure adequate local, state, and federal resources are available to meet their mission. While Gerard considers himself a lifelong learner, he has been instrumental in helping to educate others on the health care needs in our region, particularly for some of our most vulnerable populations.

A comprehensive list of Gerard's accomplishments would be too lengthy, but just a few examples of his impact, include: securing post- 9/11 funding to modernize the hospital for bioterrorism and mass casualty incidents; leading multiple public election campaigns for property tax levy approval; securing approval of multiple bond issues for capital improvements on two hospital campuses; supporting the Hospital Hill property acquisition efforts and urban renewal attainment; securing numerous Affordable Care Act grants; securing the hospital's selection with MO HealthNet; working alongside dozens of stakeholders to secure Missouri Medicaid expansion; advocating for vital hospital support during the COVID-19 global pandemic; providing community leadership by ensuring outreach and vaccinations were available during the pandemic; securing multiple sources of public funding for a Center for Recovery and Wellness, a substance use disorder outpatient center that

opened in October 2024; and numerous additional legislative accomplishments.

In addition to some of the civic engagements already mentioned, Gerard has served on numerous other professional and civic boards and committees, including with the Greater Kansas City Chamber of Commerce, Downtown Council, National Association of Public Hospitals, Labor Management Council, Missouri Hospital Association, American Hospital Association, Bannister Federal Complex Community Advisory Panel, Saint Thomas More Parish, and more recently, Gerard was honored for his service by being presented with the 2025 Mel and Jean Carnahan Public Service Award, which recognizes individuals who have dedicated their lives to serving the public. Former members of this esteemed body, including Representative Russ Carnahan and Representative Alan Wheat were among the many who attended the ceremony.

Beyond his extraordinary career achievements, Gerard has always been a dedicated family man. He and his lovely wife, Julie, are celebrating nearly 32 years of marriage, and enjoy the company of their four children and respective families, Mary Kate Rohlfs (Brock), Caroline Riese (Ian), Matthew Grimaldi, and Gabrielle Grimaldi, as well as their grandchild, Penelope Rohlfs.

Mr. Speaker, I ask my colleagues to please join me and the people of Missouri's Fifth Congressional District, in congratulating Mr. Gerard J. Grimaldi as he retires from a successful and impactful career, having served as a champion and ally for our underserved communities at the local, state, and national levels. Gerard's friendship, positivity, and his infectious and distinctive laugh will forever be cherished. His legacy will continue to impact residents and communities across Missouri and in our beloved Kansas City region, for generations to come. On behalf of my colleagues and a grateful Nation, we wish him a relaxing and enjoyable retirement, and thank him for his dedication and commitment to our community.

Mr. Speaker, I rise today in recognition of the service and accomplishments completed by Colonel Reginald L. Bassa, Sr. Colonel Bassa dedicated his life to service on behalf of the United States, with an extensive career of thirty years. Today, I invite us all to celebrate and reflect on the contributions of Colonel Bassa to our community.

Born in Hastings, Florida on March 4, 1933, Colonel Bassa attended Tuskegee Institute (now Tuskegee University) where he graduated with a Bachelor of Science degree in 1954. Upon graduating, Colonel Bassa was commissioned as a Second Lieutenant in the U.S. Air Force. To further his knowledge and skills in preparation for his career as a Colonel, he attended flight training in Malden, Missouri and then Greenville AFB, Mississippi. Additionally, he completed Squadron Officer School and Basic/Graduate Supply Officer's Course.

Throughout his service, Bassa held various positions including the 305th Bomb Wing, McDill AFB, Florida supporting B-47's involving operations to Ben Greer AFB, North Africa; then assigned to the 72nd Bomb Wing, Ramey AFB, Puerto Rico involving hazardous refueling missions with B-52's and KC 135 Aircraft to Neu Assal AFB North Africa. Although he was able to come back to the continental United States in 1960, Colonel Bassa was then assigned to Albrook AFB, Panama during troubling times in the Canal Zone two years later due to his specialty qualifications (AFSC).

After a year abroad, Colonel Bassa was reassigned to the continental United States where he remained for the rest of his career. Once back in the States, his assignments included the 840th Combat Support Group, Lockbourne AFB, Ohio, transitioning to the Airforce Reserves supporting the Tactical Airlift Command, Strategic Airlift Command and Air Defense Command, the 934th Tactical Airlift Group, Minnesota, and then the 440th Tactical Airlift Command, Wisconsin.

During his assignment at Richards Gebaur AFB, Belton, Missouri, he was promoted to Colonel where he served as Deputy Wing Commander Logistics in the 442nd Tactical Airlift Wing. In 1979, Colonel Bassa was notified he was under consideration for a promotion to rank as a General. However, this promotion would require yet another move which led to the Colonel to retire as he realized how entrenched and happy his family was with living in Kansas City.

Colonel Bassa's career of three decades is clear evidence of his dedication to his community and country. On behalf of the United States Congress and Missouri's Fifth Congressional District, I thank Colonel Bassa for his work ethic and service throughout his career.

Mr. Speaker, I rise today with a heavy heart to announce the passing of Gene R. Moffitt. Gene was an individual full of ambition, compassion and dedication towards his community. I urge us all to celebrate and remember the life of this incredible community leader, husband, friend, father, and grandfather.

Born in Independence, Missouri on August 6, 1941, Gene attended William Chrisman High School before heading to Central Missouri State University to continue his academic journey. Eventually, he began what

would become a stellar career spanning across four decades at Block & Company, Inc. Realtors. Starting at an entry level position as a Sales Associate in 1974, Gene was active in sales, leasing and development projects. Through the years, his expertise in the industry grew as he oversaw the completion of various projects in retail, office, commercial, and investment projects.

As he continued to work his way up the ladder at Block & Company, Inc. Realtors, Gene brought along his enthusiasm, knowledge and work ethic to create new approaches to real estate. Most notable, Gene became a leader in the industry when he initiated the first new life- style center in the region, Zona Rosa, a mixed-use retail, office, and industrial complex in the Greater Kansas City area. His experience was sought after and highly regarded among those in the industry.

Among his many achievements, Gene played an important role in relocating the St. Joseph Hospital, which later became the Linwood Shopping Center, revitalizing an inner-city area that was facing decline. The finished project became a new and expanded retail development which led to the City of Kansas City to be designated in 1986 as an ``All American City'' by the Citizens Forum on Self Government/National Municipal League and USA Today. Additionally, Gene worked as the Development Consultant for the Blue Parkway Town Center, a redevelopment project spearheaded by the Swope Parkway Health Center.

Though Gene has passed, his legacy and impact on Kansas City will remain long past our mortal lifetimes. I am reminded of Mark 10:45-- ``For even the Son of Man did not come to be served, but to serve, and to give his life as a ransom for many.'' Gene's life was one dedicated to serving others and bettering the lives of countless people. Gene is survived by his loving family, friends, and wife of 58 years, Pamela. As we celebrate and remember the decades of devoted service from Gene, let us be inspired by his commitment to better his community.

Mr. Speaker, let me begin by stating some very related facts.

First and foremost, I am a proud United Methodist. In fact, I am an ordained United Methodist elder. I served one church for 38 years as pastor. The church, St. James United Methodist Church, is located in Kansas City, Missouri. I followed the Reverend Phillip J. Lawson as the pastor.

Phil Lawson was a very prominent social activist in Kansas City. In terms of his activism, he followed his big brother, the inimitable James Lawson. James Lawson was the civil rights iconic pastor of the Centenary United Methodist Church in Memphis, Tennessee.

It was Jim Lawson who, upon returning from India spending 3 years working under the tutelage of Mahatma Gandhi, met Martin Luther King, Jr., and began to talk about this theory of nonviolence.

Dr. King invited him to move to the South and work with this fledgling organization called the Southern Christian Leadership Conference.

Jim Lawson also remained in Memphis where he began to tutor individuals who were going to participate in the freedom rides.

Jim Lawson was a major human being, and he is someone who helped give me the guidance I needed as a young person becoming involved in not only the United Methodist Church but the Southern Christian Leadership Conference. Jim Lawson was so prophetic to all of the young people, including our own John Lewis, who served here with us for many years, for several decades.

It was a pleasure of mine when I left the mayor's office in Kansas City to be given a radio program that was broadcast live in Kansas City from Union Station.

I brought in various guests. My first guest was the Reverend James Lawson. I talked about things that I thought people wanted to know. He is the pastor who invited Martin Luther King to Memphis when Dr. King was killed. He is also the first layperson to go in and meet with James Earl Ray. He is the person who after the assassination of Dr. King created all of the national attention not only on the assassination but on the movement.

James Lawson died a few months ago at the age of 95. We thank God for giving him those years.

When I decided to run for Congress, Jim Lawson said: I hope that you will call and see if there is some kind of way that you can stay in the United Methodist Building.

Of course, my first question was: What is the United Methodist Building?

At that time I did not have a full knowledge about the United Methodist Building here in Washington, D.C.

Decades ago, there was a man with tremendous vision in the early 1900s, the Reverend Clarence True Wilson who had this vision of a building right across the street from the United States Capitol. This building was initially supposed to be the headquarters of the Methodist Episcopal Church's efforts to pass the laws relating to Prohibition. I guess I should say first that it didn't work. However, I don't think we Methodists should be upset because the prohibition God gave Adam and Eve didn't work either.

I do think, however, that the building of that building located right across the street from us here has been not only a place for United Methodist witness but a place where people from all over the world have been able to come and hold meetings. It has also been a place where people who were demonstrating could find a place where they could get a cool sip of water. It was a place where people in emergencies could come in. It was a place of refuge. Frankly, it still is a place of refuge.

I think a part of the definition of what that Methodist building became was a result of the March on Washington in 1968. People came to the March on Washington, mainly Methodists, gathered around the Methodist building and in the Methodist building.

It was a place where Native Americans were able to gather later for demonstrations and where they could come and discuss the major issues.

I was fortunate enough to bump into Jim Winkler who responded to my inquiry about living in the Methodist building. I am proud and pleased to say that was 20 years ago. Twenty years ago, I came to Washington and moved into the United Methodist Building at 110 Maryland Avenue, NE, right across the street from this Capitol.

I will have to say that many of my early mornings were started before I wanted to start my early morning because it is also right across the street from the United States Supreme Court, and the protesters will quite often ignore my sleeping pattern and will begin to protest in the wee hours of the morning. I would say 6 o'clock is wee hours of the morning for me.

I think that people have come now, and here we are all these years later, over 100 years. Now, after 100 years, the Methodist building stands as a monument not only to a denomination but for a large piece of the United States population. That is the population of people who believe that we all have the right to worship as we please. It is a part of the legislative and founding articles of the United States.

People will be able to come by the Methodist building. Some people say that we sometimes have controversial messages out in front of the building, and I like to tell them that if you stay around long enough and walk by here long enough, you will finally see something that you like. There will be some kind of sign there that you can embrace.

All of those messages that are placed there are messages that we believe help to create the kind of government that all of us in reality would like to have, which is a free and just system of government and the right to worship as we choose.

We are not keeping that building open for the purpose of proselytizing and trying to convert people to the United Methodist Church.

It stands, therefore, as the United Methodist Building, but it is open to every single person who desires to come into those doors.

There are coalitions. For example, Jim Winkler, who I spoke of earlier, chaired a coalition opposing the Iraq war during President George W. Bush's administration. There were people who, at the same time, understood that George W. Bush was the son of a person who had been a part of another denomination, but the President at that time, President Bush, was a United Methodist. One of the places that was considered for his daughter's wedding was the United Methodist Building, performed by the Reverend Kirbyjon Caldwell, the United Methodist pastor of Houston, Texas.

In the United Methodist Building, there are, of course, apartments, and there are offices of many different denominations. In fact, in that building, one can find just about any denomination actively involved in the affairs of this country officing in that building.

During the whole process of the Affordable Care Act, which brought tens of thousands of people from around the country to Washington, D.C., that place did two things. One, it was a place where this coalition that had formed around the Affordable Care Act could come and meet, but it was also a place where those many people stopped when they needed water or needed some other emergency service. I was here. I saw it. I witnessed it. I was inconvenienced by it because I couldn't get to my apartment for several days.

We look at the United Methodist Church as just a religious organization, but the United Methodist Building, which is representing the United Methodist Church, is much more than just a religious organization.

I also have to say that it is not a perfect location, but it is about as good as you can get. We don't have any parking. There is no parking there.

I have to tell a story that may be true. The Senate was trying to decide whether to build another office building. It was decided that the best location was on the lot that we now know as the 110 Maryland site. The United States Government, of course, through eminent domain, can take property and give a fair amount for that property.

As the story goes, the Methodist bishop for this area knew about this plan from a Member of the United States Senate, and this Senator, giving the bishop that information, told the bishop he wished that there was something he could do to prevent this from happening, but it was going to happen.

This bishop began to think: What can we do? He got a list of all the members of the United Methodist Church who were Members of the United States Senate. He sent them all a letter inviting them to come over to the building. When they came to the building, he said: Look, we have been thinking about converting some of these offices into apartments, and we just wanted to make sure that the Members of the Senate who were a part of the United Methodist Church would have the first opportunity to get an apartment.

Needless to say, the eminent domain faded and faded away. From that point on, as the story goes, those apartments have been there. When I first moved into the United Methodist Building, my next-door neighbor was Al Gore's mom, who was a Baptist. I lived there for about a year during the time that she was there, and then she passed.

The reality was I knew Al Gore through politics, so I could always tell

when I was very secure in the United Methodist Church. Those were the days that Al Gore visited his mom, coming into the church with Secret Service. I told my wife and family back in Kansas City that those were the safest moments of my life, when there were 12 or 13 Secret Service agents running in.

I also am very proud that when they came to clean up her apartment after she had passed, she forgot one thing. I walked in there during the last few hours of the cleaning, and there was a yard placard which read ``Al Gore for President.'' I have that in my apartment right now. I kept that as a point of remembering not only Mrs. Gore but also my friendship with the Vice President, Al Gore, also a former Member of the United States House.

Let me just say in conclusion that, on January 6, I was here in Washington. In my office, I had no idea of what was going on. When we turned on the annunciator and found out what was going on here at the Capitol, my great fear was that I would not be able to go home.

Then, of course, about 3 a.m. in the morning, after we took care of business in here by confirming the electoral college's report, I walked out of the building and began to walk to the fence and go to my apartment.

I was met by several police officers who said they had to accompany me. The police were from the Capitol Police force. Also, most people don't realize this, but there is a Supreme Court Police force. I mention that because I tell people that the United Methodist Building is one of the safest places. There are actually three police departments taking care of the whole area. The Capitol Police, the Supreme Court Police, and then the Metropolitan Police are all taking care of this area.

It is safe for anybody and everybody to visit the United Methodist Building. If you see that there are activities over there that you would like to participate in, feel free to contact the United Methodist Building. The building was there for one purpose. Since that purpose is no longer an issue in the United States, it serves many other purposes, one of them being a place of refuge.

I have performed three weddings in the building. I baptized two people, including one Member. The Methodist Building is a point of joy not only for me but for a number of people here.

I baptized the children of Majority Leader Steny Hoyer's chief of staff and felt really good about performing weddings there because I have a 100 percent record there. Everybody who I married in the United Methodist Building is still married. That is a hint to those of you who are watching this. Get married in the United Methodist Building.

Mr. Speaker, I rise today to congratulate the Environmental and Energy Study Institute (EESI) on its 40th anniversary. Since its inception, EESI has steadfastly worked to provide policymakers with timely, relevant, educational resources about environmental, clean energy, and climate topics. Through seven presidential administrations throughout its forty-year history, EESI has remained dedicated to its mission and providing much needed information to better the lives of Americans across our country.

The story of EESI begins in the 1970s when a bipartisan group of members of Congress--led by then-Rep. Richard L. ``Dick'' Ottinger-- established the Environmental and Energy Study Conference to help policymakers understand sustainability issues that were gaining in importance on Capitol Hill. By 1984, the Conference had evolved into an independent nonprofit organization: EESI.

As climate, clean energy, and environmental challenges have become more complicated and more urgent over the years, EESI has produced briefings, articles, fact sheets, issue briefs, and podcasts that clearly explain and synthesize issues for policymakers, with an emphasis on Congressional staff, while remaining objective and nonpartisan.

Moreso, I have the privilege of serving as a co-chair of the Renewable Energy and Energy Efficiency Caucus, which highlights, on a bipartisan basis, the many benefits of clean energy. Each year, EESI works with House and Senate Caucus leadership to organize the Congressional Renewable Energy and Energy Efficiency EXPO and Policy Forum. Dozens of leaders, experts, and practitioners descend on Capitol Hill to exhibit their solutions and raise awareness of how clean energy is creating good-paying jobs, promoting environmental justice, expanding economic development in rural communities, and contributing to national security and resilience. Now in its 27th year, the EXPO and Policy Forum is firmly established as an essential showcase and venue for policymaker education.

Many congratulations to EESI on 40 impactful years on Capitol Hill. As my colleagues in Congress and I consider new policies and investments to meet the climate challenges of today and tomorrow, I have no doubt that EESI will continue to be an essential resource and eager partner. On behalf of the United States Congress and Missouri's Fifth District, I applaud EESI for 40 years of achievements and I look forward to the years of success to come.

Mr. Speaker, I rise today in celebration and immense gratitude for Dr. Kurt Graham and his service throughout his tenure as library director of the Truman Presidential Library and Museum. Dr. Graham has dedicated nearly ten years of his life to the Truman Presidential Library, demonstrating a lifelong commitment to preserving history, education and the legacy of our 33rd president in his hometown Independence, Missouri, which lies inside Missouri's Fifth Congressional District. Today, I invite us all to take a moment and reflect on Dr. Graham's contributions to our community as he departs as the library director.

Dr. Graham's astounding career and success goes beyond his time as the director of the Truman Library. Holding both a bachelor's degree and master's degree in English and American studies from the Brigham Young University, Dr. Graham proceeded to advancing his academic accomplishments by pursing his doctorate degree in American history from Brown University. Before moving into the public history field, Dr. Graham spent time at California State University, San Bernardino, as an undergraduate and graduate professor in American political and constitutional history.

Outside his academic accomplishments, Dr. Graham has years of experience that undoubtedly prepared him for his role as library director of the Truman Presidential Library. Through his roles as director at the McCracken Research Library and at Church History Museum, he oversaw significant projects such as the digitization of archival collections, development and redesigns, physical renovation of public spaces, and leading fellowship programs. Dr. Graham's vast experience made him a notable leader when he was named as director of the Truman Presidential Library in 2015.

Throughout his tenure as director, Dr. Graham dedicated his time and service to finding ways to improve the existing experience and to fulfill the needs of the 21st century audience. Under his supervision, the library and museum went through a $29 million, large-scale renovation which lasted from July 2019 through June 2021 due to the COVID-19 pandemic. The renovation saw the installation of new technology to enhance the existing exhibits, provided digital archival assets, and a thematic experience for all visitors alike as they explore and learn about President Truman and wander through the library and museum. Dr. Graham has notably showcased his passion and commitment to preserving American history.

Mr. Speaker, please join me in applauding Dr. Graham as a thank you for leading the Truman Presidential Library and Museum throughout the last nine years. His enthusiasm, work ethic, and dedication to American history have created a lasting impact on those in our community and country. On behalf of the United States Congress and Missouri's Fifth District, I thank Dr. Graham for his service and wish him the best of luck in his new endeavors.

Mr. Speaker, I rise to commemorate the 50th anniversary of the Community Development Block Grant program, known as CDBG, and I recognize its tremendous contributions to the viability of American communities.

The U.S. Department of Housing and Urban Development CDBG program provides funding to over 1,200 States, local jurisdictions, and ancillary areas across the United States.

Since the creation of the program in 1975, HUD and Congress have invested more than $1.7 billion in job creation, building affordable housing, funding disaster recovery efforts, and supporting economic development and infrastructure projects, primarily serving low- to moderate-income populations.

Notably, the CDBG program is the most flexible source of Federal funding to States, localities, and ancillary areas for economic and community development purposes. State and local governments work with their local program partners with input from the public to develop programs that are initiated, planned, and developed at the local level and meet national objectives.

As a former mayor of Kansas City, Missouri, Missouri's largest municipality, I know firsthand the importance of having a flexible Federal program that can meet unique local challenges. Due to its nature, CDBG is often layered with other HUD funds or used for gap financing to add the final necessary funds that make transformative community projects viable.

In 2023, the CDBG program provided funding for housing-related activities

that served nearly 62,000 families, including direct homeownership assistance and rehabilitation of homes; assisting more than 25,500 individuals to find permanent employment or to keep full-time jobs they were at risk of losing through economic development activities; improvements to homeless facilities that served more than 52,000 people; and operating costs of homeless and HIV/AIDS patient programs, senior services, food banks, services for the disabled, youth services, transportation services, and general health or mental health services that assisted more that 5.4 million Americans.

HUD requests that grantees report on leveraged funds as well as public-private partnerships to demonstrate local investment. Grantees reported that CDBG investments leveraged an average of $5.02 for every $1 of CDBG grant funding during 2022, amplifying the program's return on investment with $4.9 billion in other resources.

The 50th anniversary is now an opportunity to commemorate this milestone and commit to strengthening the CDBG program with additional funding and programming improvements.

My legislation, the CDBG Improvement Act, would permanently authorize the CDBG program, increase funding to offset inflation and account for the increase in the number of entitlement jurisdictions since 1974, and authorize housing construction as an eligible program activity, among other purposes.

As ranking member of the Subcommittee on Housing and Insurance, with jurisdiction over the CDBG program, I congratulate the CDBG champions and advocates and look forward to working together on this mission.
