Madam Speaker, America has been attacked before, but not like this. On January 6, Donald Trump incited thousands of radicalized terrorists to attack the Capitol to stop a transition of power. Let that sink in. Our President incited our citizens to attack our Capitol. America was not attacked in the past tense. This President has inspired future plots. America is still under attack, and that is why Donald Trump must be impeached.

I have read that many of my GOP colleagues know what the President did was wrong but are afraid for their lives if they cross the President. I am sorry that they are living in fear, but now is the time to summon their courage to guide them.

Madam Speaker, we have all seen the images of the courageous officers who have risked their lives so that you could flee this floor and see your families. That was almost a week ago right now.

Officers engaged in hand-to-hand combat for hours with these terrorists. Capitol Police were spit on, beaten, stampeded, and one of them lost his life.

Madam Speaker, I am not asking you to summon the courage that they did; I am just asking you to do your job and hold this President accountable.

On January 6th, Donald Trump incited radicalized terrorists to attack the Capitol to stop the counting of electoral ballots. Donald Trump won't protect life and cannot uphold our Constitution, so we must do so today.

It is time for our country to unite, but unity in a national crisis starts with accountability, and that starts here in the people's House. So let's unite against the violence incited by Donald Trump to stop a peaceful transition of power, and unite for the safety of all Americans. Let's unite against a President whose hate speech led to the death of a law enforcement officer, and unite for the cops, the military who bravely defended the Capitol. Let's unite against Donald Trump, who inspired terrorists to carry a Confederate flag into this Capitol, display a noose, and desecrate the people's House. And let's unite for the custodial staff, largely people of color, who cleaned up after those White supremacists, because they still believe in this democracy, as imperfect as it was that day.

The most essential function of a President is to protect life and defend liberty. Donald Trump has failed to do that and is failing to do that. So Vice President Pence must invoke the 25th Amendment.

Madam Speaker, along with Congresswoman Jackie Speier, I rise to recognize the life of World War II veteran, Furman Stewart Baldwin, who passed away on December 7, 2020 at his home, in Millbrae, California.

Furman was born on August 27, 1922, in Buffalo, New York. As a child he spent time on school, working in his father's professional photo studio, and doing gymnastics. It was through gymnastics that he met the love of his life, Margaret, who everybody called Peg or Peggy.

In 1943, Furman and Peggy married, and he was commissioned as a U.S. Navy officer and pilot. He was active in the Pacific theater.

Furman finished his bachelor's degree after the war and started working in television, at WBEN in Buffalo. While working in live television at WBEN, eventually becoming a producer/director, he also went back to school; he earned a master's degree at the University of Buffalo.

After 15 years at WBEN, Furman became head of the Audiovisual Branch of the U.S. Military Academy at West Point. He received several awards at West Point, including the Department of Defense Thomas Jefferson Award for excellence in television production, before retiring in 1986.

Following retirement, Furman and Peggy enjoyed traveling the world together. When she developed health problems, Furman always stayed with Peggy; they eventually moved to the San Francisco Bay Area to be closer to their children.

After Peggy passed away in 2010, Furman enjoyed time with his friends and working on his computer. He even made video shows, ``Furman's Flicks,'' to entertain follow residents at his assisted living home.

Furman demonstrated the best the ``Greatest Generation'' had to offer. He is also remembered for his commitment to his family, his love of life, his artistic stained glass work, and the famous photo he took in 1947, ``Il Baccio.''

Meaning ``The Kiss,'' the photo shows a young boy kissing a young girl. Another young girl looks on, seemingly mad that the boy is not kissing her. The two-year-old boy in the picture was his son, Furman Stewart Baldwin, Jr.

Furman Baldwin, Jr., survives Furman, along with his other children, Claire Harrison, and Ronald, grandchildren Justine, Eric, and Alexandra, and great-grandchildren Melissa and Megan. Predeceasing him were his wife, son Frederick, and grandson Michael.

Our deepest condolences go out to Furman's friends and loved ones.

Madam Speaker, we have an opportunity today to condemn or condone. Birtherism is racist. Saying a Mexican judge can't be fair because of his heritage is racist. Saying immigrants from Mexico are rapists is racist. Saying there were good people on both sides in Charlottesville is racist. Calling African countries * * * countries is racist, and telling four Members of this body to go home is racist.

Madam Speaker, we have an opportunity today to condemn or condone.

Birtherism is racist.

Saying a Mexican judge cannot be fair because of his heritage is racist.

Saying immigrants from Mexico are rapists is racist.

Telling four Members of this body to go home because of where you believe they are from is racist.

There is racism coming out of the White House. There is racism coming out of the White House. So where will you stand today?

That is the question we face: Where will we stand? Will we stop and extinguish the flames of racism from the White House or will we continue to fan them?

History and our children are watching.

Mr. Chairman, I thank the chairman of our committee for working with the minority to put together a bipartisan piece of legislation that serves our national security purposes.

I also want to acknowledge both of the individuals for whom the bill is named, but particularly Damon Paul Nelson, the former staff director for the then-majority at the time, someone whom I and my colleagues saw put his heart and soul into the committee and someone who was able to keep many lines of communication that were necessary open during some of our most trying times. This is a fitting recognition of his service to our country.

As chairman of the Intelligence Modernization and Readiness Subcommittee, I celebrate this bipartisan bill and the patriotic young people who enter service in the intelligence community, sometimes immediately after college, despite extraordinary student debt. For that reason, we have included measures to enhance intelligence community- wide student loan repayment and forgiveness programs.

Reducing the financial burden on intelligence community workers helps us recruit and retain a talented and diverse workforce to remain competitive with the private sector. To that aim, we have also included a measure to authorize 12 weeks of paid parental leave for intelligence community employees in the event of a birth or adoption.

This authority would supplement the 12 weeks of unpaid leave currently afforded to intelligence community employees and other government personnel under existing law, sending a strong message to the intelligence community workforce that they do not need to choose between their career, serving our country, and their family.

These will help the intelligence community recruit and retain individuals capable of meeting the security goals of the United States and will set the example for other Federal agencies seeking pro-worker policies.

Our goal on the subcommittee is to anticipate the needs of the intelligence community workforce. Reaching across the aisle for our intelligence community is how we will secure a next-generation intelligence community workforce.

Madam Speaker, I was a congressional intern on Capitol Hill when September 11 happened, and I saw my colleagues go to the Capitol steps and sing, in a bipartisan fashion, ``God Bless America.'' I saw a generation of people go into service because of what they saw our first responders do in New York, Pennsylvania, and Washington, D.C., that day.

I am heartened to see today on this floor that we are uniting again to stand up for every victim of what happened that day. I hope we can get that passed in the Senate.

I want to honor and thank James Zadroga, Ray Pfeifer, and Luis Alvarez for their work, as well as Jon Stewart. I thank him for bringing attention to this. Also, I thank our colleague Carolyn Maloney.

I really want to thank our chairman. This was Chairman Nadler's district, and this has been continuing casework that the gentleman has worked on. It has affected the gentleman, his staff, and his constituents. I think it is fitting that the gentleman is the chairman presiding over this today.

I am grateful the chairman has put the emotional effort and the force of his office into making sure this happened. It means a lot to the gentleman's constituents and us as colleagues to see his leadership.

Madam Speaker, I rise to recognize Dr. Guy ``Zak'' Zakrevsky on the occasion of his retirement after 34 years of service to education in the East Bay, the last six of which he devoted to the Hayward Unified School District (HUSD).

Zak joined HUSD in 2013 as the Director of the Hayward Center for Education and Careers at the Hayward Adult School (HAS). He took on this role with one goal in mind: ensuring students have the education, literacy, and job skills training required to reach their full potential.

In pursuit of this goal, Zak set out to implement and bolster innovative and impactful programs that would work to improve student achievement. Under his stewardship, programs such as Career Technical and Vocational Education and Youth Re-engagement for At-Risk Youth have flourished and provided students with invaluable exposure and workplace experience.

Zak understands that, if given the right resources, each student has the potential to excel. It is why he, alongside his team and in partnership with other community organizations, helped create the Raising Leaders in Hayward Workshops. These workshops leveraged access within the City of Hayward's Human Resources Department and set out to inspire students with experiences from a cross-section of industries while placed in paid internships and developing the skills needed to succeed in their desired careers.

Zak always strived to make HAS a hub for our community. He worked closely with outside organizations, such as the Alameda County Deputy Sheriff's Activities League for disadvantaged communities, to provide new soccer fields, boxing coaches and tournaments, the construction of a new gymnasium, and a dance studio open to everyone. It was through these collaborative efforts that a new Makerspace became available for anyone interested in fostering their creative energy or entrepreneurial spirit. In 2017 the Makerspace graciously hosted my office's successful Congressional App Challenge at which students could operate 3D printers and plasma cutters during breaks from writing lines of code. Zak knew that it took bringing everyone together to make a positive impact in the lives of our students.

I want to thank Dr. Guy Zakrevsky for the contributions he has made to the 15th Congressional District and his dedication to all our students in the East Bay. His work will have a lasting and profound impact on the shape of our community, and I wish him a long and relaxing retirement.

Madam Speaker, I rise to recognize the life of Kimberlee Ann Burks, on the occasion of her unexpected passing on Thursday, May 30, 2019.

Madam Speaker, I rise to recognize the City of Pleasanton, California, on the occasion of the 125th anniversary of its founding which will occur next week on June 18.

The valley where Pleasanton sits has been a source of valuable resources for over 5,000 years. Prior to the arrival of European settlers, it was home to wetlands and an immensely diverse portfolio of plants and animal life that sustained generations of Native Americans.

Spanish settlers were drawn to the vast and plentiful landscape and plentiful water supply established a ranching and farming culture that flourished and served as a magnet to others that passed through during the California Gold Rush in the foothills nearby.

In the decades that followed, the area was named for a Civil War general of the United States Army and Union cavalry and saw the arrival of the transcontinental railroads. The population was approximately 500 people at the time; however, that would not last long.

The same rich soil that sustained the Native American populations for so long was then home to vineyards and hop fields that yielded a supply that was sought after across the nation and internationally. By 1900, Pleasanton became home to all of this, in addition to its own bank and several hotels.

Since that time, growth and development has only continued. In the 1980s, Pleasanton broke ground on a massive project that would change the trajectory of the city and the region around it. The 850-acre Hacienda Business Park was the new magnet drawing industry and economic development into the valley.

With a current population of approximately 85,000, Pleasanton is now home to one of the top 10 school districts in the State of California and holds over 1,200 acres of recreational space that play host to festivals, parades, and year-round weekly farmers markets.

In recognition of its 125 years of incorporation, Pleasanton will be holding a Summer of Celebration, which will begin with a reception on the anniversary of its founding, June 18, 2019. Throughout the summer, residents of California's 15th Congressional District can take advantage of several events and exhibits throughout the city.

Congratulations to Pleasanton on their anniversary, and good wishes for a summer of fun and celebration of our local history.
