Mr. Speaker, I rise today to recognize January as National Blood Donor Month.

Since its inception in 1970, National Blood Donor Month has aimed to increase blood and platelet donations during one of the most challenging times of the year for collecting blood products; the winter months.

In my district, the Centre County Commissioners have officially proclaimed January as National Blood Donor Month in Centre County, joining the nationwide effort to honor and celebrate those who selflessly roll up their sleeves to help patients in need.

Since July 2024, the Central Pennsylvania Chapter of the American Red Cross has held 101 blood drives in Centre County, collecting over 3,000 units of blood. According to the Red Cross' Centre County operations, this is the highest count in the region.

Mr. Speaker, it is staggering to realize that someone in this country needs blood once every two seconds. By the time I finish this speech, nearly 30 people will require access to a blood transfusion.

Blood donations are critical because the supply relies entirely on the generosity of donors. It cannot be manufactured or stockpiled. To meet patients' needs, the Red Cross must collect 12,500 units of blood every single day.

Mr. Speaker, I urge everyone listening to visit redcrossblood.org and click on the ``Donate Blood'' tab to find a blood drive nearby.

Mr. Chair, I rise today in strong support of H.R. 471, the Fix Our Forests Act.

Many forests across the Nation continue to be undermanaged and face significant forest health challenges. This includes forests such as the Allegheny, located in my district, which has its own difficulties with invasives among other issues.

The devastating fires in Los Angeles and throughout southern California are the latest reminder of what can happen when we fail to properly manage our forests and the risk of catastrophic fire in fire prone areas.

Unfortunately, these fires show that much work remains to help mitigate or prevent such catastrophes from occurring in the first place.

Even with the additional treatments the Forest Service has been performing, tens of millions of acres of national forest and adjacent lands throughout the west are still at risk of wildfire and are in need of treatments. Many of these acres are tinderboxes ready to ignite due to decades of mismanagement, which has led to declining forest health and dangerous levels of overgrowth.

We have continued to witness some of the most destructive wildfires on record in just the past decade, leading to significant property loss, recovery costs, and most sadly, the loss of human life. This truly is an urgent crisis that must be immediately addressed, and Congress must do more to better support the Forest Service and firefighters.

As Chairman of the House Agriculture Committee, I am proud of the forestry title we included in last year's farm bill to expand the Forest Service's tools and authorities. Such reforms will enable the agency to improve forest health; reduce the threat of catastrophic wildfire; increase the pace and scale of restoration; and ultimately protect communities, property and lives.

Similar to the farm bill, the Fix Our Forests Act will provide the Forest Service with such tools to proactively address invasive species, forest health, and wildfire conditions which threaten many rural communities across the national forest system.

With that, I urge my colleagues to support this commonsense legislation and encourage a YES vote on final passage.

In conclusion, I thank the firefighters and first responders for their work these past weeks and many sacrifices they have made. And we keep the those affected by these devastating wildfires in our thoughts and prayers as they endure this difficult time.

Mr. Speaker, I rise to celebrate President Trump's inauguration and his commitment to revitalizing our great Nation.

Over the past 4 years, Pennsylvania families have struggled under Biden's America-last policies. While every administration faces challenges, President Biden leaves behind a legacy of weakness and failure.

As President Trump said in his inaugural speech on Monday, our country is at the dawn of a golden age, thanks to the President's commitment to America First policies.

Look no further than the dozens of executive orders the President signed on his very first day in office as a sign that our country has turned the corner and is headed toward a brighter future. These orders immediately implement policies that will unleash American energy, ensure the freedom of speech in this country, end Federal censorship, secure our southern border, and restore accountability throughout the Federal Government.

While all of these policies put our country on a better path forward, I want to highlight a few that will have immediate, positive impacts for our country.

With a commitment to safeguarding our great Nation, President Trump is restoring commonsense immigration policy. On day one, he reversed the dangerous immigration policies of the Biden administration, reinstating sound enforcement measures like the remain in Mexico policy.

President Trump further prioritized our national security by designating the crisis at our southern border as a national emergency. Through this designation, the Trump administration can deliver military assistance and critical infrastructure investments to combat the cartels' campaigns of violence. These actions are critical in reclaiming control of our southern border and upholding the sovereignty of our Nation. By strengthening our resolve to fight unauthorized entry and unlawful presence, President Trump has once again demonstrated his commitment to American security and prosperity.

Unlike the previous administration, President Trump also recognizes the unique and present threat that drug smugglers and cartels pose to the health and safety of the American people. His declaration to designate these organizations as foreign terrorists will ensure the full capabilities of the Federal Government are being utilized to combat these bad actors.

On the global stage, America's standing suffered under President Biden. His disastrous withdrawal from Afghanistan led to chaos and the rapid resurgence of the Taliban. This not only endangered countless lives but also tarnished the credibility of the United States among its allies and adversaries alike. President Trump's plan to restore America's leadership on the global stage is centered on strength, accountability, and putting America's interests first.

This is why President Trump also issued an executive order to enhance vetting procedures for foreign nationals entering the United States, focusing on identifying security threats and establishing stricter screening protocols.

On day one, President Trump also put our country back on the path of energy independence with his Unleashing American Energy initiative, which reverses the previous administration's harmful policies and expands domestic energy production. Representing the fairway of the Marcellus shale in Pennsylvania, I know firsthand how important domestic energy production is for our national security and the global environment. By expediting permits, eliminating unnecessary regulations, and fostering the development of America's abundant natural resources, we are reclaiming our status as a global energy leader.

Mr. Speaker, all these policies were implemented within hours of President Trump taking office. His message and determination to put this country on a better path are absolutely clear. I look forward to working with President Trump and his administration in ensuring a more secure border and energy independence and making our Nation respected again.

Mr. Speaker, I rise today ahead of International Holocaust Remembrance Day to honor the memory of those who were murdered during the Holocaust.

In 2005, the United Nations designated January 27, the anniversary of the liberation of Auschwitz, as the International Holocaust Remembrance Day.

The systematic government-sponsored persecution and murder of 6 million Jews by the Nazi regime and its collaborators is one of the darkest chapters in history and will always be a scar on humanity.

We honor the resilience of survivors, and we rededicate ourselves to uphold the sacred promise of: Never again.

We promise to always remember those who lost their lives and those who saved them, those who stood in the face of such evil and refused to turn a blind eye.

Mr. Speaker, may we always remember and always pledge: Never again.

Mr. Speaker, I rise today to discuss a vital piece of legislation, the Laken Riley Act.

On February 22, 2024, Laken Riley, a 22-year-old Augusta University nursing student was murdered by an illegal Venezuelan migrant while she was jogging in Athens, Georgia.

Prior to the attack on Laken, her killer illegally entered the United States and was apprehended and released at the border. The perpetrator was also previously arrested by both Federal and State officials in multiple jurisdictions, and each time released due to certain States' soft-on-crime policies and the failures of the Biden-Harris administration to protect our southern border.

The Laken Riley Act is straightforward in its purpose, safeguarding the safety and security of our neighborhoods from the threat posed by criminal, illegal aliens who disregard our laws and endanger our citizens. It sends a clear message that we will no longer tolerate leniency when it comes to those who commit theft, burglary, larceny, shoplifting, or other serious crimes.

This bill also empowers States to hold future administrations accountable. For too long, radical far-left policies weakened immigration enforcement and prioritized open borders over the safety of American families.

By providing States with legal standing to challenge Federal officials who fail to enforce immigration laws, we ensure that no administration, present or future, can turn a blind eye to the dangers posed by criminal, illegal aliens.

Recently, January 10 would have been Laken Riley's 23rd birthday. This legislation isn't just another bill. It is a promise to address the real challenges and commitment to creating a safer, more equitable future for all. This is our chance to honor Laken Riley's legacy by building something lasting and meaningful.

It is a chance to prove that we can rise above partisanship and come together to solve real problems for real people. This will protect the fundamental rights and freedoms of every American, restore trust in our immigration system, uphold the rule of law, and ensure that every community in this country is safe and secure. It is time to put the safety and security of the American people first.

Mr. Speaker, I urge my colleagues to vote for this vital legislation and to return it to the Senate.

Mr. Speaker, I rise to recognize the Kinley family's Pennsylvania Centennial Farm designation.

For over 100 years, the Kinley beef farm has operated in Cogan Station, Lycoming County. This farm has been more than a source of livelihood. It has been a legacy of hard work, dedication, and love for the land.

When Samuel Kinley first purchased this 106-acre farm in 1904, he likely couldn't have imagined that his vision and determination would span five generations. From Samuel's hands to Adam and Shannon Kinley's stewardship today, this farm has been a cornerstone of Lycoming County agricultural heritage.

Our producers are the backbone of our Nation. They work tirelessly every day to feed, fuel, and clothe the world. Farms like the Kinleys remind us that agriculture is not just about feeding our families today. It is about sowing the seeds for future generations.

Mr. Speaker, I thank the Kinleys for their contributions to the community and to Pennsylvania agriculture.

Mr. Speaker, I rise before you today to recognize a special day for our dairy farmers, National Milk Day.

National Milk Day originates back to January 11, 1878, when milk was first delivered in glass bottles in the United States.

Milk is consumed by millions of Americans every year because not only is it delicious but it also provides key nutrients like calcium, potassium, and other vitamins.

This is one of the reasons I am so thankful for the passing of my bill in the 118th Congress, the Whole Milk for Healthy Kids Act of 2023, which will provide key nutrients to children in schools nationwide.

Milk is also very important to my home State of Pennsylvania. The Pennsylvania dairy industry alone generates 52,000 jobs and $14.2 billion in revenue annually in the State.

Furthermore, Pennsylvania is ranked second nationally in number of dairy farms. I am so proud of all that they have accomplished.

Mr. Speaker, as a descendent of a long line of dairy farmers, let's raise a glass in honor of our dairy farmers who work around the clock to bring fresh, nutritious, and delicious milk to our tables every single day.

Mr. Speaker, I rise to recognize the uplifting and empowering of our skilled workforce.

Across the country, skills gaps are plaguing employers and barring workers from filling millions of open job opportunities. That is why today I was proud to introduce the bipartisan Skills Investment Act.

This commonsense legislation allows workers at any point in their career to contribute to Coverdell lifelong learning accounts, which are tax-advantaged savings opportunities that will allow Americans to pursue new job skills and better career prospects.

Workers of all ages would be eligible to use Coverdell lifelong learning accounts to pay for skills training, apprenticeships, and other workforce-focused programs.

As a senior member of the Education and Workforce Committee and co- chair of the bipartisan Career and Technical Education Caucus, I am proud to sponsor the Skills Investment Act to provide additional resources for workers to climb to the next rung on the ladder of opportunity. I thank my colleagues, Congresswoman Bonamici, Congressman Fitzpatrick, and Congressman Schneider, for joining me in this effort.

Mr. Speaker, I urge my colleagues to join me in uplifting our workforce through this bipartisan legislation.

Madam Speaker, I rise today in celebration of House passage of H.R. 28, the Protection of Women and Girls in Sports Act.

Sports have always been more than just a game. They are an opportunity for growth that teaches discipline, teamwork, and resilience. Involvement in sports opens doors, fosters lifelong friendships, and inspires confidence in young adults across this country.

Unfortunately, due to radical policies implemented by the Biden- Harris administration and other far-left politicians nationwide, women and girls are losing critical protections that were afforded to them when Title IX was signed into law more than 50 years ago.

We owe it to the millions of young women and girls striving to reach their fullest potential, both on and off the field, who deserve fairness and safety.

The Protection of Women and Girls in Sports Act honors the commitment we made through Title IX, defends the principle of fair competition, and ensures that athletes can compete in categories that reflect their biological realities.

I am proud to support this legislation today on the House floor, and I urge my Senate colleagues to pass it as well.

Mr. Speaker, I rise to recognize the accomplishments of Elk County Catholic High School basketball coach, Aaron Straub.

For 45 years, Coach Aaron Straub has led the Elk County Catholic High School basketball teams, beginning as the girls' head coach before taking over the boys' program in 1983.

Earlier this year, Coach Straub made history after celebrating his thousandth career win.

Few basketball fans have witnessed this moment in Pennsylvania, as Straub is believed to be just the third scholastic basketball head coach in State history to achieve this accomplishment. It was only fitting to reach this milestone in the gymnasium that bears his name.

That feat is not just about winning basketball games. Coach Straub has helped countless young men and women develop over nearly half a century, helping to ensure their athletic, academic, and personal success.

Mr. Speaker, I congratulate Coach Straub on this thousandth career win and wish him and the Crusaders good luck for the rest of their season.

Mr. Speaker, I rise today to recognize and celebrate National Law Enforcement Appreciation Day.

It is a privilege to honor the more than 800,000 sworn officers serving across the United States for their unwavering dedication to upholding the law and safeguarding our communities. The challenges they face and the importance of their work cannot be overstated.

Since its establishment in 2015, National Law Enforcement Appreciation Day has been observed annually on January 9. This day provides a meaningful opportunity for our Nation to express gratitude for the brave men and women who wear the badge with honor and integrity.

I thank the Capitol Police, the Secret Service, and the Metropolitan Police Department for their continuous efforts to keep us safe here in our Nation's Capital.

I am also deeply grateful to the law enforcement officers in my home State of Pennsylvania, including the State troopers and the dedicated local police departments across the 15th District, for their steadfast commitment to protecting our families and communities.

I thank all law enforcement officers across the United States for their selfless service and the sacrifices they make every day in defense of public safety.

Madam Speaker, I rise to recognize Penn State women's volleyball team's victory in the national championship.

Penn State made history with its 3-1 win over Louisville in the NCAA Division I Women's Volleyball Championship in front of a record crowd of over 21,860 fans. This was the Nittany Lions' eighth national title in the program's history.

This victory didn't happen by chance. It is the result of relentless hard work, discipline, and teamwork. These women showed us what it means to commit fully. At every practice, every set, and every match, they gave their all.

This success is possible because of the incredible leadership of the coaching staff, whose mentorship has shaped this team not only into champions, but also into outstanding young leaders.

Penn State Coach Katie Schumacher-Cawley became the first woman coach to win the NCAA Division I volleyball title.

The road to the championship wasn't easy for Coach Schumacher-Cawley. In October, she announced she was diagnosed with breast cancer.

This championship win isn't just about a trophy. It is about a story of strength, resilience, and the values that define Penn State. These women make us all proud to wear blue and white.

I congratulate Penn State women's volleyball on their national championship. We are.

Mr. Speaker, I rise today to recognize the outstanding achievement of Warren County native Mitchell Angove.

Mitchell was recently named to Forbes' ``30 Under 30 List.'' This list is produced annually by Forbes magazine and recognizes notable individuals under the age of 30 nationwide.

A native of Pennsylvania, Mitchell attended the Eisenhower High School in Russell, Pennsylvania. He graduated in 2018 and earned his bachelor's and master's degrees throughout the following years.

Today, Mitchell is the cofounder and CEO of Feanix Biotechnologies. This company is helping transform the agriculture industry by analyzing animal genomes to predict traits such as size, milk production, and other key health factors.

As the chairman of the House Committee on Agriculture, I have seen firsthand the issues currently affecting our American farmers, and I am proud to see motivated individuals such as Mitchell continue to pursue advancements that could help farmers nationwide.

Mr. Speaker, I rise today to recognize the Wellsboro veterans outpatient clinic.

Recently, the Wellsboro veterans outpatient clinic in Tioga County reopened after nearly a year of renovations.

Our veterans have faced challenges on the battlefield and, too often, at home when seeking care. Reopening this facility is a step toward eliminating those barriers and providing better access to health services, mental health support, and the resources our veterans need to thrive.

The new state-of-the-art clinic has expanded to provide podiatry, telehealth, and optometry services. Additionally, the clinic will have specialty physicians who travel to Wellsboro.

Having spent nearly 30 years in the healthcare industry, I understand the vital importance of access to quality healthcare in rural communities and have become a strong advocate for increased access, affordability, and quality of care.

Mr. Speaker, our veterans deserve the utmost care, and the Wellsboro VA Clinic can provide essential services for those who fought for our freedoms.

Mr. Speaker, I rise to recognize a few of my distinguished colleagues on the House Committee on Agriculture. These colleagues have been invaluable teammates in our fight for America's farmers and ranchers, but they are also colleagues who will be moving on to other adventures next year.

First, the gentleman from Missouri, Mark Alford, representing the Fourth District, is a former news anchor and now the host of ``Mark Alford's America'' radio show. Congressman Alford is a megaphone for Missouri's number one industry, agriculture.

I was fortunate enough to visit the Missouri State Fair with Mr. Alford last year, and I know that he will continue to be a fighter for America's farmers and ranchers.

Next is Congresswoman Lori Chavez-DeRemer from Oregon's First District. Congresswoman Chavez-DeRemer graciously hosted the Agriculture Committee in her district for one of our farm bill listening sessions, which provided us with critical producer input crucial to the drafting of the committee's farm bill.

Tapped by President Trump to serve as the next Secretary of Labor, I know she will do great things, and I wish Congresswoman Chavez-DeRemer the very best.

Congressman John Duarte brought his firsthand experience as a California farmer to our committee in a pivotal year for our Nation's farmers and ranchers. In what some have called a perfect poster child for the regulatory issues we need fixed, Mr. Duarte came in the crosshairs of the Obama administration's regulatory state due to the overreaching ``waters of the United States'' definition.

In a way only possible in America, Mr. Duarte ultimately earned a spot in Congress and a seat on the Agriculture Committee, where he was able to vote to rescind the Biden administration's flawed WOTUS rule. We will miss having him on our committee, and I wish him the best.

Next, Congressman Max Miller has been a real fighter for Ohio's agricultural industry. During his time on the committee, we traveled to listening sessions together, and I joined his agricultural advisory board calls. He has been a constant champion for our producers. He even became a father.

As he leaves the Agriculture Committee, I know Mr. Miller will continue to advocate for the Buckeye State's farmers through his work on the Ways and Means Committee.

From upstate New York's 19th District, Congressman Marc Molinaro immediately brought a unique perspective to the Agriculture Committee. Too often, the Halls of Congress seem stuck in the ways of the past, but Mr. Molinaro taught us to think differently. He was a fierce advocate for the farmers and producers from New York, and we will miss having him behind the dais.

I can't forget my friends on the other side of the aisle, either. The Agriculture Committee has a rich history of bipartisanship that started long before my chairmanship and will hopefully continue long into the future.

Congresswoman Caraveo from Colorado's Eighth District, Congresswoman Slotkin from Michigan's Seventh District, and Congresswoman Spanberger from Virginia's Seventh District are bidding farewell to the Agriculture Committee. Each represented their diverse communities with distinction on our committee, and I want to wish each of them the very best.

Finally, I would like to acknowledge my friend and brother in Christ, the current ranking member, the gentleman from Georgia (Mr. David Scott), who is not retiring but rather stepping down as ranking member.

Since 2021, Congressman Scott has led the Democrats on the Agriculture Committee with distinction.

Agriculture really is not and never should be a partisan issue. In fact, it is one of the few that still unites Members from very different political backgrounds.

I am proud of the fact we have been able to find common ground on so many issues over the years. I look forward to continuing to work across the aisle with Mr. Scott, and I thank him for his service to the Agriculture Committee.
