Mr. Speaker, in our San Joaquin Valley in California, unfortunately we are facing yet another fight for every drop of water that's critical to our economic recovery. For over the last 2 months, we have lost over 700,000 acre-feet of water that represents $2.2 billion in economic activity because of an unlawful biological opinion that puts a 2-inch fish before 25 million Californians.

Had the Bay Delta Conservation Plan been implemented, none of this valuable water would have been lost today. To add insult to injury, our valley was dealt yet another blow when the Bureau of Reclamation announced this week a 25 percent water allocation. This is simply unacceptable.

It remains to be seen if the Obama administration and their nominee to replace Secretary Salazar has forgotten or ignored the tough lessons from the failures of 2009 and 2010. Immediate action is necessary to keep a bad situation from becoming devastating to our valley this year and throughout the State.

The Bay Delta Conservation Plan must move forward to resolve this situation in the future. Every day wasted is valuable time and water lost.

Mr. Speaker, I rise today to pay tribute to Nicole A. Villaruz, who has served as a valued member of my staff for the past eight years. Nicole joined my staff during my first term in Congress and has since become my District Director. This month, Nicole will be leaving my staff to work for California State Senator Michael Rubio in Bakersfield, California. Nicole's years of service to the people of Central California in the 16th and 20th Congressional Districts, spanning from Kern County to Merced County, deserve to be commended. Her character truly exemplifies the spirit of the San Joaquin Valley. Her strong work ethic, coupled with her positive attitude and zest for life make her true champion for the people of Central California. It is only fitting and proper that she be recognized by my colleagues in Congress.

Nicole has a long history of community service and involvement. While attending Delano High School in Delano, California, Nicole was a member of the Key Club, the National Honor Society, and was a lifetime member of the California Scholarship Federation. Along with her academic pursuits, Nicole was also a member of the ASB Senate and was head cheerleader during her senior year. In 1996, Nicole was named Delano's Junior Miss for the Class of 1997. She went on to California's Junior Miss, where she received top ten honors. In 1997, she earned the Good Citizens Award from the Daughters of the American Revolution. Clearly, her many endeavors during her teenage years served as an indicator for her commitment to service and leadership.

Upon graduating from Delano High School in 1997, Nicole attended the University of California, Los Angeles (UCLA), the largest public university in the UC system, and one of the most prestigious. Nicole was a member of Alpha Phi Sorority, where she held a number of leadership positions. She graduated in 2002 with a Bachelor's Degree in Political Science.

In 2001, Nicole was named Miss Kern County with a platform promoting civic virtue. Shortly thereafter, Nicole joined my staff in Bakersfield, California as a District Representative. Nicole's passion has always been helping others. As a District Representative, Nicole met with a number of constituents and organizations, often recognizing their needs and working hard to resolve their problems--whether it meant cutting through red tape when dealing with federal agencies, or leading constituents to the correct branch of government.

Nicole became my District Director in 2011 and she relocated to my Fresno district office. Her years of expertise and knowledge were essential in guaranteeing the success of my District offices. Nicole served as a mentor to many members of my staff--her guidance often helping them reach their full potential and ultimately ensured the well-being of our constituents.

Nicole's work and service has been recognized by many organizations. Most recently, she was honored by the Delano Chamber of Commerce with their Hazel Boone Award for her superior service. She currently volunteers for Distinguished Young Women of California (formerly California's Junior Miss) and serves as a choreographer/dance instructor.

Mr. Speaker, it is with great pleasure and pride that I recognize Ms. Villaruz today for her many contributions to my Congressional offices in Fresno and Bakersfield. It has truly been an honor to watch her grow professionally. She is an exceptional leader and will undoubtedly continue to do great things for our Valley.

Mr. Speaker, I rise today with my colleagues and former members of the California State Legislature Mr. Farr, Mr. Garamendi, Ms. Lee, Mr. McClintock, Ms. Roybal-Allard, Mr. Thompson and Mr. Waxman to pay tribute to the life of R. Brian Kidney, who passed away on December 22, 2012 at the age of 82. Mr. Kidney was an extraordinary person, and he will always be remembered as a man who lived his life with purpose and a dedication to public service, with almost 30 years in the California State Assembly, Office of the Chief Clerk.

Brian Kidney earned a Bachelor's degree in Russian History from the University of Michigan. He went on to further his education at the University of San Francisco and earned a Master's degree in Government. Upon completion of his Master's degree, Mr. Kidney joined the United States Air Force and served our nation as a Russian Translator in Libya.

His impressive and irreplaceable service to the State of California began in 1963 in the California State Legislature, where he served as an office messenger for Assembly Speaker Jesse Unruh. Two years later he became assistant clerk, and in 1991, Mr. Kidney retired after serving 25 years as chief clerk.

Mr. Kidney was an expert at his profession, but he brought more than knowledge and expertise to work every day. His understanding of the legislative process was an asset to each member who served in the California State Assembly during his tenure. Mr. Kidney's passion for government positively impacted the State of California in numerous ways.

In 1989, Mr. Kidney created the Assembly Chief Clerk Legislative Internship Program. He recognized the importance of having young minds with innovative ideas in the office, and paid interns began to work full-time alongside staff to gain the most fruitful experience possible. The interns benefit from their involvement and the office gains a fresh perspective from the interns.

Mr. Kidney did not stop working after retirement. He served as a parliamentary consultant to governments in Hungary, Malawi, Namibia, and South Africa, and spent several years as a lobbyist for The Gualco Group.

However, life did not always revolve around politics for Mr. Kidney. He never took for granted the simplicity of a great meal surrounded by conversation and laughter with his family and friends.

Mr. Speaker, it is with great respect that I ask my colleagues in the House of Representatives to join Mr. Farr, Mr. Garamendi, Ms. Lee, Mr. McClintock, Ms. Roybal-Allard, Mr. Thompson and Mr. Waxman in paying tribute to the life and career of R. Brian Kidney. He was a shining example of a true public servant and proud American.

Mr. Speaker, later this week, the United States Senate will pick up where Congress left off by passing the Violence Against Women Act. As a cochair of the Victims' Rights Caucus, every day victims' advocates do the hard work of making sure their voices are heard for the assistance of the programs authorized under the Violence Against Women Act.

Last year alone, the Marjaree Mason Center of Fresno, which I have worked with over the years, and the Valley Crisis Center in Merced provided emergency housing for over 1,100 women and children in their time of need.

We have learned a lot from victims' rights advocates and law enforcement since the law was enacted in 1994. It's time we used those lessons to put the safety of all crime victims first and stop playing politics.

Now the House must follow the Senate's lead by quickly adopting this measure to show that protecting victims is a top priority of this Congress.

Mr. Speaker, I rise today to recognize Ms. Carol Hafner for her service, as she prepares to retire from her position as Fresno County's Agricultural Commissioner/Sealer of Weights and Measures. Carol will be leaving the Fresno County Department of Agriculture after more than 34 years of service.

Born into a farming family, Carol has a deep understanding of agriculture--the lifeblood of California's San Joaquin Valley. She earned a Bachelor's degree in Biological Sciences, with an emphasis in botany from California State University, San Jose. In 1979, she was offered a job as an agricultural biologist/inspector at the Fresno County Department of Agriculture and immediately formed an attachment with the community. After 10 years as an agricultural biologist/ inspector she was hired as a deputy and served in that position for 19 years. Carol then worked as assistant commissioner for nine months before becoming the Agricultural Commissioner. She held that position for over four years.

Carol has made many outstanding contributions during her time at the Fresno County Department of Agriculture. The methyl iodide application and the European grapevine moth (EGVM) quarantine was a challenge that Carol encountered. Even though it created an obstacle for the department, she ended the chaos and fixed the problem in a short period of time. Also, while other departments in the County were facing tough budget challenges, Carol found the money to fill four positions in her department. In addition, Carol developed great relations between the Fresno County Department of Agriculture and growers in the surrounding area.

The Agricultural Commissioner plays a vital role in Fresno's multi- billion dollar agriculture industry. Carol's hard work and dedication to our Valley made her perfect for the position, and she served the County of Fresno proudly.

Carol plans to stay active in the agricultural community when she retires. She will serve on the Specialty Crop Block Grant Review Committee, and she will resume her involvement in California Women for Agriculture (CWA). In addition, Carol and her husband, Tye will both be retiring, so they can spend much needed time with their sons and prize winning miniature schnauzers.

Mr. Speaker, I ask my colleagues to join me in recognizing the service of Ms. Carol Hafner. The work she has done for Valley agriculture will have a lasting impact on Fresno County and the entire State of California.

Mr. Speaker, I rise today to pay tribute to the life of Laura LaSalvia, who lived a long and fulfilling life of 95 years. Laura joined her late husband, Tony LaSalvia, on January 5, 2013.

Laura and Tony raised three children together: Antonia, Nicola, and Steven. Laura spent most of her time at home with her children while Tony ran the family business, the Los Banos Abattoir. After Tony's passing, Steven took over the business with Laura's help. She was well- known to both the producers and the customers, keeping a tight watch on the business affairs to ensure they were fulfilled as Tony would have wanted.

Laura was a trailblazer for women in the meat industry. It can be a tough business for women, but her dedication and hard work helped her to accomplish many successes. She passed these strong traits along to her children, grandchildren, great grandchildren, and to all those associated with the family business. Laura's presence at the Los Banos Abattoir will be greatly missed.

Laura was extremely active in her community. She served on school boards and participated in school-related activities for her children and grandchildren. She was also very involved at Saint Joseph's Church in Los Banos. Religion and faith were strong components of her life. In 1957, Laura was a charter parent of Our Lady of Fatima School, and she served as president various times. She was also a member of Altar Society and the Italian Catholic Federation.

Mr. Speaker, I ask my colleagues to join me in paying tribute to the life of Laura LaSalvia. She will undoubtedly be missed by all for her wise and loving counsel. We thank Laura today for her outstanding contributions to the Central Valley and the State of California.

Mr. Speaker, I rise today to pay tribute to the life of Betty Ramacher, who passed away on November 20, 2012, at the age of 86. A respected elected official and community leader, Betty leaves behind a wonderful legacy and serves as an example for generations to come.

Betty was a woman of many trades. She served as a first grade teacher in Caruthers, California and operated a dress shop in the Fig Garden Shopping Center in Fresno, California. With her background as an educator and small business owner, Betty successfully ran for the Fresno County Board of Supervisors in 1983. Betty served the third supervisorial district for five years.

Betty's progressive ideas along with her ability to get things done made her a well-respected political mind in California's San Joaquin Valley. Aspiring political candidates would often reach out to Betty first when running for office. Betty and her husband, Richard, were a formidable team--especially when it came to organizing campaigns and winning elections.

Along with being a political trailblazer, Betty was also a wonderful wife, mother, and grandmother. Betty's family was everything to her. She was a caregiver for a majority of her life--providing for her disabled son, Eric, for over 50 years, and caring for Richard after his stroke. Betty truly understood the importance of love and family.

Betty leaves behind her daughter, Mary and son-in-law, Ted Mooradian; her grandchildren, Ali Mooradian-Pesce and her husband Andres, Lauren, Jacob, and Joseph Mooradian.

Mr. Speaker, I ask my colleagues to join me in paying tribute to the life of Betty Ramacher. Her unwavering commitment to bettering the lives of residents in Fresno County will never be forgotten. Betty will be remembered as a woman with a kind heart and loving soul.

Mr. Speaker, I rise today to pay tribute to the life of Elaine Roscella Lehman. Her character exemplified the very best of what our Nation has to offer--she was thoughtful, generous, and possessed a strong work ethic.

Elaine's long-time commitment to service began early in her life when she joined the United States Navy and served in the WAVES (Women Accepted to Volunteer Emergency Service) division during World War II. Elaine began her service in Philadelphia as a medical operating room assistant, and she was later stationed at Pearl Harbor Navy Hospital. She served our country proudly during a time in history that forever changed our Nation and the world.

After the war ended, Elaine moved to Central California with her brothers. Shortly after arriving in the Golden State, she met her lifelong partner, Henry Lehman, and married him in 1947. Elaine and Henry had four children: Rick, Janet, David, and Charles. Together, they maintained and operated a successful family farm.

Elaine's service was not exclusive to times of war. She was also deeply involved in her community and became a well-known figure in Sanger, California and surrounding cities. She was president of Wilson Elementary School PTA, served as a Cub Scout Den Mother, and also volunteered as a Room Mother. In 1979, Elaine's work and dedication was recognized when she was honored as Sanger's Mother of the Year.

After an unfortunate automobile accident that resulted in the tragic death of her child Charlie, Elaine decided that she would go back to school for her nursing degree. She worked as an LVN at Valley Medical Center and at the Sanger Convalescent Hospital. Elaine genuinely cared for the well-being of others, so being a nurse suited her well. Elaine consistently went above and beyond for her patients. For years, she drove cancer patients to their treatments as a member of Angels on Wheels, using her own vehicle and gas. Elaine's legacy will undoubtedly live on through her kind and generous acts.

Elaine supported her family members whole-heartedly in times of distress and in times when they were working to fulfill their goals. When Henry was diagnosed with cancer, Elaine retired to stay with him and provide full-time care. When Rick ran for election in 1976, she was with him every step of the way until the end of his political career. Rick served with distinction in the California State Legislature and as a member of the House of Representatives from 1983 to 1994. Her daughter Janet served as a teacher, while her son David works as a structural engineer.

In addition to her family, Elaine's faith was also extremely important to her, and she taught Sunday school for over 20 years. She leaves behind her three children and two grandchildren: Carrie Beedle and Stephanie Lehman.

Mr. Speaker, it is with great respect that I ask my colleagues in the House of Representatives to pay tribute to the life of an amazing woman, Elaine Roscella Lehman. Her positive attitude and overwhelming love for others will be greatly missed.

Mr. Speaker, I rise today to recognize Colonel Sami D. Said for his many years of dedication and service to the United States. After almost two years of serving as Commander for the 144th Fighter Wing, California Air National Guard, Colonel Said will be promoted to the rank of Brigadier General and will serve a tour in Afghanistan.

Colonel Said has devoted his life to serving the United States. He began his career in 1991 at the 159th Fighter Squadron in Jacksonville, Florida where he was a Pilot Trainee and then an F-16 Fighter Pilot. Colonel Said held other duties at the 159th Fighter Squadron, including Chief of Standardization and Evaluation, Instructor Pilot, Weapons Officer, and Squadron Operations Officer.

In June 2003, Colonel Said completed his time with the 159th Fighter Squadron and went on to become the Commander of the 125th Aircraft Maintenance Squadron. He was also the Wing Special Projects Officer (ORI) and the Chief of Wing Operations for the 125th Fighter Wing. After spending two years with the 125th Fighter Wing, Colonel Said served as a National Security Fellow at Harvard Kennedy School of Government.

Colonel Said worked in Washington, DC, for three years serving at the Pentagon from 2008 to 2011. He worked in the Office of the Secretary of Defense as a Military Assistant to the Department of Defense Transition Team and Chief of Staff/Senior Military Assistant to the Under Secretary of Defense, Acquisition, Technology and Logistics.

Along with his vast experience and knowledge, Colonel Said has received numerous awards and decorations. These include the Defense Superior Service Medal, Meritorious Service Medal with three oak leaf clusters, Combat Readiness Medal with five oak leaf clusters, Armed Forces Expeditionary Medal, and Global War on Terrorism Service Medal.

In April 2011, Colonel Said became the Commander for the 144th Fighter Wing in Fresno, California. While he was in Fresno for a short period of time, our community benefited from his time here. We will be sad to see him go. As he moves on to proudly serve our country overseas in Afghanistan, Colonel Said's expertise and many years of experience will be greatly missed at the 144th Fighter Wing.

Mr. Speaker, I ask my colleagues to join me in congratulating Colonel Sami Said on his upcoming promotion to the rank of Brigadier General and wish him well in his next tour of service. Our country will always be gracious for his hard work and unwavering service.

Madam Speaker, I yield myself as much time as I may consume.

I want to thank the gentleman from Arkansas for his efforts with our colleagues in the Senate to pass this measure, S. 3666.

As was stated, this is a measure that involves common sense, and it attempts to relieve burdensome paperwork that frankly has no place under the current scheme in which movies are made in this country that require, without the relief of this measure, them to be included under the Federal Animal Welfare Act.

As was stated, movies and television shows often use animals as extras. We're used to seeing that. It's part of the way these movies are made. This bill amends the Animal Welfare Act to clarify that when pets are owned by individual citizens who are acting in that movie or in that television show that they should not be regulated by the U.S. Department of Agriculture when it comes to these animals being used as extras in films.

These animals should not be captured under the Animal Welfare Act regulations. The USDA, as we know, is spread pretty thin. It is using scarce resources to regulate personal pets, which now is required under the current law that this legislation will relieve that burden from. We think that the USDA should focus its resources on more cost-effective measures rather than regulating individual personal pets that are used in these movies or in these television shows as--the term of art is ``animal actors''; animals that play a key movie or television role will not be affected by this legislation. They will continue to be regulated by the Animal Welfare Act. This is, as I said at the outset, a commonsense regulatory relief of burdensome paperwork. I would ask my colleagues to support this measure.

S. 3666 is, I think, a well-thought-out measure. I want to thank, again, the gentleman from Arkansas and the committee for their efforts on this measure and ask their support for the bill.

Mr. Speaker, I rise today to recognize Dr. Linda J. Hewett as she celebrates her retirement as co-director of the University of California San Francisco (UCSF), Fresno Alzheimer's and Memory Center (AMC).

Dr. Hewett's lifelong dedication for assisting California's most vulnerable citizens began when she earned her nursing degree in 1968 from the Westminster Hospital in London, where she specialized in maternal and child health. In 1990, she received her doctorate in Clinical Psychology from Pepperdine University.

Dr. Hewett's passion for ensuring that people of all ages live a quality life led her to specialize in neuropsychology. After finishing her pre-doctorate work at Rancho Los Amigos Hospital and post doctorate at UCSF, Fresno AMC, she became the co-director of AMC in 1994. Dr. Hewett began as the Assistant Clinical Professor for the departments of Neurology, Family & Community Medicine, UCSF Medical School, Fresno Medical Education Program, and will retire as an Associate Professor for UCSF. In addition, Dr. Hewett has worked as the Senior Neuropsychologist at AMC since 2004, and from 2001-2003, she was the Director of the Gerontology Program at California State University, Fresno.

Dr. Hewett has served in many capacities over the past few decades. Because of her efforts to educate and spread awareness about Alzheimer's disease she has become a true champion for our Central Valley. Dr. Hewett's expertise is sought out from people all over the state and country. Due to her work with the California State Legislature, there are more Alzheimer's Research Centers that have provided invaluable resources for Alzheimer's and dementia patients.

Thousands of families have been fortunate to receive the benefits of Dr. Hewett's care.

Her overwhelming knowledge and compassion is comforting to her patients and their families. I had the privilege to see Dr. Hewett's work firsthand as she personally treated people very close to my heart. She made them feel comfortable and at ease, and I will always be grateful for the expertise and kindness that she provided to them.

Mr. Speaker, I ask my colleagues to join me in recognizing Dr. Linda J. Hewett for her service, compassion, and devotion to bettering the lives of others. We thank Dr. Hewett today for her outstanding contributions to the San Joaquin Valley and to the State of California.

Mr. Speaker, I rise in support of H.R. 4389, and I thank the gentlelady from New York for yielding me the time to speak on behalf of the naming of this post office in Fowler, California, on behalf of Cecil E. Bolt, who was the postmaster there for many, many years.

Today is a great day for the city of Fowler and for its community and the city council, which over a year ago overwhelmingly came to me and asked that we dedicate and name--appropriately so--the post office at Fowler, California, on behalf of a postmaster who served the city and the community so well for so many years.

Fowler is a wonderful community in my district of over 5,000 people, one not unlike many communities that we have throughout the country-- with a high school and with generations of families that have lived there for years. As a matter of fact, the mother of one of our colleagues, Congresswoman Jackie Speier, was born in Fowler, California.

Today, we name the post office after Cecil E. Bolt. He was born and raised in Idaho, but like many, came to California. After graduating from college, Mr. Bolt moved to Fowler in 1939. Just prior to World War II, he was drafted into the U.S. Army, and as was noted, he was assigned to the 75th Artillery Unit in Alaska.

Cecil Bolt was part of, as Tom Brokaw wrote, America's Greatest Generation. In 1942, he married the love of his life, Naomi Opal Gourley, and together they raised two loving daughters: Dorothy Jane and Kathy Jean.

After the war, Bolt returned to Fowler and was appointed the postmaster, a position he held for 27 years. Known for his dedication and friendly demeanor, many times he would personally deliver packages, and not just during the Christmas season but throughout the year because of course everybody knew Cecil. His decades of public service extended far beyond the walls of the post office, which centered as a hub of activity for the community.

Cecil volunteered every day for more than 17 years at the Marshall Elementary School, where his service helped shape a generation of young people. He was also a faithful and active member of the Presbyterian Church of Fowler, where he also served as a Sunday school teacher and a Kids Club volunteer. For his service, he received Fowler's ``Citizen of the Year'' award in 1969 and the ``Silent Servant of the Year'' award in 2004.

Sadly, after years and years of service, Cecil Bolt passed away in 2007. Those in the city of Fowler who knew him were undoubtedly better off thanks to the good service of Postmaster Bolt.

So in conclusion, Mr. Speaker, the city of Fowler and its county council and the overwhelming support of citizens of the city and students who wrote in postcards ask that we do this in his honor without reservation--recognize the post office in the city of Fowler to be named after Postmaster Cecil E. Bolt in dedication to his family and the community of Fowler as well as the United States Postal Service.

Mr. Speaker, I rise today to recognize Paul A. Leonardi for his loyalty and commitment to the United States. He exemplifies a passion for serving others, and we must commend him for his hard work in keeping our country safe. After 28 years of dedicated service to the federal government, Paul is retiring to spend more quality time with his family.

In 1973, Paul joined the United States Air Force. He served as a Security Specialist and an Air Force Recruiter for over eight years. His various assignments in the military enabled him to travel all over the United States. Paul was stationed at the Strategic Air Command at Wurtsmith AFB, Michigan; the United States Air Forces in Europe Command at RAF Alconbury, England; the Air Force Logistics Command at Hill AFB, Utah; the Air Training Command as an Air Force Recruiter in Bay City, Michigan; and the Strategic Air Command at Minot AFB, North Dakota. Paul was honorably discharged in 1981. Paul's time in the Air Force prepared him well for his work at Immigration and Naturalization Service and the Department of Homeland Security.

Paul began working for INS in 1992 as an immigration inspector at the Orlando International Airport in Orlando, Florida. He was then transferred to Miami as a criminal investigator. Paul worked as a criminal investigator for several years before being promoted to the Joint Terrorism Task Force after September 11, 2001. A couple months later he was promoted to Supervisory Special Agent, and after a year, he relocated to Fresno, California.

In 2003, Paul continued his work as Supervisory Special Agent for Homeland Security Investigations, and in 2010, he was promoted to Resident Agent in Charge. His vast experience and knowledge made him perfect for the job.

Mr. Speaker, it should be noted that in addition to his countless gifts to our country, Paul has been a true champion for my constituents. He and his team have always been available to discuss issues and work together to make our Central Valley a better place. We are all grateful for Paul's unwavering commitment and leadership, but I know he will enjoy more time with his wife of 26 years, Barbara, his children and grandchildren. I ask my colleagues to join me today in recognizing the commitment, dedication, and success of Paul Leonardi.

Mr. Speaker, I rise today to recognize Mr. Don Glaser for his service as the U.S. Bureau of Reclamation's Mid-Pacific Regional Director. Over the years he has practiced careful and productive stewardship over our nation's water and power resources. His reverence for our natural resources and his commitment to public service have made him an exceptional public servant. This January, Mr. Glaser will continue his efforts in Denver, Colorado, where he will work on several high priority projects for the Bureau of Reclamation.

Mr. Glaser has over twenty years of experience with the Bureau of Reclamation, where he has held a number of positions throughout the West and Washington, D.C. He was recently honored with the Department of Interior's highest recognition, the Distinguished Service Award. He has been active in non-profits engaged in water education, open space preservation, and fish and wildlife conservation and restoration. As Regional Director, Mr. Glaser oversaw the management of Reclamation's water projects in an area that encompasses the northern two-thirds of California, most of western Nevada, and part of southern Oregon. His breadth of experience has certainly been an asset to the Mid-Pacific region.

The Central Valley Project (CVP) is perhaps one of the most complicated and intricate federal water projects in the United States. Managing the CVP requires delicately balancing the often conflicting needs of farmers, ranchers, cities, fish, wildlife, tribal communities, and recreational users. As the principal supervisor of projects like the CVP, Mr. Glaser consistently brought the skills necessary to troubleshoot problems. His expertise and ability to foster relationships helped to address the competing needs of all water users, making him a responsible guardian of one of our most precious resources--water.

Mr. Glaser's job called for the ability to address and resolve conflicts, and to understand the nuances and sensitivities of the water resources industry. He has demonstrated a strong grasp of program planning, analysis, policy formulation, and implementation, which enabled him to represent the Department on many difficult issues. Mr. Glaser's capacity to balance local implications and ``the big picture'' allows him to successfully create innovative solutions to seemingly impossible conflicts.

Mr. Speaker, I ask my colleagues to join me in recognizing Don Glaser for his tireless dedication to being a conscientious keeper of America's water and power resources. His innovative work and enthusiasm on behalf of the Bureau of Reclamation make him a role model and source of pride for all Americans.

Mr. Speaker, I rise today to pay tribute to the life of Betty Rodriguez, who passed away on November 12, 2012, at the age of 83. Betty will be remembered as one of Fresno's greatest treasures.

Betty was born and raised in Fresno, California, where she graduated from Edison High School and met her husband, Armando Rodriguez. Armando and Betty were high school sweethearts and celebrated their 60th wedding anniversary in 2010. Their marriage was filled with happiness, warmth, and compassion. Together, they shared a deep love for one another and also for their community.

Armando was a Superior Court Judge in Fresno County and Betty became extremely active in the community. She spent her time volunteering for many different organizations, including the League of Women Voters, Girl Scouts, Arte Americas, Ladies Aid for Retarded Citizens, Friends of the Library, and the Fresno-Torreon Sister City Committee.

Betty was a trailblazer for women throughout the Valley. It was an important priority for Betty to instill in women, especially Hispanic women, that they could make a difference in the world. She wanted Hispanic women to feel liberated and proud of themselves and their heritage.

One of Betty's greatest achievements was the founding of the League of Mexican American Women. They created the Fiesta Navidena Fashion Show, an event dedicated to raising scholarship money for local youth. Over $250,000 has been raised since the fashion show's inception. Betty took great pride in the event because the proceeds were going to a wonderful cause. Betty was known to be able to sell tickets to anyone because she would not take no for an answer. Due to Betty's tireless efforts, the fashion show is still something people look forward to year after year.

This past May, Armando and Betty were recognized at the 12th annual Latino Legends of the 20th Century dinner for their service to the community. Their selflessness and passion for the Central Valley made them very deserving of the award.

Mr. Speaker, I ask my colleagues to join me in honoring the life of Betty Rodriguez, a true champion for the people of Central California. Her leadership in the community made her a role model and asset to our community. Betty's generous and kind heart will be sorely missed.
