Mr. President, I rise today to recognize the 150th anniversary of the city of Hot Springs, AR.

Located in central Arkansas at the eastern edge of the Ouachita Mountains and the Ouachita National Forest, Hot Springs has long been one of my State's most treasured destinations. Since its incorporation in 1876, generations of residents have helped shape a city known for its resilience, vibrant community, and commitment to preserving the natural beauty and historic character that makes the city so special.

For centuries, the area's natural thermal springs have drawn visitors seeking their restorative waters. Long before Arkansas achieved statehood, Native American Tribes recognized their significance and laid the foundation for the city's enduring legacy as a place of renewal and hospitality.

Now this unique feature sits at the heart of Hot Springs National Park, arguably the oldest within the National Park System. The land was first set aside for protection by Congress in 1832, decades before the National Park Service was established in 1916. Today, visitors from across the Nation and around the world enjoy the city's historic Bathhouse Row, scenic trails, thriving downtown, nearby lakes, world- class horse racing, and many other attractions that showcase Arkansas' majestic landscapes and rich history.

Beyond its historic landmarks, Hot Springs continues to be an important economic and cultural center. Its small businesses, hospitality industry, and community organizations reflect the hard- working spirit that has helped the city thrive for 150 years.

Congratulations to the entire community on this sesquicentennial celebration and steadfast commitment to building a bright future. I am pleased to recognize this milestone and commemorate 150 years of embracing its identity and charming residents and visitors alike.

Mr. President, I rise today to recognize and congratulate CMSgt Megan W. Parrott on her retirement from the U.S. Air Force after more than 27 years of distinguished service in uniform to our Nation.

Throughout her accomplished career, Chief Master Sergeant Parrott has exemplified the professionalism, leadership, and commitment to excellence that define the very best of the U.S. Air Force. She currently serves as the strategic communications advisor to the Chief of the Air Force Reserve, where she oversees the development and coordination of strategic communications that advance the Reserve's priorities and strengthen engagement with Congress, community partners, and other key stakeholders.

Chief Parrott began her military service in 1999 as an aircraft maintenance guidance and control technician on the KC-10A Extender. Following her transition to the Air Force Reserve, she held numerous leadership roles within the maintenance community before being selected to serve as the operations noncommissioned officer in charge for the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff. Her exceptional performance, sound judgment, and steadfast dedication earned her some of the Air Force Reserve's most significant leadership opportunities.

I had the privilege of getting to know Megan when she served in my office as my Defense fellow in 2018. As the first enlisted legislative fellow selected from the Air Force Reserve, she brought invaluable insight and expertise to my staff, advising on defense, national security, and veterans' affairs policy. Those who had the opportunity to work with her appreciated the professionalism, integrity, and dedication to public service she demonstrated to benefit Arkansans and the military and veteran community across our Nation.

Chief Parrott's career reflects an unwavering devotion to duty and a steadfast commitment to serving both the Air Force Reserve and our country. We are tremendously proud of her selfless service, exemplary leadership, and commitment to the men and women of our Armed Forces.

On behalf of the U.S. Senate, the Senate Air Force Caucus, and a grateful nation, I extend my sincere appreciation to Chief Parrott and her family for their many years of sacrifice and dedication. I congratulate her on an extraordinary career and wish her continued success in the years ahead.

Mr. President, I rise today to recognize the 150th anniversary of Holly Grove, AR, and to celebrate the rich history, resilience, and strong community that have defined this Delta town for generations.

Located in east-central Arkansas, Holly Grove derives its name from the native holly tree thickets that once covered the area. Since its incorporation in 1876, the town has been shaped by its agricultural roots, with the fertile soil supporting generations of farmers and helping establish Holly Grove as an important part of Arkansas' farming heritage. The arrival of an Arkansas Central Railway station further strengthened the local economy, connecting businesses and producers to new opportunities and contributing to the town's continued growth.

Like many communities across the Delta, Holly Grove has faced its share of hardships. Devastating fires, historic flooding, and economic challenges tested the town throughout its history, but its residents met each obstacle with determination and perseverance. Time and again, the people of Holly Grove came together to rebuild and restore the community they proudly call home.

Holly Grove also occupies an important place in Arkansas history. In 1897, members of the community organized a boycott to protest racial discrimination after an African-American woman was refused service at a local store. Led by ministers of the town's Black churches, their efforts reflected the courage and conviction of citizens working to advance fairness and equal treatment.

The town's heritage continues to be preserved through the Holly Grove Historic District, which was added to the National Register of Historic Places in 1979. Its historic buildings stand as lasting reminders of the generations who built the community and the enduring legacy left behind.

As Holly Grove celebrates its sesquicentennial, I am pleased to recognize this important milestone and congratulate the residents who have helped build the vibrant community it is today. I wish the people of Holly Grove continued success and many more years of growth and prosperity.

Mr. President, I rise today to recognize the 25th anniversary of the MacArthur Museum of Arkansas Military History, an institution dedicated to preserving our State's proud military heritage and honoring the Arkansans who have served our Nation.

Since opening its doors in 2001, the museum has welcomed more than 750,000 visitors from all 50 States and more than 60 countries. Located in the historic Tower Building at the Little Rock Arsenal, the birthplace of General Douglas MacArthur, the museum offers visitors a unique opportunity to learn about Arkansas' long tradition of military service and the men and women who have worn our Nation's uniform.

The Little Rock Arsenal has played an important role in our Nation's history for more than 175 years. Preserved as the home of the MacArthur Museum of Arkansas Military History, the site remains a lasting symbol of patriotism, sacrifice, and service. The museum shares the stories of Arkansans who served in conflicts from the Civil War through the Vietnam war, ensuring their contributions are remembered for generations to come.

For 25 years, the museum has educated visitors, honored veterans, and preserved the legacy of those who defended our freedoms. Its commitment to safeguarding The Natural State's military history has strengthened appreciation for the courage and sacrifice demonstrated by generations of servicemembers.

I congratulate the staff, volunteers, supporters, and community partners who have contributed to the museum's success over the past quarter century. As the MacArthur Museum of Arkansas Military History celebrates this milestone, I join Arkansans in wishing its leadership and entire team many more successful years of preserving our State's military history and sharing the stories of the servicemembers and veterans who have helped to defend our Nation.

Mr. President, I rise today to advocate for America's hard-working farm families and deliver the message of hope to the men and women who grow our Nation's food, fuel, and fiber through updated farm policies that strengthen the industry and support rural America.

Today, I am proud to release the Agriculture Act of 2026, a discussion draft of farm bill 2.0. It is a bill for the people who feed America. This bill follows the great work accomplished by House Ag Committee Chairman GT Thompson and the bipartisan bill he ushered through the House in April.

It incorporates more than 100 bipartisan marker bills and priorities for my colleagues, as well as input from farmers, ranchers, rural community leaders, and stakeholders from across the country who share our goals of securing policies that improve the outlook in farm country and continue our Nation's strong agricultural legacy for generations to come.

Agricultural producers are facing extremely difficult times because of years of headwinds. Hard-working farmers and ranchers are struggling to break even, let alone profit, in this current economic climate.

High inflation, steep input costs, and low market prices have put many farm families on a course toward bankruptcy, with multigenerational operations fighting for survival.

I hear the despair from farmers in my home State of Arkansas; in fact, I hear it from all over the country from their producers that advocate for their industry in meetings every day.

I know my colleagues have heard the same stories of distress from their producers for at least the last 3 years.

The calls for a modernized farm bill have only grown louder as the inherently risky nature of agriculture coupled with the unique challenges facing producers today pose an imminent threat to their livelihoods and our national security. That is why we took urgent action last year to update farm programs in the Working Families Tax Cut. Not enough has been said about the positive impacts these improvements will have on our producers.

To the farmers who asked for an improved farm safety net and for more farm in the farm bill, we delivered. The Working Families Tax Cut enhances commodity programs, expands access to more affordable crop insurance, and makes those tools more responsive to real-world risk.

We significantly increased reference prices, expanded access to disaster programs to be more responsive to drought, predation, and invested in our animal health programs and research

infrastructure, among many other improvements.

These improvements benefit producers of all sizes across all crops and across all regions.

Farmers will see these benefits this fall. The farm bill is about more than agriculture, it is one of the most important investments Congress can make in rural America.

The proposal I unveiled today is built for rural communities. It strengthens local economies, improves quality of life, and delivers critical infrastructure and services from safe and reliable drinking water to expanded broadband access, medical care, and affordable childcare--helping families thrive and supporting growth in our rural communities.

Our plan is built for farmers who take risks. We increase USDA's loan limits so farmers can access the capital necessary to maintain and grow their operations.

The current caps simply fail to reflect current economic conditions. This bipartisan provision is not optional. It is essential to ensuring producers have the financing that they need at a critical time for American agriculture.

We recognize the vital role especially crop producers play in feeding America and the unique challenges that they face. That is why we incorporated several bipartisan measures to provide targeted support during periods of economic hardship and market disruption.

We also make critical investments to strengthen the long-term competitiveness, resilience, and success of Americans, especially in the crop industry.

Farmers and ranchers are one of the best stewards of our natural resources, and this proposal helps ensure they have the tools and support they need to meet their unique, evolving challenges.

By strengthening the voluntary, incentive-based, and locally led conservation delivery system, we empower producers to implement practical solutions that work for their operations while protecting the land for future generations.

Our plan is built for America's future. We make critical investments in agricultural research, helping close the gap between the United States and our foreign competitors in public research funding. At the same time, it strengthens support for 1890 land-grant institutions so they can continue their vital mission of educating the next generation of leaders, innovators, and producers.

This draft meets the moment for many real-world needs. We take steps to respond to the spike in fertilizer costs, and we strengthen our defenses against foreign adversaries taking advantage of our agricultural industry.

A farm bill cannot become law without bipartisan support. This legislation must receive 60 votes in the Senate. That reality guided this discussion draft. My goal is to advance a bill that can earn broad bipartisan support and deliver meaningful results to rural America.

No single proposal has all the answers, but this discussion draft is a strong foundation on which to build as we continue conversations to strengthen American agriculture and secure a brighter future for family farmers.

America's farmers, ranchers, and producers have always answered the call to do more to feed the Nation. Farm bill 2.0 is built to support the backbone of our food system. It demonstrates our commitment to the tireless men and women who raise the safest, most abundant and affordable food supply in the world. At its core, the farm bill is a contract with the farmers, ranchers, and rural communities to provide the policy certainty and predictability they need.

This farm bill is more than 3 years overdue, and we owe it to our constituents to get it done. A vote for this farm bill is a vote for our farmers and our ranchers.

I urge my colleagues to join me in sending a clear message to rural America: The Senate stands with our farm families, and we are committed to ensuring they have the certainty, the tools, and the support they need to succeed.

I want to thank Senator Klobuchar and all the members of our committee and the staff for their thoughtfulness regarding the content of this draft. I look forward to working together as we go forward.
