Mr. Speaker, I rise today to recognize the exceptional dedication and contributions of Ms. Angela LoPiccolo, better known as ``Ms. LoPo'' by her students from Dakota High School in Michigan's 9th Congressional District. It is with great honor that I highlight the exemplary service and educational leadership of a truly remarkable educator, whose passion and commitment have profoundly impacted the academic and personal lives of countless students.

Beginning her career as a student teacher at Chippewa Valley Schools, Ms. LoPiccolo has devoted her life to teaching Advanced Placement United States History, global history, and comparative government courses. After a brief tenure at Fitzgerald High School, she returned to Dakota High School, where she has remained a pillar of knowledge and guidance for the last 18 years.

Ms. LoPiccolo's dedication to the field of political science, government, and United States history was inspired by the influential instructors and mentors in her own life. She has become a beloved figure at Dakota High School, known for her ability to identify and nurture her students' academic strengths, and for her commitment to building meaningful relationships with each of them. Her role extends beyond teaching; she serves as the advisor to the Dakota High School Chapter of Rho Kappa Social Studies Honor Society and has previously advised the National Honor Society and Senior Class Council.

Her accolades, including being named the 2022 High School Teacher of the Year at Chippewa Valley Schools and receiving the Excellence in Education Award in 2016 from the Michigan Lottery, are testaments to her exceptional service and dedication to education. Currently, she teaches advanced placement courses in United States history and micro and macroeconomics, continuing to inspire and shape the minds of future generations.

Ms. LoPiccolo holds an MAT from Marygrove College in Detroit and a BA in history and political science from Oakland University. Her educational background, combined with her passion and dedication, has made her an invaluable asset to Dakota High School and the community at large.

Ms. Angela LoPiccolo's life and career represents the values of educational excellence, dedication, and commitment that are so crucial in academics. Her service as an educator during a pivotal time in our nation's history reminds us of the profound impact that one individual can have on shaping the minds and futures of our youth.

Mr. Speaker, I ask my colleagues to join me in recognizing this wonderful leader for her commitment to education and enabling future generations to uphold the values of knowledge, democracy, and civic engagement that have defined our nation.

Mr. Speaker, I rise today to recognize an exceptional group of young students who have worked with my staff and me to better their civic engagement and understanding of the federal government.

This year's Congressional Youth Council consists of some of the brightest and most dedicated young minds from throughout the Thumb of Michigan. These young leaders have remained committed to regular meetings, coming together to immerse themselves in the legislative process on a non-partisan, academic basis. Throughout their time in the program, these students have studied legislation, prepared mock bills, and worked to better understand critical issues that impact their communities and countless families across the country. It is incredible how in-depth and thorough their work has been.

This determined group of students has demonstrated an incredible wealth of knowledge of our democratic system, its key challenges, and what is to come in the future.

Mr. Speaker, as policymakers, we would be wise to take notes from this generation of promising young leaders. I ask all my colleagues to join me in commending Michigan's Ninth District Congressional Youth Council for their outstanding performance this year. These

students, along with their families and those in their lives who support them, should be incredibly proud of the work they have done.

Mr. Speaker, I rise today in recognition of Kosovo's Independence Day on February 17th. This date marks 16 years since Kosovo declared independence in 2008 after enduring years of conflict. Kosovo has since emerged as an independent democratic nation and today is one of the most valuable allies of the American people.

In celebrating this occasion, I also celebrate the many Albanian- Americans who have made Michigan their home. Our community continues to grow and foster immense cultural, economic, and creative growth throughout the State of Michigan. These families embody the values of freedom and democracy that represent the American Dream.

Historically, Michigan itself has played a substantial--and proud-- role in Kosovo's road to stability and democracy through the deployment of Michigan National Guard units to the region as peacekeeping forces.

I am delighted to honor the independence of Kosovo alongside the vibrant and ever-growing Albanian-American community that calls Michigan its home. Kosovo's remarkable transition into sovereignty, alongside our state's everlasting bonds with the Albanian-American people, represents the power of democracy both at home and abroad. The shared principles between our two nations truly represent the ideals that have turned our connection into economic prowess, shared defense, and international cooperation.

Mr. Speaker, I ask all my colleagues to join me in commemorating this wonderful occasion. Kosovo's Independence Day allows us to reflect not only on the meaning of freedom, but also the Albanian-American contributions throughout Michigan's Ninth District and the entire state.

Mr. Speaker, I rise today to recognize the valor and contributions of Private First Class Eli Tremonti, who I am honored to select as the Veteran of the Month for February from Michigan's 9th Congressional District. It is with great honor that I highlight the exemplary service and dedication of this true American hero, whose courage and commitment has left an indelible mark on our Nation's history.

Born on December 8, 1923, in Vassar Township, Michigan, to an immigrant family with deeply rooted values of hard work and patriotism. Eli Tremonti was drafted into the U.S. Army Air Forces in 1943, during a pivotal moment in world history. His service during World War II as a B-24 tail gunner in the European theater is a testament to the bravery and resilience of the Greatest Generation.

PFC Tremonti's military accolades reflect his exceptional service and dedication. During his service, he was awarded the Good Conduct Medal, World War II Victory Medal, and the European-African-Middle Eastern Ribbon, adorned with one Bronze Star and one Silver Star, which recognizes his participation in critical battles and campaigns. These include Normandy, Northern France, Ardennes, Rhineland, and ``Air Offensive, Europe.'' His accolades as a Carbine Expert and Rifle Marksman were beyond distinction, and also showcased his proficiency and steadfast service in the face of remarkable adversity.

Beyond the battlefield, Eli Tremonti's story is one of love, commitment, and community. Married to his beloved wife Virginia for 65 years, he has exemplified the virtues of loyalty and devotion not only on the front lines but in his personal life as well. After returning from the war, he dedicated himself to his work at Eaton Manufacturing in Vassar, contributing significantly to his local community until his retirement in the early 1980s.

PFC Eli Tremonti's life story is one of heroism, sacrifice, and unwavering dedication to our Nation. His service during one of the most challenging periods in world history reminds us of the profound impact that one individual's courage can have. It is with immense pride that I honor him today as the Veteran of the Month for Michigan's 9th District, a fitting tribute to a distinguished veteran who truly embodies the American Dream.

It is an honor to express my deepest gratitude and respect for PFC Eli Tremonti. His legacy serves as a powerful reminder of the sacrifices made by our service members and their families, inspiring future generations to uphold the values of freedom and democracy that define the United States.

Mr. Speaker, I rise today to honor Independence Township Supervisor Jose Aliaga. Mr. Aliaga, who embodies the American Dream, is an immigrant from Peru who faced many challenges coming to the United States including the biggest challenges of not knowing anyone or being able to speak English.

After immigrating to the U.S., Jose attended the University of Michigan, where he earned his bachelor's degree in political science and a master's in social science. Moreover, Mr. Aliaga worked tirelessly to achieve a law degree from the Universidad Las Americas in Peru. After his time in school, Mr. Aliaga connected Latin American and U.S. companies and started his own business, Aliaga Development and Consulting, LLC. His work eventually earned him an invitation to the White House and recognition from the U.S. Congress.

Mr. Aliaga is active in business and politics and, from time to time, he is known for engaging at universities in Peru. He has been featured on Fox News and Univision as a TV commentator. Mr. Aliaga treasures his local community where he partakes in local initiatives and committees. He is also a government reform activist, seeking a positive community impact.

Independence Township has seen many positive changes since Mr. Aliaga took office, including refurbishing and revitalizing parks and implementing new standards for township employees. A new pilot program was recently established that extended township hall hours, making it more convenient for residents to pass through outside their standard work hours, yet another welcomed change for the community. Mr. Aliaga is also planning to rebrand the township to attract new businesses and residents to the area.

Mr. Aliaga is an ambitious member of the Independence Township community. He is the Township Supervisor, but also sits on five other committees and boards in the township government. These include the Downtown Development Authority, the Television Video Center Administrative Board, Parks, Recreation & Seniors Advisory Committee, Safety Path Advisory Committee, and the Sashabaw Corridor Improvement Authority.

Mr. Aliaga embodies public service. He works in his community for his community. His motto is ``I live to serve.'' It is an honor to recognize Jose Aliaga and all his accomplishments.

Mr. Speaker, I rise today to acknowledge the outstanding dedication and service of Master Sergeant Laura A. Rios (ret), our distinguished Veteran of the Month for January in Michigan's 9th Congressional District. As the Chief Veteran Service Officer for the Macomb County Veterans Services Department, Sergeant Rios epitomizes the essence of selfless commitment to our Nation's heroes.

Master Sergeant Rios boasts a remarkable military career that spans over 26 years, commencing in October 1983 when she enlisted in the Air Force. Her journey led her to bases in Maryland, Ohio, the United Kingdom, California, and Michigan, where she concluded her service as the First Sergeant of the 339th Recruiting Squadron in Clinton Township on November 1st, 2009. Her leadership and dedication during her military tenure have left an indelible mark on the lives of those she served alongside.

In her current role, Sergeant Rios oversees a dynamic team of eight veteran service officers, a financial coach, and five administrative staff. Her responsibilities include counseling veterans on their benefits, facilitating enrollment in healthcare, and aiding in the upgrade of discharges. Her impact extends beyond the office, as she actively participates in community initiatives, serving on the Executive Council of the Human Services Coordinating Body and chairing the HSCB Portal of Services Committee.

Notably, Sergeant Rios is at the helm of the Macomb Veterans Action Collaborative (MVAC), where she spearheads the mission to establish a ``No Wrong Door'' system of care. Her volunteer endeavors further showcase her commitment to the community, from serving as a Post Service Officer at the VFW Disco Post 4659 to managing the Volunteer Income Tax Assistance Program, preparing over 2,300 tax returns for veterans and low-income individuals.

Under her extraordinary leadership, Macomb County earned the prestigious title of Veteran Friendly County of the Year from the Michigan Veterans Affairs Agency in 2021. Master Sergeant Laura A. Rios' dedication, leadership, and unwavering service make her a beacon of inspiration and a deserving recipient of this esteemed recognition.

Mr. Speaker, I ask my colleagues to join me in honoring this true champion for those who put everything on the line in service to our Nation.

Madam Speaker, I rise today to recognize the University of Michigan football team for winning the national championship.

It is great to be a Michigan Wolverine.

Monday night, the Michigan football team completed their final test and stood atop as national champions.

Capping off a 15-0 season, team 144 will be enshrined as Big Ten champions, Rose Bowl champions, and now national champions.

Despite the accolades, this season for Michigan has been met with adversity on and off the field, but the players and the coaches and the team never wavered.

Michigan has a saying: ``Those who stay will be champions,'' and champions they have become.

These players are champions on and off the field. Team 144 is the epitome of what it means to be Michigan men and stand as champions because of it.

We are proud of these young men. We are so proud of Coach Harbaugh and his staff and all of those who are involved with this great program.

Madam Speaker, I congratulate Michigan. They are national champions. Go Blue.

Mr. Speaker, I rise today to recognize the University of Michigan football team for winning the Big Ten championship.

This past weekend, the Wolverines capped off their dominant regular season with a Big Ten title, earning themselves the number one rank in the country and a trip to the coveted football playoffs.

However, this season for the Wolverines has been characterized by more than just victories on the field. This program has a saying: ``Those who stay will be champions.''

The team may be champions and are champions on the field, but they will also be champions off the field and forever in their personal lives.

This team faced challenges at every level with national ridicule of their program and their coach, Coach Harbaugh, yet they persisted. The young men of Team 144 took every bump in stride and held onto the words of former head coach, Bo Schembechler, and they took those words to heart: The team, the team, the team.

Team 144 is an embodiment of what it means to work as a team and overcome adversity both on and off the field. We are so proud of these young men and Coach Harbaugh and look forward to cheering them on in the playoffs. Congratulations, Team 144, and Go Blue.

Mr. Speaker, I thank Chairman Foxx for yielding time.

I want to remind the American people that every time someone says the government pays, the government will pay, it is not the government because the government doesn't produce anything.

When they refer to the government, they refer to you, the American taxpayer, will pay. The government doesn't pay. The American taxpayer pays.

I want to clear that up just to make sure every time we hear the government will pay, that is really the hardworking American people. The government is just choosing how they spend the American taxpayers' money.

Mr. Speaker, I rise in support of this H.J. Res. 88, a Congressional Review Act resolution of disapproval I introduced to block President Biden's extreme student loan giveaway.

This new regulation, ironically dubbed the SAVE plan, is the most expensive regulation in our Nation's history and is a backdoor attempt to ram the administration's socialist free college fantasy down the throats of hardworking taxpayers. It is their money.

According to the Penn Wharton Budget Model, this plan will cost as much as $559 billion over the next decade, far exceeding the price tag of the President's illegal student loan bailout ruled unconstitutional by the Supreme Court.

Further, the Biden administration's plan would completely ruin our postsecondary education financing system, putting higher costs on taxpayers who never attended college in the first place.

I can't buy a house. I choose not to buy a house, but my neighbor chooses to buy a house, and then I get to foot the bill. That is what this administration is asking us to sign up for unconstitutionally.

Experts from across the political spectrum agree that Biden's income- driven repayment plan makes repayment the exception instead of the norm.

Just 2 in 10 undergraduate borrowers will fully repay their loans, and the average student will pay roughly half of what is borrowed from taxpayers in the first place.

Not only does this plan shift the cost of loans from the borrower, the person who actually took out the loan, it shifts the cost to the person who never took the loan out to begin with, the hardworking taxpayer.

It also will make college more expensive. Under the President's plan, colleges will continue to increase prices and force students to actually have to borrow more that they don't need to repay, knowing that this is ultimately the hardworking taxpayers who will foot the bill.

The Congressional Budget Office even estimates that the SAVE plan will increase student borrowing by $100 billion over the next decade. Increasing costs by $100 billion--I am not sure what is saved.

In other words, the President is forcing through the most expensive regulation in history, increasing prices to attend college--well, that doesn't make any sense--and then telling taxpayers, many of them who didn't attend college, or if they already did attend college, they get to pay off their loans and somebody else's loans. They need to subsidize the ones who went to college even if they didn't go to college. This is unfair and unconstitutional.

The Biden administration is more concerned with scoring political points with his base through executive rule than actually fixing the student loan issue.

Republicans actually have a plan, one that is fiscally responsible like the FAIR Act that I introduced with Representative Owens and Chairman Foxx, that would actually fix the Democrat-created problems with our loan repayment system.

President Biden has attempted to write off as much as $1 trillion of student loans since taking office without congressional approval.

It is clear that President Biden and the unelected bureaucrats he has put in power have no respect for the hardworking taxpayers that he is forcing to foot the bill time and time again.

This administration has ignored the will of Congress and the Supreme Court, I might add, in his radical free college approach.

The Supreme Court said enough. The Education and Workforce Committee said enough. Now it's time for the House to say enough.

I strongly urge my colleagues to vote ``yes'' on H.J. Res. 88, reaffirm Congress' constitutional power of the purse, and defend taxpayers across the country.

Mr. Speaker, I rise to a question of the privileges of the house and offer the resolution that was previously noticed.

On September 30, as the House of Representatives met to consider legislation to avoid a government shutdown, Representative Jamaal Bowman of New York knowingly pulled a fire alarm to cause chaos and stop the House from doing its business. This is a felony, plain and simple. It is not difficult to understand.

Capitol Police were forced to waste resources investigating rather than doing their job to keep the Capitol safe. USCP determined Bowman broke the law, and he was indicted by the Attorney General of the District of Columbia. Realizing no number of excuses could get him out of this, Mr. Bowman pled guilty.

As a former principal of the Cornerstone Academy for Social Action in New York City, Mr. Bowman should know the consequences of pulling a fire alarm to cause panic. In New York schools, the policy is clear. When a student commits a crime on campus, police are called, and that student is either suspended or expelled.

One would think Representative Bowman would be able to hold himself to the same standards as he held his students to. I don't think that is a lot to ask.

The Republican majority held our own former Member accountable after the House Ethics Committee found he engaged in criminal behavior. It would be hypocritical for the House Democrats to not join us in holding one of their own Members accountable who actually pled guilty to breaking the law.

I do not submit this resolution lightly, Mr. Speaker. Article I, Section 5 of our Constitution gives the House the solemn responsibility to discipline Members for disorderly behavior. As conviction demonstrates, Representative Bowman sought to cause panic to delay official proceedings of this House.

I urge my fellow Members to vote ``yes'' on my resolution and to hold our colleagues accountable when they break the law.

To use that logic, then all those people should have just said ``sorry,'' and we would move on, right?

No, we don't do that.

Let me tell you, I take a little bit of offense to ``What the hell is wrong with you?'' I will tell you, there is nothing wrong with me. I took an oath to defend the Constitution, and that is exactly what I am going to do. I am not going to apologize for it. I am going to hold the Constitution. It is very simple. We really shouldn't even have this debate. If you break the law and you follow due process, there are consequences to your actions, even if you say ``sorry.''

We can try all of the diversion tactics that we would like. It doesn't change the fact that someone broke the law and that someone should be held accountable. It is disappointing, Mr. Speaker, that their own party can't hold them accountable, that they have such hypocrisy.

Mr. Speaker, although your district may appreciate all of those accomplishments, are we supposed to just forget about the crime that you committed?

Perhaps, in education, maybe we should have studied a little harder. If you commit a crime, there is a penalty to that crime. You don't get to say: I committed a crime, but I did all these good things. All these good things erase this crime over here. It doesn't work that way.

Again, I will say that it is not profoundly stupid to hold up the Constitution. The left may believe holding up the rights of the Constitution is profoundly stupid. I don't believe we do. I will again say that this hearing and this censure is not profoundly stupid. It is actually a hearing of where we followed the law.

Mr. Speaker, the other fact that I may want to correct--I will correct the truth with maybe the other half of the truth--is ``immediately'' means right away. So when you say, ``I immediately'' took action, ``I immediately''--well, the incident occurred on September 30. October 26 was when you pled guilty. I think that is a little bit longer than immediately. Again, maybe math wasn't my best subject either.

Mr. Speaker, I agree. I wish we didn't have to be here. We should, as most sports teams do, clean up our own locker room. That would be the best-case scenario, as we actually did with a member of our Conference. We cleaned up our own locker room. It would be nice if the other side would clean up theirs.

So, I agree with you, Ms. Ocasio-Cortez. I loved your ``My Cousin Vinny'' analogy. That was funny, but this isn't a funny thing. It was good, but this isn't funny.

You committed a crime to try to disrupt a proceeding. This is serious. I think it is a little more serious than jaywalking when you try to disrupt the business of the House.

Again, I wish we weren't here because I wish you all would clean up your own locker room so we could really get on to the people's business. We can do both.

Mr. Speaker, I would just remind you that we talk about baseless claims. If I am not mistaken, Capitol Police did an investigation, referred it to the District of Columbia that did an investigation, and Representative Bowman pled guilty to a crime. I don't think that is baseless. In fact, I think that is basis for crime and that is basis for this censure. Because baseless means you have no cause, Mr. Speaker, and I think the mere fact that Mr. Bowman pled guilty isn't baseless. It is basis for a crime.

Mr. Speaker, therein lies the problem. I am one of the so-called MAGA Republicans which, again, I don't apologize for.

Under MAGA Republican leadership, I might remind everybody, crime was down--or excuse me, crime was up--crime was down under the last administration. Clearly, crime was down. The economy was up.

All of these problems that we are dealing with in this Congress today, Mr. Speaker, have been created by the Biden administration and created by my friends on the left. That is the truth. Those are the facts.

Under the MAGA Republicans, how many wars were we fighting overseas? Zero. What was the crime rate? Down. Again, we have some serious problems since the Democrats, this administration, took office, and therein lies the problem.

You want to talk about law and order. You want to talk about Cagney & Lacey and Ace Ventura, that is cute. That is cute.

Mr. Speaker, you want to talk about a disgrace to this body? Doing investigative work and actually following due process, that is what we are supposed to do. That is what I thought we did.

I will not apologize for following law and order, but under the Democrats' law and order, you shouldn't go through any investigation. You should just on a whim do some impeachment. That is what the other side of the aisle does.

We clean up our locker room, but when you commit a crime, it is unfortunate that we have to bring this to the table. As much as they want to compare us and call us names, they can continue to do that, but the facts speak for themselves. We waited until an investigation was completed before we brought this censure resolution. We

didn't do it on a whim. That is law and order. If that is Cagney & Lacey, following due process, perhaps, Mr. Speaker, my friends on the other side of the aisle could use a little investigative reporting and some detective work themselves.

Mr. Speaker, in case my colleagues on the other side of the aisle need clarification, I want to make it clear, the American people know that they are not better off than they were 4 years ago, and they know it is Democrats in this Congress and the White House that have put them in this anguish as we see today, just to clear things up.

All we have heard from congressional Democrats is excuse after excuse for Representative Bowman's criminal behavior. I daresay, Mr. Speaker, that if a Republican did what Mr. Bowman did, that every single Member on the Democratic side would be down here calling for censure, if not expulsion.

Mr. Bowman himself, despite pleading guilty, said it was an accident. How? Someone looks at a sign that says ``Fire'' and thinks, hmm, I wonder what this will do?

Mr. Chairman, I urge everyone to vote ``yes,'' and I yield back the balance of my time.

Resolution Censuring Representative Jamaal Bowman.

Whereas, on September 30, 2023, as the House of Representatives was considering legislation to avoid a lapse of appropriations for Federal agencies and departments, which would result in a shutdown of those agencies and departments, Jamaal Bowman, the Representative from the 16th Congressional District of New York, pulled a fire alarm;

Whereas, section 22-1319 of the District of Columbia Criminal Code makes knowingly causing a false alarm of fire a misdemeanor punishable by fine or imprisonment up to 6 months, or both;

Whereas, section 22-1319 of the District of Columbia Criminal Code states: ``It shall be unlawful for any person or persons to willfully or knowingly give a false alarm of fire within the District of Columbia, and any person or persons violating the provisions of this subsection shall, upon conviction, be deemed guilty of a misdemeanor and be punished by a fine not more than the amount set forth in section 22-3571.01 [of this code] or by imprisonment for not more than 6 months, or by both such fine and imprisonment;''

Whereas, on October 26, 2023, Representative Bowman pled guilty to violating section 22-1319 of the District of Columbia Criminal Code and was required to pay a $1,000 fine and write an apology letter to the United States Capitol Police and was placed on probation; and

Whereas, the actions of Representative Bowman forced the evacuation of the Cannon House Office Building and disrupted the work of Congress as a vote was underway on the floor of the House:

Now, therefore, be it resolved that the House of Representatives censures Jamaal Bowman, Representative from the 16th Congressional District of New York; Representative Jamaal Bowman will forthwith present himself in the well of the House of Representatives for the pronouncement of censure; and Jamaal Bowman will be censured with the public reading of this resolution by the Speaker.

Madam Speaker, I rise today in recognition of the Ubly High School varsity football team for winning the Michigan Division 8 State championship.

The Bearcats from Ubly High School took home their first-ever State championship in football, winning 21-6 and capping off their undefeated season as champions.

I congratulate Coach Sweeney and all the young men on the varsity team for their remarkable accomplishment. They have made Michigan's Ninth District proud, and I hope they cherish this memory for the rest of their lives.
