Madam Speaker, I rise today to recognize Jerrica Proferes for her distinguished career in service to this Nation and to the people of Tennessee's Seventh Congressional District.

As a Military Police Officer stationed at Fort Drum, Jerrica began her career of service with the 23rd Military Police Company. For over three years, Jerrica provided law enforcement and support for more than 40,000 soldiers, civilians, and families. In Iraq, she served valiantly as a member of the Immediate Reaction Force team and Riot Response team as a Corrections Officer.

Shortly thereafter, Jerrica joined the 8th Army Headquarters in Seoul, South Korea, as a Human Resource Specialist and Operations Manager. Through her service in South Korea, Jerrica embraced the important operations role and admirably performed her duties. She conducted countless briefs, statistic reports, meetings, and training courses during her time in Seoul, and managed overseas job placements for over 2,500 soldiers throughout South Korea.

Jerrica later joined the Defense Language Institute in Monterey, California, as a Small Group Leader and Operations Manager. For nearly two years, she managed the operations and logistics side of the Institute, ensuring that our servicemembers were properly trained in languages of vital national security interests, such as Persian Farsi and Afghan-Dari.

Following her military career, she continued her habit of service by assisting veterans through VetSuccess on Campus (VSOC) at Austin Peay State University. As veterans struggled to transition to life after service, Jerrica helped ease their transition by assisting them in submitting campus applications, registering for courses, creating educational goals, and maintaining successful study plans. Her time with VSOC as a mentor, tutor, and Administrative Assistant left an indelible mark on the lives of servicemembers that will not be forgotten.

As a State Senator for the Tennessee General Assembly, I had the pleasure of working with Jerrica while she served as our legislative intern. Through her efficiency, hard work, and clear skill, I knew that I needed to hire her as a permanent staffer. When I was elected to Congress and putting together a team to serve the people of Tennessee's Seventh Congressional District, Jerrica was at the top of my list. Since January 2019, Jerrica has been the indispensable core of my office. From the innumerable tasks required to set up a congressional office, to creating efficient systems and ensuring the smooth flow of all operations, Jerrica has gone above and beyond in her work, demonstrating the meaning of servant-leadership by example. Our ability to serve the 7th district would not be where it is without her hard work and dedication as Director of Scheduling and Operations.

Jerrica is passionate about what she believes, observant of other people's needs, and, above all, serves others. Even now, as she transitions from my office, she turns to another

avenue of service to this Nation: educating its youth.

Reflecting on her three and a half years of service in my office, Jerrica has performed her role with all honor and distinction. It has been an honor and a privilege to have her as a member of my staff.

On behalf of the United States House of Representatives, with some regret that she is leaving but immense gratitude for her presence in our office, I commend Jerrica Proferes for pursuing the great responsibility of educating the next generation, and I thank her for her faithful-and diligent service to the people of Tennessee's Seventh Congressional District.

Mr. Speaker, I rise in support of this legislation, the RENACER Act, that seeks to address the Ortega regime's dismantling of Nicaragua's democracy, and seeks to support freedom-loving Nicaraguan's democratic aspirations.

Frankly, Mr. Speaker, this legislation should have been passed months ago when Congress had an opportunity to stop Ortega's campaign of terror.

The world has watched in horror as Nicaragua, under Daniel Ortega's authoritarian rule, has brutally consolidated into one-party dictatorship. Joining the governments in Cuba and Venezuela, Ortega's Nicaragua is now Latin America's third socialist regime.

On November 7, this coming Sunday, Nicaragua will hold a political farce claiming to resemble elections. Meanwhile, Daniel Ortega holds opposition candidates and over 140 political prisoners unlawfully incarcerated. This includes people like opposition student leader Lesther Aleman, a 23-year-old who cannot even walk due to the brutality he has endured while illegally detained; or the husbands of Victoria Cardenas and Berta Valle. They were leading presidential candidates who planned to oppose Ortega in the next election, but found themselves imprisoned in inhumane conditions and deprived of due process.

I have met with these brave women and I admire their courage and advocacy for all of Nicaragua's unjustly detained.

I am a lead cosponsor of this bill, and I am grateful for the leadership of Congresswoman Maria Salazar, and to the chairman of the Western Hemisphere Subcommittee, Albio Sires, for his advocacy of the plight of Nicaragua's political prisoners. I greatly appreciate his friendship and his leadership.

This bipartisan bill will require targeted sanctions against corrupt regime officials who have dismantled Nicaragua's democracy and undermined these elections. It will also ensure the United States is coordinating targeted sanctions with our Canadian and European Union allies.

This legislation also expands oversight to ensure international financing institutions are not enriching the corrupt regime while making sure there are humanitarian exceptions. It requires a classified report on Russia's nefarious activities in Nicaragua, whose intelligence and security cooperation has dramatically expanded.

The United States must condemn the electoral charade taking place on Sunday and urge our international partners to join us. America must continue to be the beacon of freedom and stand against authoritarian socialist leaders. We must hold the Ortega regime accountable for its atrocious and destabilizing behavior.

We only need to look at Venezuela to see the consequences of ignoring rising socialist authoritarianism. More can and should be done, and a positive first step is passing this legislation.

Mr. Speaker, I support this resolution expressing solidarity with the freedom-loving Cuban citizens, condemning the regime's violence against innocent protesters, and calling on our international partners to pledge support for Cuban freedom.

Mr. Speaker, I also want to thank my colleagues, Debbie Wasserman Schultz, Mario Diaz-Balart, and Albio Sires for their work on this resolution.

For over 60 years, Cubans have been held hostage by a tyrannical dictatorship. The Communists have bankrupted a beautiful country, condemning three generations to misery, and separating countless families.

Castro's Cuba is also a threat to regional stability and security, trafficking weapons to North Korea, propping up Venezuela's cruel regime, and forging alliances with pariahs like Russia and China.

The Cuban regime is a cancer that has metastasized throughout Latin America. Starting on July 11, tens of thousands of protestors across the island demanded and pleaded for an end to the oppressive regime. Some were even waving the greatest symbol of liberty known to mankind, the American flag.

Since the protests began, Ranking Member McCaul has called on the majority to consider a resolution standing

in solidarity with the Cuban people; each time it was blocked. I am pleased that the leadership has finally allowed a measure to be considered 4 months after the initial protests.

Meanwhile, the Senate unanimously passed a bipartisan resolution reinforcing Congress' support for the pro-democracy movement in Cuba. As Members of Congress and Americans, we have a moral obligation to support them.

The United States remains committed to democracy and respect for human rights in the Western Hemisphere, and this resolution urges the international community to join us in these efforts.

Mr. Speaker, I urge my colleagues to support this measure and advocate for many Cubans who cannot speak for themselves. Mr. Speaker, I reserve the balance of my time.

I would like to first associate myself with the comments that the majority leader made at the beginning of his comments, where he described a significant overlap, a place here where both parties can come together to support this resolution. We all agree on the importance of human rights.

I am hopeful a dialogue on the policy differences that he mentioned occurs soon. The shift toward authoritarianism in Latin America continues, and I believe most of this body recognizes Cuba's hand in all of that.

Madam Speaker, I rise today to honor a great institution of higher education, Patrick Henry College, on the occasion of its 20th anniversary.

Through a commitment to high academic rigor, a fidelity to the spirit of the American founding, and an unwavering worldview grounded in biblical principles, Patrick Henry College has attracted excellent students from all 50 states and distinguished itself by forming alumni marked by their grace, humility, and wisdom.

Since its founding in 2000, Patrick Henry College has placed graduates in the White House and as clerks for four U.S. Supreme Court justices. Many alumni can be found leading in various roles of public service and helping to make our country and the world a better place.

It has captured 12 national moot court championships, the Nelson Mandela world championship, and last year was crowned national civic debate champion.

The United States of America is a better place because of the work of its alumni in the public square. I want to honor Michael Farris for having the vision and determination to plant Patrick Henry College for the purpose of educating future leaders and equipping them to have a strong Christian influence in their communities and the culture at large. I am

confident that President Jack Haye and Dean Mark Mitchell will continue to lead Patrick Henry College with integrity and a steadfast commitment to faith and reason.

And I thank those alumni from my home state of Tennessee--Philip Bunn, Candace Curet, Jon De Troye, Noah Farley, Kayla Ferguson nee Griesemer, Jae Jared, Andrew Luchuk, Will McManus, Nathan Mingus, Shane Roberts, Justine Van Ness, and Timothy Wier.

Patrick Henry College has proven its worth over the past two decades, and I look forward to seeing this institution continue its work of forming young men and women of exemplary character and intellect for many years to come.

Mr. Speaker, before I jump into my remarks, I would like to echo what my colleague from Texas said.

The interesting thing about the Major League Baseball decision is, only 2 days before they decided that voter ID was too tough for them, they signed a deal with Tencent in China, where there are no elections whatsoever and where they are committing cultural genocide against the Uighurs.

That wasn't good enough in Georgia, but they signed a deal for millions of dollars to support what is going on in China.

Mr. Speaker, as a physician, I recognize that cancel culture is a sickness in our society. It is easy to diagnose, but we have to admit it is going to be difficult to cure because we are fighting the woke media and the woke left.

The left is using cancel culture to tear our country apart in its quest for their version of a utopia. They demonize conservatives as an enemy of a nation that we love and hold dear. But no one is safe from cancel culture, not even the liberals themselves.

Who has advanced progressivism more than Barack Obama during his 8 years as President? No one. Yet, leftists today are canceling Barack Obama, who was, until recently, their self-proclaimed hero. In his home State of Illinois, Thomas Jefferson Middle School was supposed to be renamed the Barack and Michelle Obama Middle School; that is, until the far radical left protested that Obama followed the laws in some instances by deporting illegal immigrants.

God forbid that a President, tasked in the Constitution to enforce the law, actually enforces the law.

So, please, my colleagues on the left, tell me how my colleagues on the right are safe from cancel culture when your side of the aisle isn't even safe. Iconic figures on the left are being canceled.

Just the other week, the famed atheist Richard Dawkins, who many fellow Christians and I find incredibly offensive for his bigoted attacks on our faith, was just canceled. Dawkins was stripped of his Humanist of the Year Award that he received back in 1996. Of what was he found guilty? He believed that a civil discussion on what constitutes gender was legitimate. Canceled.

A professor even canceled lecturing on the writings of James Baldwin, known for his participation in the civil rights and gay liberation movements, because his students said it made them ``relive intergenerational trauma.''

Matthew Yglesias, the founder of the liberal news website Vox, has been canceled simply because he didn't want to defund the police. Canceled.

Again, my colleagues on the left, tell me how cancel culture doesn't exist, and tell me that conservatives aren't being attacked.

Who are these conservatives getting canceled?

Well, the left tried unsuccessfully, as was mentioned earlier, to cancel Goya Foods executive Robert Unanue because he supported Donald Trump.

President Abraham Lincoln, who ended the Democrat Party's institution of slavery, is being canceled.

Lincoln's general, President Ulysses S. Grant: Canceled.

Covington Catholic children--yes, I said children--were completely slandered with lies by the left-wing media simply because they happened to be wearing MAGA hats.

Senate Democrats tried to cancel Justice Amy Coney Barrett because she actually believes what her Catholic faith teaches.

Vice President Kamala Harris tried to cancel a lower court appointee just 3 years ago because he was a member of the Catholic charitable group Knights of Columbus. Apparently, they hold the controversial view that we shouldn't terminate the lives of innocent, unborn children.

Enough is enough. If we want our country to continue to prosper, we need to stop seeing each other as political enemies and candidates for cancellation. We need to remember the motto on the great seal above my head as I speak: E pluribus unum, out of many, one.

We are a nation of many different States, localities, ethnicities, religions, backgrounds, and political beliefs. We need to stop focusing on our differences and start seeing each other as Americans, once again, regardless of what we believe.

Cancel culture is anti-American and, for the sake of our Nation, it needs to end now. I urge my Democrat colleagues to join us in this. Your own icons are being canceled. You will be the next victim. You will be assimilated.

Madam Speaker, I rise today to recognize the life and accomplishments of Dr. Badie Ibrahim Naddy of Columbia, Tennessee.

Badie Ibrahim Naddy grew up in Amman, Jordan and attended the American University of Beirut in Lebanon before coming to the United States as a young man to study as a Fulbright Scholar. He became a Fulbright Scholar (a program that had only recently been established) to pursue his master's degree at Kansas State University in Manhattan, Kansas.

Continuing his graduate education at Kansas State, he went on to earn a Ph.D. in Chemistry. A few years after receiving his doctorate, Dr. Naddy briefly left the United States to serve as the Director of the Analysis Laboratory for the Jordanian government in the mid-1960s.

Dr. Naddy was able to realize his passion for teaching when he returned in 1967 to work as the first chemistry instructor at Tennessee's first community college, Columbia State Community College (CSCC). Over the next 42 years, Dr. Naddy became an American citizen, taught over 5,000 students during his tenure, and built a reputation for being an outstanding instructor who brought out the best in his students and challenged them to learn. He is the proud father of three sons, all of whom have earned doctoral degrees and achieved success in the medical field.

In retirement, Dr. Naddy has been an active philanthropist constantly seeking to aid those in need and create opportunity. Whether using his personal funds to create the STEM Endowment Scholarship and Veterans Endowment Scholarship at CSCC or purchasing UV lights for Maury Regional Emergency Medical Service to disinfect ambulances during the pandemic, Dr. Naddy exemplifies the spirit of the Volunteer State.

Without question, Dr. Naddy is a true scholar who has dedicated his life to the betterment of others. His life is a testament to the power of the American Dream, and I ask my colleagues to join me in acknowledging this great American's tireless commitment to educational excellence and helping his community.

Madam Speaker, I rise today to recognize Army Major General Brian Winski for his distinguished and remarkable service to this nation. Major General Winski joined the Army in 1989 and was commissioned as an officer through the University of Wisconsin- Milwaukee's ROTC program.

His tenacious spirit and tireless work ethic propelled his swift rise through the ranks. Within a few short years, he saw duty as a Rifle Platoon Leader during Desert Storm, and he served in Iraq as Chief of Operations for the famed 101st Airborne Division, Squadron Commander in the 61st Cavalry Regiment, and Brigade Combat Team Commander for the 1st Cavalry Division. Major General Winski proceeded to serve as Chief Legislative a Liaison for the Office of the Secretary of the Army before assuming his duties as the Commanding General of the 101st Airborne Division and Fort Campbell.

Throughout his nearly four decades of service, Major General Winski has been a constant example of the Army's core principles of duty, honor, and courage. In 2006 he was awarded the Bronze Star for Valor for his gallant leadership under enemy fire in a fierce 90-minute firefight. When approaching his mission objective, a contingent of insurgents opened fire on his squad, crippling one of their vehicles. Major General Winski took decisive action and led the men under his command to dispatch 11 enemy combatants, driving the remaining insurgents to retreat.

Major General Winski's leadership extends far beyond the battlefield. Under his leadership, Fort Campbell has been a model Army base, earning the top ranking in the U.S. Army Installation Management Command for the most intergovernmental support agreements. Furthermore, Major General Winski was instrumental in facilitating the construction of a local middle school, which will serve the needs of the families stationed at Fort Campbell. Although Fort Campbell faced unprecedented challenges during the pandemic, Major General Winski's leadership ensured that the base was able to maintain readiness in uncertain circumstances. Under his guidance, Fort Campbell was able to provide critical medical assistance to cities stricken the hardest by the pandemic.

Without question, Major General Winski is a true patriot and has repeatedly gone above and beyond the call of duty. In his command of soldiers both stateside and across the world, he has led with honor and integrity. I ask my colleagues to join me in expressing our deepest gratitude for his faithful service and commitment to the defense of our nation.

Madam Speaker, I thank the distinguished gentlewoman from Missouri for her leadership on this very important issue.

Madam Speaker, as a physician, I know firsthand that this bill, H.R. 5, will force medical providers to surrender sound medical judgment and their sincerely held convictions to politically fashionable dogmas.

According to the radical activists who seek to enshrine gender identity in the Federal civil rights law, the only appropriate treatment for a child struggling from gender dysphoria is gender reassignment. That is it. Such procedures often lead to irreversible damage, especially in adolescents. But under the Equality Act, medical providers who object to performing these procedures will face crushing legal liability if they refuse to comply. Every medical facility receiving any Federal money will be given an ultimatum: Comply or shut down.

Madam Speaker, if H.R. 5 becomes law, a doctor who refuses to perform a mastectomy or a hysterectomy on an otherwise healthy teenage girl seeking gender reassignment surgery, will be held liable for violating the Federal law.

H.R. 5 even goes so far as to exempt itself from longstanding, bipartisan Federal religious liberty protections--protections both Congress and the Supreme Court have consistently upheld. A Catholic hospital, following the commands of Scripture to serve the frail and the poor will be forced to violate

their very faith to comply and perform abortions or face financial ruin.

Madam Speaker, as a physician, I took a sacred oath to do no harm and to preserve the health of those in my care. If this bill becomes law, many doctors will be forced to go against both their conscience and their medical judgment.

Make no mistake, this is a death sentence for medicine and for the sacred rights of conscience. Biology is not bigotry, and medicine is not discrimination.

All Americans who do not wish to see medicine sacrificed to the politically correct orthodoxy should stand up and oppose this bill.

Madam Speaker, I rise today to recognize the one hundred fiftieth anniversary of Houston County being established and incorporated into the state of Tennessee.

Officially established on January 21st in the year 1871, Houston County takes its name from the legendary Sam Houston, who, among many things, served as the first member of Congress from the 7th district of Tennessee. Like its namesake, Houston County embodies the spirit of American grit and perseverance. From the stoked lime kilns of days past to the thriving timber industry of today, Houston County continues to foster a strong and proud community.

Over its long history, Houston County has endeavored to faithfully honor the heritage of the Irish pioneers who settled the land through the annual Irish Day Parade. One of my favorite events of the year, the Irish Day Parade, now draws over 30,000 people to Erin. The scenic countryside of Houston County is home to gently flowing creeks and streams, rolling hills and forests, and a vibrant community with a little bit of Ireland in its soul.

Houston County is home to many of Tennessee's finest citizens, and I am honored to represent them in the United States Congress. I ask my colleagues in the United States House of Representatives to join me in congratulating Houston County on this impressive anniversary.

Madam Speaker, in 2006, Sgt. Paul Arnold received his first cancer diagnosis. But after 26 years in law enforcement--13 years with the Franklin Police Department--Sgt. Arnold would not surrender his post. For 13 more years, he has continued to serve his community and act as a bulwark against crime. Many consider Arnold a mentor, and all know him to be an example of character and honor. His reputation is known far and wide. In 2017, Sgt. Arnold was acknowledged for distinguished service and given the Theodore Roosevelt Police Award--an award given to outstanding officers that serve in spite of a serious illness.

Sgt. Arnold is soon retiring as a Franklin Police Officer. The Franklin Police Department will miss this servant leader--but we are grateful for all Sgt. Arnold has done to build strong young men who will carry on the torch of service in their community.

Too often everyday acts of bravery go unnoticed and our civil servants unacknowledged, so it is my honor to thank Sgt. Arnold on behalf of all Tennesseans for his courage, dedication, and service.

Madam Speaker, most of us run away from danger, but our law enforcement, they run toward it.

Last Monday, Tennessee State Trooper Matthew Gatti was killed in the line of duty responding to a car fire on I-40.

I had the privilege of knowing this young trooper. Our families were dear friends.

This young man was just 24 years old, but he lived a life of exemplary service to us all.

Matthew's father said that he died doing what he lived for: serving God and serving others.

We honor those who pay the ultimate sacrifice for freedom. We honor this young man for his commitment to our safety. We honor his family for raising a young man who would serve us all in such a way.

Madam Speaker, clinicians need to take the lead on healthcare. Lawyers and bean counters were used to write the Affordable Care Act, and look what it got us.

As a doctor, former owner of a healthcare company, and cancer survivor, I believe it is time we allow clinicians to write and form the healthcare laws that will help our Nation, and to base it on a free market solution. That is why I am introducing a bill to innovate Medicaid, a plan that will put the patient in charge of their care with more choice and less cost.

My plan would allow for free market competition and improve care. But above all, for Medicaid, it would not raise taxes and, potentially, could even lead to lower costs, without raising costs for Medicaid patients.

We need less government involvement, not more, to fix our broken healthcare system.

Madam Speaker, I rise today to recognize the Month of the Military Child. I married the daughter of an Army retired combat veteran. She was born just after her father got to Vietnam. My children are, of course, military children.

Several years ago, I was on a friend's Facebook page. He had died fighting for our country in Afghanistan. The last post on his Facebook page read: ``I love you and miss you . . . Daddy.''

Her dad had signed up to go to war, but she never did.

Who will teach her to dance?

Who will drop her off at college?

Who will walk that young girl down the aisle?

Our military children's sacrifices can never be properly measured and never compensated, but we must do all we can to honor them.

Whereas in truth and fact, attorney for Michael Cohen, Michael Monico, admitted in a March 12, 2019, letter that Cohen's testimony was inaccurate;

Whereas in truth and fact, the ex post representation by Cohen's attorney does not annul Cohen's intentionally false and misleading testimony;

Whereas in truth and fact, Cohen's testimony under oath was delivered in the context of apologizing for all his criminal activities;

Whereas in truth and fact, Cohen's denial of ever seeking a pardon contained no qualifiers about the context of his statement;

Whereas in truth and fact, Cohen's denial of ever seeking a pardon, as uttered under oath in his testimony, was absolute and unequivocal;

Whereas in truth and fact, Cohen testified under oath that he and his lawyers spent hours editing his written statement submitted to the Committee on Oversight and Reform preceding his testimony, which included the written assertion, ``I have never asked for, nor would I accept, a pardon from President Trump'';

Whereas in truth and fact, Cohen's denial in his written statement of never asking for a Presidential pardon was an unqualified assertion;

Whereas Michael Cohen falsely testified under oath that he ``did not want to go to the White House'' and he ``did not want a role or title in the administration'';

Whereas in truth and fact the United States Attorney's Office for the Southern District of New York submitted to Federal court a sentencing memorandum expressing Michael Cohen's desire to work in the White House, explaining: ``during and after the campaign, Cohen privately told friends and colleagues, including in seized text messages, that he expected to be given a prominent role and title in the new administration. When that did not materialize, Cohen found a way to monetize his relationship with and access to the President'';

Whereas Michael Cohen falsely testified under oath on other factual matters of material significance;

Whereas Michael Cohen's intentionally false testimony was aimed at obscuring the truth and ameliorating the extent of his own personal embarrassment;

Whereas intentionally false testimony to a committee of the House of Representatives harms the integrity of the proceedings of the House;

Whereas it is a Federal crime to provide false information to Congress and the failure to enforce this crime further undermines the integrity of the House; and

Whereas it is the judgment of the House of Representatives that providing a copy of the official transcript of the hearing of the Committee on Oversight and Reform on February 27, 2019, to the Department of Justice would aid the Attorney General's consideration of investigation and potential prosecution of Michael Cohen's criminal conduct: Now, therefore, be it

Resolved, that the House of Representatives directs the chair of the Oversight and Reform Committee to submit to the Attorney General an official copy of the transcript of the hearing during which Michael Cohen testified under oath on February 27, 2019.
