Madam Speaker, I rise today to honor the life and legacy of Belta Torre Sgambelluri Perez. Belta was a leader whose commitment to service and devotion to community has and continues to inspire generations throughout our island. We will fondly remember her as an innovative entrepreneur and tireless advocate that has helped shape the history and future of Guam.

Widely known for her pioneering efforts in cultivating a new industry for the island, Belta is an icon of pageantry and performing arts. Following her reign as Guam's 1961 Liberation Queen, she earned her associate's degree in Education and Theater and bachelor's degree in Education and Communication from the University of Guam and San Jose State University respectively. She then utilized her extensive training and background in the arts to establish the first John Robert Powers School in Guam and the Philippines. Providing formal training and mentorship to thousands of students for over 50 years, Belta developed an institution that admirably encourages our youth to pursue their dreams, foster their talents,

and use their skills to leave a positive impact on society.

In addition to her passion for connecting the People of Guam with greater opportunities, her personal mission to give back to others poured out into numerous other parts of community life. Over the years, Belta served as an Administrator for the Guam Department of Education, Instructor at the Academy of Our Lady of Guam, Marketing and Advertising Director at Foremost McKesson Guam, Writer at the Pacific Daily News, Columnist and Editor at the Guam Tribune, Producer and Host of Woman's World at KUAM TV/Radio, Afternoon Show Host at KGTF, and Director for the Miss Hemisphere USA Pacific/Asia Area. As a devout Catholic Daughter, she also dedicated invaluable time as both an active supporter of Catholic Social Services and the Alee Women and Children's Shelter and mentor for the High School Continuation Program.

With countless achievements that extend from being listed among the 1971 and 1976 Outstanding Young Women of America, inducted into the Modeling Association of America International Hall of Fame, and featured in Pageantry Magazine, to being granted a Guam Visitors Bureau Lifetime Achievement Award and recognized as the 1985 Guam Business Woman of the Year, 2018 and 2019 National iPop School Director of the Year, and Guam Business Magazine's 2019 Lifetime Business Woman, it is clear that Belta uniquely invested in and touched the lives of many through her work.

Belta Torre Sgambelluri Perez was a woman of faith and an example of generosity who continues to inspire generations of mentors and leaders. I extend my deepest condolences to her family and friends. and I join the People of Guam in remembering and celebrating her life and legacy of selfless service, empowerment, and holistic community growth. Belta will be deeply missed, and her love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to honor the life, courage, and immeasurable sacrifice of Navy Steward Mate 2nd Class Jesus Francisco Garcia. STM2 Garcia is a fallen sailor whose contributions are an integral part of our community history, and the People of Guam will forever be indebted to him for his unwavering commitment to our island and nation.

Hailing from the village of Hagatna, STM2 Garcia is a Son of Guam who defended our country during World War II and was among a small number of CHamoru men who volunteered for US military service despite a lack of American citizenship. With a desire to put others before self and swift action to answer the call of a nation in need, STM2 Garcia brought new meaning to the Navy attributes of initiative, accountability, integrity, and toughness. Further, his resolve to bolster American defense illustrates the historic loyalty and patriotism forged by CHamorus of his time and upheld by generations more throughout the years.

STM2 Garcia was assigned to battleship USS Oklahoma on December 7, 1941, and stationed at Ford Island on the fateful morning of the Pearl Harbor attacks. After sustaining multiple torpedo hits from Japanese aircraft, his ship quickly capsized and STM2 Garcia joined 428 other crewmembers in their final moments as the vessel quickly sunk. Following a three-years long remains recovery mission, internments in both the Halawa and Nu'uanu Cemeteries and National Memorial Cemetery of the Pacific in Hawaii, and extended identification efforts in 1947 and 2015, STM2 Garcia was finally accounted for on September 25, 2018.

Madam Speaker, after eight long decades of service and sacrifice without full recognition and honor, I join the Garcia family and the People of Guam in proudly commemorating the life and legacy of Steward Mate 2nd Class Jesus Francisco Garcia. He embodied true service and a greatness of character that is fundamental to our tradition of military excellence and continues to inspire the soldiers of this day. His name and story will forever be etched in our hearts and remembered by a grateful nation.

Madam Speaker, I rise today in honor of the life and legacy of former Commissioner Roman Leon Guerrero Quinata, Sr. He was an esteemed leader, selfless advocate, and true public servant for the People of Guam. We will fondly remember him as a pillar of strength and CHamoru resilience who aspired to elevate the quality of life for Talo'fo'fo' residents, our larger island community, and the future generations of Guam.

Commissioner Quinata first assumed office in 1969 as the third elected commissioner of Talo'fo'fo' and went on to serve three consecutive terms. Tirelessly working to meet the needs of residents, he embodied a kind of leadership that truly sought to connect people to resources and aimed to realize a better future for Guam by facing the challenges of our day with faith and works. In addition to his instrumental role in implementing the island's first postal mail delivery system, Commissioner Quinata actively endeavored to foster greater community involvement by organizing various youth activities such as basketball, football, and little-league baseball events in his village. Moreover, this demonstrated commitment to advancing community connections was evident in his historic efforts to repatriate Imperial Japanese Army Sergeant, Shoichi Yokoi, after almost 28 years of hiding in the hills of Talo'fo'fo' following the cessation of World War II.

This devotion to others was not limited by his 12-year tenure alone. Prior to taking on his role as an elected official, Commissioner Quinata courageously answered our nation's call to serve with the U.S. Army in the Korean War. He also became a Power Plant Electrician with the U.S. Naval Public Works Center in Guam, served as a Utilities Consultant at the Public Utilities Agency of Guam (PUAG), provided critical insight into Guam utilities infrastructure development as a member of the Guam Waterworks Authority's Board of Directors, and retired after 33 years of distinguished service within the Government of Guam.

Beyond these professional achievements, however, most inspiring is the strength of character and unconditional generosity he personified as part of the Greatest Generation of Guam. Born in 1929, Commissioner Quinata was only 12 years old when WWll arrived on Guam's shores. Despite the pain and suffering he endured as a survivor of the war, he remained steadfast in his personal mission to advocate for forgiveness and faith in place of hatred and animosity. As an important voice for survivors and Grand Marshal on the 75th Annual Guam Liberation Day, his courage to recount his experiences aided in both preserving the stories of our people and advancing greater parity and justice for Guam and the Territories.

Commissioner Roman Leon Guerrero Quinata, Sr., is an icon of fortitude and true servant leadership who continues to inspire generations throughout our island. He has cultivated a spirit of hope and legacy of selfless service by manifesting resilience in the face of enormity and promoting a lifelong message to love our neighbors. l wish to extend my deepest condolences to Commissioner Quinata's family and friends, and I join the People of Guam in remembering and celebrating his life and contributions to our island and Nation. He will be dearly missed, and his love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today in honor of the life and legacy of former Mayor Doris Flores Lujan. Mayor Lujan was an esteemed leader, devoted public servant, and true advocate for the People of Guam. Our people will fondly remember her as a formidable voice who led with compassion, served from the heart, and aspired to cultivate a greater quality of life for Inalahan residents and our larger island community.

Mayor Lujan was a political pioneer elected to serve her home village of Inalahan for eight years. First assuming her role in 2013, she was the first and only woman mayor of her village. With priorities to elevate village infrastructure and restore public facilities while expanding services for manamko', veterans, and persons with disabilities, Mayor Lujan demonstrated an admirable resolve to bring tangible solutions to those in need. Further, she embodied a kind of leadership that honored both our land and people with a mission to utilize government resources for protecting the beauty of our island and preserving a thriving CHamoru culture and heritage.

Mayor Lujan's compassion and commitment to serving others extended far beyond just the People of Guam. Prior to her tenure as mayor of Inalahan, she spent 42 years as a Secretary of the Base, Wing and Communications Squadron Commander, Base Records Manager, Freedom of Information Act (FOIA) Manager, Privacy Act (PA) Officer, and Deputy of

Base Information Management at Andersen Airforce Base. Over the course of her distinguished career, Mayor Lujan supported countless special projects including the historic evacuation and resettlement of refugees from Vietnam in ``Operation New Life,'' Department of Defense civilians from the Philippines in ``Operation Fiery Vigil,'' and the Iraqi Kurds in ``Operation Pacific Haven.'' Moreover, her fidelity to service was a choice undetermined by official titles or acknowledgment. In addition to her day job and ministry work at Saint Joseph Church, she also dedicated much of her time to nonprofit and volunteer organizations such as the Guam-Micronesian Games, Guam Special Olympics, and American Cancer Society Relay for Life.

Mayor Lujan is an icon of selfless service who continues to inspire great leadership for many throughout our island. As a proud son of southern Guam, the value of inafa'maolek she instilled in the work she pursued resonates deeply with me, and I join the People of Guam in remembering and celebrating her life and legacy of unwavering commitment to others. My family and I wish to extend our hearts and prayers for Mayor Doris Flores Lujan, her family, and friends. She will be dearly missed, and her love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to commend and congratulate Colonel Ronnie B. Delfin on the occasion of his retirement from the Guam Army National Guard after 31 years of service to our island and nation.

Colonel Delfin enlisted in the U.S. Army Reserve in 1990 and was assigned to the U.S. Army Reserve Headquarters as a medical specialist after completing his Basic Training and Combat Medic Advanced Individual Training. In August 1993, he enrolled in the University of Guam ROTC program and reported to active duty as a commissioned officer in May of 1996. He attended the Armor Officer Basic Course from August 1996 to January 1997, and his first duty assignment was with the 1st Battalion, 33rd Armor Regiment, 2nd Infantry Division in Fort Lewis, Washington, where he served as an Assistant S-2, Tank Platoon Leader, Mortar Platoon Leader, and Executive Officer. He was later reassigned to the 1st Brigade 25th Infantry Division (Light) in Fort Lewis, Washington, as an Assistant BDE S-3.

Colonel Delfin joined the Guam Army National Guard and was assigned as the Security and Intelligence Officer in October 2000. He then joined the Active Guard and Reserve program in September of 2001. His assignments in the AGR include Counterdrug Coordinator; Commander 1224th Engineer Detachment (Utilities); S3, 105th Troop Command; Secretary of the General Staff; Commander, 203d RTI; and Commander, 94th Civil Support Team (WMD). Colonel Delfin mobilized and deployed with the 1224th Engineer Detachment to Afghanistan in support of Operation Enduring Freedom.

Colonel Delfin is a graduate of the Armor Officer Basic Course, the Infantry Officer Advance Course, Engineer Captain's Career Course, the Combined Arms Services Staff School, and the United States Command and General Staff College Intermediate Level Education, and the United States Army War College. He holds a Bachelor's degree in Public Administration, a Master of Management, and a Master in Strategic Studies from the War College.

Colonel Delfin received a number of awards, such as the Bronze Star Medal, Meritorious Service Medal (4OLC), Army Commendation Medal (4OLC), Air Force Commendation Medal, Army Achievement Medal (2OLC), the Afghanistan Campaign Medal, the Combat Action Badge, and the Parachutist Badge. He is a Distinguished Military Graduate from the University of Guam Army ROTC and a recipient of the General George C. Marshall Award.

As Commander of Joint Task Force 671 and Chief of Joint Staff for the Guam National Guard, Colonel Delfin played a critical role in executing missions to support the Government of Guam with an efficient and comprehensive COVID-19 response. In addition to promoting an educational campaign, he facilitated the staffing of quarantine, community testing and food distribution sites, the full operation of emergency rooms and COVID-19 wards, the implementation of vital engineering projects, and much more. He tirelessly collaborated with local authorities to ensure the health and safety of our people, and it is with the support of his leadership that our island's response efforts have yielded the achievement of a largely vaccinated population.

Colonel Delfin has and continues to serve as a fine example of leadership and dedicated his skills, knowledge, and training to elevating the quality of life for Americans in Guam and across the world. In addition to advancing our national objectives both at home and overseas, Colonel Delfin has further emphasized the importance of ensuring our communities are empowered with the tools to overcome challenges in the days that follow a completed military mission.

Madam Speaker, I rise on behalf of the People of Guam, offering my greatest appreciation to Colonel Ronnie B. Delfin for his devotion to our island and nation. I sincerely thank him for his many years of service and sacrifice, congratulate him on his well-earned retirement, and wish him and his family all the best in this new chapter of their lives.

Madam Speaker, I rise today to honor a true public servant, Brigadier General Johnny S. Lizama, and congratulate him on his retirement from the Guam Air National Guard after 43 years of service to our island and nation.

After graduating from Father Duenas Memorial School in 1977, Brigadier General Lizama remained determined for success and set his sights on a university degree. While earning his Bachelor of Arts in Business Management, he followed in the footsteps of his father, a Vietnam War-era sailor, and first enlisted with the Coast Guard Reserve on Guam. He then transitioned into active-duty status with the United States Air Force in 1982, where he was stationed at Eglin AFB, Florida and Beale AFB, California. Cognizant of the importance of both knowledge and experience, Brigadier General Lizama used the educational opportunities offered by the military to assist in propelling his career forward, As a graduate of the Air War College with a master's degree in public administration from Golden Gate University and numerous other certifications and training under his belt, Brigadier General Lizama emerged as a pillar of leadership for our community and servicemembers with unwavering resolution.

With recognitions such as a Small Arms Marksmanship Ribbon, Humanitarian Service Medal, Meritorious Unit Award, Army Achievement, Air Force Achievement, Air Force Commendation, Meritorious Service Medal, and Legion of Merit, Brigadier General Lizama's countless awards and decorations only offer a glimpse of his character and long history in public service. By 1988, he returned to Guam to serve in our Air National Guard, where his work, achievements, and strategic understanding of Guam assisted in its development as a world-class organization. Humbly and steadily rising through the ranks, Brigadier General Lizama paved a path from machinery technician to interior electrician, manpower specialist, services specialist, and onto his first commission as an officer in 1992.

His breadth of experience and specialties further equipped him with valuable tools to successfully lead in numerous other senior positions. In his role as former Homeland Security Advisor for the Governor of Guam, Brigadier General Lizama advanced the safety and security of Guam as the frontline for all activities in our region. His drive and professionalism further paved the way for him to write history when, in 2016, he emerged as a pioneer and became the first Chamorro Airman to be promoted and federally recognized at the rank of brigadier general in the Guam Air National Guard and the United States Air Force. Through this position, he exercised control of all Guam Air-National Guard personnel, material and fiscal resources, and advised the Adjutant General on Guard functions. As the Assistant Adjutant General and hand- picked Commander of the Guam Air National Guard, he was also responsible for the strategic administration, coordination, planning, and development of policies and programs to ensure mission readiness units that serve local communities, State, and Nation, for both homeland and defense missions.

Amid the COVID-19 pandemic, Brigadier General Lizama's leadership has also been critical to our public and the Guam National Guard's response to the dynamic needs of our government and community. Establishing yet another milestone for our community as the first Guam dual-status commander for Joint Task Force 671 appointed by the Secretary of Defense and the Governor of Guam, he oversaw the operations for all service members, federal entities, and local agencies responding to the pandemic on the island. Further working with Guam Homeland Security and FEMA to assess and plan current and future operations and missions which target flattening the curve, he embodies the definition of selflessness and fortitude.

Throughout his journey and with every success, Brigadier General Lizama has never failed to demonstrate the defining humility of a true servant leader. He credits his inspiration and achievements to his faith, the deep love he shares with his resilient parents and parents- in-law, Eloy L.G. and Dolores S. Lizama, Tomas G. and Delores C. San Nicolas, Dee, his wife of over 37 years, their children, Major (USAF) Keith and his wife Paula-Jean, Lieutenant (USN) Kimberly and her husband Jonathan, Airman First Class (USAF) Cody and Rico, and his four grandchildren, Taehlyn-Jean, Urijah-John, Logan-James and Brendan- Jacob, and the sons and daughters of Guam.

Brigadier General Johnny Lizama served our island and nation with much honor, actively transformed Guam and its Air National Guard, and continues to inspire many members of our community. Madam Speaker, I rise on behalf of the People of Guam, offering my greatest appreciation for his commitment to our country. I sincerely thank Brigadier General Lizama for his many years of service and sacrifice, congratulate him on his well-earned retirement, and wish him the best as he enters a new chapter in his life.

Madam Speaker, I rise today to recognize and congratulate Rear Admiral John Menoni on his exemplary leadership as Commander of Joint Region Marianas.

As the U.S. Indo-Pacific Command representative for our region, Rear Admiral Menoni has embodied a leadership that truly speaks to the best of our human qualities and is critical to efforts made in overcoming the present global pandemic, facing future adversity, and effectively moving our communities and Nation forward.

Over the course of his 18-month assignment to Guam, the Commonwealth of the Northern Mariana Islands, Federated States of Micronesia, and the Republic of Palau, he and his team transcended in their greatest responsibility to preserve the mission of ensuring our Nation's security. Alongside their dedication to defending our Constitution, preserving human rights, and encouraging opportunities for our allies and partners around the world, they embedded a revitalized relationship between military and civilian populations across the region.

Rear Admiral John Menoni collaborated closely with the Government of Guam and other important community members for a comprehensive COVID-19 response, which greatly contributed to the health, safety, and recovery of the crew of the U.S.S. Theodore Roosevelt. He worked tirelessly to cement an open forum for locals to identify their concerns and work together with the defense administration to address them. From establishing open lines of communication with local leaders to introducing a cultural sensitivity training program for all incoming Department of Defense parties, he has been a formidable force in cultivating greater understanding among all those who call our islands home and elevating our collective quality of life.

With recognitions such as three Legions of Merit, two Defense Meritorious Service Medals, two Air Strike-Flight Medals, a Guam Commendation Medal, and various other campaign and unit awards, Rear Admiral Menoni's service in numerous positions as support personnel and Commander of operations demonstrates an impressive capacity for excellence in any role he achieves subsequent to

his service as Commander of Joint Region Marianas. His determination to strengthen community ties and fortitude amid the greatest of challenges have further contributed to a reinvigorated mission of defense and unwavering freedom in the Pacific.

Throughout his career and especially during his time in Guam, Rear Admiral Menoni has given new meaning to the Naval legacy of serving country before self. Moreover, he leaves behind a lasting impact on our community rooted in collaboration and problem-solving. Madam Speaker, I rise on behalf of the people of Guam, offering my greatest appreciation for his commitment to our country, region, and island. I sincerely thank Rear Admiral Menoni for his service and wish him the best in his next chapter of duty and future endeavors.

Madam Speaker. I rise today In honor the life and legacy of former Speakr Joe Taitano San Agustin. Speaker San Agustin was a devoted public servant, political pioneer, and a true advocate for the people of Guam. Our community will fondly remember him as a compassionate leader who dedicated his entire life to uplifting others and realizing a more prosperous Guam.

When Congress issued legislation in 1968, which provided for the first popular election of the governor and lieutenant governor of Guam, Speaker San Agustin was instrumental in launching Guam's transition into self-governance. He served as the director of administration to both the last appointed and first elected governors of Guam, and by 1976, he was elected to serve as a senator in the 14th Legislature of Guam, where he made strides in economic development and the protection of public finances for two decades. Throughout his ten terms in office, he also served as speaker of the 20th, 21st, and 22nd legislatures, and following his departure from the chamber, his service continued to prove valuable as chairman of the Democratic Party of Guam from 1997 to 2001.

Speaker San Agustin's contributions toward a greater quality of life for the island's residents extended beyond traditional politics, and continue to echo in today's age. Building strongholds for our community, he notably, led twenty government employees in donating to establish the Governmemt of Guam Federal Credit Union in 1962 and went on to serve on the board of directors for the Bank of Guam. He also fought for retirement security as chairman of the Government of Guam Retirement Fund Board and served as the executive director of the Guam Base Reuse and Closure Office.

Speaker San Agustin was an esteemed leader and advocate who dedicated his entire life to public service. His career illustrates a remarkable fidelity to just and meaningful change, and his countless contributions to our systems of governance and historic policy continue to inspire many in our community. Speaker San Agustin served with my grandfather during their time in the legislature, and I am deeply saddened by his passing. My family and I wish to extend our hearts and prayers for him and his family, and I join the people of Guam in remembering and celebrating his life and legacy of selfless service. Our island has lost an icon, but we know he is happy with Auntie May. He will be deeply missed, and his love and memories will forever remain in the hearts of the people of Guam.

Madam Speaker, I rise today to honor the life and legacy of Rosanne Santos Ada. Rosanne was a former first lady of Guam and dedicated public servant. The people of Guam will fondly remember her as a leader whose decades of contributions to our underserved communities and wholehearted compassion strengthened our island community.

When Rosanne's husband, Joseph Ada, was elected to office as the Governor of Guam in 1987, she rose to proudly serve our people as its first lady for eight years. In addition to being a dedicated wife, mother, and grandmother, she is widely known as a passionate advocate for members of our community in most need. As a first lady, she advocated for greater support and services for individuals with disabilities, and her contributions to this community further expanded through her work as a director at the Department of Integrated Services for Individuals with Disabilities and Executive Director of the Guam Developmental Disabilities Council. Taking on these roles of leadership in our community, Rosanne further assisted in developing culturally competent programs to promote self-determination, independence, and productivity for individuals with disabilities. Further, she worked for and with individuals with disabilities and their families in advocating for systems change, public policy, and best practices which accounted for the full inclusion and integration of individuals with disabilities in all facets of community life.

Her lifelong mission of selfless service and advocacy for the voiceless also poured out into other parts of her career as well. Alongside her colleagues at Guma' Mami, a community-based nonprofit organization, Rosanne continued her work of inclusion and integration while facilitating supportive housing and successful case management for adults with disabilities. This profound commitment to others above and before self truly proved limitless through her continued work for the marginalized during Eddie Calvo's gubernatorial administration.

Rosanne Ada is an icon of servant leadership, dear friend to many, and esteemed champion of equitable support systems for all. Her life's work illustrates a humbling devotion to seeking justice in places often overlooked, and I join the people of Guam in remembering and celebrating her life and legacy of unconditional commitment to serving the people she leaves behind. I extend my deepest condolences to former Governor Joseph Ada, their children Eric, Tricia, and Ester, and the rest of their family and friends. Rosanne will be deeply missed, and her love and memories will forever remain in the hearts of the people of Guam.

Madam Speaker, I rise today to recognize a true public servant and a fine example of women leadership, the Honorable Anita A. Sukola. I congratulate her on her retirement after 36 years of service to the people of Guam in our government as a respected educator, attorney, and judge.

Early in her career, Judge Anita Sukola maintained a firm commitment to the betterment of our community through education. After graduating from John F. Kennedy High School in 1969, she went on to Washington State University and earned her bachelor's degree in History and Secondary Education. Hoping to foster her same passion for growth and learning in others, she became a full-time educator in the public school system while working towards her master's degree in Administration and Supervision. By 1983, Judge Sukola obtained her Juris Doctor from the People's College of Law and expanded her role in educating our island's youth through her appointment as Deputy Director of the Department of Education. The following year, she was confirmed to serve as the DOE Director and continued her service through this position until 1991. During her tenure at DOE, she simultaneously contributed to our island community as Chairperson for the Government of Guam Retirement Fund Board of Directors for eight years. Her role as an educator also extended beyond the public school system with an assistant professorship at the University of Guam's Criminal Justice program. In this capacity, she helped to develop minds that would eventually go on to pursue careers in various areas of law, police, probation, social work, and other security and military organizations.

Upon closing her chapter with DOE, Judge Sukola established a private practice alongside late Justice Monessa G. Lujan and served Guam through this partnership for nearly 11 years. Prior to her judgeship, she further fortified her legal expertise through service as an attorney with the Public Defender Service Corporation, Legal Counsel for

the Port Authority of Guam Board of Directors and Chamorro Land Trust Commission, and Staff Attorney to former Senator Don Parkinson of the 17th Guam Legislature. Demonstrating her sharp mind, capacity for excellence, and disposition of fairness for almost two decades in law, Judge Sukola established herself as a champion of justice and respected pillar of our community. In 2002, Governor Carl T.C. Gutierrez recognized these outstanding qualities and appointed her to serve as a trial court judge at the Judiciary of Guam, wherein she handled a diverse docket ranging from family violence cases to complex civil litigation. In addition to her various court assignments of General Jurisdiction, Mental Health Court, Family Court I, and Juvenile Drug Court, Judge Sukola also brought new meaning to the mission of making justice accessible to all as a Co-Chair of the Judiciary's Juvenile Justice Reform Focus Area on Evidence-Based Practices and 2016-2019 Strategic Plan Focus Area on Access to Courts and Delivery of Services as well as the Subcommittees on Pro-Se Litigation and Criminal Jury Instructions.

Throughout her career and in her judicial service, Judge Sukola has built an exemplary legacy of compassionate service and understanding through professionalism which doubly emanates from her courtroom. Recognized for her interminable advocacy for the welfare and best interests of Guam's children and their families while specifically advancing the System of Care and Wraparound in the Juvenile Court System and promoting cultural sensitivity, Judge Sukola received the icareguam 2017 Goodwill Ambassador Award. Judge Anita Sukola served our island with incredible distinction and continues to inspire many members of our community. Madam Speaker, I rise on behalf of the people of Guam, offering my greatest appreciation for Judge Sukola's commitment to justice for all on our island. Her dedication to our youth and families, fidelity to justice, and unwavering integrity is commendable, and I sincerely thank her for her many years of service, congratulate her on a well-deserved retirement, and wish her the best as she embarks on a new chapter in life.

Madam Speaker, I rise today to honor the life and legacy of Mrs. Margaret A. Jones. Margaret was a longtime resident of Guam, a wife, mother, a public-spirited community leader, and a woman of business on Guam. In 1965, she was a founding member of the Guam Memorial Hospital Volunteers Association and gave her time and effort to numerous charitable and non-profit organizations. Her family business, Triple J Enterprises was founded in 1984 and has grown across the Pacific region. Margaret was born on November 5, 1937 and passed away in North Carolina on June 27, 2019, at the age of 81.

Margaret was the daughter of Early and Verna Page. Margaret was born in Willow Spring, North Carolina.

Margaret married Robert H. Jones in 1957. They raised three children and were blessed with eleven grandchildren.

In 1965, Margaret was a founding member of the Guam Memorial Hospital Volunteers Association (GMHVA), known as the Pink Ladies for the pink vests worn by their volunteers. GMHVA has raised millions of dollars for improvements to the Guam Memorial Hospital.

Margaret was active in the American Cancer Society and led Triple J Enterprises in its support for cancer research by participating annually in the American Cancer Society's Relay for Life and sponsoring an annual 5k run/walk event.

Margaret had been active with other non-profit organizations, including the Guam Women's Club, Harvest Baptist Church, the Miss Guam Universe Pageant, the Miss Guam World Pageant, and the Board of St. John's School.

Margaret started her career in Guam at the Marianas Travel Agency. In 1975, she joined Pan American Airlines, working as a Special Sales Representative until 1991. In 1984, Margaret cofounded Triple J Enterprises along with her husband, Robert H. Jones, and Georgia Stafford. Today, the Triple J group employs over nine hundred employees across the Micronesia region, many of whom have been with the business for over twenty years.

I am deeply saddened by the passing of Margaret A. Jones and I join the people of Guam in celebrating her life. She was pillar of the island community, leading both in charitable and non-profit service and in business on Guam. My thoughts and prayers are with her family, loved ones, and friends.

I extend my condolences to her husband, Robert H. Jones, her children, Julie Jones Murrell, Jeff Jones, and Jay Jones, and their spouses, and her grandchildren. She will be deeply missed, and her memory will live on in the hearts of the people of Guam.

Madam Speaker, I rise today to honor the life and legacy of Mr. Alfonso Matanane Pangelinan. Alfonso was a proud son of Guam and faithful public servant who served honorably in the United States Army. Alfonso was born on October 22, 1927 and passed away on April 17, 2019 at the age of 91.

His legacy is highlighted through the various positions he held in public office. Alfonso served as Assistant Commissioner of the village of Sinajana from 1965 to 1967 and then as Commissioner of the Village from 1968 to 1973. Alfonso was a member of the Sinajana Civic Improvement Club in the 1960s and later served as Director of the Passport Office from 1983 to 1986.

After his retirement from public office, Alfonso remained active in the community. He was an early advocate for the return of Chamorro lands and federal excess lands to their original landowners. He remained a devoted son, father, and grandfather, passing down knowledge and traditions to the generations after him. He was the son of Vicente Santos and Ana Matanane Pangelinan of Machanao and Ritidian.

Alfonso was fondly known to play the bass guitar with other notable Guam musicians, playing at weddings, fiestas, and family gatherings across the island . He had since shared his talent and love of music by teaching several of his grandchildren and great-grandchildren the art of playing the instrument.

I am deeply saddened by the passing of Alfonso Matanane Pangelinan. I join the people of Guam in celebrating his life and the legacy he leaves behind. He was a dedicated public servant who worked tirelessly to improve the quality of life in his village of Sinajana and the broader island community during and after his time in office. My prayers are with his family, loved ones, and friends as they remember their lives with Alfonso and the memories they individually shared.

I extend my condolences to his children, Evangeline P. Flores, Janet P. Leon Guerrero, Michael C. Pangelinan, Donald C. Pangelinan, and Rosalyn P. Ochoco, and his grandchildren and great-grandchildren. He will be deeply missed, and his memory will live on in the hearts of the people of Guam.

Madam Speaker, I rise today to honor a genuine public servant and friend, Chief Robert ``Bob'' D. Camacho on his retirement from the Antonio B. Won Pat Guam International Airport Authority (GIAA) police department after 34 years of service to Guam and to the nation.

Bob has a long history in public service. After serving 11 years in the United States Army, where he received numerous awards and decorations, Bob began his civilian career as a parole officer in the Guam Department of Corrections, eventually advancing to the post of Director of the Department. As Director, Bob's innovations included making the Department of Correction a tobacco-free environment and effectively restructuring prison food services. These changes significantly reduced health-care costs for employees as well as inmates and saved millions of dollars in food costs and wastage for the government of Guam.

Bob served in other senior executive positions within the law enforcement field including in the Guam Customs and Quarantine Agency and the Guam Police Department. It is no surprise that Bob also excelled in these other positions, constantly exemplifying the definition of a public servant.

Appointed to the Chief of the Guam International Airport Authority police department in 2009, Bob effectively responded to the increased security risks imposed by the tragedy on September 11, 2001. Bob continued to ensure that the GIAA and his department kept pace with new and constantly changing U.S. Department of Homeland Security and Transportation Security Administration mandates as well as keeping pace with the constantly growing passenger and freight workload. He was instrumental in promoting and securing funding for ``Project Hulo,'' a much needed, and significant increase, in services, operations, and security for the airport, which has become a major Pacific hub for both domestic and international travel and freight.

Bob continued to trailblaze in the Guam law enforcement community when he served as Chairman of the Peace Officer Standards and Training Commission, setting appropriate standards for hiring, training, ethical conduct, and retention of peace officers throughout the territory of Guam. Bob has dedicated his life serving our community, exemplified the best in leadership qualities, and has continued inspire those around him. Madam Speaker, I rise on behalf of the People of Guam, offering my greatest appreciation for Bob's commitment to public service. I congratulate him on his retirement and offer him best wishes on his well-earned retirement.

Madam Speaker, I rise today to recognize Guam's Autism Community Together (ACT) as they celebrate their 12th annual Autism Awareness Fair, appropriately themed ``Get Your Blue on Guam, Support Autism.'' During Autism Awareness Month, ACT and organizations across the country work together to provide every individual with autism spectrum disorder with the opportunity to achieve the highest possible quality of life. This year, ACT and their partners want to do more than just promote autism awareness. They want to motivate friends and collaborators to become active partners in the movement towards acceptance and appreciation. As the father of an autistic child, I am aware of the impact that autism has on parents, family, and friends. It is imperative that the whole community becomes involved. Although much has been accomplished, much more remains to be done to raise worldwide awareness of these issues.

ACT is an organization based in Guam as a support group for families with autistic children. It is one of Guam's principal organizations leading the efforts to increase autism awareness across our community. ACT is dedicated to helping individuals and parents find resources, support, and training while making diligent efforts to increase the awareness of autism spectrum disorders. ACT advocates for effective services to meet the unique needs of individuals with autism and their families.

Madam Speaker, I further commend Autism Community Together as it continues to host the 12th Annual Autism Awareness Fair World Autism Day. The Autism Awareness Fair is the largest event hosted by ACT throughout the year and brings together government agencies, non-profit organizations, service providers, and support vendors with the intent to provide information and resources on the various disability-related programs and services available on Guam. Madam Speaker, on behalf of the people of Guam, I thank Guam's Autism Community Together and all government agencies and community partners for their assistance in spreading autism awareness and acceptance. I look forward to future contributions by Autism Community Together to provide more opportunities for those in community living with autism.

Madam Speaker, I rise today to honor the life and legacy of Command Sergeant Major Benjamin Camacho Palacios. Mr. Palacios was a Retired U.S. Army Command Sergeant Major and will be fondly remembered for his many outstanding contributions and accomplishments throughout his military and civilian career.

A dedicated public servant, Mr. Palacios became one of the most senior noncommissioned officers serving with various commands both in the U.S. and overseas. Primarily serving in leadership positions within the Armor Career Management Field, he eventually assumed duty as the United States Army Forces Command Sergeant Major on July 27, 1998. He was the Army's senior ranking enlisted Soldier in Korea when he was honored with the South Korean Order of National Security Merit Gwanbok Medal. Command Sergeant Major Palacios was the first enlisted soldier to receive the medal since the end of the Korean War. He was also the only person who served over five terms on the Department of Veteran Affairs Congressional Committee Mandated Advisory Committee for Minority Veterans (ACMV).

On Guam and the Marianas, the personal accomplishments and success of native sons and daughters are celebrated and adopted as triumphs for everyone in the community. I am deeply saddened by the passing of Command Sergeant Major Palacios and I join the people of Guam in celebrating his life and legacy. My thoughts and prayers are with his family, loved ones, and friends. Command Sergeant Major Palacios will be deeply missed, and his memory will live on in the hearts of the people of Guam.
