Madam Speaker, I rise today to recognize Admiral Benjamin Nicholson for his outstanding leadership as Commander of Joint Region Marianas. In June of 2021, Admiral Nicholson was sworn in as Commander of Joint Region Marianas tasked with fortifying American freedom and democracy in his work to achieve Indo-Pacific Command objectives while strengthening Guam, the Commonwealth of the Northern Marianas, the Republic of Palau, and the Federated States of Micronesia. With unwavering focus on the mission of U.S. Indo-Pacific Command, Admiral Nicholson goes above and beyond the call of duty with his attention to the communities he serves, actively engaging local leadership and stakeholders to ensure the welfare of the general public.

Admiral Nicholson's commitment to our Armed Services began in the U.S. Merchant Marine Academy where he earned his Bachelor of Science in Marine Engineering in 1993. He continued to build his foundation earning his master's degree in Systems Engineering from the Naval Postgraduate School and a master's degree in National Security from the Naval War College. His background spans numerous command positions and numerous deployments around the world during his seagoing career.

Admiral Nicholson has further served in combat tours in Helmand, Afghanistan, and

the Provincial Reconstruction Team and Forward Operating Base in Farah, Afghanistan. He also served in numerous ashore billets including Executive Assistant to the Vice Chairman of the Joint Chiefs of Staff; Assistant Deputy Director Middle East Directorate in the Joint Staff; Special Operations Support Team to the Federal Bureau of Investigation; and head of the professional development section in the Chief of Naval Operations staff. His military decorations include the Defense Superior Service Medal, Legion of Merit, Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal (three awards), Navy Commendation Medal (four awards), Joint Service Achievement Medal, Navy Achievement Medal (three awards), Combat Action Ribbon, and various campaign and unit awards. He is also a 2015 recipient of the FBI's Director's Award.

As a first on Guam, Admiral Nicholson led unclassified briefings to multiple local leadership stakeholders on threats facing the island and region, engaging local Mayors, Senators, and Administration officials with unparalleled transparency that has served to build awareness of, confidence in, and partnership with the objectives of the Department of Defense.

The need to defend the territory of Guam from potential military threats is not limited to military establishments under Admiral Nicholson's leadership. Recent efforts to secure missile defense systems for the territory are taking a 360-degree focus to protect the entirety of the island, civilian and military alike, reassuring front- line Americans that they are protected, and reinforcing our safety and suitability to our critical visitor industry.

The food security and supply chain resilience for the region is strengthened in his work with our office to explore the feasibility of leasing Department of Defense lands for cattle grazing operations, further serving to advance local economic growth and diversification in a community that currently relies on over 90 percent of imported products.

With the island in the midst of a housing crisis due to labor shortages, material costs, and the tyranny of distance relative to American job and resource markets, Admiral Nicholson takes a mindful and creative approach in encouraging greater housing inventory to mitigate the civilian housing market impact of substantial military personnel relocation, and the subsequent growth of military housing needs.

Admiral Nicholson regularly and openly engages to address Veteran, Gold Star Family, and military dependent needs for access to amenities located within military facilities, deftly navigating the complexities of a community seeking greater access to military support in balance with the needs of mission viability.

Poignantly, Admiral Nicholson continues to be an avid partner in addressing critical healthcare needs throughout the island and region, providing guidance and solutions as the territory navigates the largest investment in its history to establish a modern healthcare facility to meet modern day healthcare needs throughout Micronesia and beyond.

Madam Speaker, I rise today to recognize an exemplary advocate, leader, and public servant, Mrs. Mindy Fothergill Aguon, and congratulate her for over twenty years of service to the People of Guam as a media professional. I would like to further commend her for her distinguished work ethic, commitment to community, and tireless passion to help others through storytelling.

After graduating as valedictorian from St. Paul Christian School in 1998, Mindy initiated the start of a distinguished career in journalism. While pursuing her bachelor's degree full-time at the University of Guam, she began an internship with KUAM News and later accepted an official position with the company in

February 2000. Across 14 years of service with KUAM, she earned her way through the ranks from News Reporter to Senior Investigative News Reporter, Anchor, Television News Anchor, and, finally, as Assistant News Director. In the years that followed, Mindy went on to expand her experience and build on her expertise through various roles to include Marketing and Communications Manager for Dusit Thani Guam Resort, CNN International Correspondent and Stringer, and Chief Executive Officer and Editor-in-Chief of the Guam Daily Post. Moreover, in 2015, Mindy established her very own Media and Public Relations consulting firm, Aguon Consulting.

With unique talent, demonstrated drive, and unrelenting dedication, Mindy cultivated a career steeped in excellence. She earned numerous accolades including two Micronesia Society of Professional Journalists awards for Best Spot News and Best Online Reporting, two of the prestigious Edward R. Murrow Best Documentary awards for her productions entitled, ``Personal Journey: Finding My Roots'' and ``Survivors: In Their Own Words,'' and recognitions as both a four-time KUAM Employee of the Year and the 2014 Mane'lu Mentor of the Year. Mindy further received the highest orders of local recognition from the Government of Guam: A Legislative Resolution from I Mina'trentai Dos na Liheslaturan Guahan and the Ancient Order of the Chamori from I Maga'lahen Guahan. In addition to her professional career, Mindy built strong ties with and made meaningful contributions to distinct community organizations. She served as an active member of the KUAM Care Force, Society of Professional Journalists, and Ohala Adoptions Advisory Board and took on vital leadership roles as a Mane'lu Mentor with the Big Brothers Big Sisters of Guam and Board of Director for the Guam Chamber of Commerce. These civic contributions combined with her work as a member of our local media encapsulate the public service persona that is Mindy Fothergill Aguon.

Madam Speaker, I rise on behalf of the People of Guam, offering my greatest appreciation to Mindy Fothergill Aguon for over two decades of service to our island, region, and nation as an outstanding leader and journalist. Mindy navigated an award-winning journalism career in Guam and illustrated the rich power of true storytelling. It does not simply relay issues to the minds of many--it touches their hearts. Her commitment to advocating for the issues of the people, elevating voices and stories of those often overlooked, and remaining ever persistent in the quest for truth continues to inspire many throughout our island including myself.

Madam Speaker, I rise today to honor the life and legacy of Andrew ``Andy'' Tenorio Laguana. Andy was an esteemed architect, preservationist, and advocate who uniquely elevated the stories of our people while physically raising and transforming countless spaces in our community. We will fondly remember him as a talented visionary whose ideas, work, and art have meaningfully shaped the face and future of our island.

Andy was a pioneering force of CHamoru architecture, engineering, design, construction, conception, site planning, and historic preservation. After graduating from Father Duenas Memorial School in 1968, he went on to earn both a bachelor's and master's degree in architecture from Iowa State University and the University of California Berkeley respectively, later emerging as part of the first generation of island-born architects from Guam. Establishing a respected career and professional record over the years, Andy registered as an architect in both California and Guam, obtained certification from the National Council of Architectural Registration Boards, and navigated many professional opportunities at the culmination of his formal education. From 1975 to 1989, Andy assumed roles as Senior Project Designer and Vice President of Hellmuth, Obata, Kassabaum Architects in San Francisco. He then returned home to serve as Principal and Partner of Martin, Cristobal, Laguana Architects then Architects Laguana & Cristobal, LLC, and finally, as Principal and Owner of Architects Laguana from 2009 until the date of his passing on July 14, 2022.

With over 45 years of experience, Andy's creativity and contributions reached far and wide--spanning the entirety of our island and region, and impacting populations across the Pacific. Over the decades, his demonstrated focus on large-scale government, office, and commercial building projects catalyzed the realization of remarkable architectural achievements including the new construction, renovation, and revitalization of John F. Kennedy High School, the Southern Regional Community Health Center, Saint Fidelis Friary, the GWA Compliance Laboratory, Farmers' Cooperative Facility and relocation of the Flea Market, our capital city of Hagatna, Cathedral, University of Guam, and the prominent Guam Museum. His leadership informed and defines our island's building environment through years of hands-on guidance to other professionals in his field, advocacy to update Guam's Building Code and adopt the International Conference of Building Officials (ICBO) International Code, and tireless commitment to honoring unique aspects of our indigenous culture. More specifically, Andy played a key role in both the preservation of endangered sites and promotion of ethnography and oral history projects.

A longstanding pillar in our community, Andy further served in numerous organizational capacities as chairman of the Guam Preservation Trust and Guam Historic Preservation Review Board, member and chairman of the Professional Engineers, Architects, and Land Surveyors (PEALS) Board, member of the University of Guam Board of Regents, representative of the National Architectural Accrediting Board Accreditation Team, and board member of the Young Men's League (YML) of Guam. His invaluable personal and professional accomplishments have also earned him several prestigious awards and recognitions ranging from being the first recipient of the AIA Guam and Micronesia Chapter's Scholarship to attend the UC Berkeley College of Environmental Design to obtaining the Most Outstanding Cultural Tourism Project Award from the Guam Visitors Bureau, Winning Finn of Design Competition for the Guam Museum, YML 2008 Member of the Year Award, 2010 PEALS Board Golden Jubilee Achievement, 2010 Guam Chamber of Commerce Na' La' Bonita Guam Award, a Western Conference of Architectural Registration Boards laudatory resolution, and the Governor's Award.

Andrew ``Andy'' Tenorio Laguana is an icon of service and ingenuity who continues to inspire generations of rising architects, local community leaders, and global citizens altogether. He did not simply make history as the first CHamoru to be elevated to the status of Fellow by the American Institute of Architects and first Guam architect to chair Region 6 of the National Council of Architectural Registration Boards, he left a lasting mark on it by quite literally cementing identity and culture into the projects he pursued. My family and I wish to extend our hearts and prayers for Andy; his wife, Joanne; their daughters, Jerusa and Drew Ann; and the rest of their family and friends, and I join the people of Guam in remembering and celebrating his life and legacy of directing one's knowledge, skills, and passions toward uplifting and responding to the needs of their community. Andy will be dearly missed, and his love and memories will forever remain in the hearts of the people of Guam.

Madam Speaker, I rise today to honor the life and legacy of Reilly Albert Ridgell. Reilly was an esteemed author, devoted educator, and inspiring leader whose scholarship and stories have and continue to impact our island, region, and nation. Our community will fondly remember him as a passionate advocate and ally whose contributions meaningfully cultivated new spaces for Pacific peoples to rise.

After graduating from Pacific Palisades High School, Reilly earned a bachelor's degree in political science from the University of California, Los Angeles. By 1970, he obtained a master's degree in the field from the University of California, Santa Barbara and soon after, answered the call of the Peace Corps in the Western Islands of Chuuk, Micronesia. Working to advance the organization's mission to realize greater inclusion and global equity, Reilly served as a teacher in the island state for a total of four years. He further expanded his contributions and involvement across the region to include opportunities in Guam as a private school teacher, progressive rock disc jockey, and as an assistant professor and Dean of Trades and Professional Services at the Guam Community College (GCC).

Upon identifying an evident void in teaching materials about the Pacific Islands, Reilly took it upon himself to begin the important work of closing a persisting gap in knowledge. Following extensive research, countless hours of writing, and meaningful collaborations, he published two textbooks, an anthology of Peace Corps stories, and two novels entitled Pacific Nations and Territories, Pacific Neighbors, Bending to the Trade Winds, Green Pearl Odyssey, and Isla Vista Crucible, respectively. Since 1983, thousands of copies of his works, their subsequent editions, and numerous derivatives have been sold and continue to be used extensively across the Pacific. Moreover, his works have gained several regional and national accolades including Regional Lit Category honorable mention and Compilations/Anthology Category 1st place at the 2015 Pacific Rim Book Festival, top honors at the 2014 Southern California Book Festival, and honorable mention at the Eric Hoffer Book Awards.

Reilly Albert Ridgell was an innovative writer and changemaker who continues to inspire many throughout our island and region. His dedication to amplifying the voices, stories, and histories of our Pacific people has materially elevated our presence in classrooms far beyond our borders, actively shaped our community consciousness, and empowered our people with greater sociopolitical agency. My family and I wish to extend our hearts and prayers for Reilly, his wife, Blora; their children, Clynton and Joel; and the rest of their family and friends, and I join the people of Guam in remembering and celebrating his life and legacy of directing one's personal gifts and passions toward uplifting others. He will be dearly missed, and his love and memories will forever remain in the hearts of the people of Guam.

Madam Speaker, I rise today to honor the life and legacy of former

Senator Pilar Diaz Cruz Lujan. Senator Lujan was an esteemed leader, devoted educator, and tireless advocate for the People of Guam. Our community will fondly remember her as a visionary whose resilience, resolve, and commitment to others transformed both the face and future of our island.

Across a lifetime of service, Senator Lujan persisted in her pursuit of an improved quality of life for all who call our island home. After graduating from George Washington High School in 1951, Senator Lujan earned a bachelor's degree in Secondary Education, a Juris Doctor, a master's degree in Elementary School Administration, an Education Specialist degree in General School Administration, and license as an Educational Research Consultant--all of which were fundamental to the work she realized over the years. Navigating an extensive career within Guam's education system, Senator Lujan served as a teacher, principal of Wettengel Elementary School, Assistant Superintendent of Curriculum and Instruction, Associate Superintendent, Acting Director of Education, and Chairwoman of Guam's first-ever Board of Education. Through these roles she spearheaded vital initiatives and reinvestment into CHamoru language learning and culture programs that shape the experiences of our youth to this very day. Moreover, her added contributions as a CHamoru Language Instructor at the University of Guam, translator for the Guam Constitution, and CHamoru newscaster with Guam's Public Broadcasting Radio Station (KGTF) have strengthened our collective mission to revitalize and preserve our native tongue.

With an unwavering passion for the people and determination to make a difference, Senator Lujan carried her fight for equity and justice into the realm of politics. Elected to serve 6 consecutive terms in the Guam Legislature, she championed policies that have meaningfully elevated our institutions and continue to inform generations of leaders. Most notably, her achievements include the establishment of the Supreme Court of Guam, Jury and Appointed Counsel Trust Funds, Judicial Building Fund to construct the Guam Judicial Center, and the Crime Victims Bill of Rights as well as the enactment of the Child Protective and Child Abuse and Neglect Reporting Acts and Reactivation of the Criminal Injuries Compensation Commission. Further, she testified in front of the Federal War Claims Commission to advance CHamoru WWII survivor restitution and served as Chair of our Senatorial Committees on Judiciary and Criminal Justice, Corrections, Economic Development, Housing and Community Development, Federal & Foreign Affairs, and Health, Welfare and Ecology. Outside of her elected and appointed duties, however, Senator Lujan also made it a point to dedicate her knowledge, tools, and perspective to countless organizations such as the Salvation Army, Democratic Party of Guam, Soroptimist International of Guam, Guam Women's Issues Task Force, International Women's Club of Guam, Phi Delta Kappa Society, and Catholic Daughters of America. By 2015, she was awarded the prestigious Hustisia Award in recognition of her decades of distinguished service.

Senator Lujan is an icon of public service and CHamoru excellence who continues to inspire many throughout our island to similarly rise in response to the needs of one's community. As part of the Greatest Generation of Guam, she admirably emerged as an agent of change and channeled a war-inflicted history of despair into unyielding purpose, and I join the People of Guam in remembering and celebrating her life and legacy of empowering CHamoru voices while promoting good governance and uncompromising justice. My family and I wish to extend our hearts and prayers for Senator Pilar Diaz Cruz Lujan, her family, and friends. Though Senator Lujan will be deeply missed, she will be welcomed at the Heavenly Gates by her dear husband, Senator Frank G. Lujan, daughter, Justice Monessa Lujan, parents, and siblings, and her love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to recognize an exemplary leader and public servant, Mr. Jon J.P. Fernandez, and congratulate him for over a decade of service to the People of Guam as Superintendent of Education. I would like to further commend him for his distinguished advocacy, commitment to community, and investment in the future of our island, region, nation, and world as demonstrated throughout his tenure at the helm of the Guam Department of Education (GDOE).

In navigating a unique path to public service, Superintendent Fernandez first earned a bachelor's degree in philosophy from the University of Arkansas in 1995. He then went on to obtain his master's in public policy from Harvard University and, by 2005, gained a Juris Doctor from Georgetown University. Building the foundations for an accomplished career, Superintendent Fernandez served as a Senior Analyst in Strategic Consulting for CB Richard Ellis/Torto Wheaton Research and later served in our Nation's capital as both a policy director for D.C. Mayor Anthony A. Williams and Managing Director for the Federal City Council.

Upon returning home to lead GDOE's 41 schools, approximately 28,000 schoolchildren, and 3,800 employees while managing hundreds of millions of dollars in annual local and federal funding, Superintendent Fernandez charted a course renewed in purpose and charged with progress. Under his leadership, GDOE increased its graduation rate to a record-high 89 percent in 2021, became the

first WASC school district to gain accreditation for all its schools, achieved nine consecutive clean financial and compliance audits, removed four of its seven special compliance conditions imposed by the USDOE, founded its first K-5 CHamoru language immersion program, created vital credit recovery programs for Guam's two success academies, established a new Tiyan High School, expanded Okkodo High School, and renovated Untalan Middle School. Outside of improved standards and instruction, he has also spearheaded the integration of technology and STEM in the classroom, expansion of programs that promote college and career readiness, and a bolstered school-based behavioral health support system while securing accolades such as two MagPro Best Government Large Agency of the Year awards, three Pika's Best Government Agency of the Year awards, and the 2019 Professor John M. Phillips Excellence in Government Accountability Award. Moreover, amid the unprecedented COVID-19 pandemic, Superintendent Fernandez catalyzed comprehensive community support to include launching school meal and community feeding sites, implementing distance learning, ensuring safe practices and protocols in all schools, mobilizing vaccination clinics for employees and students, and pushing for students to return to the classroom.

Beyond these organizational triumphs, Superintendent Fernandez further realized historic personal achievements. In addition to holding the titles as both GDOE's longest-serving superintendent since World War II and the nation's longest-tenured Chief State School Officer, he is the first superintendent from Guam to serve as Commissioner for the Accrediting Commission for Schools (WASC) and be elected to the Board of Directors of the Council of Chief State School Officers.

Madam Speaker, I rise on behalf of the People of Guam, offering my greatest appreciation to Superintendent Jon J. P. Fernandez for over ten years of invaluable service to generations of students and their families. His resolve to stand up quality education and youth support systems, advance departmental and interagency collaborations, and cultivate meaningful connections at the intersections of education, community, and civic involvement has transformed the foothold of our collective progress and continues to inspire many throughout our island, and I wish him and his family the best during the next chapter of their lives.

Madam Speaker, I rise today to recognize and congratulate Lieutenant Colonel Eric S. Marshall, P.E., PMP on the occasion of his retirement from the United States Army Corps of Engineers (USACE) after over 20 years of service to our Nation. I further commend him for his exemplary leadership, innovation, and commitment to collaboration for the People of Guam, our Pacific region, this country, and populations across the world.

Building the foundations for an accomplished military and engineering career, Lt. Col. Marshall obtained a bachelor's degree in physics and math from the U.S. Air Force Academy in 2002. He then went on to earn a master's degree in nuclear engineering from the Massachusetts Institute of Technology and completed further training and education from Command and General Staff College in 2015. Beyond his practical instruction, however, Lt. Col. Marshall embodies a strength of character, dedication to problem-solving, and fidelity to service that speaks volumes of his propensity for excellence.

Lt. Col. Marshall's background in national defense spans numerous command positions and wartime deployments. From Platoon Leader, Detachment Commander, and Operations Officer with the U.S. Army Dive Company to Resident Engineer with USACE in Afghanistan, Project Manager, Construction Manager, and Emergency Operations with the U.S. Corps of Engineers, Company Commander of the 1-48 Infantry Battalion, Squadron Commander and Executive Officer of the U.S. Army Special Operations Command Headquarters in Fort Bragg, and Deputy Brigade Commander of the Schofield Barracks 130 Engineer Brigade, he maintains a diverse history of contributions that have and continue to empower communities across borders. In consistently rising to answer the call of service over the years, Lt. Col. Marshall has tirelessly worked to meet critical engineering and construction needs in locations such as the Philippines, Hawaii, the provinces of Paktya, Paktika, Ghazni, and Khost, and New Orleans in the aftermath of Hurricane Katrina. Moreover, he has assumed vital roles in realizing successful deployment missions in Iraq, Afghanistan, Libya, and Syria in addition to raising up a new generation of leaders and visionaries as a Course Director and Assistant Professor of Physics at the U.S. Military Academy.

In over two decades with the Department of Defense, Lt. Col. Marshall has not simply trained thousands of enlistees, supervised thousands more personnel, realized hundreds of domestic and international projects, and managed billions of dollars in funding--he has cultivated an outstanding record of going above and beyond for others. In his capacity as Commander of the USACE Honolulu. District, Lt. Col. Marshall and his team established strong working relationships and communications channels with Guam leaders. More specifically, our Guam Congressional Office collaborated closely with USACE to advance the resolution of longstanding community health and infrastructure challenges relative to the construction of a new Guam Medical Campus and island-wide erosion issues. His recognitions including numerous campaign medals, a Bronze Star Award, and USACE Agency 2022 Federal Engineer of the Year Award are a further testament to his distinction as a force of positive transformation.

Madam Speaker, I rise on behalf of the People of Guam, offering my deepest appreciation for his dedication to our island, region, and country. Throughout his career, and especially through his leadership with USACE, Lieutenant Colonel Eric S. Marshall has admirably brought new meaning to the Anny values of loyalty, duty, respect, selfless service, honor, integrity, and personal courage. Moreover, he has established a lasting legacy of ingenuity and outcomes charged with purpose. I sincerely thank Lieutenant Colonel Eric S. Marshall for his many years of service and sacrifice, congratulate him on his well- earned retirement, and wish him and his wife Ali the best during the next chapter of their lives.

Madam Speaker, I rise today to commend and congratulate Stephane Camacho Concepcion on being selected as the 2023 Guam Department of Education (GDOE) Teacher of the Year. Stephane is an exceptional teacher whose passion for service, dedication to our youth, and commitment to holistic community growth have and continue to leave a lasting impact on our people, island, and future.

The prestigious Teacher of the Year Program has recognized teachers in Guam since 1969 for their excellence in teaching and contributions to community. In addition to highlighting both teachers' extraordinary work and the importance of a quality education system, the national platform provides educators with unique opportunities to represent and lead our district in elevating its classroom standards and practices. After a rigorous nomination, evaluation, and observation process,

Stephane was selected from among six finalists and now joins a cohort of esteemed teachers from across the nation as Talofofo Elementary School's first award recipient in 52 years.

Early in life, Stephane understood the value of education; growing up, her mother, grandparents, and mentors made it a point to emphasize that learning should be a priority. Yet it wasn't just a lesson she was told--it is a fundamental truth she witnessed firsthand. As a young girl, Stephane routinely helped prepare her aunt's classroom for the new school year and saw how her dedication outside of it deeply affected the lives of her students. Stephane's first-grade teacher also drew compelling connections between education and fun that further nurtured her love for learning and desire to make a difference. Paired with her aspirations for purpose-driven service, these formative experiences propelled Stephane onto a path that similarly shapes children's educational journeys. After receiving her high school diploma at the Guam Community College, she earned a bachelor's degree in Early Childhood and Elementary Education from the University of Guam (UOG). She then returned to the university and went on to obtain two master's degrees in both Administration & Supervision and Reading.

Today, Stephane celebrates over 16 years of teaching with GDOE and as demonstrated throughout her career, she has and continues to both redefine and reimagine the vital role of a teacher in empowering communities. Beyond ensuring her students are adequately supported with uniquely tailored instructional styles and assistance, her leadership within the larger school system has meaningfully contributed to improving the learning experience for countless Guam students. As both a curriculum coordinator and school site instructional coach, Stephane has extensively collaborated with educators across the island, advocated for the evolving needs of our children, and worked diligently to stand up a robust school community by cultivating greater relationships and communication with parents, faculty, staff, and students.

On behalf of the People of Guam, I would like to extend a sincere congratulations to Stephane Camacho Concepcion. Her unwavering commitment to collaboration, collective progress, and student-centered success both underscores the criticality of education for all and inspires learners and educators alike to similarly rise as catalysts for positive transformation. Stephane's selflessness, passion, and determination to meet students where they are to best help them get to where they can and dream to be offers renewed hope in the achievements we can realize through heart and hard work, and I wish her the best on the rest of her professional journey.

Madam Speaker, I rise today to recognize Guam's Natibu Dance Academy (Natibu) for their exceptional talents, acclaimed performances, and outstanding commitment as ambassadors of our island community, CHamoru heritage, and vibrant Pacific region. I would like to further congratulate Dr. Benjamin ``Benjie'' Santiago for over 27 years of leadership in advancing the Hafa Adai spirit beyond Guam's shores by fostering the skills and passions of countless dancers through the Academy.

Impassioned with a mission to cultivate greater cultural diversity in dance, Dr. Santiago founded Natibu in 1995. From a humble summer camp at the Barrigada Community Center to success on numerous international stages, the group that once consisted of only 21 students has grown into a thriving agent of CHamoru pride, learning, generosity, and excellence. Uniquely navigating a mix of CHamoru, Hawaiian, Tahitian, and Maori genres, Natibu is a visionary force in the world of traditional dance. Dr. Santiago's certifications by the late Uncle George Lanakilakeikiahiali'i Na'ope and Al Makahinu Barcarse as Kumu Hula in 1999 and 2002 respectively, further strengthen his ability to explore new opportunities for Natibu dancers to rise as champions of artistic discovery.

The numerous recognitions Natibu has garnered throughout the years illustrate the distinction with which they represent Guam. In addition to earning the Governor's arts awards and Hafa Adai spirit award, the group has obtained several top placements in the local Guahan Asia Hula Festival and Dinanna' Minagof Chamorro Dance Competitions. With Honorary 1st and Overall Championship titles at Oahu festivals including the Keiki Hula Competition, King Kamehameha Hula Competition, Hula `Oni Festival, and the E Ho'i Mai I ka Piko Hula World Invitational, they also maintain a fine record of elevating Guam's presence among international communities. Moreover, they have tirelessly pursued greater connections with places as far as Taiwan, China, Japan, and the Philippines through various promotional collaborations with the Guam Visitors Bureau.

On behalf of the People of Guam, I would like to extend a sincere congratulations to the Natibu Dance Academy for their many years of service to our island, region, and larger Pacific family. The traditions and stories they share through the art of cultural dance admirably empower our community, enrich others, and inspire many more to similarly honor the histories inscribed on our Pacific peoples. I further commend Dr. Benjamin ``Benjie'' Santiago for his dedication to developing novel connections between cultural revitalization, transpacific identity, and the gifts and talents of our youth. It is truly an honor to join both Natibu and Dr. Santiago as they celebrate nearly three decades of achievements and growth, and I look forward to seeing the next chapter of their journey as they continue to elevate CHamoru and Pacific voices.

Madam Speaker, I rise today to commend and congratulate Michelle De Guzman on being selected as a recipient of the Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST). Michelle is an exceptional teacher whose dedication to our youth and commitment to our education system have and continue to shape the future of our island, inspire others, and make a difference in her field, our community, and the world.

Administered by the National Science Foundation on behalf of the White House Office of Science and Technology Policy, the PAEMST are the highest honors awarded specifically to K-12 STEM teachers by the United States Government. With evaluation on numerous criteria, such as deep content knowledge, pedagogical skills, student assessment expertise, reflective teaching, and leadership approaches for improved student learning, awardees undergo an extensive nomination and selection process that highlights excellence in its fullest definition. As this year's recipient for the collective U.S. Territories, Michelle joins 101 other educators from across the Nation as new additions to the PAEMST cohort--a group recognized since 1983 for consistently going above and beyond to make an impact in their classrooms, in students' lives, and in their larger profession.

Although Michelle's post high school plans did not initially involve teaching, her passion for education was undeniable. Raised by a family of educators and inspired by the very teachers and mentors that guided her along her personal journey of success, Michelle navigated a path all her own to impart the value of learning, excitement of discovery, and power of confidence to her students, Michelle earned a bachelor's degree in elementary education at the University of Guam then went on to graduate with distinction from Liberty University in 2013 with a master's in teaching and learning. She further obtained certification as a K-5 elementary Master Educator and professional endorsement in music for grades 6-12. In answering the call to uplift the next generation of decisionmakers and dreamers, Michelle has dedicated over 13 years to the Guam Department of Education as an Instructional Coach and teacher at the Liguan, Juan M, Guerrero, and Upi Elementary Schools. Moreover, she has worked with PBS Guam as the literacy kindergarten teacher, developing education videos for public broadcasting.

Over the course of her career, Michelle has made it a point to ensure she does not cultivate success in her classroom alone. Rather, she strives to be a catalyst for widespread achievement through numerous other community roles as well. In addition to serving as a STEM/NGSS teacher representative on her school's curriculum and instruction leadership team, grade level chairperson, and participant in the GDOE Technology Standards and Enhancing Education through Technology projects, Michelle has also assumed critical positions as part of the standards-based grading cadre, family and community engagement committees, and assistant coordinator in school-level science fairs. With recognitions such as a Sylvan's Favorite Teacher Award, Superhero Award presented by the GDOE Superintendent and Guam Education Board Chairman, selection as a finalist for the 2021 Guam Teacher of the Year Award, and two Teacher Wish List Grants, Michelle's countless accolades offer only a glimpse of her outstanding character and contributions.

Her personal undertaking to elevate research, innovation, and discovery through music and movement uniquely push the boundaries of creativity in the classroom, leave a lasting impression on the lives of our youth, and redefine the educational standards of our nation. Her ingenuity and determination foster new hope in the future we can realize through impassioned service, and I wish her the best on the rest of her professional journey.

Madam Speaker, I rise today to honor the life and legacy of former Speaker and Associate Justice, Joaquin ``Kin'' Camacho Arriola. Speaker Arriola was an inspiring leader, esteemed public servant, and unwavering advocate for the People of Guam. Beyond his roles as an attorney, judge, and senator, our community will fondly remember him as a pillar of progress who devoted his life to our island's social, political, and economic transformation.

When Speaker Arriola was 16 years old, the Japanese invasion and occupation of Guam brought the War in the Pacific to our very shores. Amid the atrocities and adversity of a war-torn island, however, he displayed incredible tenacity, courage, and fortitude that poured into the rest of his career and lifetime. In addition to surviving as part of the Greatest Generation of Guam, he led a squad of the 77th Infantry Division of the U.S. Army carrying out post-war cleanup operations. Shortly thereafter, Speaker Arriola completed his studies at George Washington High School then went on to graduate cum laude from the College of St. Thomas in Minnesota. In the years that followed, he pursued a Juris Doctor at the University of Minnesota Law School and upon graduating in 1953, he made history as one of the first CHamorus to earn a law degree--later obtaining admission to the Bars for Minnesota, Guam, the U.S. District Court of Guam, Trust Territory of the Pacific Islands, U.S. Supreme Court, Commonwealth of the Northern Mariana Islands, and U.S. District Court of the Northern Mariana Islands.

Determined to realize a better future for our island and people, Speaker Arriola returned home with the tools and confidence to rise as a champion for Guam's civil rights and greater self-governance. Over the course of his 67- years long career, he served at the forefront of our island and region's legal history. In addition to founding Arriola Law Finn, one of the oldest established law offices in Guam, Speaker Arriola represented numerous government agencies, litigated hundreds of cases across the Marianas, and served on the bench as an Associate Justice of the Guam Supreme Court. He also served as an elected senator in the 3rd and 4th Guam Legislature, Legislative Counsel and Parliamentarian for the following 5th, 6th, and 7th, and Speaker of the 9th and 10th legislatures, advancing policies to establish Guam's comprehensive civil, criminal, and legal structures.

Speaker Arriola's extensive community involvement further illustrates the unconditional commitment he maintained to and for our people. In addition to serving as President of the Guam Bar Association, Chairman of the Democratic Party, Territorial Planning Commission, and the Guam Housing and Urban Renewal Authority, he served as Executive Committee Chairman for the Pacific Conference on Legislators as well. Moreover, Speaker Arriola played instrumental roles in the formation of the Bank of Guam, as part of the Bank Pacific Board of Directors, and in the historic movement against the establishment of a Federal Comptroller position for the island. The outcomes he helped realize are a fundamental part of both our CHamoru and national story, and over the years these profound contributions have been recognized with a Guam Judiciary Hustisia Award, Cristobal C. Duenas Excellence Award, Governor's Award, Legislative Resolution, and University of Guam Doctor of Laws, Honoris Causa.

Joaquin ``Kin'' Camacho Arriola is an icon of justice whose near century of life is materially intertwined with the history and future of our Marianas archipelago. The visionary leadership he embodied will perpetually inform the

affairs of governance and inspire the lives of many throughout our region. My family and I wish to extend our hearts and prayers for him and his family, and I join the People of Guam in remembering and celebrating his life and legacy of selfless service, unwavering advocacy, and tireless dedication to give back to the home and people that raised him. He will be deeply missed, and his love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to recognize Guam's Stargazers Dance Troupe for their extraordinary talents, awarded performances, and continued commitment as ambassadors of our island community. I would like to further congratulate Mr. Mark Gonzales for thirty years of leadership in fostering the talents, skills, and passions of rising Guam dancers through his company.

As a young freshman in high school, Mark's passion for dance fueled his desire to invest in himself and others. When the original founder of Stargazers was faced with the choice to permanently close its doors, Mark committed to re-establishing the dance group and promoting its growth in 1992. With humble beginnings traced back to rehearsals in Mark's garage and on Guam's beaches, the company has dramatically emerged as a vital force in our dance and larger island communities. In addition to hosting countless company productions and workshops for the public to enjoy, our people have had the opportunity to witness a wide range of performances from the group at local festivals and other events held in places like the Guam Premier Outlets, Micronesia Mall, and Agana Shopping Center.

Moreover, the Stargazers Dance Troupe has successfully collaborated with other organizations. This notably includes work with the Guam Allied Dance Force in producing a 2020 virtual Christmas dance festival to celebrate the season of giving, benefit the Salvation Army Guam, and uplift the spirits of the People of Guam amid the challenges and uncertainties imposed by the COVID-19 pandemic.

Over the years, Stargazers have used their gifts and talents to elevate our island's presence abroad. From performing on national television in the Philippines, to earning numerous national championships in the U.S. and Canada, and taking the stage at California Disneyland and Disney World, Florida, they have proudly represented Guam, garnered many national and international awards, and showcased to the rest of the world the greatness to be discovered in our small region of the Pacific. Their recent accomplishments in the 2019 Luv 2 Dance Competition have distinctly lengthened an already extensive list of accolades. After facing off against a wealth of other experienced competitors, Guam's Stargazers rose to the top as Large Group National Champions while simultaneously obtaining the Top National Sapphire Studio Award, Best Choreography Award, and the first- ever Legacy Award--an award created to recognize an outstanding dance group that made an impact, demonstrated showmanship and studio spirit, and developed meaningful connections with other dancers throughout the week of competition.

On behalf of the People of Guam, I would like to extend a proud congratulations to our Stargazers for their success in earning national and international recognition across competition and entertainment platforms. Dancing is a form of art and expression that truly provides the opportunity to connect with, empower, and inspire others, and I applaud the Stargazers Dance Troupe for continuously accomplishing these objectives. I further commend Mr. Mark Gonzales for his dedication to encouraging generations of Guam's youth with the space to learn the value of hard work, cultivate their passions, and pursue their dreams. It is truly an honor to watch the Stargazers Dance Troupe story unfold, and I look forward to seeing the next chapter of their journey as they set out to represent our island once again in Atlantic City's That's Entertainment Performing Arts Competition in July.

Madam Speaker, I rise today in recognition of Autism Awareness Month. During this month of April 2022, we take the time to recognize our autism community while reflecting on the ways we can improve our efforts to foster awareness, cultivate acceptance, and facilitate change for individuals and families affected by autism. I would like to further commend Guam's Autism Community Together (ACT) for their continued leadership in advancing these very priorities both over the past month and year-round.

Autism Spectrum Disorder is a complex, lifelong developmental disability that can cause significant social, emotional, communication, and behavioral challenges. It is the fastest-growing developmental disability in the United States, with a prevalence that has risen from 1 in 125 children in 2010 to 1 in 54 in 2020. This disorder affects more than 70 million people worldwide, and in Guam, 273 students within the Guam Department of Education have autism. However, this number does not include hundreds of others on our island who are adults, students outside of the public school system, and those that may be undiagnosed.

The entire world has shared in over two years of innumerable challenges imposed by COVID-19, but it is of the utmost importance that we do not let this hinder us from extending compassion and care to others. Groups like the autism community face a unique set of obstacles that have been exacerbated by the global pandemic, and it is critical that we remain steadfast in actively working to improve the quality of life for individuals with autism and their families. Over the years, we have made strides in increasing autism awareness, but much more lies ahead for us to accomplish. Part of this work includes a commitment to bridging the gap between mindful awareness and meaningful action. With a collective effort to drive the movement forward by connecting the two, we can simultaneously break down stigmas and build a society which accepts and appreciates all people. Moreover, by supplementing awareness with more opportunities in education, employment, accessible housing, affordable health care, and comprehensive long-term services, we can ensure that people with autism have the tools to live fully in all areas of life.

ACT has tirelessly advocated for these objectives since 2004, and this year, they have admirably brought the 2022 theme, ``Every Piece Matters--Accept & Support Autism,'' to life with various events and projects for the entire island community to participate in. Namely, they hosted an Autism Awareness Wave and Parade, their annual Autism Awareness Fair, a Funtastic Park Day, a Family Duck Ride Adventure, Movie Day, Bowling Day, 2K/5K Sunset GLOW Run, and a Mass of Thanksgiving. They are also scheduled to host a Golf Tournament today and have maintained a vital platform for our local legislature and administration to recognize the autism community.

Madam Speaker, I am honored to reflect upon the importance of coming together as a community and supporting those who have been affected by Autism Spectrum Disorder. Moreover, I am humbled to serve in pursuit of a more inclusive society which fosters understanding and celebrates our differences. On behalf of the people of Guam, I thank Autism Community Together as well as other non-profit organizations, government agencies, service providers, support vendors, and community partners across the island who are committed to providing the information, resources, programs, and services necessary for

meeting the unique needs of our autism community. I look forward to their future contributions and the change we can affect for individuals and families in Guam and throughout the Nation.

Madam Speaker, I rise today to honor the life and legacy of Adriano Baza Pangelinan. Adriano was a pioneer of contemporary art and esteemed ambassador of Guam whose love for our island and people has and continues to resonate in countless ways. We will fondly remember him as a talented visionary that has helped shape the history and revitalize the spirit of artistry for our community.

As a student at George Washington High School, Adriano launched a distinguished art career at an early age. In the late 1960s, Adriano's undeniable talent, understanding, and use of color compelled his art teacher to submit several of his works to various national and international student art shows. Garnering much attention and acclamation from throughout the world, 17-year-old Adriano was invited to the Chautauqua Institute Art Exhibit in New York State. Shortly thereafter, knowledge of his name and work began to spread. An article about him was published in the New York Times, he was invited to exhibit a one-man show at the San Francisco Museum of Modem Art, and he received numerous other exhibition invitations from places such as Japan and Texas.

Passionate about elevating his creative skills and work, Adriano earned his Master of Fine Arts degree in painting from Southern Illinois University in 1973. By then, he had captivated a worldwide audience and obtained international recognition. Yet instead of taking his wisdom and expertise abroad, he chose to return home to give back to the very people and island often at the center of his vivid watercolor pieces. Upon his arrival, he took on a role as a professor of art at the University of Guam up until his retirement in 1993. For two decades he served as a teacher and mentor--supporting generations of young artists along their personal paths of success. Today, the distinctive colors, perspective, and character embodied in Adriano's work can be found in many local public spaces including Guam's A. B. Won Pat International Airport, the Guam Legislature, King's Restaurant, Pacific Islands Club Resort, Guam Hilton Hotel, and numerous other hotels. With themes ranging from island customs and daily activities to architecture and homes, they persist as stunning reminders of the beauty that he saw, and we can similarly discover, in our lives, history, and culture.

Adriano Baza Pangelinan is an icon of ingenuity who continues to inspire emerging artists and appreciators alike. My family and I wish to extend our hearts and prayers for Adriano, his wife Shiela, children Adriano, Carlos, Marilyn, Sean, and Dano, and the rest of their family and friends, and I join the People of Guam in remembering and celebrating his life and legacy of remaining grounded in one's community and roots no matter where their success may take them. Though Adriano will be deeply missed, he will be welcomed at the Heavenly Gates by his dear mother Pilar, father Vicente, siblings Cristobal, Abelina, Enrique, and Jose, and daughter Filomena, and his love and memories will forever remain in the hearts of the People of Guam.
