Madam Speaker, I rise today to honor the life and legacy of Paul San Nicolas Shimizu. Paul was an esteemed visionary, outstanding ambassador, and true pillar of our community. Our people will fondly remember him as a passionate leader who aspired to cultivate a greater quality of life for our island and region by forging connections with the rest of the world.

As the youngest son of the late Ambrosio Shimizu, Paul joined his father and brothers in elevating their four-generation family business, Ambros, Inc., into a catalyst of prosperity for all those whose lives it touched. Contributing to its significant expansion, alongside increased opportunities for many throughout our region, he brought new meaning to their company slogan, ``Generations Serving Micronesia.'' In addition to having learned every aspect of Ambros, Inc., risen as its Corporate Secretary and joint owner, and spearheaded iconic sports and entertainment events for the island public, he further dedicated his work toward the growth of the company's subsidiaries, Marianas Pacific Distributors, Inc., Shimbros Inc. in Palau, Shimbros Audio, and American Samoa, Inc. Moreover, as appointed Vice Chair on the Board of Directors for the Guam Visitors Bureau with critical roles as chair for the North America, Pacific and Philippines Marketing and Sports and Events Committees and vice-chair of the Air Service Development and Japan Marketing Committee, he materially advanced Guam's tourism industry and fostered its ties to government and community.

Paul's influence within our community also extended beyond the business sector. With a passion to showcase Guam's people, talent, and greatness to the rest of the world, he was an ardent supporter of musicians. He worked to transform Shimbros into more than a music production company by facilitating music lessons for almost any instrument to generations of islanders in addition to hosting historic concerts for international artists such as Toto, Skid Row, Santana, Maxi Priest, Reggae Sunsplash, Mike Love & The Beach Boys Touring Band, and UB40. An accomplished Team Guam basketball gold-medalist himself, he also recognized the importance of creating spaces for our athletes to rise as fierce opponents and champions on the world stage. This was partly demonstrated by the guidance and support he offered to his nephew, Steve, in establishing the Marianas Open--a recognized Brazilian jiujitsu competition for all ages--as well as his consistent sponsorship of numerous professional boxing matches, soccer leagues, and other sports organizations and activities. His devotion to others also materialized in numerous philanthropic endeavors including involvement with the IRecycle program, charitable giving, and other worthy causes.

Paul San Nicolas Shimizu admirably embodied the Hafa Adai spirit and CHamoru value of inafa'maolek with humility and distinction. His unwavering zeal to put Guam on the map for our region, nation, and world to see continues to inspire many throughout the island, and I join the People of Guam in remembering and celebrating his life and legacy of commitment to serving community at the unique intersections of one's skills, opportunities, and interests. My family and I wish to extend our hearts and prayers for Paul San Nicolas Shimizu, his wife, Jeni; their children, Toby, Carlos, Lucas, Pilar, and Diego; the rest of their family, and friends. He will be dearly

missed, and his love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to commend and congratulate Dr. Benjamin ``Benjie'' Santiago on being selected as

the 2021 Guam Department of Education (GDOE) Teacher of the Year, and further recognize him for continuing his reign as the 2022 GDOE Teacher of the Year. Dr. Santiago is an exemplary teacher whose commitment to service and devotion to community have and continue to inspire our youth, foster great leadership, and expand opportunities for our island students to lead successful lives.

The Teacher of the Year Program is the oldest and most prestigious national honors program focused on recognizing excellence in teaching. Providing a platform for highlighting both the extraordinary work and dedication of educators across the country and the importance of quality education in the futures of our youth, island, and nation, this program has uniquely directed community accolades to outstanding teachers in Guam since 1969. Following a rigorous nomination, evaluation, and observation process, Dr. Santiago was awarded the honor from among six finalists.

Dr. Santiago first discovered his passion for teaching when he took on roles as an instructor at cultural dance academies and a local fitness organization. Embracing his calling to help others on their personal paths of achievement, he navigated an extensive teaching career that has resulted in what is now 27 years with GDOE. In 1993, Dr. Santiago earned his Bachelor of Arts in Secondary Education from the University of Guam. He then went on to earn his master's and doctoral degrees in education and educational leadership from the University of Portland and Argosy university respectively. Today, Dr. Santiago celebrates over 15 years of service to students and colleagues as a cultural dance and journalism teacher at Agueda I. Johnston Middle School.

As demonstrated by his countless achievements, Dr. Santiago has consistently gone above and beyond his duties within the school system. In addition to collaborative curriculum and intervention development for holistic student success, Dr. Santiago has served as an in-house mentor for new teachers, coordinated cultural events for his school community, and successfully trained a school choir to earn 3 gold medals in a CHamoru language competition. Further, he is a trailblazing force that has created curricula for Cultural Arts and Dance for all secondary grade levels, introduced a new method to simultaneously teach cultural dance to both face-to-face and online learners amid the ongoing COVID-19 pandemic, and developed a new CHamoru language program with support from local government agencies. Most impressive, however, is his personal undertaking to establish deeper understanding and awareness of cultural concepts as an inherent part of Guam's public education.

On behalf of the People of Guam, I would like to extend a sincere congratulations to Dr. Benjamin Santiago. His combined approach to advocate for both students and culture both challenges the traditional definitions of learning and success within the four walls of a classroom and better equips our youth to pursue any endeavor they dare to dream. Dr. Santiago's perseverance, ingenuity, and zeal to secure the best for our students encapsulates the limitless potential available to communities that work together in service of each other, and I wish him the best on the rest of his professional journey.

Madam Speaker, I rise today to honor the life and legacy of Master Weaver Florentina ``Floren'' Meno Paulino. Master Weaver Paulino, or ``Tan Floren'' as she is affectionately known, was an esteemed artist, pillar of CHamoru tradition, and fountain of wisdom for the People of Guam. Our community will fondly remember her as a woman whose generous spirit and commitment to cultural preservation have and will continue to extend far beyond the fringes of her woven works.

As a young girl having grown up as part of the Greatest Generation of Guam, Tan Floren learned the basic skills of weaving from her father to contribute to her family and community. From baskets to mats, woven items were a significant part of daily life for CHamorus. By age twelve, Tan Floren began crafting items such as guagua' nengkanno' and tuhong siha--respectively translated as food baskets and hats. As she continued to learn and develop her skills, the knowledge she obtained from family and friends brought her to a level of proficiency required for weaving decorative items such as paluma, uhang, adothonulu, and inareklan flores--otherwise known as birds, shrimp, head bands, and floral arrangements. Over the years, her continued practice and growth paved the way for her to rise as a traditional master weaver specializing in plaiting coconut palm and pandanus leaves into utilitarian and decorative items.

Navigating new opportunities to pass on the traditional art of weaving, Tan Floren found a home in the Gef Pa'go Cultural Village where she could demonstrate her skills. For decades, she taught traditional weaving methods and articles for tourists, guests and student visitors alike. This passion for sharing knowledge with and empowering others poured out into other areas of her life as well, having retired from the Government of Guam after years of service at Inalahan Elementary School, lnalahan Middle School, and Talo'fo'fo Elementary School. She further maintained an active role in community life by participating in numerous cultural events across our island and region throughout the year. Moreover, she received formal recognition as a Master Weaver by the Guam Council on the Arts and Humanities Agency (CAHA) in 1997 as part of the Masters of CHamoru Tradition poster series.

Master Weaver Florentina ``Floren'' Meno Paulino is an icon of resilience who continues to inspire many throughout our island and region to remain steadfast in their pursuits of ancestral knowledge and indigenous rediscovery. Her tireless dedication to perpetuating the values of life, family, and culture central to our CHamoru identity resonate acutely with me, and I join the People of Guam in remembering and celebrating her life and legacy of deep-rooted community service. My family and I wish to extend our hearts and prayers for Master Weaver Florentina ``Floren'' Meno Paulino, her family, and friends. She will be dearly missed, and her love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to recognize the University of Guam (UOG) and join the People of Guam in celebrating both its 70th Anniversary and 54th Charter Day. I extend my sincere congratulations for their decades of achievements and commend them for their countless contributions as a leader in the continued transformation of our local and global communities.

UOG Charter Day is an annual celebration that marks the 1952 founding of the institution and 1968 signing of the charter that renamed the Territorial College of Guam as today's University of Guam. In the years since then, the institution has remained an unwavering force in building strong educational foundations, fostering a breadth of opportunities for personal and professional growth, and creating new spaces for our people to rise as leaders in every level of society. From healthcare and education to business and public administration, every aspect of life on Guam has been deeply impacted by the very students, alumni, faculty, staff, and administration of UOG. Having earned an unprecedented 16 years of continuous accreditation, maintained an outstanding reputation as the only four-year U.S. accredited land-grant institution in the Western Pacific, and conferred over 19,914 degrees to its students, the University of Guam is an instrument of positive change that will continue to shape our island, region, nation, and world in the future ahead.

This year's Charter Day theme, ``Charting a Course for New Horizons,'' and platinum anniversary theme, ``70 Years of Transforming lives and Advancing Communities,'' further speak volumes about the ways in which UOG uniquely embodies its mission to enlighten, discover, and serve. Consistently taking its commitment far beyond the confines of academics and research, the institution has navigated a critical role in supporting the evolving needs of our community. Most recently, this has materialized in the provision of a central island vaccination clinic, personnel support for widespread community testing, online COVID-Ready Caregiver courses, tele-health counseling services, COVID- 19 tele-education, a health clinic and outreach events, and COVID-19 awareness presentations in partnership with numerous community-based organizations, the Guam Army National Guard, and Guam Department of Public Health and Social Services over the course of the COVID-19 pandemic.

Madam Speaker, the University of Guam is a pillar of excellence and beacon of promise for generations past and generations more to come. Once again, I would like to congratulate the University of Guam for seventy years of

service, and I look forward to witnessing the continued progress this fundamental institution will realize for the People of Guam and our region.

Madam Speaker, I rise today to honor the life and legacy of Dr. Olivia Leola Torres Cruz. Dr. Cruz was an esteemed leader, selfless advocate, and dedicated servant to the People of Guam. Our people will fondly remember her as a trailblazing force that meaningfully contributed to shaping our island's healthcare sector and improving the lives of countless others throughout our island.

Widely recognized for her historic achievement as Guam's first female CHamoru physician, Dr. Cruz navigated a path unpaved with unwavering courage and determination. As a young girl that had endured World War II, her education was interrupted. Yet upon its conclusion she remained steadfast in her resolve to excel in school, consistently passing bi- annual examinations to elevate her grade level. After graduating from George Washington High School as one of its Top Ten scholars in 1953, Dr. Cruz moved thousands of miles away from home to pursue an undergraduate career at the University of Wisconsin. She then continued with graduate level research and courses in chemistry at the University of Cincinnati and, in 1962, graduated from the Women's Medical College of Pennsylvania. Shortly after medical school, Dr. Cruz went on to complete an internship at the Denver General Hospital in addition to residencies for internal and pulmonary medicine at the Denver General Hospital, Herman Houston Hospital, and Allegheny General Hospital respectively.

Though Dr. Cruz pursued her professional education in the continental United States, she kept her people at the forefront of her mind and proudly held her identity as a daughter of Guam close to her heart. In 1967 she returned home impassioned with a mission to increase our community's access to medical care. From serving at the Guam Department of Public Health and Guam Memorial Hospital (GMH) to collaborating with the National Institute of Health Research Station as a consultant on lytico-bodig research, a neurodegenerative disease endemic to the CHamoru people, Dr. Cruz devoted her expertise, talents, and decades of work toward standing up a system of care that holistically addresses the needs of our island. This commitment to community is further demonstrated in her persistence to serve as many people as possible by opening her very own private practice clinic, wherein she often provided care to those who could least afford it, and continuing to work part time at GMH despite having retired from government service in 1998.

Beyond her professional capacities, Dr. Cruz embodied a strong sense of character, unquestioningly prioritizing others before self--a notable example of which was illustrated by her heroic actions to save three individuals who had been involved in an incident in which a twenty-ton compactor toppled over a two-hundred-foot cliff. Without hesitation, Dr. Cruz climbed twenty-five feet down the face of the cliff to render first aid to the injured operator and had them hoisted up to the surface first. Her personal undertaking to lead with compassion is both evident over the course of her lifetime and serves an inspiring blueprint for the many women today who similarly endeavor to pursue a career in medicine.

Dr. Olivia Leola Torres Cruz is an icon of servant leadership and unconditional compassion who poured her heart into securing a better health future for our people. As Women's History Month and Mes CHamoru come to a close, it is further fitting that we reflect on the meaningful contributions of leaders like Dr. Cruz, whose life and legacy have and continue to impact the story of our island community. We extend our deepest condolences to her husband, Dr. Robert Haddock, their children, Michele and Ray, their grandchildren, Robert, Olivia, Francisco, Carlos, Gregorio, Stephen, and Jose, and the rest of their family and friends, and join the People of Guam in remembering and celebrating her life and legacy of selfless service. Dr. Cruz will be deeply missed, and her love and memories will forever remain in the hearts of the People of Guam.

Madam Speaker, I rise today to recognize the Hilton Guam Resort & Spa as they celebrate their 50th anniversary. I extend my sincere congratulations for their decades of outstanding service and commend them for their contributions as a leader in Guam's tourism industry.

Having opened its doors in February of 1972, Hilton Guam Resort & Spa was the first international 5-star hotel that arrived on our shores. As a pioneering force in the island's tourism history, the Guam Hilton meaningfully elevated the industry and catalyzed its emergence as one of this day's leading economic drivers. The growth they have accomplished over the years has directly improved the quality of life for the people of Guam, providing thousands of job opportunities, significantly reducing resident household taxes, and facilitating greater connections with a diverse global population. The hotel group has further demonstrated their steadfast commitment to our community with stay offerings and employment prospects uniquely available to residents amid the challenges of the ongoing COVID-19 pandemic.

Now a major tourist destination and melting pot of cultures, Guam proudly shares our Hafa Adai spirit and island hospitality with visitors from Japan, Korea, and other countries across the world. Madam Speaker, I express my deepest gratitude to the Hilton Guam Resort & Spa for their dedication to supporting the local public while fostering the island's relationships with international communities. Madam Speaker, I rise today to honor a true public servant, Brigadier General Roderick R. Leon Guerrero and congratulate him on his retirement from the Guam Army National Guard (GUARNG) after 34 years of service to our island and nation.

Launching his military career in 1985, Brigadier General Leon Guerrero enlisted as a Private First Class. Determined to advance both his education and position in the ranks, he then entered the Army ROTC program at the University of Guam and was commissioned as a second lieutenant three years later. After earning his bachelor's degree in Political Science, he sought continued growth in knowledge and experience--paving a path from Combat Medic to Specialist, Cadet, and onto numerous assignments as a commissioned officer. His lasting contributions were catalyzed through his roles as an Intelligence Officer, Executive Officer for a Headquarters Company, Military Police Company Commander, Personnel Officer, Assistant Professor of Military Science, Recruiting and Retention Manager, Deputy G3 Officer, Plans, Operations, and Military Support Officer, Civil Support Team Commander, J3 Officer, and J1 Officer. Moreover, he maintains an impressive military education bolstered by a Security Managers Course at the National Defense Institution, Military Police Officer Basic Course, Adjutant General Officers Advanced Course, Combined Arms Staff Service Course, Command and General Staff Course, and Embedded Military Transition Training Course in addition to numerous other trainings and the completion of programs hosted by Harvard University and the Army Strategic Education.

After earning his master's in Strategic Studies from the U.S. Army War College, Brigadier General Leon Guerrero emerged as a pillar of leadership for our community with unwavering resolution. In addition to supporting Operation Enduring Freedom as part of the first Embedded Training Team from the GUARNG to Afghanistan, he embodied excellence in service as Chief of Joint Staff for the Guam National Guard (GUNG). As a Director of Military Affairs and Personnel, he further utilized his extensive experience, valuable specialties, and-incomparable integrity to develop our National Guard into a world-class organization. By 2015, he was selected to serve as the Adjutant General of the GUNG, where he advised the Governor of Guam on military affairs. In this capacity, he was also responsible for ensuring more than 1,500 Guardsmen were accessible, capable, and ready to deploy on island in response to emergencies and provide combat ready servicemembers to the U.S. Army and Air Force.

With a long list of recognitions that include a Legion of Merit, Bronze Star, Meritorious Service, Army Commendation, Army, Airforce, and Army Reserve Components Achievement, and Afghanistan Campaign Medals, National Defense, Global War on Terrorism, and Humanitarian Service Medals, Army Service, Overseas Service, and NATO Ribbons, and Combat Action and Parachutist Badges, Brigadier General Leon Guerrero's countless decorations only illustrate a glimpse of his outstanding character and selflessness. His induction into the prestigious Cadet Command Hall of Fame in Fort Knox, Kentucky further demonstrates his distinguished background in both military and civilian pursuits and manifold contributions to the nation, the Army, and the history and traditions of the Army ROTC program.

Throughout his career, Brigadier General Roderick R. Leon Guerrero has never failed to lead by example. Strengthened by his wife, Mary, his sons Jared and Broderick, and his daughter Crystal, he cultivated a fine career rooted in collaboration, problem solving, and results. He served with an astounding commitment to self, others, nation, and the American Dream, and continues to inspire many members of our community with his legacy of integrity and respect for others in all endeavors. Madam Speaker, I rise on behalf of the People of Guam, offering my greatest appreciation for Brigadier General Leon Guerrero's commitment to our country. I sincerely thank him for his many years of service and sacrifice, congratulate him on his well-earned retirement, and wish him the best during the next chapter of his life.

Madam Speaker, Guam would like to begin by thanking the committee chairman for his leadership on this measure, as well as the ranking member, the gentleman from Arkansas, for the unanimous support of the committee for this legislation, H.R. 2899, and the majority leader for us being able to bring this measure to the floor today.

Madam Speaker, this bill would authorize the National Park Service to conduct a study throughout the territory of Guam to identify sites that will be eligible for designation as national heritage areas.

The first such designation occurred in 1984, signed into law by President Ronald Reagan. Since that time, 54 other sites throughout the country have been so designated as national heritage areas, enjoying the rightful support of this Federal Government to preserve, promote, and enhance the significance of these sites in the fabric of America.

Madam Speaker, Guam, in relation to our capital, is our westernmost territory, situated closer to Asia than America. Our island possesses one of the largest contiguous coral reefs in the country; a deep history that includes sites of Imperial Japanese occupation, devastation, and decimation during World War II; over 300 years of Spanish colonization and subjugation; 124 years as a U.S. possession; and 3,000 years of present-day indigenous history carried on by the indigenous CHamoru people, who this month recognized CHamoru culture and history month with Mes CHamoru.

Guam holds stories of resiliency, loyalty, triumph over struggle, and the struggle that is our present-day unreconciled relationship with these United States. It is the birthplace of patriots who gave their lives for this country; veterans who proudly served; and Americans through and through, who patiently yet persistently seek full inclusion in this great Nation.

This legislation is but one of many steps we must take to fully acknowledge the fabric of the territory of Guam and all territories in the tapestry that is American democracy.

Our national heritage is not contiguous to a single landmass, nor is it homogeneous to any single people. It is, in fact, everything and everyone we are today and the confluence of circumstances that have brought us to this day.

Madam Speaker, I urge my colleagues throughout this Congress to join our colleagues on the committee to secure unanimous passage of H.R. 2899 as symbolic of the unanimity of this great Nation, the United States, Tribes, and territories of America.

Mr. Speaker, imagine a system that frustrates you being weaponized in order to deny you the care that you are entitled to and that you should be entitled to in this country. That is what we do when we say that the inefficiencies of the VA system is reason for us not to pass this bill.

This bill is going to do so much good for veterans who deserve it, and it is going to do so much good for particular veterans who served in Guam and were exposed to Agent Orange. It is the only bill right now that is going to get that done.

Mr. Speaker, the late Lonnie Kilpatrick died from his exposure to Agent Orange. My bipartisan colleague, Gus Bilirakis, and I introduced a bill to address that exposure. This legislation that we are talking about today, the Honoring our PACT Act, will get that done.

Let's not weaponize the frustrations of the VA to prevent those kinds of solutions. Let's get this done for our veterans. It is about time.

Madam Speaker, I rise today to honor a true public servant, Chief Warrant Officer 4 Juan Alejandro, and congratulate him on his retirement from the Guam Army National Guard (GUARNG) after over 21 years of service to our island and nation.

Launching his military career in 1998, CW4 Alejandro first enlisted as a Military Occupational Skill (MOS) 25R, Audio, Visual Electronics Technician. He then served two years with the 3rd Psychological Operations Battalion in Fort Bragg, NC, and went on to complete both Warrant Officer Candidate School and the Army Aviation Flight Training Program. With a firm determination to build on his skills and expand his professional capacities, he later earned a bachelor's degree in Professional Aeronautics from Embry-Riddle Aeronautical University alongside a minor in Management. Stepping into the field of aviation, CW4 Alejandro served as a Pilot in Command with the 1-25 Attack Aviation Battalion and 2-6 Cavalry Squadron, participated in three Operation Iraqi Freedom campaigns, and accumulated over 2,000 flight hours across 350 missions in combat.

Resigning from Active Duty in 2009, CW4 Alejandro joined the Pennsylvania Army National Guard as a Maintenance Test Pilot, Instructor Pilot, and Commander of the Pennsylvania Counterdrug Joint Task Force Aviation. Throughout his six-year tenure, CW4 Alejandro coordinated numerous local, state, and federal counterdrug operations responsible for over $20 million in drug and illegal weapon seizures, facilitated the successful transition between aircraft models, and developed crucial training and maintenance programs for the State's integration of the Lakota helicopter.

In 2015, CW4 Alejandro brought his expertise to the GUARNG and has since been a critical asset in standing up its Army Aviation program. Taking on significant roles as a State Aviation Safety Officer and Standardization Pilot, he has provided valuable guidance and support to our unit and enabled them to attain nearly 2,000 hours of flight, pass a multitude of high-level inspections, and assist the community with the completion of 13 Search and Rescue missions.

Having earned a wealth of recognitions that include two Meritorious Service Medals, five

Madam Speaker, I rise on behalf of the People of Guam, his beloved wife Magdeline, and daughters Miranda, Melody, and Miriah, offering my greatest appreciation for his dedication to our island and country. I sincerely thank CW4 Alejandro for his many years of service and sacrifice, congratulate him on his well-earned retirement, and wish him the best during the next chapter of his life.

Madam Speaker, I rise today to recognize the Filipino Ladies Association of Guam (FLAG) as they celebrate their 60th Anniversary. I extend my sincere congratulations for their decades of achievements and commend them for their steadfast commitment to the People of Guam.

Founded in 1962, FLAG aims to positively impact both the lives of its members and our larger island community. With a mission to foster unity and connection, FLAG has created opportunities for both its members and groups outside their organization to come together to cultivate a thriving Guam. In addition to spreading the richness of Filipino culture and strengthening relationships with the Philippines and other countries, the women of FLAG have dedicated their invaluable time, efforts, and finances to increasing the availability of resources to our community. From supporting the construction of iconic physical landmarks

such as the Ypao Beach Sampaguita Pavillion, Two Lovers Point, and the Santa Maria Kamalen Statue in Malesso', to donating much-needed medical equipment to the Guam Memorial Hospital, FLAG has made conscious efforts to elevate our quality of life. Moreover, the organization has focused on improving lives at the individual level with annual scholarships provided at the University of Guam.

Madam Speaker, I express my deepest gratitude to the Filipino Ladies Association of Guam for the outstanding work they have accomplished for our people, and their selfless resolve to contribute to a better tomorrow. Once again, I would like to congratulate them for over six decades of meaningful service, and may the future ahead bring continued success to both their organization and our beloved island.

Madam Speaker, I rise today to recognize a community leader and public servant, Dr. Christian Eusebio, and congratulate him on his achievement of performing our island's first bariatric surgery.

On the island of Guam, there has been a dire health crisis characterized by a longstanding, tireless fight against obesity and diabetes. With more than 10 percent of our adult population diagnosed with diabetes, childhood obesity rates higher than the mainland United States, and cancer, diabetes, and heart disease among the leading causes of death on our island, our community suffers from these associated conditions at epidemic proportions. Further, a lack of comprehensive health resources and options amplifies this issue for those who need unique medical support like metabolic programs. Often, this results in many of our people seeking specific medical attention off-island or, for others, the acceptance of their conditions due to a lack of financial means for accessing treatments unavailable on Guam. Amid the COVID-19 pandemic, these complex barriers to health have been further compounded, but the hard work of Dr. Eusebio has emerged as a beacon of hope we can cling to as we face some of our island's most challenging times.

Driven by the desire to make a positive difference in the world, inspired by his father, and motivated by the imperative to serve as a good role model for his children, Dr. Eusebio navigated a unique path into the field of medicine after earning degrees from the University of Connecticut, Howard University, and Ross University School of Medicine. While Dr. Eusebio has many accomplishments, which include becoming a board-certified surgeon, the first of his residency class to become a Fellow of the American College Surgeons, obtaining a Professional and Technology Scholarship through the University of Guam, and earning the Medical Student Resident Teacher of the Year Award at the University of South Florida, he also proudly represents our island as the first person from Guam to obtain the Nizar Oweida scholarship for his work in rural surgery.

Prior to Dr. Eusebio's bariatric work on Guam, no such option was available for our people. However, in taking the lead among medical professionals for creating this valuable resource to our community, he has concretely provided a second chance at life for many on our island who have found themselves at a standstill. Madam Speaker, I rise on behalf of the people of Guam, offering my greatest appreciation for his commitment to improving the quality of health care to our island community and the wider Micronesian region. I am honored to have the opportunity to recognize a man who is actively working to open another, much needed door to the collective health and wellbeing of our people and congratulate him on a successful inaugural bariatric surgery. I wish him the best as he continues on his surgical journey, and I look forward to seeing the programmatic developments he will achieve in the coming years.

Madam Speaker, I rise today to congratulate Kobe Hall for winning the very first season of the World Wide Dance Challenge.

The World Wide Dance Challenge is an online dance show competition, and the very first of its kind, that was established amid the COVID-19 pandemic. With a new opportunity to engage with dancers from across the world using his unique, ever-evolving talent, Kobe vied for a winning position in the competition, ultimately to provide sustenance as a father of two in a time when the economic effects precipitated by this global pandemic affected millions of families across the globe.

After first discovering dance at the age of 10, Kobe joined Guam's Stargazers Dance Troupe in 2013 and continued developing his skills over the next four years. In the past year, and along with it the changing world that has called on us to spend most of our time at home, Kobe embraced a possibility to reignite the love for the art of dance he first encountered as a young boy. Facing off against 1,200 other skilled dancers in front of a live online audience around two o'clock in the morning CHST, he advanced through five rounds of competition to take the title. Prior to this particular show, Kobe was also able to secure four other titles as a virtual dance competition winner proudly representing Guam and our people.

On behalf of the people of Guam, I would like to extend a proud congratulations to Kobe Hall for his success in the virtually hosted World Wide Dance Challenge. Dancing is an art form that maintains a rich history and presence in cultures worldwide, and I applaud Kobe for staying true to who he is while using his gift to highlight what our small island in the middle of the Pacific has to offer. I would like to further commend him for using his success as a platform for connecting with others, encouraging dancers from our community to explore similar opportunities, and inspiring many to pursue their passions. Kobe's drive, perseverance, character, and talents will surely take him far, and I wish him the best of luck on his journey pursuing a professional dance career.

Madam Speaker, I rise today to honor the life and legacy of Adolfo Peter ``Sgamby'' Sgambelluri. ``Sgamby,'' as he was widely known, was a retired U.S. Marine Corps Colonel and dedicated public servant. Our community will fondly remember him as a civic leader unconditionally devoted to the people of Guam and our Nation.

As a young son of Guam, Colonel Sgambelluri survived the atrocities of World War II and endured through the Japanese occupation of our island. Emboldened by the heroic deeds of his father, who courageously worked as a secret intelligence operative during the war, and the role of American forces in Guam's liberation, Colonel Sgambelluri rose as a resolute defender of the CHamoru people.

After earning his undergraduate degree from Washington State University in 1960, Colonel Sgambelluri was commissioned in the U.S.

Marine Corps and went on to complete numerous national levels of law enforcement training at institutions such as the Military Intelligence School, the FBI National Academy in Quantico, Virginia, and the National Intelligence Academy for Law Enforcement, before completing his MBA at Pepperdine University in 1975. Climbing his way through the ranks, he eventually reached the distinguished position of colonel and, along this path, became one of the very first CHamoru lieutenant colonels in the Marines. Over the course of his military career, Colonel Sgambelluri served in many roles which included an assignment as a UCMJ Article 32 and JAG Investigator, designation as Officer In- Charge of the Camp Pendleton Criminal Investigation Division, and appointment as Director of Law Enforcement, wherein he practiced worldwide administrative control of the entire U.S. Marine Corps Law Enforcement and Corrections Program. With recognitions such as the Outstanding Executive Manager Award for American Law Enforcement Professionals, Police Distinguished Service Medal, Bronze Star Medal with ``V'' device for Valor, and Legion of Merit Medal for outstanding leadership, Colonel Sgambelluri demonstrated a notable capacity for excellence.

While Colonel Sgambelluri's chapter as an active-duty Marine came to a close after 26 honorable years of military service, this Vietnam War veteran's commitment to the safety of our community was unyielding. His exceptional leadership, wisdom, and expertise extended to his civilian career through prestigious roles such as the Chief of Police of the Guam Police Department, Director of the Guam Department of Corrections, Vice President of Special Projects, Director of Basic Law Enforcement Academy, and Chairman of the Board for the Guam Community College, and U.S. Federal Security Director for the Transportation Security Administration. In addition to his service through these critical positions, Colonel Sgambelluri also contributed greatly to our community by establishing his private investigations and security agency, Guam Investigations Agency Inc., and offering valuable insight into community-wide conversations on important issues that involved veterans, public safety, and military affairs.

Colonel Sgambelluri is an icon of public safety, dear friend to many, and esteemed advocate for veterans, whose life's work illustrates an unequivocal dedication to others above and before self I join the people of Guam in remembering and celebrating his life and the legacy of living true to the credo of the Marine Corps, Semper Fidelis, he leaves behind. I extend my deepest condolences to his wife, Rosie L.G. Sgambelluri, their children, Michelle, Ana, Adolfo, and Chiara, and their spouses and grandchildren. He will be deeply missed, and his love and memories will forever remain in the hearts of the people of Guam.
