Madam Speaker, I rise today to honor Chief Andrew White of the Clearlake Police Department in recognition of his outstanding career in public safety.

Mr. White was born in Walnut Creek, California. After receiving a Bachelor of Arts degree in Organizational Management and Information Technology, he attended the Sherman Block Supervisory Leadership Institute. Mr. White began his career in law enforcement as a police cadet and dispatcher for the City of Napa. He served for 16 years as an officer with the Suisun City Police Department, rising to the rank of Commander. In July 2018, he became the Chief of Police for the City of Clearlake. Mr. White also serves on the State of California 911 Advisory Board and represents the California Peace Officers Association on the California Law Enforcement Telecommunications Advisory Committee.

As Chief, Mr. White made significant changes to department spending and advocated for facility and equipment upgrades to better serve his community. This included a new city phone system, new servers and programs for code enforcement, and the city's first automated license plate reader system. During his tenure, crime rates within the city of Clearlake have reached historic lows and department retention has been at an all-time high. Additionally, Mr. White has worked tirelessly to improve cross-departmental relationships in an effort to improve response time and service to the area.

Mr. White is a devoted husband to Charlotte White and father of Blake, Madison, Gavin and Brooklyn. He and his wife have fostered 18 children since 2009 and currently foster Junior, Theo, and Ollie.

Madam Speaker, I thank Mr. White for his selfless service and commitment to the people of Clearlake. His efforts have undoubtedly made our community a safer place to live. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Sheriff Brian Martin in recognition of his retirement and decades of service to the people of Lake County, California.

Mr. Martin was born in Granada Hills, California to Deputy District Attorney Joyce Campbell and Judge Richard Martin. After moving to Lake County, Mr. Martin attended Clear Lake High School and later received his bachelor's degree in Public Administration from Union Institute and University. His lifetime of service began with a tour of duty in the United States Army's Military Police Corps.

Mr. Martin then served with the Pismo Beach Police Department as Patrol Officer and Motors Officer before joining the Lake County Sheriff's Office as a Deputy in 2005. He has also worked as a Special Agent with the Bureau of Narcotic Enforcement and as the Assistant Chief Probation Officer in the Lake County Probation Office. Continuing his service with the Lake County Sheriff's Office. Mr. Martin rose to the rank of Lieutenant before successfully running for two terms as the Lake County Sheriff.

As Sheriff. Mr. Martin has provided exemplary leadership in the face of unprecedented challenges such as the COVID-19 pandemic, major flood events and devastating wildfires like the LNU-Lightning Complex Fire, North Bay Complex Fires and the Sulphur Fire. He has testified in front of the California State Senate following the Valley Fire and made major technological advancements to the County's notification system. Additionally, Mr. Martin reclassified Correctional Officers to Peace Officers and promoted the first two female Deputy Sheriff Sergeants in the department's history. Some of his other achievements include safety improvements to Sheriff's Office buildings and vehicles, the addition of body-worn camera technology and the formation of the Sheriff's Foundation. In recognition of his outstanding work, I was proud to recognize Sheriff Martin as a Public Safety Hero of the Year for Lake County in 2016.

Mr. Martin is a devoted husband of 28 years to Crystal Martin and father of three. His children, Brian, Hayley and Matthew have all continued their family's proud tradition of military service.

Madam Speaker, I thank Sheriff Martin for his many years of selfless service and commitment to the people of Lake County. His efforts have undoubtedly made his community a safer place to live. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor John Sawyer of Santa Rosa, California in honor of his retirement and sixteen years as a council member and mayor.

Mr. Sawyer was born in Santa Rosa, California. He graduated from Montgomery High School in Santa Rosa in 1973. He took over management of his family's business at age 21--Sawyer's News, a very popular downtown Santa Rosa news and magazine stand started by his great grandfather in 1936. Several years later he joined the Santa Rosa Downtown Development Association beginning his successful career of community and public service.

In 2004, Mr. Sawyer was elected to the Santa Rosa City Council for his first term. He served from 2004 to 2012 and then another two terms from 2014 to 2022. In 2008, Mr. Sawyer was appointed mayor and served as the city's first openly gay mayor. He was appointed mayor again in 2014. Mr. Sawyer worked tirelessly to secure the reunification of Old Courthouse Square. Santa Rosa's downtown square had been bisected since 1966. Old Courthouse Square is now a popular hub for markets, performances, shows, and other community events. In addition, Mr, Sawyer led an effort to annex Roseland, a 700-acre island of unincorporated land, into the City of Santa Rosa. For decades, the Roseland community, a vibrant neighborhood with many Latino residents but with one of the lowest income levels in Sonoma County, had languished with limited access to vital services and poor infrastructure. Mr. Sawyer helped resolve this crisis of equity with a historic financial agreement that brought critical services to the 7,400 new residents of Santa Rosa.

Madam Speaker, I thank Mr. Sawyer for his selfless service and commitment to the people of Santa Rosa. His efforts have made Santa Rosa a more dynamic, diverse, and prosperous city. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Mayor John Dunbar in honor of his retirement and record eighteen years of service on the Yountville Town Council.

Mr. Dunbar is a native of Oakland, California and a graduate of the University of California, Davis. He moved to Yountville in 1998 and joined the Zoning and Design Review Board in 2003. In 2004, he was appointed to the Town Council and was elected to his first full term two years later. Mr. Dunbar was elected Vice Mayor of Yountville in 2008 and Mayor in 2010, 2014 and 2018. His 18 years on the Town Council and 12 years as Mayor are both record-long tenures.

Over the course of nearly two decades of public service, Mr. Dunbar has been a leading advocate for equality in the Napa Valley. In 2009, he authored the successful Yountville Equal Rights Resolution and in 2019, supported the raising of the Rainbow Flag in honor of Pride Month. In an effort to boost local interest in the arts, Mr. Dunbar helped found the Yountville Arts Commission and made countless investments in community programs.

As Mayor, Mr. Dunbar oversaw years of a balanced budget and remained committed to supporting local industry, wildfire prevention and affordable housing within the town of Yountville. He has also been a champion of climate change initiatives and conservation efforts. Outside of his local duties, Mr. Dunbar has represented Yountville within the League of California Cities, the National League of Cities and the U.S. Conference of Mayors. For the 2019-2020 term, he became President of Cal Cities where he represented the state's almost 500 municipalities in both regional and national discussions on local government.

Mr. Dunbar is a member of many boards and organizations including the Napa County Climate Action Committee, the Napa Valley Transportation Authority, the Yountville Tourism Improvement District's Local Governing Committee and the Pathway Home nonprofit veteran treatment program. Since 2012, he has also served on the Napa Exposition and Fair Board.

Madam Speaker, I thank Mr. Dunbar for his years of selfless service and commitment to the people of Yountville. His efforts have made the town a more welcoming, safe and enjoyable place to live, Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Councilmember Pam Stafford in recognition of her 16 years of dedicated service to the people of Rohnert Park, California.

Ms. Stafford is a graduate of California State University, Los Angeles, where she received a Bachelor of Arts in English. She moved to Rohnert Park in the mid-1970s where she has worked as a fitness trainer and a small business owner for more than 42 years. In 2006, Ms. Stafford was elected to the Rohnert Park City Council. During her tenure, she has served as both Vice Mayor and Mayor, being elected unanimously to the latter in 2009 and 2012.

Ms. Stafford has also been a member of the Waste and Recycling Committee, the Rohnert Park Chamber of Commerce board of directors and the Senior Citizens Advisory Commission. Her outside agency appointments include the Association of Bay Area Government General Assembly, Zero Waste Sonoma, the Water Advisory Committee to Sonoma Water and the Santa Rosa Plain Groundwater Sustainability Agency.

As a councilmember, Ms. Stafford has supported countless improvements to local parks and voted to approve the development of Sonoma Mountain (SOMO) Village--a 200-acre mixed-use and sustainable property that includes over 1,800 housing units, soccer field and commercial space. She has been incredibly active in her community, attending countless events, guiding a dance and exercise class at the Rohnert Park Community Center and supporting the performing arts at the local community theater.

Ms. Stafford and her late husband Jospeh Mark Stafford have three children, Bryce, Kyle and Megan. She is also the proud grandmother of six.

Madam Speaker, I thank Councilmember Stafford for more than a decade of exemplary leadership and selfless service. Her efforts have undoubtedly made Rohnert Park a more green, welcoming and enjoyable place to live. Therefore, it is fitting and proper that we honor her here today.

Madam Speaker, I rise today to honor Tom Schwedhelm of Santa Rosa, California in honor of his retirement and eight years as a council member and mayor.

Mr. Schwedhelm moved to Santa Rosa, California in 1981. He received an Associate degree in the Administration of Justice from Santa Rosa Junior College's Police Academy, a Bachelor's degree in Business Administration and Management from St. Mary's College, and a Master's degree in Organizational Development from Sonoma State University.

In 1983, Mr, Schwedhelm joined the Santa Rosa Police Department beginning a three-decade career as a police officer in Santa Rosa. He also served as an adjunct faculty member for Santa Rosa Junior College from 1985 to 2002. In 2009, Mr. Schwedhelm was named Chief of Police for the City of Santa Rosa and was the first chief to be hired from among the department's ranks in over 70 years. He oversaw the department until his retirement in 2013.

Mr. Schwedhelm's service did not end there. In 2014, Mr. Schwedhelm was elected to the City Council and has now served two terms. He helped lead the city through some of its darkest days. In 2017, the Tubbs Fire destroyed 1,400 homes, most of which were in his neighborhood of Coffey Park, and took at least 22 lives. Mr. Schwedhelm was appointed mayor in 2018. During his tenure, Mr. Schwedhelm worked tirelessly to represent fire survivors and support Santa Rosa's recovery from the Tubbs Fire. In addition, he led his city through massive evacuations caused by the 2019 Kincade Fire, the first years of the COVID-19 pandemic, social unrest following the murder of George Floyd, and the 2020 Glass Fire which destroyed 334 homes in Santa Rosa and wider Sonoma County.

Madam Speaker, we thank Mr. Schwedhelm for his selfless service and commitment to the people of Santa Rosa. His leadership steered Santa Rosa through numerous crises and accelerated his city's recovery in their wake. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Captain John David Blencowe of the California Highway Patrol in recognition of his retirement and 25 years of service to the people of California.

Mr. Blencowe was born on Travis Air Force Base to Teresa and James Blencowe. He attended the University of California, Berkeley from 1989 to 1990 and received a Bachelor of Science in Mechanical Engineering from the University of California, Davis in 1995.

In 1997, Mr. Blencowe graduated from the California Highway Patrol Academy and served as an Officer in the Central Los Angeles area until 1999. Following his service in Los Angeles, he worked in the San Francisco Area, Solano Area and Golden Gate Division, where Mr. Blencowe was promoted to Sergeant in 2006. From 2006 to 2013, Mr. Blencowe was Team Leader for the Golden Gate Division Multidisciplinary Accident Investigation Team and rose to the rank of Lieutenant. From 2014-2015, he served in the San Jose Area before returning to the Golden Gate Division in 2016. Mr. Blencowe received his final assignment as Commander of the Napa Area in 2018 and was promoted to the rank of Captain.

For more than two decades, Mr. Blencowe has provided exemplary service in the face of unprecedented challenges. He has served with the Napa Air Operations Unit during the 2017 Atlas Peak Fire and responded to the active shooter incident at the Veterans Home of California, Yountville. In 2020, Mr. Blencowe provided critical support to multiple natural disasters in the Napa Area including the Glass and LNU Lightning Complex fires.

Mr. Blencowe is a devoted husband to his wife Melissa and the proud father of three daughters, Erin, Sarah and Emma.

Madam Speaker, I thank Captain Blencowe for his 25 years of selfless service and commitment to the people of California. His efforts have undoubtedly made our state a safer place to live. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor councilmember John Moore in honor of nearly a decade of service to the Cotati City Council.

Mr. Moore was born in Lynn, Massachusetts to Gloria and Edmund Moore. After attending Indian Valley Community College and Santa Rosa Junior College, he ran his own insurance brokerage for 15 years. Mr. Moore was elected Cotati Chamber of Commerce President in 1999 and awarded Cotati citizen of the year in 2005.

In 2013, Mr. Moore was appointed to the Cotati City Council and was subsequently re-elected in 2014 and 2018. During this time. he served multiple terms as both Vice Mayor and Mayor. Mr. Moore has also been Chair of the Cotati Rent Appeals Board, Liaison for the Cotati Chamber of Commerce, a member of the Cotati Library Advisory Board and a board member of the Redwood Empire Municipal Insurance Fund as well as the California Intergovernmental Risk Authority.

Despite unprecedented challenges including wildfires, financial instability and the COVID-19 pandemic, Mr. Moore has remained steadfast in his commitment to Cotati. He has routinely fought for improved public infrastructure and a balanced budget. As a delegate for the North Bay Labor Council and the District Bargaining Unit Representative for the Service Employees International Union Local 1000, Mr. Moore has also been a champion for workers' rights.

Outside of public service, Mr. Moore is an executive with the Rohnert Park branch of the State Compensation Insurance Fund.

He is the proud husband of Lisa, father of Richard, Rachel and Riley and brother of ten.

Madam Speaker, I thank Councilmember Moore for his years of selfless service and commitment to his community. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Napa County Supervisor Diane Dillon in honor of her retirement and service to our community.

Ms. Dillon was born and grew up in Napa, California and graduated from Napa High School in 1970. She received a Bachelor of Arts degree in Cultural Anthropology from the University of California, Santa Barbara in 1975, a Master's in Library and Information Science from the University of California, Los Angeles in 1977 and a law degree from the University of California, Davis in 1981.

From 1981 to 2002, Ms. Dillon practiced law in Napa County, working as a partner with Coombs & Dunlap, LLP for eighteen years and specializing in estate planning, probate and trust administration. During this time, she also served as Deputy City Attorney for the City of Calistoga. In 2002, Ms. Dillon was elected to the Napa County Board of Supervisors to represent the 3rd District. Four years later, she became the first female supervisor in the Board's history to be re- elected.

As a supervisor, Ms. Dillon has worked tirelessly to promote conservation, support Napa County's agricultural community and limit the impact of wildfires. She helped establish the first countywide fire hazard abatement ordinance in California and increased interest in the Napa County Firewise Foundation. Ms. Dillon also successfully advocated for $1 billion in funding for wildfire prevention and management from the state legislature. In 2018, Ms. Dillon helped form the ``Joint Local Governments,'' a movement led by Napa, Sonoma and Mendocino Counties as well as the City of Santa Rosa to provide formal legal representation at the California Public Utilities Commission in response to PG&E action. In the face of unprecedented challenges including the 2015 Napa Earthquake, 2017 Northern California wildfires, 2020 LNU Lightning Complex fires and COVID-19 Pandemic, Ms. Dillon remained resolute in her commitment to help Napa County rebuild and recover.

Ms. Dillon has served on numerous boards and committees including the Rural County Representatives of California, the Association of Bay Area Governments and the North Bay/North Coast Broadband Consortium. She is a member of the California Library Association, Rotary Club of St. Helena, Napa County Historical Society and a founder of California Women Lawyers, the largest association of women lawyers in the United States. Ms. Dillon is the proud wife of Bill Moseley and mother of Jake and Nick.

Madam Speaker, Supervisor Dillon is deeply appreciated for her decades of selfless service and commitment to the people of Napa County. Her efforts have made our county a safer and more enjoyable place to live. Therefore, it is fitting and proper that we honor her here today.

Madam Speaker, I rise today to honor Mark Landman of Cotati, California in honor of his retirement and thirteen years as a council member and mayor.

Mr. Landman was born in San Francisco, California. Following his graduation from the College of Marin, where he studied Fire Science, Mr. Landman completed a Mobile Intensive Care Paramedic Program at Stanford University. As one of the first ten paramedics in Marin County, Mr. Landman worked in the fire service for decades, serving as Chair of the Marin Paramedic Advisory Committee,Vice President of Novato Professional Firefighters and on the National Fire Protection Association Contract Negotiation Team.

In 2008, Mr. Landman was elected to the Cotati City Council. During his tenure, Mr. Landman led efforts to reduce speeding, keep out-of- town trucks from using local roads and renovate the Cotati Rose Garden. His steadfast support of the Cotati Police Department has significantly enhanced community safety and his commitment to careful spending has led to a balanced budget for more than a decade. As chair of the Sonoma County Transportation Authority, he played a key role in expanding Highway 101 and paved the way for countless other projects. Mr. Landman was an important figure in Cotati being the first city in Sonoma County to transition its police fleet to all electric vehicles. Mr. Landman is a three-time Mayor of Cotati, former Local Agency Formation Commissioner and a 2015 Cotati ``Citizen of the Year''.

In addition to his work as a public servant, Mr. Landman has been a prominent supporter of many nonprofits and local organizations. As Chair of the Russian River Watershed Association, he helped bring safe medicines to the region and remove unused pills from watersheds across Sonoma County. He has also served on the boards of the Cotati Arts Program and Sonoma Clean Power.

Madam Speaker, I thank Mayor Landman for his selfless service and commitment to the people of Cotati. His efforts have made Cotati a safer, greener and more prosperous city. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Mayor Geoff Ellsworth in honor of his outstanding service to the people of St. Helena, California.

Mr. Ellsworth was born in Vallejo, California and grew up in St. Helena. After graduating from Justin-Siena High School in Napa, he attended the University of Oregon, and worked with his parents Bob and Pheobe Ellsworth at their winery supply company, Compleat Winemaker. Mr. Ellsworth was elected to the St. Helena City Council in 2016 and became Mayor in 2018.

During his tenure as Mayor, Mr. Ellsworth has led St. Helena through unprecedented challenges including devastating wildfires and the COVID- 19 emergency. In response, Mr. Ellsworth worked with PG&E to build new transmission lines, supported a restructuring of the city's fire department and enhanced social services during the pandemic. With his help, the city also established internal financial controls, advanced a comprehensive housing strategy and the city also passed the General Plan after more than a decade of delays. Mr. Ellsworth worked with the City Council to ensure they continued awarding $200,000 annually to non-profits that supported the city's most vulnerable residents.

Mr. Ellsworth has represented St. Helena as a member of the Napa County League of Governments, the Napa Valley Transportation Authority, and the Napa County Watershed Information Center and Conservancy. Additionally, he has served on numerous boards and committees including the League of California Cities, the Napa County City Selection Committee, and the Napa County Flood Control and Water Conservation District.

Outside of his work as a civil servant, Mr. Ellsworth is a renowned artist and musician of over 30 years, having traveled across the United States. He loves being around animals, is an avid reader, and is a frequent volunteer with local organizations.

Madam Speaker, I thank Mr. Ellsworth for his commitment to the people of St. Helena. His efforts have made our community a safer, greener, and more enjoyable place to live. Therefore, it is fitting and proper that we honor him here today.

Mr. Speaker, I rise today on behalf of thousands of California wildfire survivors.

Following the disastrous wildfires in 2015, 2017, and 2018, a court- ordered trust was established to compensate survivors for their loss of property. These funds are nowhere near enough to fully compensate for the loss of a home. Even worse, I have heard from countless constituents concerned that the funds they receive from the trust will be taxed.

That is why I, along with Congressman LaMalfa, introduced H.R. 7305, to make clear that settlement proceeds like these are nontaxable.

This legislation is absolutely essential to wildfire survivors, many of whom still cannot return to a home on their property.

The sad reality is that more natural disasters, including fires, will happen in the future. It is critical that Congress pass this legislation now.

This bill ensures Americans impacted by disasters do not owe unfair taxes.

Mr. Speaker, I urge my colleagues to include this legislation in any omnibus or spending bill moving forward.

Madam Speaker, I rise today to honor Dr. Karenina Relucio as she retires from her position as public health officer and deputy director at the Napa County Health and Human Services Agency.

Dr. Relucio completed her medical training at Rush Medical College in 1995, residency training in Internal Medicine at Tufts--New England Medical Center in 1998 and Infectious Diseases fellowship training at Stanford in 2003. She is board certified in both Internal Medicine and Infectious Diseases. Before coming to Napa County, she was a medical director of public health clinics, assistant health officer and chief of infectious diseases for the San Mateo County Health System from 2006 to 2015 and a clinical instructor at Stanford University Medical Center from 2003 to 2006.

In 2015, Dr. Relucio joined the Napa County Health and Human Services Agency. She runs a division spanning communicable disease control and prevention, chronic disease prevention, emergency preparedness and programs to serve families and children. Dr. Relucio is president of the Health Officers Association of California, past president of California Conference of Local Health Officers, and is on the Board of Directors for the Napa/Solano County Medical Society. Dr. Relucio served as co-chair of the Napa Opioid Safety Coalition and currently participates in multiple local and state collaborations to improve health. She served as a public health leader when she led the COVID-19 pandemic response in Napa County.

Dr. Relucio's exceptional career has earned her awards and commendations such as the Napa Solano Medical Society Physician of the Year in February 2020, the California Legislative Women's Caucus Woman of the Year in March 2021 and Napa Chamber of Commerce Citizen of the Year in March 2022.

Madam Speaker, it is evident that Dr. Karenina Relucio has served our state through her exceptional career in public health. Therefore, it is fitting and proper that we honor her today.

Madam Speaker, I rise today to honor Napa County Supervisor Brad Wagenknecht in honor of his service to our community upon his retirement.

Mr. Wagenknecht grew up in the Browns Valley area of Napa and graduated from the University of California, Santa Cruz with a Bachelor of Arts degree in Political Science and Elementary Education in 1977. After college, Mr. Wagenknecht began his career as a school teacher with the Napa Unified School District where he has often been instrumental in supporting children with emotional challenges.

In 1984, Mr. Wagenknecht was elected to the Napa City Council and despite the many responsibilities of a life in public office, including a term as Mayor, he has continued to teach to this day. Mr. Wagenknecht was elected to represent the First District on the Napa County Board of Supervisors in 1998.

For more than two decades on the Board of Supervisors, Mr. Wagenknecht has made immeasurable contributions to environmental preservation. He helped gain support from Napa County to join Marin Clean Energy, instituted urban growth boundaries that limit the city's carbon footprint and increased funding for the Napa Open Space District. Mr. Wagenknecht has supported numerous local organizations including the Bay Area Air Quality Management District, the Bay Conservation and Development Commission, the Napa County Children and Families Commission, the California State Association of Counties and the Area Agency on Aging. In the face of unprecedented challenges such as the 2015 Napa Earthquake, 2017 Northern California wildfires, 2020 LNU Lightning Complex fires and the COVID-19 Pandemic, Mr. Wagenknecht remained resolute in his commitment to help Napa County rebuild and recover.

Mr. Wagenknecht has brought about significant policies to support the arts, libraries, education, youth opportunities, social justice and mental health. He has been dedicated to working with his community and hearing their concerns, holding frequent office hours whenever and wherever he could. As a lifelong athlete who runs 300 days a year, Mr. Wagenknecht has encouraged local sporting events and organizes the annual Napa County basketball game. He is a proud husband to his wife Kathy, father of five and grandfather of one.

Madam Speaker, we thank Supervisor Wagenknecht for his decades of selfless service and commitment to the people of Napa County. His efforts have made our county a more welcoming, green and enjoyable place to live. Therefore, it is fitting and proper that we honor him here today.

Madam Speaker, I rise today to honor Steven Metler in recognition of his dedicated service as a Constituent Service Representative in my Vallejo District Office.

Mr. Metler was born in Vallejo, California and grew up in American Canyon. He attended Solano Community College before enrolling in California State University, Sacramento, where he received a Bachelor of Arts degree in Government in 2016. It was also during this time that he trained in German and spent six months at the Europa-Universitat Flensburg studying International Political Economy.

After gaining valuable experience in the customer service industry, and rising to Department Manager of the Napa Walmart, Mr. Metler began his career in public service as an intern in my Napa district office. In this role, Mr. Metler communicated with constituents, helped organize and execute our events, and supported district staff with numerous state and national issues.

In 2020, he joined the staff of Assembly member Cecilia Aguiar Curry as a Field Representative where he liaised with government agencies and continued to assist the people of Napa. Mr. Metler served as a substitute teacher with the Napa Unified School District before he rejoined our team as a Constituent Service Representative in our Napa District Office before transferring to our Vallejo District Office.

As a Constituent Service Representative, Mr. Metler has successfully assisted with over 230 constituent requests ranging from wildfire assistance to passport applications. He has routinely gone above and beyond in his duties, ensuring that our events are well executed and that no constituent is left without the support they deserve. Because ofthis dedication, Mr. Metler recently won our casework hero award which honors the staff person in our district offices who did the most outstanding job with casework that quarter.

Madam Speaker, we thank Mr. Metler for his hard work, enthusiasm and enduring commitment to the people of California's 5th District. He has been an exemplary member of our staff and a valuable asset to his community. Therefore, it is fitting and proper that we honor him here today.
