I appreciate my good friend and the dean of the Indiana delegation for the recognition, and I have the sad duty, along with Mr. Burton, in representing every member of the Indiana delegation, to inform the House of the passing of our good friend and colleague, Julia Carson from Indianapolis.

I would simply point out, under the auspices of Mr. Burton and the Congressional Black Caucus and myself, to truly honor Julia's life and her good work, we will have a Special Order for 1 hour tomorrow. I note this happens to be the darkest time of year as far as the winter solstice upon us, but it causes one to think about the light that Julia Carson has cast throughout her life. Whether it was the twinkle of her eye, that I think we are all very familiar with, or the fire that burned brightly in Julia, compelling her every hour of every day to help those most in need, and the light of her shining example which should lead all of us to lead better lives and to do our best, her constituents, her State, this House, and this country have suffered a very great loss of a very good friend who has enlightened all of us and who has enriched ours and everyone's life she has touched. And again I very deeply appreciate the courtesy of Mr. Burton for asking for this period of time.

Madam Speaker, it is with great honor and pleasure that I stand before you today to recognize the many accomplishments of the Honorable Shirley Wadding, Mayor of Lake Station, Indiana. I have known Shirley for many years, and she is one of the most involved citizens that I have ever known, especially when it comes to her service to the residents of Lake Station. Shirley has been a public official in Lake Station for the past twenty years, the last twelve of which she served as the city's mayor. Though Shirley has been the cornerstone of her community, she decided not to run for reelection and will be retiring from her elected office at year's end. For her efforts and many contributions to the City of Lake Station, Shirley was honored at a retirement celebration on Saturday, December 1, 2007, at the Lake Station Veterans of Foreign Wars Post #9323.

Originally from Indiana, Pennsylvania, Shirley came to Northwest Indiana in 1960. A resident of Lake Station since that time, Shirley's familiarity with the people of Lake Station and her fondness for the city emerged from her everyday interactions with them as the owner of a local sandwich shop. Undoubtedly, it was her connection to the people that steered her in the direction of public service and led to her election to the city council in 1987. Following eight years on the council, Shirley's leadership skills and dedication led to her election as mayor, serving from 1996 to 2007. During this time, Shirley received numerous accolades from the community, including: the Liberty Bell Award from the Indiana State Bar Association in 2002, the Department of the Army's Certificate of Appreciation in 2005, and the Marine Corps League Distinguished Service Award in 2007.

As the mayor of Lake Station, Shirley was instrumental in many improvements and upgrades within the city. Throughout her tenure, Lake Station has welcomed several new subdivisions and businesses, as well as many new public facilities, including a community center, a senior and nutrition center, a food pantry, a public library, and a compost facility. Thanks to Shirley's leadership and perseverance, the city was also able to acquire and restore what would become her most rewarding contribution, the Lake Station Boys and Girls Club. Throughout the years, Shirley's commitment to public safety and the well-being of the community was constant. During this time, the city saw improvements and additions made to the ambulance service, the police department, and the fire department. These included additional vehicles, equipment, officers, computer upgrades, and a new 911 emergency system. Public health services were also improved through the addition of a mosquito sprayer, new storm sewers, a renovated water tower, and new sidewalks and walking trails. Beautification of the city has also been one of Shirley's primary objectives, as is evidenced by Lake Station's Veterans' Community Park, a covered walking bridge, and numerous landscaping projects throughout the city.

Having decided to retire from public service, Shirley will now be able to spend much of her time with those closest to her, her family. A loving wife, mother, and grandmother, Shirley's commitment to the people of Lake Station is surpassed only by her dedication to her family. Shirley and her husband, Harry, have shared many wonderful years together. They have been blessed with three children: Jody, Toni, and James. Harry and Shirley are also the proud grandparents of 6 adoring grandchildren: Larissa, Kristin, Jordan, Jenna, Jake, and Jonas.

Madam Speaker, Shirley Wadding has given her time and efforts selflessly to the people of Lake Station for the past twenty years and beyond. At this time, I ask that you and all of my distinguished colleagues join me in commending her for her service and dedication. I also ask you to join me in wishing her the best of health and happiness in the years to come.

Madam Speaker, it is with great admiration and pleasure that I stand before you today to recognize the many years of dedicated service of Mr. Lee Strawhun. Having known Lee for many years, I can truly say that he is one of the most committed, knowledgeable, and honorable citizens in Northwest Indiana. Nowhere has his knowledge and commitment been more evident than in his faithful service to the mental health profession, and more specifically, to the Southlake Center for Mental Health. Lee has served as President and Chief Executive Officer of Southlake Center since its founding in April of 1976. For many years, Lee has been a constant fixture at the Southlake Center for Mental Health, and for his efforts, he was honored at a farewell reception on Thursday, December 6, 2007, at the Avalon Manor in Merrillville, Indiana.

Lee Strawhun has spent his entire life, both professionally and personally, working at ways to improve not only mental health services, but society as a whole. From his service to his country as a member of the United States Army Reserves to his consulting work with various organizations to his service to the youth of his community as faculty member at Indiana University-Northwest and guest lecturer at Purdue University-Calumet, Valparaiso University-School of Law, and DePaul University-School of Law, Lee has always sought opportunities to improve the quality of life for all people.

Looking back, it is not surprising that Lee was chosen as the first staff member at the Southlake Center for Mental Health back in 1976. Following a very successful six years as the Deputy Director of the Northwest Indiana Comprehensive Health Planning Council, Lee was brought on during a time when mental health services were not readily accepted. Since serving Southlake Center's first clients in 1977, Lee Strawhun has led the way and has been the catalyst for the improvement of mental health services in Northwest Indiana and beyond. During Lee's tenure, the Southlake Center for Mental Health has seen astonishing growth. To name a few of these outstanding advances, Southlake Center has expanded to include: drug and alcohol treatment programs, GED and general medical services programs, supervised group living homes, a psychology doctoral internship program, an acute partial hospitalization program, a countywide divorce education program, residential treatment centers for adolescents and children, independent group living facilities, and a forensic diversion program.

Without a doubt, Lee Strawhun has been an innovative and respected leader throughout the years. To attest to this fact, Lee has been the recipient of numerous awards for his leadership and dedication. To name a few of his many accolades, Lee was honored with the ``Distinguished Hoosier Award'' in 1982 by Governor Robert Orr, the ``Adam Benjamin Advocacy Award'' in 1989 by the Indiana Mental Health Association's Lake County Chapter, the ``Outstanding Achiever Award'' in 1990 by the American Cancer Society, and the ``Outstanding Board Member of the Year Award'' in 2001 by the Indiana Association of Community Corrections Counties. Then, in 2004, Lee was awarded the prestigious ``Sagamore of the Wabash'' by Governor Frank O'Bannon.

Though it may be difficult to imagine where he has found the time, Lee has always been an active member of various professional organizations, including: the National Council of Community Mental Heath Centers, American Society for Public Administration, Reserve Officers Association, American Correctional Association, and the Mental Health Corporations of America. He has also been a member of various organizations within Northwest Indiana, including: the Mental Health Association, Indiana Council of Community Mental Health Centers, Calumet Region Montessori, Merrillville Rotary Club, Alumni Association of the Indiana University--School of Public and Environmental Affairs, Indiana University-Northwest--Center for Medical Education, Lake County Community Corrections Advisory Board, Workforce Investment Board, Merrillville Chamber of Commerce, Merrillville Sanitary District, and the Merrillville ``Vision 21'' Committee.

Madam Speaker, Lee Strawhun has devoted his life to improving mental health services and to serving the people of Northwest Indiana. At this time, I ask that you and all of my distinguished colleagues join me in commending him for his lifetime of service, perseverance, and dedication. I also ask that you join me in wishing him the best of health and happiness in the years to come.

Madam Speaker, it is with immense gratitude and admiration that I stand before you today to recognize the many accomplishments of Mrs. Linda Buzinec, the longtime Mayor of Hobart, IN. A close personal friend of mine, I can truly say that Linda is one of Northwest Indiana's most distinguished and honorable citizens, as well as one of its greatest leaders. She is one of the most involved citizens that I have ever known, especially when it comes to her service to the people of Hobart, IN. First elected to public office in 1988, Linda has been a constant fixture in Hobart, where she has always been fully committed to the people she was elected to serve. Most recently, Linda has served as Mayor of the City of Hobart for the past 12 years. Her efforts throughout her career in public service and the impact she has had on

the city and the people of Hobart will forever be remembered. To honor Linda, a reception will be held at the Avalon Manor in Hobart, IN, on Tuesday, November 27, 2007.

Linda Schmelter was born in Gary, Indiana, to Leonard and Ann Schmelter. A lifelong resident of Hobart, Linda attended Saint Bridget Elementary School and Hobart High School. Upon her graduation, prior to beginning her career as a public servant, Linda was employed by Hobart Federal Savings. Undoubtedly, this position helped Linda develop the communication and organizational skills that would be critical in her future roles as an elected official. Early on, Linda began her career in the public sector in Hobart as an employee of the Hobart Clerk- Treasurer's Office. Throughout the years, she also held positions with the Northern Indiana Public Service Company, NIPSCO, where she was stationed in both the Hobart and Gary locations.

In 1988, Linda was elected First District Councilperson, a position she held through 1995, when she was elected mayor. This began Linda's 12-year mayoral career. During that time, Linda's commitment and proven leadership skills led to many impressive advancements, many of which will have an immeasurable impact on the City and the people of Hobart for years to come. For all of Linda's leadership, hard work, and dedication to the people of Hobart, Linda was awarded the prestigious Sagamore of the Wabash Award in 2005 from former Governor Joseph E. Kernan.

Although Linda's responsibilities in her capacity as mayor have occupied a large amount of her time, Linda has always been active in various organizations throughout the years, including: the Kiwanis, the Hobart Industrial Economic Development Corporation, HIEDC, the Hobart Chamber of Commerce, the Hobart YMCA, and the School City Educational Foundation. She has served on several boards, including: the Workforce Development Board, the Crisis Center Board, and the Saint Mary Medical Board. A dedicated and lifelong Democrat, Linda has also served as Vice-Chair of the Hobart and Lake County Democratic Precinct Organizations and as Treasurer of the Indiana State Democratic Organization.

While Linda has passionately served the people of Hobart with unwavering dedication for many years, her commitment to her community is surpassed only by her love for her family. A loving wife, mother, and grandmother, Linda and her husband, George, have been married for over 26 years. They have one son, Michael, and two teenage grandchildren, whom they cherish and adore.

Madam Speaker, Linda Buzinec has selflessly given her time and efforts to the people of Hobart, Indiana, throughout her years of service. At this time, I ask that you and all of my distinguished colleagues join me in commending her for her years of service and dedication, and I ask that you join me in wishing her the best of health and happiness in the years to come.

Madam Speaker, it is with great respect and admiration that I stand before you today to recognize the many accomplishments of Mrs. Margaret (Marge) Drewniak. I can truly say that Marge is one of Northwest Indiana's most dedicated, distinguished, and honorable citizens. She is one of the most involved citizens that I have ever known, especially when it comes to her service to the people of Whiting, Indiana. For the past 37 years, Marge has been a constant fixture in Whiting, fully committed in her various capacities as a public servant. Most notably, Marge has served as the Clerk-Treasurer for the City of Whiting for the past 26 years. Though Marge has decided not to run for re- election, her efforts over the course of her tenure, and the impact she has had on the city and the people of Whiting will forever be remembered. To honor Marge, a reception will be held at the Knights of Columbus Hall in Whiting, Indiana, on Saturday, November 10, 2007.

One of 3 children, Margaret Kotyuk was born to Frank and Emma (Mitro) Kotyuk in Whiting, Indiana. A lifelong resident of Whiting, Marge attended the Whiting public schools. Upon her graduation, prior to beginning her career as a public servant, Marge was employed as a bookkeeper. Undoubtedly, it was during that time that Marge developed the skills that would be critical in her role as clerk-treasurer.

Marge began her career in the public sector in Whiting in 1970, where she served in various capacities within several departments under former Mayor Frank Harangody. In 1974, she was named deputy clerk- treasurer, a position she held until 1981, when she was appointed to complete the term of the late clerk-treasurer, Mary Jancek. This began Marge's 26-year tenure as Whiting's clerk-treasurer. During that time, she worked with four mayors: Frank Harangody, Joseph Grenchik, Robert Bercik, and current Mayor Joseph Stahura. Marge also served as a precinct vice-committeeperson and volunteered countless hours for the Whiting Democratic Precinct Organization during her tenure.

In her capacity as clerk-treasurer, Marge has been a member of many organizations throughout the years, including: the Indiana League of Municipal Clerks and Treasurers, the International Institute of Municipal Clerks and Treasurers, the Municipal Treasurers' Association of the United States and Canada, the Government Finance Officers Association, and the Indiana Association of Cities and Towns. Outside her elected position, Marge is

well-known to be an active member in several organizations within the Whiting community, including: the Whiting-Robertsdale Chamber of Commerce, the Knights of Columbus Wives Club, the Daughters of Isabella, the Whiting-Robertsdale Historical Society, the Sacred Heart Rosary Society, and the Friends of the Library.

While Marge's everyday presence will be missed at Whiting City Hall, she will now have a chance to spend more time to those closest to her-- her family. A loving wife, mother, and grandmother, Marge's commitment to her community is surpassed only by her love for her family. Marge and her loving husband, Henry, have been married for an astonishing 55 years. With Marge's retirement, they plan to spend as much time as possible with their 3 children: Nancy (Michael) Pappas, James (Martha) Drewniak, and Ron (Lisa) Drewniak, and their adoring grandchildren: Brian and Kelly Pappas and Eric and Scott Drewniak.

Madam Speaker, Marge Drewniak has selflessly given her time and efforts to the people of Whiting, Indiana, throughout her years of service. At this time, I ask that you and all of my distinguished colleagues join me in commending her for her lifetime of service and dedication, and I ask that you join me in wishing her the best of health and happiness in the years to come.

Madam Speaker, it is with sincere admiration that I recognize the Asian-American Medical Association, which will be hosting their 31st annual dinner and charity ball on Saturday, November 3, 2007, at the Avalon Manor in Hobart, Indiana. Each year, the Asian- American Medical Association pays tribute to prominent, outstanding citizens and organizations for their contributions to the community. In recognition of their efforts, these honorees are awarded the prestigious Crystal Globe Award each year at this annual banquet.

The Asian-American Medical Association has always been a great asset to northwest Indiana. Its members have selflessly dedicated themselves to providing quality medical service to the residents of Indiana's First Congressional District, and they have always demonstrated exemplary service through their many cultural, scholastic, and charitable endeavors.

At this year's charity ball, the Asian-American Medical Association will present the Crystal Globe Award to the Indiana University School of Medicine--Northwest. Founded in 1972, the Indiana University School of Medicine--Northwest, which began with only four faculty members, has become the largest regional campus of the Indiana University School of Medicine outside of Bloomington and Indianapolis. Located on the campus of Indiana University--Northwest in Gary, Indiana, the school has received acclaim for its curriculum and innovation on a local, national, and international level. In particular, the Problem Based Learning Curriculum, which uses patient case studies as their primary educational tool, has received numerous accolades for the university since its inception in 1990. Since its founding in 1972 under the leadership of Dr. Panayotis Iatridis, the contributions of the Indiana University School of Medicine--Northwest, both in the education of its students and its commitment to the future, have been a source of pride and hope for the First Congressional District.

While the past 35 years have shown immense advancements in the school's curriculum, the future appears even brighter for the Indiana University School of Medicine--Northwest. Under the leadership of Dr. Patrick Bankston, the school has made plans to expand class size and to add the final two years of medical education to the curriculum. Once this plan becomes a reality, which may occur as early as 2011, northwest Indiana will, for the first time, allow students to complete their medical education within the region.

Madam Speaker, I ask that you and my other distinguished colleagues join me in commending the Asian-American Medical Association, as well as this year's Crystal Globe Award recipient, the Indiana University School of Medicine--Northwest, for their outstanding contributions to medicine and to the community. Their members' unwavering commitment to improving the quality of life for the people of northwest Indiana and throughout the world is truly inspirational. For these reasons, they are to be praised, and I am proud to serve as their Representative in Washington, D.C.

Madam Speaker, it is with great admiration and respect that I take this time to recognize a dear friend and one of Indiana's most distinguished citizens, State Representative Charlie Brown of Gary, IN. Since 1982, Charlie has served as a member of the Indiana General Assembly. For his dedication and countless efforts toward improving the lives of Indiana residents, Charlie will be honored at a reception hosted by the Lake County Medical Society on Wednesday, October 24, 2007, at the Avalon Manor in Merrillville, IN.

Charlie Brown grew up in Philadelphia, PA. Following the completion of his undergraduate studies at Cheyney State Teachers' College in Cheyney, PA, Charlie relocated to Gary, IN, where he began his lifelong career in public service. After serving as an educator in the Gary Community School Corporation from 1961 to 1968, Charlie took on several new roles within his community. From 1968 to 1988, Charlie served in many capacities in the City of Gary, including: Youth Coordinator, Mayor's Assistant on Youth Activities, Director of the Youth Services Bureau, Affirmative Action Officer and Risk Manager.

In 1988, following many years of service as a public official, Charlie went on to utilize his vast experience and knowledge of health care-related issues by accepting the position of Chief Executive Officer of the Gary Community Mental Health Center. Charlie served in this capacity until 1993. Currently, Charlie serves as a consultant, where he provides guidance to organizations seeking to foster positive interaction between the government and the community.

Though Charlie has always put people first in every position he has held, it is through his efforts as an elected official that he has made an indelible mark on the progress and future in Indiana. First elected to the Indiana General Assembly as a member of the Indiana House of Representatives in 1982, Charlie has always been a true champion of improving health care in Indiana for all residents. As a member of the Indiana State House, Charlie has served on several committees, most notably, the Standing Committee on Public Health. As both a member and Chairman of this crucial committee, Charlie has fought tirelessly to improve health care in Indiana. When it comes to health care, Charlie has always had one goal in mind: To provide affordable, accessible, and high-quality health care for all Indiana citizens.

Throughout his illustrious career, Charlie has been recognized with many distinguished awards by numerous organizations. To name a few, Charlie has received accolades from: the National Association for Equal Opportunity in Higher Education, Indiana University Northwest, the Alzheimer's Association of Indiana, the Indiana Council of Community Mental Heath Centers, the Mental Health Association of Indiana, the American Federation of Labor and Congress of Industrial Organizations (AFL-CIO), the Indiana Optometric Association, the Indiana Black Expo, the Calumet Council of the Boy Scouts of America, and the National Association for the Advancement of Colored People (NAACP).

Though Charlie has received many esteemed honors for his commitment to the residents of Indiana, Charlie's greatest source of pride is his family. Charlie and his wife, Angela Baker Brown, are the proud parents of one daughter, Charlisa L. Scott, and two adoring grandsons, Landon Charles Douglas Scott and Cole Nathaniel Scott.

Madam Speaker, I respectfully ask that you and my other distinguished colleagues join me in honoring State Representative Charlie Brown for his outstanding devotion to his community and to the people of Indiana. His unselfish and lifelong dedication to improving health care for Indiana residents is worthy of the highest commendation. Charlie's selflessness and his commitment to improving lives throughout Indiana serves as an inspiration to us all, and I am proud to call him my friend.

Madam Speaker, it is with great enthusiasm and sincerity that I take this time to recognize a milestone that will be taking place in the city of Gary, IN, on Sunday, September 30, 2007. This date will mark the 25th anniversary of Saints Monica and Luke Parish, and also will mark the 90th anniversary of Saint Luke Parish and the 80th anniversary of Saint Monica Parish. This celebration, honoring the people and the history of these parishes, will take place at the Genesis Convention Center in Gary.

The official dedication of Saint Luke Parish, by then-Bishop Aldering, took place on September 30, 1917, the year my father arrived in Gary. The previous July, Saint Luke's first pastor, Father Frank Gnibba was appointed, and it was through his leadership that the first auditorium, or chapel, was constructed. This modest structure was the beginning of what would eventually become Saints Monica and Luke Parish. It housed seating for 550 people, as well as four classrooms, which formed the original Saint Luke's school. An important part of the history of Saint Luke is that the school was staffed by the School Sisters of Notre Dame from 1917-1969. During this time, under the leadership of Father Wilfred P. Mannion, the church's current building was constructed. The new location officially opened on October 16, 1955.

Saint Monica Parish, established in Gary in 1927, was the result of the efforts of four African American Catholic women: Lillian Bolden, Louise Agnes Smith, Josefa Streeter, and Eugenia Williams. Because African Americans were not welcome in the existing Catholic churches in Gary at the time, these inspirational leaders and beacons of change petitioned then-Bishop John Francis Noll to establish a church for them. This request was granted, and Saint Monica Parish was born. In 1928, Father H. James Conway became Saint Monica's first pastor. Father Conway would serve the Catholic community in Gary for many years, eventually being named pastor at Saint Luke in 1959. During his tenure, in 1945, the Sisters of the Blessed Sacrament began instructing students at Saint Monica School, which focused on academic excellence and Christian service, and would become one of the premier educational facilities in the City of Gary. Another leader of Saint Monica's was Father Joseph M. Barry, an oblate from Boston who was very close to our family, as was another of the congregation's leaders, Myrtle King. Father William Martin, an assistant to Father Conway, took over as pastor at Saint Monica in 1968 and would eventually become the first pastor at Saints Monica and Luke Parish upon the parishes' merger in 1982.

Throughout the years, the parishioners of both Saint Luke and Saint Monica were a magnificent example of the Christian community in northwest Indiana. When the two churches merged in 1982 to become what is now Saints Monica and Luke Parish, their outstanding service to the community continued. Through the diligent efforts of its members, service to those in need has become one of the parish's identifying trademarks. Saints Monica and Luke operates a food pantry that serves families once a month, as well as the Saints Monica and Luke Soup Kitchen, which opened its doors in April 1993 and has served a hot meal to those in need every Friday since.

Madam Speaker, I ask that you and my other distinguished colleagues join me in honoring the church's current and dedicated Pastor, Father Pat Gaza, and the entire congregation at Saints Monica and Luke Parish on their 25th anniversary, as well as the preceding parishes. Throughout the years, the clergy and members of Saints Monica and Luke have dedicated themselves to providing spiritual guidance through their faith, as well as unconditional service to their community. Their constant dedication and commitment is worthy of our deepest admiration.

Madam Speaker, it is with great honor and gratitude that I stand before you today to recognize one of northwest Indiana's most dedicated, distinguished, and honorable citizens, Captain Nick Andryuk. I have known Nick for many years, and he is one of the most passionate and involved citizens that I have ever known, especially when it comes to serving his country and to serving the young men and women of the First Congressional District. Since the mid-1970's, Nick has served the youth of the First Congressional District. Since 1985, he has done so as a member of my Military Academy Board. During this time, Nick has been a constant source of knowledge and insight for students interested in attending the Merchant Marine Academy and all other military academies. Recently, Nick informed me that he will be leaving northwest Indiana and relocating to Texas.

Nick Andryuk was born and raised in Brooklyn, NY. Following his graduation from Brooklyn Technical High School in 1974, where he studied structural design, Nick chose to attend the United States Merchant Marine Academy, where he earned a bachelor of science degree in marine engineering with a minor in nuclear engineering. Upon his graduation, Nick was commissioned as an ensign in the Naval Reserves, specializing in surface warfare. Always seeking to broaden his horizons, Nick would continue his educational and occupational pursuits over the years to amass an impressive resume, which includes a master's degree in business administration from Indiana University Northwest and a Professional Engineering License from the State of Indiana.

During his time in the Naval Reserves, Nick held various positions, including: administration officer, training officer, executive officer, and eight additional commanding officer positions. In 1985, Nick was named an engineering duty officer, and finally, in 1995, he was promoted to the esteemed rank of captain. While serving in his capacity as a captain, a position he held until his retirement from the Navy Reserves in June 2004, Nick also served as an explosive safety chief inspector.

While he has served his country and community in various capacities throughout his lifetime, Nick came to be known for not only his wisdom and his willingness to serve others, but also for his strong work ethic, a trait he undoubtedly developed during his career at Inland Steel, later Ispat Inland Steel. For over 26 years, Nick served in capacities ranging from assistant engineer to section manager. Following his retirement from Ispat Inland Steel in 2001, he went on to work as a project manager and engineering consultant with Superior Engineering from 2001 to 2007. In September 2007, Nick accepted a position as vice-president of operations with Zimmerman and Jansen, a company located in Humble, Texas. While he will surely be missed in northwest Indiana, his efforts and the impact he has had on the lives of many students in the First Congressional District are to be admired. I am sure Nick will continue to share his vast knowledge with prospective academy students in his new location, and I wish him well on his endeavors.

Madam Speaker, Captain Nick Andryuk is a friend who has selflessly given his time and efforts to the young men and women of the First Congressional District, and he has served his country with the utmost eagerness and dedication as a member of the Armed Forces. At this time, I ask that you and all of my distinguished colleagues join me in commending him for his lifetime of service and dedication, and I ask that you join me in wishing him the best of success, health, and happiness in the years to come.

Madam Speaker, It is my distinct honor to congratuate some of the most devoted and proficient workers in northwest Indiana. The Northwest Indiana Federation of Labor AFL-CIO will recognize several individuals for their dedication during the 33rd Annual Community Awards reception to be held at the Duneland Falls Banquet Center in Chesterton, Indiana, on Friday, September 21, 2007. These individuals, in addition to the other Northwest Indiana Federation of Labor members who have served northwest Indiana so diligently for such a long period of time, are the epitome of the ideal American worker: loyal, dedicated, and hardworking.

At this year's event, several individuals will receive special recognition. The Honorable Duane Cheney, our distinguished State representative who recently retired, is this year's recipient of the President's Award. Mr. Cheney is being honored for his many years of service and his many contributions to the well-being of workers throughout northwest Indiana.

Mrs. Cindy Carlson, retired secretary of Sub-District 5 of District 7 for the United Steelworkers and member of Local Union #3657, will receive the Service to Labor Award for assisting organized labor to improve the quality of life for workers in northwest Indiana.

As selected by the executive board, Mr. Rudy Sutton, president of R.V. Sutton, Inc., will be presented with this year's Union Label Award for his unselfish devotion to the labor movement through all the endeavors of his company.

Mr. Jeremy Rivas of Bricklayers Local #4 will accept the Community Service Award for exemplary service to the community and the enhancement of the quality of life for all.

Mr. Joseph Kasper of Boilermakers #374 will receive the George Meany Scout Award, an honor bestowed upon him by the Boy Scouts of America.

In memoriam, the late Jim Hornak, retiree of Carpenters Local # 1046, will be honored with the Lifetime Achievement Award. The exceptional service he so generously provided to the community deserves our admiration and respect. His dedication and commitment to his community is representative of the values we cherish in northwest Indiana.

For the 2007 Business Sector Awards, Mr. Dan Sajikowski, business unit leader at the BP Refinery in Whiting, Indiana, is this year's recipient of the President's Award. The years of hard work he has put forth are a true inspiration to all. Mr. Rex Mudge, vice president of human resources for Strack & Van Til, is this year's recipient of the Retail/Wholesale Sector Award, and Arcelor Mittal USA, will be recognized with the Building Trades Sector Award. Another of our distinguished State representatives, the Honorable Charlie Brown, will be honored with this year's Service Sector Award, and Mr. Mark Oprisko, councilman for the city of Portage, will be honored with the Industrial Sector Award. Finally, Mr. Bill Kelly, president of the East Chicago Federation of Teachers #511, will be recognized for his efforts with the Public Employees Sector Award.

Northwest Indiana has a rich history of excellence in its craftsmanship and loyalty by its tradesmen. These individuals are all outstanding examples of these qualities. They have demonstrated their loyalty to both the union and the community through their hard work and self-sacrifice.

Madam Speaker, I ask that you and my distinguished colleagues join me in congratulating these dedicated, honorable, and exemplary

citizens, in addition to all of the hardworking union men and women in America. They have shown commitment and courage toward their pursuits, and I am proud to represent them in Washington, DC.

Madam Speaker, it is with pleasure that I stand before you today to recognize and congratulate Mr. Joseph Beckman as he celebrates an extraordinary milestone, the 100th anniversary of his company, Home Lumber Company, headquartered in Crown Point, Indiana. To commemorate this special occasion, an anniversary celebration took place on Friday, August 24, 2007, at the Avalon Manor in Merrillville, Indiana.

A fifth-generation family-owned business, Home Lumber Company was co- founded by Joe's great-grandfather in 1907. After graduating from Indiana University in 1971, Joe worked outside the company for a brief period before returning to the company in 1973 as a manager in manufacturing, a position he would hold for 8 years. It was during that time that Joe, highly regarded within the company and his community, was elected president of Home Lumber Company in 1979. From there, Joe went on to purchase the company from his father and other stockholders in 1982.

As president and chief executive officer of Home Lumber Company, Joe has been responsible for an overwhelming expansion of the business. While Joe is quick to credit his outstanding staff for the company's success, it is undoubtedly Joe's leadership, as well as his knowledge of, passion for, and commitment to his trade, that has been the catalyst for such improvements. Since taking over the reins, Joe has spearheaded several major expansions, including the addition of a new lumberyard in Stevensville, Michigan, the relocation of its main facility from Dyer, Indiana, to Crown Point, Indiana, which is where Joe now resides, and a new manufacturing facility in Michigan City, Indiana. However, these expansions, while quite impressive, do not appear to be the end of the company's growth. These new additions, paired with Home Lumber Company, have now become the Lumberplus Companies. Throughout his tenure, Joe has not lost sight of the goals of his father and grandfather, as he has continued to build and improve northwest Indiana by developing over 1,000 commercial and industrial properties throughout Lake County.

Aside from his business, Joe has always made it a point to give back to the community through his involvement with various service organizations, including: the Crown Point Community Foundation, Habitat for Humanity, and the Carmelite Home for Girls. Not only has he been active in these endeavors, but he has also taken a leadership role, serving on several of their executive committees and advisory boards. Furthermore, Joe has been active in the economic and educational development of his community through his service in several capacities, including: president of the Dyer Chamber of Commerce, treasurer of the Dyer Economic Development Steering Committee, president of the Dyer Economic Development Committee, treasurer of the Lake Central Multi- District School Building Corporation, and as a member of the Purdue University Calumet Chancellor's Advisory Committee.

For his service and his commitment to improving northwest Indiana, both economically and socially, Joe has received many accolades throughout the years. Joe was the recipient of the 2005 NLBMA Award for Excellence in Human Resources and the 2006 Business Investment Award by the Michigan City Economic Development Corporation. Quite an impressive accomplishment, in 2001, Joe was also named the Northwest Indiana Small Business Person of the Year and Indiana Small Business Person of the Year, a distinction that earned him recognition from President George W. Bush at a White House reception.

Madam Speaker, at this time, I ask that you and my other distinguished colleagues join me in honoring and congratulating Joseph Beckman and his team on the 100th anniversary of Home Lumber Company. Joseph and the entire staff at Home Lumber Company are to be commended for their dedication to improving northwest Indiana.

Madam Speaker, I rise today in strong support of S. 377, the United States and Poland Parliamentary Youth Exchange Program Act of 2007. I am the sponsor of the House version of this legislation, and I would like to thank my 13 colleagues, including the gentleman from Connecticut, who are cosponsors of the measure.

I would especially like to thank the distinguished senior Senator from the State of Indiana, Richard Lugar, for originating this legislation and introducing it in the other body. And I would be remiss if I did not thank the chairman of the subcommittee, the gentleman from American Samoa (Mr. Faleomavaega), as well as the ranking member of the full committee, the gentlelady from Florida (Ms. Ros-Lehtinen), as well as Mr. Lantos and the members of the committee for their consideration of the measure.

It is my sincere hope that this legislation will become the foundation for future youth exchange programs around the world. As technology and transportation makes the world more and more interconnected, it is essential that our youth and future leaders have firsthand experiences in other cultures when making decisions. A lot can be learned about a different culture from a book or a picture, but it is not nearly the same as living, studying and working in another culture for an entire year, which is what the U.S.-Poland Parliamentary Youth Exchange Program will enable youths from American and Polish high schools to do.

Senator Lugar has been a guiding light in promoting cultural exchange programs between America and countless other countries throughout his tenure, and it has been my privilege to work with him on this legislation. The Senator's genuine interest in the cultures of the world is reflected in all his actions, and he understands the priceless value of cultural exchange programs as embodied in the U.S. and Poland Parliamentary Youth Exchange Program. This program will have a profound effect on the youth of our two countries, and it can only strengthen the unbreakable friendship between the United States and Poland.

I too am very proud of the Polish community in Indiana's First Congressional District. This proud community is an integral part of the greater northwest area community in Indiana, and enhances the culture of my district in countless ways. I am happy that the U.S. and Poland Youth Exchange Program will allow all facets of the Polish culture to be experienced firsthand by American youth.

Madam Speaker, we should not delay in this opportunity for our youth to be immersed in Poland's rich culture and in this opportunity to share our culture with Polish youth. And I would urge my colleagues to support the measure.

Mr. Chairman, I rise in strong support of H.R. 3222 and thank Chairman Murtha and Ranking Member Young for the fine bill they have crafted. I would particularly like to highlight one item that is not in the bill. It's funding for the Administration's proposal to build a new nuclear weapon, the so called Reliable Replacement Warhead. The Administration proposed funding in the Energy and Water Appropriations measure for the warhead. They also asked for $30 million for design and development of the warhead in H.R. 3222.

In conjunction with my Ranking Member, Mr. Hobson, we did not provide funds for this proposal in the Energy and Water Bill. I thank Chairman Murtha and Mr. Young for their foresight and correct policy decision in also eliminating funding for this program in H.R. 3222.

Profound decisions on the use of nuclear weapons stockpile need to be made--this is a serious and fundamental responsibility. Plans need to be articulated with specificity before this Nation should consider proceeding with the President's call for a new nuclear weapon.

First, there is a need for a comprehensive nuclear defense strategy and stockpile plan to guide transformation and downsizing of the stockpile and nuclear weapons complex--and until progress is made on this critical issue, there will be no new facilities or Reliable Replacement Warhead. Only when a future nuclear weapons strategy is established can the Departments of Defense and Energy determine the requirements for the future nuclear weapons stockpile and nuclear weapons complex plan. To date no Administration has developed and articulated a policy that takes into account the changes in our world situation since the end of the Cold War, the advent of regional conflicts such as we've seen in Kosovo and the terrorist attacks of 9/ 11.

Further, testimony before the subcommittee has pointed to the potential for the international community to misunderstand development of a new nuclear weapon by the United States. Moreover, for the last decade, the Administration has said that Stockpile Stewardship was the path to maintain the safety, security and reliability of the nuclear stockpile. Now, with three major stockpile stewardship facilities all over budget, over their deadlines, and not completed, we are told, ``Let's do something else.''

Given the serious international and domestic consequences of the U.S. initiating a new nuclear weapons production activity, it is critical that the administration lay out a comprehensive course of action before funding is appropriated. Major transformation of the weapons complex can only be produced with significant bipartisan support, lasting over multiple sessions of Congress and multiple Administrations. I don't think it is asking too much for a comprehensive nuclear strategy before we build a new nuclear weapon.

The Administration has proposed funding to begin engineering and cost studies of a reliable replacement warhead. In this, they have got the cart well before the horse. No funds should be provided for this activity. Future funding should only be considered following the adoption of a new strategic weapons plan for the Nation whereby the President establishes the anticipated threat environment and the role of nuclear weapons in addressing the projected threats. The strategic weapons plan must then guide a new nuclear stockpile plan before it can be determined if and when a reliable replacement warhead is needed.

In closing, I again want to thank Chairman Murtha and Mr. Young for their wise and positive decision in this matter.
