SA 4657. Ms. STABENOW (for herself, Mr. Levin, and Mr. Baucus)
submitted an amendment intended to be proposed by her to the bill H.R.
5441, making appropriations for the Department of Homeland Security for
the fiscal year ending September 30, 2007, and for other purposes; as
follows:

On page 127, between lines 2 and 3, insert the following:

SEC. ___. CUSTOMS USER FEES.

Notwithstanding any other provision of law, the Secretary
of Homeland Security shall provide personnel and equipment to
improve national security by inspecting international
shipments of municipal solid waste, and shall levy a fee
limited to the approximate cost of such inspections.
