S.Amdt. 4857Senate109th Congress (2005-2007)

To provide that none of the funds appropriated by this Act may be available for the conversion to contractor performance of certain activities or functions of the Department of Defense in cases where the contractor receives a competitive advantage by offering inferior retirement benefits to workers who are going to be employed in the performance of such activities or functions than those offered by the Department to comparable civilian employees.

SA 4857. Mr. KENNEDY (for himself and Mr. Hatch) submitted an
amendment intended to be proposed by him to the bill H.R. 5631, making
appropriations for the Department of Defense for the fiscal year ending
September 30, 2007, and for other purposes; which was ordered to lie on
the table; as follows:

On page 160, line 7, strike ``; or'' and insert a
semicolon.
On page 160, line 14, strike the period at the end and
insert the following: ``; or
(C) offering to such workers a retirement benefit that in
any year costs less than the annual retirement cost factor
applicable to Department of Defense civilian employees under
chapter 84 of title 5, United States Code.
